by the next promotion selection board convened for the officer's<br />

grade and competitive category, or if the officer's name is<br />

again removed from the list of officers recommended for<br />

promotion, or if the Senate again does not give its advice and<br />

consent to the officer's promotion, the officer shall be<br />

considered for all purposes to have twice failed of selection<br />

for promotion.<br />

c. Except as provided in paragraph 19d, officers who fail<br />

to select for promotion shall remain eligible for consideration<br />

by subsequent promotion selection boards so long as they remain<br />

on the ADL or RASL. Two or more failures of selection subjects<br />

an officer to involuntary separation or retirement under<br />

references (a), (f), and (k).<br />

d. Officers on the ADL who are subject to discharge under<br />

section 631 of reference (a), as implemented in reference (k)<br />

for having twice failed of selection for promotion to the grade<br />

of 03, are not eligible for further consideration for promotion.<br />

e. Officers in or above the promotion zone who are selected<br />

for promotion to the grade of 06 or below but decline the<br />

appointment will be above zone for subsequent promotion<br />

selection boards.<br />

20. Counseling for Officers Who Fail of Selection for<br />

Promotion. Per reference (j), article 1420-050, CHNAVPERS shall<br />

provide, upon request, counseling for officers who fail of<br />

selection for promotion to grades 03 to 06. Counseling shall<br />

consist of reviewing the officer's record and indicating any<br />

factors that may account for not having been selected.<br />

a. The counselor will be an officer experienced in officer<br />

personnel matters who is senior to and when practicable, in the<br />

same competitive category as the officer requesting counseling.<br />

The counselor may not be an officer who served as a member,<br />

recorder, or administrative assistant for a promotion selection<br />

board which failed to select the requesting officer for<br />

promotion.<br />

b. Requests for counseling should be submitted to<br />

NAVPERSCOM (PERS-4).<br />
