fact or material administrative error, or that the board lacked<br />

some material information for consideration.<br />

c. Requests for special selection boards may be initiated<br />

by an individual officer. Requests will be considered and<br />

approved per paragraph 24n.<br />

d. Officers Not Considered Due to Administrative Error<br />

(1) SECNAV shall, upon determination that an<br />

administrative error prevented consideration of an officer's<br />

record before a promotion selection board, convene a special<br />

selection board to consider the record of the officer concerned.<br />

CNO or CMC, as appropriate, or their respective designee, shall<br />

provide narrative comments and recommendations, as appropriate,<br />

for consideration by SECNAV in making determinations under the<br />

provision of this paragraph.<br />

(2) Failure to submit the record of an officer to the<br />

promotion selection board for that officer's grade and<br />

competitive category prior to the date that the board adjourned<br />

and forwarded its report to SECNAV shall constitute<br />

administrative error if:<br />

(a) The officer was on, or subject to placement on,<br />

the ADL or RASL of the Navy or Marine Corps on or before the<br />

date the board convened.<br />

(b) The officer should have been considered by the<br />

board as an above zone or in zone eligible officer.<br />

e. Officers considered by a Promotion Selection Board, but<br />

not Recommended for Promotion<br />

(1) A special selection board may be convened when<br />

SECNAV determines that an officer or former officer was not<br />

recommended for promotion by a selection board as an above zone<br />

or in zone eligible because:<br />

(a) The promotion selection board, which considered<br />

the officer for promotion, acted contrary to law.<br />
