Letter from the Director<br />

Dear Residents:<br />

This has been a very busy, productive and exciting year for the <strong>City</strong><br />

<strong>of</strong> <strong>Delaware</strong> <strong>Parks</strong> & <strong>Recreation</strong> <strong>Department</strong>:<br />

<strong>City</strong> Council just approved a “collaboration” between the <strong>City</strong> and the<br />

Central Ohio YMCA for the YMCA to provide programming and<br />

oversight at Mingo Park <strong>Recreation</strong> complex. Under this<br />

arrangement all current programs run by the <strong>City</strong>, such as Youth<br />

Baseball and S<strong>of</strong>tball, Adult S<strong>of</strong>tball and Jack Florance Pool<br />

operations will be operated by YMCA staff, resulting in improved<br />

efficiencies, the elimination <strong>of</strong> duplicated programming and<br />

streamlined operating costs to the <strong>City</strong>. The <strong>City</strong> will continue to<br />

maintain all parks and facilities maintenance and facility rentals.<br />

In addition:<br />

· Work continues on Glen Ross Park, our 22nd park and newest<br />

neighborhood park, opening in September.<br />

· Extensive renovations to Mingo Park and Smith Park, funded by<br />

passage <strong>of</strong> the 2008 <strong>Recreation</strong> Levy, are taking place this fall.<br />

· The YMCA is preparing to open the Community Center/YMCA on<br />

Houk Road in November.<br />

Doggie Dive-In<br />

You have spent the summer enjoying the<br />

water and relaxing in the sun, now its<br />

time to let our four legged friends in on<br />

the fun. On Saturday, September 10th, the<br />

only swimmers allowed in the pool will be<br />

your dogs. This is a one dog per person<br />

event. Dogs must be licensed, current<br />

on all vaccinations and must have the<br />

appropriate paperwork on file with our<br />

<strong>of</strong>fice prior to the event. Friendly dogs<br />

only please.<br />

Pumpkin Run<br />

Come run or walk in the <strong>Delaware</strong> County's<br />

largest 5k. Combined with Ohio Wesleyan<br />

University's Homecoming weekend, it is<br />

sure to be bigger than ever! The People In<br />

Need Inc. will receive the proceeds from<br />

this year's race. Participants registered by<br />

September 17th will receive a long sleeve t-<br />

shirt and goodie bag. Awards will be given to<br />

the top overall male and female runners and<br />

top male and female runner in each age<br />

group. Registration forms can be picked up<br />

at the <strong>City</strong> <strong>of</strong> <strong>Delaware</strong> <strong>Parks</strong> and<br />

<strong>Recreation</strong> <strong>Department</strong> located at Mingo<br />

Basketball League *<br />

This youth league is for boys and girls grades<br />

-6. The 3rd & 4th graders will play together<br />

These Co-Rec leagues will run like regular<br />

leagues with practice times, games and a<br />

tournament at the end. Practices will start at<br />

the end <strong>of</strong> November and run through<br />

ecember. After a break for the holidays,<br />

eague play will begin on January 7th. There<br />

will be a single elimination tournament the<br />

17th and 24th <strong>of</strong> March (weather permitting).<br />

Little Hoop Stars<br />

This highly instructional, fun-oriented<br />

introductory basketball program is for<br />

children in Pre-K and Kindergarten (must be<br />

4 years-old). This program is an<br />

“Instructional Based League”. The Little<br />

Hoop Stars program includes about 45<br />

minutes <strong>of</strong> instruction followed by 15 minutes<br />

<strong>of</strong> game play. Players are taught the basics<br />

<strong>of</strong> dribbling, passing, shooting, positioning,<br />

defense, and rebounding in a fun-oriented<br />

program. All coaching is conducted by Jump<br />

Start sports staff however; parents are<br />

encouraged to assist for organizational<br />

purposes. All participants will receive a<br />

team shirt and trophy.<br />

Hoop Stars Basketball<br />

A highly instructional, fun-oriented<br />

Pitching Clinic-<br />

Beginning Fast-Pitch S<strong>of</strong>tball<br />

The <strong>City</strong> <strong>of</strong> <strong>Delaware</strong> <strong>Parks</strong> & <strong>Recreation</strong><br />

<strong>Department</strong> has partnered with On The<br />

Mound LTD to <strong>of</strong>fer you two 3 week<br />

sessions on the mechanics <strong>of</strong> s<strong>of</strong>tball<br />

pitching. This clinic is for beginners who<br />

want to learn how to successfully do the<br />

windmill motion <strong>of</strong> fast pitch s<strong>of</strong>tball.<br />

The instructor, Emily Windle-Halpin, is a<br />

former assistant pitching coach at Ohio<br />

Wesleyan University and currently owns<br />

On The Mound LTD located in <strong>Delaware</strong>.<br />

Please dress appropriately for movement<br />

with tennis shoes and/or cleats and<br />

prepare for indoor or outdoor sessions.<br />

A catcher is needed for all 3 sessions –<br />

buckets and balls provided. Each session<br />

is limited to 10 students.<br />

Mini-Hawk Multi Sport<br />

Camp<br />

Mini-Hawk camp is an introduction to three<br />

<strong>of</strong> our most popular sports. In this class, the<br />

children will learn the fundamentals <strong>of</strong> all<br />

three sports in a unique way. We also tie in<br />

life lessons like sportsmanship and respect.<br />

Skyhawks uses creative and fun games to<br />

make sure everyone is taught correctly and<br />

improves their skills.<br />

Participants should bring: Appropriate<br />

clothing, Shin-Guards (encouraged for<br />

Soccer), Athletic shoes, Baseball glove,<br />

and water bottle.<br />

The Skyhawks team uses basketball to teach<br />

life skills. We will incorporate fun and<br />

interesting games that are focused on<br />

refining basic basketball knowledge and<br />

advancing all around skill sets. Each child<br />

will improve their skills, make new friends,<br />

and have a blast!<br />

Join us for fun and play using a variety <strong>of</strong><br />

Classes<br />

Angel Dunlap has been teaching dance and<br />

baton in <strong>Delaware</strong> for 25 years. All phases <strong>of</strong><br />

baton and dance are <strong>of</strong>fered including: ribbon<br />

dancing, clogging, modern, Irish dance, tap,<br />

jazz, ballet, hip hop, preschool dance with<br />

tumbling, boys classes, cheer camp, as well<br />

as 1, 2, and 3 baton, majorette lines, strutting,<br />

modeling, pom, fire baton and knife twirling.<br />

Solo lesson and group lessons available.<br />

There is a $30 registration fee/family and a $65<br />

recital fee/family. The recital fee includes a<br />

copy <strong>of</strong> your “special dancer on twirler” DVD<br />

<strong>of</strong> the dance recital and with this fee there will<br />

This multi-purpose room, located in the Mingo Park Complex, is<br />

are 48’ x 48’ with a maximum capacity <strong>of</strong> 100 people. The kitchen is<br />

fountain, and a stone fireplace. No reservations will be accepted<br />

Hidden Valley Golf Course<br />

Tree Lawns<br />

The lawn area between the curb and the sidewalk is known<br />

as the tree lawn. Although this area is <strong>City</strong> property, the<br />

<strong>Parks</strong> & <strong>Recreation</strong> <strong>Department</strong> encourages every<br />

homeowner to routinely water newly planted trees in the<br />

lawn. In the summer months, one inch <strong>of</strong> water per week is<br />

recommended to help establish the trees quickly and ward<br />

<strong>of</strong>f insect and disease problems. One inch <strong>of</strong> water is<br />

roughly equal to a hose running for 10 minutes.<br />

If you would like to plant, prune, or remove a tree in this area,<br />

you must first receive permission from the <strong>City</strong> <strong>of</strong> <strong>Delaware</strong><br />

<strong>Parks</strong> & <strong>Recreation</strong> <strong>Department</strong>. Shrubs are not permitted to<br />

The 13,000 square foot facility at Mingo Park addresses the needs <strong>of</strong><br />

skaters, bikers and bladers regardless <strong>of</strong> their skill level. The park,<br />

funded through a unique partnership with local businesses and<br />

organizations, and through the fund-raising efforts <strong>of</strong> community<br />

youth, provides street and transition elements as well as flow for<br />

boarders while blending in with the current Mingo Park landscape.<br />

Training and Community Center<br />

Since passing the recreation levy in August <strong>of</strong> 2008, the <strong>Recreation</strong><br />

Steering Advisory Committee along with <strong>City</strong> staff and our partners,<br />

the Central Ohio YMCA and the Ohio National Guard, have been hard<br />

at work planning and designing <strong>Delaware</strong>’s new Training and<br />

Community Center. Construction is nearly complete on the <strong>Delaware</strong><br />

Community Center/YMCA portion <strong>of</strong> the project on South Houk Road<br />

and the facility is expected to open by November <strong>of</strong> 2011.<br />

Park Improvements<br />

The recreation levy passed in August 2008, also provides funding for<br />

park improvements around the <strong>City</strong> <strong>of</strong> <strong>Delaware</strong>. The <strong>Recreation</strong><br />

Steering Advisory Committee has worked through a process <strong>of</strong><br />

prioritizing needed improvements to many <strong>of</strong> the parks around<br />

<strong>Delaware</strong>. So far, aging ball field lights have been replaced at Mingo<br />

and Smith <strong>Parks</strong> and four new dugouts have been installed at Smith<br />

Park. Other improvements include field, parking and walking trail<br />

improvements at Mingo Park, playground equipment, infield<br />

improvements, and walking trail improvements at Smith Park, as<br />

well as other park upgrades throughout the system including<br />

Stratford Woods Park and Kensington Park.<br />

In addition, the park improvements funds are building an additional park<br />

next to the Training and Community Center site that will include needed<br />

athletic field space, a nature area, a community shelter, and more.<br />

Bikeways<br />

In June 2010, <strong>City</strong> Council passed a bikeway plan which establishes<br />

goals and standards for our bikeway system including bike paths,<br />

sidewalks and walking trails. The <strong>City</strong> currently has about 14 miles<br />

<strong>of</strong> trails. Some <strong>of</strong> the major goals <strong>of</strong> the bikeway plan are to<br />

increase connectivity between existing trails, provide connections<br />

across town including to the new YMCA/Community <strong>Recreation</strong><br />

Center, and to improve maintenance on existing trails.<br />

<strong>City</strong> Resident Policy<br />

The <strong>City</strong> <strong>of</strong> <strong>Delaware</strong> <strong>Parks</strong> & <strong>Recreation</strong> <strong>Department</strong> is largely<br />

inanced through <strong>City</strong> income tax dollars. Therefore, in order to be<br />

onsidered a “resident” in our registration process, you must live or<br />

ork within the <strong>Delaware</strong> <strong>City</strong> limits or be the spouse or child (17<br />

ears or younger) <strong>of</strong> such a person living in the same household.<br />

Non-resident” applies to all others. Even though you may live in the<br />

3015 zip code or within the <strong>Delaware</strong> <strong>City</strong> School District, you may<br />

ot live within the <strong>Delaware</strong> <strong>City</strong> limits. We ask for your<br />

nderstanding when registering.<br />

on-residents do not contribute to <strong>Delaware</strong> <strong>City</strong> services<br />

inancially through taxes and therefore will pay the full class rate. In<br />

order to receive the Discounted Resident Rate, residents will be<br />

required to present current identification such as a valid driver’s<br />

license, recent utility bill, or recent check stub showing <strong>Delaware</strong><br />

<strong>City</strong> income tax withheld.<br />

Late Fee Policy<br />

Late fees may be applied in cases where registrations can be<br />

taken after a stated deadline. The amount <strong>of</strong> the late fee may vary.<br />

For programs that do not have specific registration deadlines listed,<br />

registration should be received by the <strong>Parks</strong> & <strong>Recreation</strong> Office<br />

one week prior to the program start date.<br />

Refund Policy<br />

1) A full refund will be made automatically when:<br />

a) Class enrollment has reached the maximum<br />

b) Classes are cancelled by the <strong>Recreation</strong> Office.<br />

c) Upon written request, when the schedule or location<br />

is changed by the city prohibiting or limiting your<br />

attendance.<br />

) Partial refunds may be issued, upon written request, for<br />

ongoing programs if received 7 days before the start <strong>of</strong> the<br />

class/activity. No refunds will be issued after the second<br />

meeting <strong>of</strong> the class/activity.<br />

) Requests for refunds will not be accepted for one-day<br />

programs after the program has taken place; for late<br />

registration fees; or season memberships to Jack Florance<br />

Pool or Hidden Valley Golf Course.<br />

) Please allow 2-4 weeks for refunds to be processed and<br />

mailed.<br />

) Refunds are not always possible for pre-purchased goods<br />

(uniforms, reservations, transportation, deposits, etc.)<br />

6) We will accept written requests for refunds where special<br />

circumstances and hardships warrant consideration.<br />

Program Scholarships<br />

The <strong>Parks</strong> & <strong>Recreation</strong> <strong>Department</strong> provides 50% scholarships on<br />

youth registration only for designated programs (noted with an (*)<br />

throughout the brochure). Requests must be in writing and eligibility<br />

verified. Call the <strong>Parks</strong> & <strong>Recreation</strong> Office at 203-1450 for more<br />

details or visit our webpage at www.delawareohio.net to print out a<br />

Scholarship Eligibility verification form.<br />

Liability Release<br />

I/we the parent/guardian <strong>of</strong> the above child, release the<br />

<strong>City</strong> <strong>of</strong> <strong>Delaware</strong>, their employees, agents, <strong>of</strong>ficers, and<br />

servants <strong>of</strong> any risks and hazards incidental to the above activity;<br />

and hereby forever release, waive and relinquish the <strong>Delaware</strong><br />

<strong>Parks</strong> & <strong>Recreation</strong> <strong>Department</strong> and the <strong>City</strong> <strong>of</strong> <strong>Delaware</strong>, its<br />

instructors and supervisors and all other persons assisting in the<br />

Have You Considered Adoption?<br />

The <strong>Delaware</strong> <strong>Parks</strong> & <strong>Recreation</strong> <strong>Department</strong> has a variety <strong>of</strong> parks, trails, and<br />

landscape beds looking for someone to adopt them. Individuals, families, church<br />

groups, businesses or other agencies can beautify their community while<br />

spending quality time outdoors and getting some exercise. Please consider<br />

serving your community through one <strong>of</strong> the following adoption opportunities.<br />

Adopt a Park<br />

<strong>Delaware</strong> has 21 parks with three more on the way by 2011. Help clean up and<br />

maintain your neighborhood park or help out with one <strong>of</strong> our larger community<br />

parks through park adoption.<br />

Adopt a Trail<br />

The <strong>City</strong> has over 14 miles <strong>of</strong> bikeways which are difficult to monitor and maintain.<br />

Take a walk, do a little clean up, and report back any maintenance issues to help<br />

keep our trails looking good and safe for walkers, runners and bikers.<br />

Adopt a Landscape Bed<br />

In an effort to provide more beautification in our parks and at key <strong>City</strong> entrances<br />

and gateways (i.e. the new Point intersection), we are looking for plant/material<br />

donations and/or people to help maintain some <strong>of</strong> our most prominent landscape<br />

beds around town.<br />
