Agenda 3:
Nominations of Vice Presidents to the ITUC General Council
Since the 2 nd ITUC World Congress in June 2010, we need to submit three (3) new
nominations for Vice Presidents of the ITUC from the Asia Pacific region.
With Brother Sanjeeva’s election as President of the ITUC-AP at the 2 nd Regional
Conference in May 2011, the position occupied by Brother G. Rajasekaran (MTUC,
Malaysia), previous President of the ITUC-AP, is currently vacant.
The second vacant position was occupied by the previous Chair of the ITUC-AP Women’s
Committee, Sister Noorlaila Aslah (MTUC, Malaysia). Accordingly, this position should be
replaced by Sister Reijeli Naruma (FTUC, Fiji) who was elected as Chair of the ITUC-AP
Women’s Committee at the 2 nd Regional Conference.
The last position was recently vacated by Brother Jeff Lawrence (ACTU, Australia). Brother
Jeff had decided not to be re-nominated when his term expired in May 2011 during the
ACTU Congress. Coordination is requested between the 2 titular members of the ITUC
General Council from the Pacific sub-region, i.e. the ACTU and the FTUC, to nominate a
new Vice President.
Based on the changes mentioned above, the current list of ITUC Vice Presidents from the
Asia Pacific region is as follows:
East Asia
South East Asia
South Asia
Middle East
South Pacific
Brother Nobuaki Koga (JTUC, Japan)
Vacant
(Previously represented by Brother G. Rajasekaran and Sister Noorlaila Aslah)
Brother G. Sanjeeva Reddy (ITUC-AP President, INTUC, India)
Sister Jyoti Macwan (SEWA, India)
Brother Ofer Eini (Israel, HISTADRUT)
Brother Shaher Saed (PGFTU, Palestine)
Sister Reijeli Naruma (FTUC, Fiji)
(Chair, ITUC-AP Women’s Committee)
Vacant
(Previously represented by Brother Jeff Lawrence)
For the South East Asia sub-region, it is proposed that the vacant position be replaced by
Brother John De Payva (SNTUC, Singapore) since he is the only Titular Member in that subregion
who is not on rotation basis..
Recommendation:
The Regional Executive Bureau is requested to consider the three nominations for
Vice Presidents of the ITUC and for submission to the ITUC General Council for its
election.

Agenda 5:
Expenses of Members of the Regional General Council and the Regional
Executive Bureau
1. Article 34 of the Regional Constitution says that: “The expenses of members of the
Regional General Council and of the Regional Executive Bureau (…) in the performance
of their duties, shall be borne by the Regional Organisation, provided finances permit”.
2. Up to now, the ITUC-AP has been supporting the meeting-related expenses of members
of the Regional General Council (RGC) and the Regional Executive Bureau (REB).
However, the financial means of the ITUC-AP are not unlimited, especially taking into
consideration the current financial difficulties. It is therefore proposed that the ITUC-AP
adopts the same ITUC policy on financial assistance to members of the General Council
and the Executive Bureau that was approved by the ITUC General Council in 2007.
Policy on Financial Assistance to RGC and REB Members
3. Members of the RGC and the REB who have the necessary financial means should
cover their own meeting-related expenses, at least partially; and the ITUC-AP would
urge all members to make every effort to comply with this approach.
4. The provision of financial assistance will be based on the financial means of the
requesting organisation, according to the Band of Affiliation Fees in which the
organisation is in. The maximum reimbursement applicable is reflected in the table
below:
Band of
Affiliation Fees
Band 3 √ √ - -
Band 4 √ √ √ -
Band 5 √ √ √ √
5. Financial assistance should not be given automatically, but only upon request of a
member in need of it. A written request for assistance request should be submitted to
the ITUC-AP General Secretary, specifying the type of assistance required – travel,
hotel and/or local expenses.
6. Only authorised members, in accordance with Article 19(b) of the Regional Constitution
(no arrears in affiliation fees) and Article 3 (Admission to Meetings) in the Standing
Orders of the RGC and REB, are entitled to seek financial assistance.
7. Notwithstanding the abovementioned, no financial assistance will be extended to the
following circumstances:
i. Member is accompanied by an assistant, advisor, observer or a substitute member
from the same organisation;
ii. Member refuses the travel arrangement and accommodation made by the ITUC-AP
Secretariat; and/or
iii. Member travels on a ticket with a higher travel class and/or more expensive than that
which the ITUC-AP would have provided.
8. For specific cases that are exceptional, special consideration for financial assistance
shall be taken by the Regional General Council.
Recommendation:
The Regional Executive Bureau is requested to approve the above arrangements
concerning payment of the expenses of members of the Regional General Council
and the Regional Executive Bureau.
