Agenda 3:<br />

Nominations of Vice Presidents to the <strong>ITUC</strong> General Council<br />

Since the 2 nd <strong>ITUC</strong> World Congress in June 2010, we need to submit three (3) new<br />

nominations for Vice Presidents of the <strong>ITUC</strong> from the Asia Pacific region.<br />

With Brother Sanjeeva’s election as President of the <strong>ITUC</strong>-<strong>AP</strong> at the 2 nd Regional<br />

Conference in May 2011, the position occupied by Brother G. Rajasekaran (MTUC,<br />

Malaysia), previous President of the <strong>ITUC</strong>-<strong>AP</strong>, is currently vacant.<br />

The second vacant position was occupied by the previous Chair of the <strong>ITUC</strong>-<strong>AP</strong> Women’s<br />

Committee, Sister Noorlaila Aslah (MTUC, Malaysia). Accordingly, this position should be<br />

replaced by Sister Reijeli Naruma (FTUC, Fiji) who was elected as Chair of the <strong>ITUC</strong>-<strong>AP</strong><br />

Women’s Committee at the 2 nd Regional Conference.<br />

The last position was recently vacated by Brother Jeff Lawrence (ACTU, Australia). Brother<br />

Jeff had decided not to be re-nominated when his term expired in May 2011 during the<br />

ACTU Congress. Coordination is requested between the 2 titular members of the <strong>ITUC</strong><br />

General Council from the Pacific sub-region, i.e. the ACTU and the FTUC, to nominate a<br />

new Vice President.<br />

Based on the changes mentioned above, the current list of <strong>ITUC</strong> Vice Presidents from the<br />

Asia Pacific region is as follows:<br />

Administrative Budget for the year 2013<br />

Explanatory Note<br />

INCOME<br />

1. Affiliation Fees<br />

Income from affiliation fees for the year 2013 is calculated based on the new affiliation<br />

fees and structure that were approved by the 2 nd <strong>ITUC</strong>-<strong>AP</strong> Regional Conference held in<br />

May 2011 in Singapore.<br />

The expected income from affiliation fees for the year 2013 is estimated based on the<br />

exchange rate of US$1 = S$1.20 which is lower at the current prevailing rates taking into<br />

accounts the changes in paying membership of the affiliated organisations and other<br />

unforeseen circumstances.<br />

2. <strong>ITUC</strong> General Fund Contribution<br />

The <strong>ITUC</strong> General Fund Contribution to the <strong>ITUC</strong>-<strong>AP</strong> is maintaining in the terms of in<br />

Singapore Dollars (SGD) base. It is requested that the estimated budget for the year<br />

2013 be increased by 3.7% (SGD 46,782.00) to cover inflationary costs and to sustain<br />

stable financial positions of the <strong>ITUC</strong>-<strong>AP</strong> Secretariat.<br />

The increase in 3.7% of the <strong>ITUC</strong> General Fund Contribution is based on the mid-year of<br />

the Singapore Consumer Price Index (CPI) less accommodation. The Singapore CPI<br />

had been upped by 10% since from the year 2008 to 2012.<br />

EXPENDITURE<br />

The overall expenses are estimated on the basic of practically expected expenditure to be<br />

incurred for the year.<br />

1.0 Conference, Meetings and Travelling Expenses – no change.<br />

2.0 Special Mission – increased in provision comparing to 2012.<br />

3.0 Office Rent and Upkeep – slight increased on office maintenance, cleaning &<br />

utilities.<br />

Note: The Office space at the NTUC Centre for the <strong>ITUC</strong>-<strong>AP</strong> Secretariat is<br />

estimated to be S$135,000 (4,000 sq ft) per annum paid/contributed by the<br />

SNTUC, Singapore.<br />

4.0 Office Expenses – no change.


5.0/6.0 Direct and Incidental Staff Expenditure – The <strong>ITUC</strong>-<strong>AP</strong> Secretariat in Singapore<br />

will be composed of 5 Directors, 3 Officers*, 2 Secretarial Staff and the General<br />

Secretary for the year 2013.<br />

* One Officer is seconded from our affiliated organisation, JTUC-Rengo and the<br />

salaries and incidental allowances are fully borne by the sponsoring organisation.<br />

5.1 Social Security Benefits – Provision for CPF (Social Security Benefits)<br />

contributions for the local staff is made in accordance with the relevant laws in<br />

Singapore.<br />

5.2 Medical Insurance/Reimbursement – no change.<br />

5.3 Accommodation Allowance – provision based on the Staff Association MOU.<br />

6.0 Incidental Staff Expenditure – no change in provision except increased in<br />

provision for Children’s Education Allowance for 1 staff member.<br />

7.0 Publication and Publicity Expenses – no change.<br />

8.0 Furniture and Equipment – no change.<br />

9.0 Miscellaneous/Contingencies – provision for expenses on item not covered<br />

1. Article 34 of the Regional Constitution says that: “The expenses of members of the<br />

Regional General Council and of the Regional Executive Bureau (…) in the performance<br />

of their duties, shall be borne by the Regional Organisation, provided finances permit”.<br />

2. Up to now, the <strong>ITUC</strong>-<strong>AP</strong> has been supporting the meeting-related expenses of members<br />

of the Regional General Council (RGC) and the Regional Executive Bureau (REB).<br />

However, the financial means of the <strong>ITUC</strong>-<strong>AP</strong> are not unlimited, especially taking into<br />

consideration the current financial difficulties. It is therefore proposed that the <strong>ITUC</strong>-<strong>AP</strong><br />

adopts the same <strong>ITUC</strong> policy on financial assistance to members of the General Council<br />

and the Executive Bureau that was approved by the <strong>ITUC</strong> General Council in 2007.<br />

Policy on Financial Assistance to RGC and REB Members<br />

3. Members of the RGC and the REB who have the necessary financial means should<br />

cover their own meeting-related expenses, at least partially; and the <strong>ITUC</strong>-<strong>AP</strong> would<br />

urge all members to make every effort to comply with this approach.<br />

4. The provision of financial assistance will be based on the financial means of the<br />

requesting organisation, according to the Band of Affiliation Fees in which the<br />

organisation is in. The maximum reimbursement applicable is reflected in the table<br />

below:<br />

5. Financial assistance should not be given automatically, but only upon request of a<br />

member in need of it. A written request for assistance request should be submitted to<br />

the <strong>ITUC</strong>-<strong>AP</strong> General Secretary, specifying the type of assistance required – travel,<br />

hotel and/or local expenses.<br />

6. Only authorised members, in accordance with Article 19(b) of the Regional Constitution<br />

(no arrears in affiliation fees) and Article 3 (Admission to Meetings) in the Standing<br />

Orders of the RGC and REB, are entitled to seek financial assistance.<br />

7. Notwithstanding the abovementioned, no financial assistance will be extended to the<br />

following circumstances:<br />

i. Member is accompanied by an assistant, advisor, observer or a substitute member<br />

from the same organisation;<br />

ii. Member refuses the travel arrangement and accommodation made by the <strong>ITUC</strong>-<strong>AP</strong><br />

Secretariat; and/or<br />

iii. Member travels on a ticket with a higher travel class and/or more expensive than that<br />

which the <strong>ITUC</strong>-<strong>AP</strong> would have provided.<br />

8. For specific cases that are exceptional, special consideration for financial assistance<br />

shall be taken by the Regional General Council.<br />

Recommendation:<br />

The Regional Executive Bureau is requested to approve the above arrangements<br />

concerning payment of the expenses of members of the Regional General Council<br />

and the Regional Executive Bureau.

Agenda 6:<br />

Project Proposal to Fill the Gap of the <strong>ITUC</strong> General Fund Allocations<br />

between 2011 and 2012<br />

On the basis of the discussion at the 6 th REB and subsequent consultation with the <strong>ITUC</strong>,<br />

the <strong>ITUC</strong>-<strong>AP</strong> submitted the following project proposal to the <strong>ITUC</strong>.<br />

An oral report will be made by the General Secretary on the follow-up action taken by the<br />

<strong>ITUC</strong>.<br />

Project Advancing Trade Union Engagement with Regional Integration<br />

1. Objective – To Support affiliates in engaging with the regional and interregional<br />

integration processes and the ADB<br />

2. Target Integration Processes – ASEAN, SAARC, <strong>AP</strong>EC, ASEM, PIF and the ADB<br />

3. Activities – The ASEAN TUC and the SARTUC have their own “Secretariats” in Manila<br />

and Kathmandu, however, currently, the role of the two Secretariats is to organise<br />

meetings, but not to prepare policy papers. Contact with the PIF has yet to be<br />

established.<br />

Accordingly, this project is designed to assist affiliates in providing political and<br />

economic analysis and policy papers as a base for their political engagements.<br />

4. Personnel Matter – One full-time staff or an economist/researcher to be employed on a<br />

contract base for two years, subject to renewal.<br />

5. Location of Project Office – At a capital city in the region or at the <strong>ITUC</strong>-<strong>AP</strong><br />

Secretariat.<br />

6. Budget – Euro 120,000+ 1 for personnel cost, general office operations, travel and<br />

others.<br />

Recommendation:<br />

The Regional Executive Bureau is requested to review the consultation process<br />

between the <strong>ITUC</strong> and the <strong>ITUC</strong>-<strong>AP</strong> and take necessary action.<br />

1 General Fund Contribution from the <strong>ITUC</strong> in 2011 was SGD1,480,596, and in 2012 was SGD1,264,371.<br />

Exchange loss on the <strong>ITUC</strong>-<strong>AP</strong> stands at SGD216,219, equivalent to Euro135,000 at the current exchange rate<br />

of 1.60 against the SGD.
