Together, We Can Upturn the Downturn<br />
In his New Year message earlier this year, <strong>NTUC</strong> Secretary-<br />
General Lim Swee Say outlined three core priorities for the<br />
labour movement to help Singapore pull through the global crisis.<br />
“Cut costs to save jobs – Be pro-active in working closely with the<br />
management and government to improve productivity and reduce total<br />
costs – wage and non-wage costs – as best as we can. More cost reduction<br />
for our businesses would mean more jobs saved for our workers.”<br />
“Up-skill and re-skill for new and different jobs – Our<br />
challenge is to encourage workers to not just look for ‘same<br />
job with same pay’. We need them to believe in themselves<br />
and be willing to adapt to new job demands, so that we can<br />
help them up-skill and re-skill to take on new and different jobs in different industries.”<br />
“Stay the course to achieve our longer term objectives – We have<br />
worked hard to increase the employment rate of women and older<br />
workers through various tripartite efforts. We have also worked<br />
hard to reduce unemployment and under-employment by re-creating<br />
low-paying jobs, promoting best-sourcing of contract services,<br />
and enhancing the employability of low-skilled workers. The pace of our efforts will be affected by the<br />
short-term crisis due to excess manpower in a growing number of companies. We will spare no effort<br />
in sustaining the momentum jointly with our tripartite partners. Together, we can upturn the downturn.”<br />
This message from <strong>NTUC</strong> Secretary-General hit a cord with the Union of Security Employees<br />
(USE). In response to his call, USE will be rolling out a slew of initiatives together with our industry<br />
partners to upturn the downturn. These include the Security Industry Job Fairs; Security Job Recreation<br />
Programme; Security Identification (ID) Card Project; SPUR Training; <strong>NTUC</strong> U Care<br />
Fund Raising; Care and Share Vouchers and the inaugural USE Scholarship and Bursary Awards.<br />

with better regulations to enhance the employability and productivity of<br />
our officers. As a result, our industry is less affected by this downturn and<br />

Security Identification Card Project<br />
Union of Security Employees (USE), in collaboration with the<br />
Security Industry Regulatory Department (SIRD), will jointly<br />
issue the standardised identification (ID) card for all screened,<br />
trained and registered private security officers in Singapore. With<br />
an estimated of at least 35,000 (in-house and agency) officers<br />
currently in the industry, the entire ID card issuance exercise<br />
is expected to take more than one year to complete. Security<br />
officers will be notified by SIRD in batches through a letter<br />
to approach <strong>NTUC</strong> Centre to process their ID card application.<br />
The ID card is introduced as part of the Job Re-creation Programme (JRP) to improve the professionalism<br />
and image of the private security industry. As part of our union member benefits, USE will undertake to fully<br />
subsidise the initial card processing fee of $10 as well as future card renewal fees for all USE members for life!<br />
<strong>NTUC</strong> U Care Fund<br />
The Labour Movement U Care Fund was launched on 11<br />
March 2009 to raise $20 million to help needy low-income<br />
workers and the retrenched to weather this economic downturn.<br />
Union of Security Employees (USE) with the support of our<br />
unionized companies and members will be contributing to the<br />
fund through canvassing and fund raising events, to support<br />
this good cause.<br />
USE Bursary & Scholarship Award<br />
At our USE 30th Anniversary Celebration cum Fund Raising Dinner on 28<br />
November 2008, Union of Security Employees (USE) successfully raised about<br />
$100,000 to fund a new benefit for our Ordinary Branch<br />
(OB) members, in the form of our very own USE Bursary<br />
& Scholarship Awards. This marks a new chapter in the<br />
history of USE as it is the first time USE is giving out these<br />
awards for the benefit of our members and their children.<br />
USE Bursary & Scholarship awards will be given out to<br />
members’ school going children studying in primary to<br />
tertiary education levels at local education institutions.<br />
Applications are now open from 24 April 2009 till 15 May 2009. Successful<br />
applicants will be notified within one month from closing date.<br />

USE 30th Anniversary Celebration<br />
Dinner<br />
28 November 2008 marked an important date in the<br />
history of Union of Security Employees (USE) – we<br />
held our 30th Anniversary Celebration cum Funding<br />
Raising Dinner at Meritus Mandarin Hotel Ballroom.<br />
The event kicked off with a coordinated march-in by<br />
security officers from our unionised companies as<br />
well as members of the USE Executive Council to<br />
welcome our Guest-of-Honour, Deputy Secretary-<br />
General, Mr. Heng Chee How. Tokens of appreciation<br />
and recognition were given out to our industry partners<br />
including two of our USE ex-General Secretaries,<br />
Mr. Yusoff Marican and Mr. Ryan Cheong. The<br />
dinner successfully raised about $100,000 in funds<br />
towards the USE Bursary & Scholarship Award.<br />
USE would like to thank all donors/helpers who have<br />
generously donated/contributed towards the event.<br />
Security Industry Career Fair 2009<br />
To promote security jobs and facilitate placement of<br />
more jobseekers into the private security industry,<br />
the Singapore Workforce Development Agency<br />
(WDA), supported by Union of Security Employees<br />
(USE), <strong>NTUC</strong> Women Development Secretariat<br />
(WDS), Security Association (Singapore) (SAS) and<br />
Association of Certified Security Agencies (ACSA),<br />
organised a Security Industry Career Fair on 25 and<br />
26 April 2009 at the Suntec Singapore International<br />
Convention Centre Concourse (3rd floor). The job<br />
fair was estimated to attract more than 1,000 job<br />
applicants from all walks of life to fill up more than<br />
200 available security job positions. New programmes<br />
such as the Security Supervisor Conversion<br />
Programme (SSCP) and Professional Conversion<br />
Programme (PCP) for Security Executives to assist<br />
unemployed/retrenched PMETs/workers to enter the<br />
security industry were also rolled out at the event.<br />

Care and Share Assistance Vouchers<br />
To assist low wage members to defray their<br />
living expenses and enable them to enjoy free<br />
family recreation at <strong>NTUC</strong> Downtown East, Union<br />
of Security Employees (USE) assisted to distribute<br />
more than $200,000 worth of assistance vouchers<br />
to our members in 2008. These were in the form<br />
of <strong>NTUC</strong> Family and Fun Carnival vouchers, U-<br />
Stretch discount vouchers, Back-to-School (BTS)<br />
vouchers as well as public transport/utilities<br />
vouchers. In addition, USE also assisted family<br />
members of deceased union members to claim under<br />
the <strong>NTUC</strong> GIFT group insurance and Singapore<br />
Labour Foundation (SLF) Hardship Grant.<br />
Looking forward, USE will continue to assist low wage members through<br />
these assistance vouchers. USE received overwhelming response from some<br />
300 USE union members for the <strong>NTUC</strong> Family and Fun Carnival Vouchers<br />
09/10 which was recently launched. Successful applicants can look forward<br />
to bringing their family members for one full day of fun at Downtown<br />
East, enjoying facilities such as Wild Wild Wet and Escape Theme Park.<br />

Advantage! Scheme –<br />
Security Job-Redesign Programme<br />
The Singapore Workforce Development Agency (WDA), in consultation with Union<br />
of Security Employees (USE) and <strong>NTUC</strong> Re-employment Expert Group, developed a<br />
new revised Advantage! Scheme for private security employers to implement Security<br />
Job Re-design programme to encourage the recruitment, retention and re-employment<br />
of mature workers in the security industry. The scheme offers up to $100,000 funding<br />
for employers to implement IT systems to support flexible work arrangements and<br />
raise the value add of mature workers. This programme encourage employers to start<br />
re-employing mature workers before the re-employment legislation kicks in by 2012.<br />
Till date, more than 20 unionised security companies have benefited from the<br />
Advantage! funding. In the months to come, USE will continue to work closely with<br />
<strong>NTUC</strong> and WDA to bring more unionised companies on board the Advantage! Scheme.<br />

USE 11th Ordinary<br />
Convention of Delegates<br />
Union of Security Employees (USE) held our<br />
11th Ordinary Convention of Delegates (OCD) on<br />
23 October 2008 at DXO @ The Esplanade. The<br />
new 11th Executive Council saw leadership renewal<br />
taking place as four new leaders were introduced. At<br />
the same time, four senior members from the 10th<br />
Executive Council progressed to become founding<br />
members of the newly formed Senior USE committee.<br />
USE presented distinguished recognition awards<br />
to extend our sincere gratitude and appreciation<br />
to the years of service rendered by our ex-council<br />
members as well as our long serving branch officials.<br />

Security Industry National Day Observance Ceremony 2008<br />
Union of Security Employees (USE) made another<br />
remarkable milestone on 1 August 2008 when it coorganised<br />
an inaugural Tripartite Security Industry<br />
National Day Observance Ceremony. The event<br />
was organised together with the Security Industry<br />
Regulatory Department (SIRD) and supported by the<br />
Association of Certified Security Agencies (ACSA)<br />
and Security Association (Singapore) (SAS). More<br />
than 400 union members and representatives from<br />
all our partners and security agencies pledged their<br />
allegiance to Singapore through the reciting of the<br />
pledge and singing of the national anthem during the<br />
ceremony which was followed by a security industry<br />
conference. In his speech, Guest-of-Honor, <strong>NTUC</strong><br />
Secretary-General Mr. Lim Swee Say, touched on<br />
various developments in the private security industry<br />
over the years as well as the need for employers to<br />
work hand in hand with the union to protect workers,<br />
especially during the uncertain economic conditions<br />
ahead. The observance ceremony was followed by a<br />
Security Industry Conference coordinated by SIRD.<br />

Do Good – Visit to St Vincent Home<br />
Chinese New Year just got more meaningful<br />
for the residents of St. Vincent Home this year. A<br />
collaboration between Senior USE and Young USE,<br />
the pre-Chinese New Year visit on 19 January 2009<br />
by 11 union leaders and staff started the lunar new<br />
year on a high note for the destitute old folks. New<br />
Year decorations were put up and home residents<br />
were given free health screening, courtesy of<br />
<strong>NTUC</strong> Healthcare. Following a sumptuous lunch,<br />
ang baos were also distributed to home residents.<br />
This event marks the beginning of a series of<br />
events to be hosted by the Senior USE for 2009.<br />
Senior USE Event - Health Seminar<br />
The Senior USE committee organised an inaugural<br />
health seminar on 23 March 2009 at the Aranda Country<br />
Club. Specially catered for our mature members,<br />
Senior USE invited experts from <strong>NTUC</strong> Healthcare<br />
and Centre for Seniors to share tips on maintaining<br />
a healthy lifestyle. Participants were also introduced<br />
to a relatively new wellness/health concept of Hand<br />
Reflexology by our invited guest, Mr. Kelvin Lim.<br />

Young USE KidzQuest<br />
KidzQuest is a Young <strong>NTUC</strong> Volunteerism program supporting<br />
activities to promote quality learning for children of ages 4 to 6. Young<br />
USE is honoured to join Young <strong>NTUC</strong> on a run of the KidzQuest as<br />
we brought children from My First Skool (previously known as <strong>NTUC</strong><br />
Childcare) at Hougang on an excursion trip to the Central Fire Station<br />
and Singapore City Tour on 28 June 2008. 20 volunteers including<br />
members of the Young USE committee turned up for the half-day event.<br />
Besides trying out water jets used by firemen during their work, the<br />
children also got a taste of how it feels like to be lifted into the air by<br />
machine operated ladders used by firemen in low-rise building rescues.<br />
Watch for more exciting events to be organized by Young USE in 2009!<br />
