Together, We Can Upturn the Downturn
In his New Year message earlier this year, NTUC Secretary-
General Lim Swee Say outlined three core priorities for the
labour movement to help Singapore pull through the global crisis.
“Cut costs to save jobs – Be pro-active in working closely with the
management and government to improve productivity and reduce total
costs – wage and non-wage costs – as best as we can. More cost reduction
for our businesses would mean more jobs saved for our workers.”
“Up-skill and re-skill for new and different jobs – Our
challenge is to encourage workers to not just look for ‘same
job with same pay’. We need them to believe in themselves
and be willing to adapt to new job demands, so that we can
help them up-skill and re-skill to take on new and different jobs in different industries.”
“Stay the course to achieve our longer term objectives – We have
worked hard to increase the employment rate of women and older
workers through various tripartite efforts. We have also worked
hard to reduce unemployment and under-employment by re-creating
low-paying jobs, promoting best-sourcing of contract services,
and enhancing the employability of low-skilled workers. The pace of our efforts will be affected by the
short-term crisis due to excess manpower in a growing number of companies. We will spare no effort
in sustaining the momentum jointly with our tripartite partners. Together, we can upturn the downturn.”
This message from NTUC Secretary-General hit a cord with the Union of Security Employees
(USE). In response to his call, USE will be rolling out a slew of initiatives together with our industry
partners to upturn the downturn. These include the Security Industry Job Fairs; Security Job Recreation
Programme; Security Identification (ID) Card Project; SPUR Training; NTUC U Care
Fund Raising; Care and Share Vouchers and the inaugural USE Scholarship and Bursary Awards.
“T
he Union of Security Employees has worked with our tripartite
partners over the last few years to raise the standard of our industry
with better regulations to enhance the employability and productivity of
our officers. As a result, our industry is less affected by this downturn and
security services remain relevant and its demand remains strong. We’ll
continue to support the long-term initiatives, including the on-going Job
Re-creation Programme and Best Sourcing
security industry and workers now
Initiative to benefit our
and in the future.”
Security Identification Card Project
Union of Security Employees (USE), in collaboration with the
Security Industry Regulatory Department (SIRD), will jointly
issue the standardised identification (ID) card for all screened,
trained and registered private security officers in Singapore. With
an estimated of at least 35,000 (in-house and agency) officers
currently in the industry, the entire ID card issuance exercise
is expected to take more than one year to complete. Security
officers will be notified by SIRD in batches through a letter
to approach NTUC Centre to process their ID card application.
The ID card is introduced as part of the Job Re-creation Programme (JRP) to improve the professionalism
and image of the private security industry. As part of our union member benefits, USE will undertake to fully
subsidise the initial card processing fee of $10 as well as future card renewal fees for all USE members for life!
NTUC U Care Fund
The Labour Movement U Care Fund was launched on 11
March 2009 to raise $20 million to help needy low-income
workers and the retrenched to weather this economic downturn.
Union of Security Employees (USE) with the support of our
unionized companies and members will be contributing to the
fund through canvassing and fund raising events, to support
this good cause.
USE Bursary & Scholarship Award
$100,000 to fund a new benefit for our Ordinary Branch
(OB) members, in the form of our very own USE Bursary
& Scholarship Awards. This marks a new chapter in the
history of USE as it is the first time USE is giving out these
awards for the benefit of our members and their children.
USE Bursary & Scholarship awards will be given out to
members’ school going children studying in primary to
tertiary education levels at local education institutions.
Advantage! Scheme –
Security Job-Redesign Programme
The Singapore Workforce Development Agency (WDA), in consultation with Union
of Security Employees (USE) and NTUC Re-employment Expert Group, developed a
new revised Advantage! Scheme for private security employers to implement Security
Job Re-design programme to encourage the recruitment, retention and re-employment
of mature workers in the security industry. The scheme offers up to $100,000 funding
for employers to implement IT systems to support flexible work arrangements and
raise the value add of mature workers. This programme encourage employers to start
re-employing mature workers before the re-employment legislation kicks in by 2012.
Till date, more than 20 unionised security companies have benefited from the
Advantage! funding. In the months to come, USE will continue to work closely with
NTUC and WDA to bring more unionised companies on board the Advantage! Scheme.
Union of Security Employees (USE) made another
remarkable milestone on 1 August 2008 when it coorganised
an inaugural Tripartite Security Industry
National Day Observance Ceremony. The event
was organised together with the Security Industry
Regulatory Department (SIRD) and supported by the
all our partners and security agencies pledged their
allegiance to Singapore through the reciting of the
pledge and singing of the national anthem during the
ceremony which was followed by a security industry
conference. In his speech, Guest-of-Honor, NTUC
Secretary-General Mr. Lim Swee Say, touched on
various developments in the private security industry
over the years as well as the need for employers to
especially during the uncertain economic conditions
KidzQuest is a Young NTUC Volunteerism program supporting
activities to promote quality learning for children of ages 4 to 6. Young
USE is honoured to join Young NTUC on a run of the KidzQuest as
we brought children from My First Skool (previously known as NTUC
and Singapore City Tour on 28 June 2008. 20 volunteers including
members of the Young USE committee turned up for the half-day event.
Besides trying out water jets used by firemen during their work, the
children also got a taste of how it feels like to be lifted into the air by
machine operated ladders used by firemen in low-rise building rescues.
