SOFTBALL LEAGUE!<br />

Thank you for choosing <strong>College</strong> <strong>Station</strong> as a source <strong>of</strong> recreational activity. We<br />

are glad <strong>to</strong> see teams returning as well as new ones entering <strong>the</strong> <strong>league</strong>.<br />

We hope you enjoy <strong>s<strong>of</strong>tball</strong> this season. Please take a minute <strong>to</strong> review <strong>the</strong> rule<br />

changes, new information and policies in this packet. If any problems or<br />

questions arise concerning <strong>the</strong> <strong>league</strong> call us at 764-3486. We will do our best<br />

<strong>to</strong> resolve your questions. If you have any suggestions or comments about our<br />

<strong>league</strong>s please share <strong>the</strong>m with us. This is one method <strong>to</strong> help improve our<br />

<strong>league</strong>.<br />

Tuesday, May 20, at 5:45 PM. Any team that has participated in <strong>the</strong> <strong>College</strong><br />

<strong>Station</strong> League in <strong>the</strong> last year. The meeting will be held at <strong>the</strong> Conference Center<br />

on George Bush Dr.<br />

Tuesday, May 20, at 6:15 PM. The meeting will be held at <strong>the</strong> Conference Center<br />

on George Bush Dr. Each team will receive a packet <strong>of</strong> information that includes<br />

schedules, rules, roster form, regulation, legal ball list, and o<strong>the</strong>r information<br />

pertinent <strong>to</strong> <strong>the</strong> season.<br />

If you call 764-3732 after 3:00 PM you will hear a recording <strong>of</strong> <strong>the</strong> daily game<br />

schedule. If <strong>the</strong> wea<strong>the</strong>r is inclement you will hear a message about <strong>the</strong> status <strong>of</strong><br />

<strong>the</strong> field conditions. If <strong>the</strong> daily schedule is still on, <strong>the</strong> games are still on.<br />

There is a roster limit <strong>of</strong> 20 players for all types <strong>of</strong> teams. Due <strong>to</strong> work related<br />

circumstances this limit may be appealed <strong>to</strong> <strong>the</strong> Athletic Supervisor. A team must<br />

have a roster on file (turned in <strong>to</strong> Athletic staff at <strong>the</strong> field before 1 st game) with <strong>the</strong><br />

Athletic Office. ROSTERS ARE DUE PRIOR TO YOUR FIRST GAME!<br />

T-shirts are awarded <strong>to</strong> <strong>the</strong> team that places first in <strong>the</strong>ir division on <strong>the</strong>ir night <strong>of</strong><br />

play. In <strong>the</strong> <strong>to</strong>urnament t-shirts will be awarded <strong>to</strong> <strong>the</strong> team that finishes first in <strong>the</strong><br />

overall <strong>to</strong>urnament.<br />

Women can play on 1 women's team, 1 co-ed team and 1 fast pitch team. Men<br />

can play on 1 men's team, 1 co-ed team and 1 fast pitch team. All players must be<br />

16 years <strong>of</strong> age at <strong>the</strong> time <strong>of</strong> <strong>the</strong>ir participation in <strong>the</strong> <strong>league</strong>. Players found on<br />

more teams may be ejected for <strong>the</strong> remainder <strong>of</strong> <strong>the</strong> season.<br />

Any team that signs up in <strong>the</strong> <strong>City</strong> <strong>of</strong> <strong>College</strong> <strong>Station</strong> S<strong>of</strong>tball program and <strong>the</strong>n<br />

decides <strong>to</strong> drop out will be penalized by one <strong>of</strong> <strong>the</strong> following:<br />

‣ Before registration ends - no charge<br />

‣ After schedules have been done, but before first game - $100.00<br />

‣ Athletics will determine <strong>the</strong> additional charges (up <strong>to</strong> <strong>the</strong> full entry fee) for teams<br />

that drop out after first game.<br />

Summer 2008<br />

1. The <strong>of</strong>ficial rules shall be those adopted by <strong>the</strong> Amateur S<strong>of</strong>tball Association <strong>of</strong> America (A.S.A.).<br />

3. Teams must be ready at game time or when <strong>the</strong> <strong>of</strong>ficials call for <strong>the</strong> pre-game coaches meeting,<br />

o<strong>the</strong>rwise a forfeit will be declared. If nei<strong>the</strong>r team has 8 players <strong>the</strong>n <strong>the</strong> team with <strong>the</strong> most<br />

players will win by forfeit. If both teams have no players or <strong>the</strong> same amount <strong>of</strong> players, <strong>the</strong>n a<br />

double forfeit will be declared. If this occurs during <strong>to</strong>urnament play, a coin <strong>to</strong>ss will determine<br />

<strong>the</strong> placement <strong>of</strong> teams in <strong>the</strong> bracket.<br />

Teams must be able <strong>to</strong> field at least 8 players <strong>to</strong> start a game.<br />

a. "Ghost Outs" are placed in <strong>the</strong> highest possible position <strong>of</strong> <strong>the</strong> line-up at <strong>the</strong> first and/or<br />

second positions.<br />

b. In Co-Ed <strong>the</strong> defensive rule and <strong>the</strong> alternating batting order rule may not be altered.<br />

c. If a Co-Ed team shows up with eight (8) players, five (5) <strong>of</strong> one sex and three (3) <strong>of</strong><br />

ano<strong>the</strong>r, <strong>the</strong>n <strong>the</strong> first and third batting positions will be used as ghost-outs.<br />

d. In keeping with <strong>the</strong> benefits <strong>of</strong> recreational sports, teams may finish with fewer players<br />

than <strong>the</strong>y started with (<strong>to</strong> a minimum <strong>of</strong> 8 players). However, you may not drop in number<br />

due <strong>to</strong> an ejection. This rule will not be considered grounds for protest.<br />

e. If a team enters <strong>the</strong> International Tie-Breaker with Ghost Outs and a ghost out<br />

causes <strong>the</strong> last out in <strong>the</strong> inning before <strong>the</strong> tie breaker or during <strong>the</strong> tie breaker,<br />

<strong>the</strong>n <strong>the</strong>re will be no runner on second base for that team.<br />

4. There is a time limit <strong>of</strong> 50 minutes on each game for slow pitch and 70 minutes for fast pitch.<br />

5. 1 & 1 count in all slow pitch <strong>league</strong>s. Every player in slow pitch steps up <strong>to</strong> bat with a 1 ball and<br />

1 strike count. Fast pitch will begin with a 0 & 0 count.<br />

6. The run rule for slow pitch is 20 runs after 3 innings, 15 runs after 4 innings and 10 runs after 5<br />

innings. Fast pitch is 15 runs after 3 innings, 12 runs after 4 innings and 8 runs after 5 innings.<br />

7. When <strong>the</strong> game is tied after time or 7 innings has expired, <strong>the</strong> International Tie-Breaker will go<br />

in<strong>to</strong> effect. The last batter <strong>to</strong> complete his/her turn at bat will start <strong>the</strong> inning on second base.<br />

This format will continue until a winner is determined.<br />

8. The <strong>of</strong>ficial scorekeeper is <strong>the</strong> responsibility <strong>of</strong> <strong>the</strong> home team. If <strong>the</strong> score is in doubt <strong>the</strong> umpire<br />

will compare scorebooks and resolve any discrepancies.


9. Pr<strong>of</strong>anity, vulgarity, unsportsmanlike behavior or misconduct <strong>of</strong> any kind that is detrimental <strong>to</strong> <strong>the</strong><br />

game <strong>of</strong> <strong>s<strong>of</strong>tball</strong> and its purpose will not be <strong>to</strong>lerated. Athletic staff, <strong>City</strong> employees, League<br />

<strong>of</strong>ficials or umpires shall remove <strong>the</strong> <strong>of</strong>fending parties from <strong>the</strong> park and <strong>the</strong> Police will be called<br />

if deemed necessary. A written report shall be filed with <strong>the</strong> Athletic staff within 48 hours <strong>of</strong> <strong>the</strong><br />

incident. In cases where warranted, a hearing will be held.<br />

Any person ejected for pr<strong>of</strong>anity, vulgarity, or unsportsmanlike behavior will receive a<br />

minimum one (1) game suspension <strong>to</strong> be served in <strong>the</strong>ir team’s next game and could be<br />

longer if <strong>the</strong> infraction warrants it. The suspended person must meet with a <strong>College</strong> <strong>Station</strong><br />

Parks and Recreation athletic staff member <strong>to</strong> be reinstated in<strong>to</strong> <strong>the</strong> <strong>league</strong>.<br />

10. The consumption or possession <strong>of</strong> alcoholic beverages and/or illegal substances by participants or<br />

specta<strong>to</strong>rs may be cause for immediate removal from <strong>the</strong> park. If a player is caught consuming<br />

and/or possessing alcohol during a game (ei<strong>the</strong>r inside or outside <strong>of</strong> <strong>the</strong> dugout), <strong>the</strong>y will be<br />

ejected from <strong>the</strong> game and <strong>the</strong> team must have a legal substitute. If <strong>the</strong>y don’t have a legal<br />

substitute, <strong>the</strong>n <strong>the</strong> game will be forfeited.<br />

11. Jewelry cannot be worn during games. (Exception: Flat wedding bands and stud earrings). If<br />

jewelry must be worn, it has <strong>to</strong> be taped <strong>to</strong> <strong>the</strong> skin.<br />

12. Steel spikes are not allowed in <strong>league</strong> play, this includes all slow pitch and fast pitch.<br />

13. Players in <strong>City</strong> <strong>of</strong> <strong>College</strong> <strong>Station</strong> <strong>adult</strong> <strong>league</strong>s must be at least 16 years <strong>of</strong> age at <strong>the</strong> time <strong>of</strong><br />

participation.<br />

14. a) Male players may play on 1 men's slow pitch team, 1 35 & Over or 50 & Over team, 1 fast pitch<br />

team and 1 co-ed team per night. Female players may play on 1 women's slow pitch team, 1 35 &<br />

Over or 50 & Over team, 1 fast pitch team and 1 co-ed team per night. This is a player eligibility<br />

protest and must be done by <strong>the</strong> opposing team according <strong>to</strong> Rule # 16.<br />

b) Teams (5 or more <strong>of</strong> <strong>the</strong> same players) wishing <strong>to</strong> play on multiple nights may do so as long as<br />

<strong>the</strong>y register for <strong>the</strong> same division each night.<br />

15. Rosters are <strong>the</strong> basis for <strong>the</strong> legality <strong>of</strong> players. If a team doesn't turn in a roster <strong>to</strong> <strong>the</strong> Athletic<br />

<strong>of</strong>fice, <strong>the</strong>y cannot have any legal players.<br />

16. (1) Protests on starting players must be done in <strong>the</strong> first inning. Protest on substitutes must be<br />

done before <strong>the</strong>ir first complete inning <strong>of</strong> play. (2) A protest cannot be made after <strong>the</strong> last out <strong>of</strong><br />

<strong>the</strong> game. (3) If <strong>the</strong>re is a player eligibility protest during a game <strong>the</strong> following shall occur:<br />

a. a valid picture ID will be requested by <strong>the</strong> umpire for identity.<br />

b. once identity has been determined and protest filed, <strong>the</strong> game will continue. If <strong>the</strong> player is<br />

<strong>the</strong>re and identity cannot be determined, <strong>the</strong>n suspected player must sign back <strong>of</strong> game<br />

card and present ID at Parks & Recreation Office <strong>the</strong> next working day for verification.<br />

c. player eligibility will be determined by <strong>the</strong> athletic staff based on team rosters <strong>the</strong><br />

following work day (exception <strong>to</strong>urnament). If <strong>the</strong> protest is done during <strong>the</strong> <strong>to</strong>urnament,<br />

<strong>the</strong>n <strong>the</strong> <strong>to</strong>urnament direc<strong>to</strong>r will make a decision at <strong>the</strong> time <strong>of</strong> <strong>the</strong> protest (if <strong>the</strong> player<br />

doesn’t have an ID, <strong>the</strong>n <strong>the</strong>y are not legal).<br />

d. any team found with an illegal player shall forfeit that game.


e. <strong>the</strong> Athletic <strong>of</strong>fice will determine fur<strong>the</strong>r action against <strong>the</strong> illegal player and/or team.<br />

f. <strong>the</strong> player is ineligible <strong>to</strong> participate at all until a decision has been made by <strong>the</strong> Athletic<br />

<strong>of</strong>fice.<br />

17. No roster shall exceed 20 players including a player/manager unless a special exception is made<br />

by <strong>the</strong> Athletic <strong>of</strong>fice.<br />

18. Add/Drops <strong>to</strong> rosters will be accepted until <strong>the</strong> Friday after you’ve completed your fourth<br />

game.<br />

19. Teams that win <strong>the</strong>ir division (t-shirts) or <strong>the</strong> <strong>to</strong>urnament (t-shirts) and have five returning players<br />

must move up one classification for at least a season unless a special exception is made by <strong>the</strong><br />

Athletic <strong>of</strong>fice. If you have a record <strong>of</strong> .500 or better you should stay in upper division. This rule<br />

does not apply if you’re in <strong>the</strong> highest classification.<br />

20. Divisional Tie Breaker - Head <strong>to</strong> head, play<strong>of</strong>f game (this game will be played one <strong>of</strong> two ways);<br />

If <strong>the</strong> tied teams meet in <strong>the</strong> <strong>to</strong>urnament, <strong>the</strong>n that game will be for <strong>the</strong> divisional shirts. If <strong>the</strong> tied<br />

teams do not meet in <strong>the</strong> <strong>to</strong>urnament, <strong>the</strong>n a game will be scheduled at <strong>the</strong> next available date.<br />

21. Seeding <strong>the</strong> Tournament - The <strong>to</strong>urnament will be seeded in order <strong>of</strong> divisional record and <strong>the</strong>n by<br />

head <strong>to</strong> head. If <strong>the</strong>re is a tie after looking at head <strong>to</strong> head competition <strong>the</strong>n <strong>the</strong> score between <strong>the</strong><br />

tied teams will determine <strong>the</strong> seed. The team that has given up <strong>the</strong> least amount <strong>of</strong> runs in <strong>the</strong><br />

head <strong>to</strong> head competition will receive <strong>the</strong> higher seed. If teams are still tied, <strong>the</strong>n <strong>the</strong> athletic staff<br />

will do a coin flip <strong>to</strong> determine seeding.<br />

22. Daily schedules are posted at both Central Park S<strong>of</strong>tball Complex and Veterans S<strong>of</strong>tball Complex.<br />

23. When playing conditions are questionable call <strong>the</strong> Athletic hotline at 764-3732 for <strong>the</strong> latest<br />

information. This recording is usually updated after 3:00pm. You can also check our website at<br />

www.eteamz.com/cspard for field status.<br />

24. Games that are rained out will be rescheduled for <strong>the</strong> first available day. You need <strong>to</strong> get your<br />

rainout reschedule by calling <strong>the</strong> recording at 764-3732 or <strong>the</strong> <strong>of</strong>fice at 764-3486 between 8:00 -<br />

5:00 Monday through Friday. Games that are canceled while in progress will resume from <strong>the</strong><br />

point <strong>of</strong> s<strong>to</strong>ppage.<br />

TOURNAMENT RULES & REGULATIONS<br />

Tournament Format:<br />

The <strong>league</strong> <strong>to</strong>urnament will be a seeded single elimination<br />

<strong>to</strong>urnament played on each team’s regular <strong>league</strong> night <strong>of</strong><br />

play after <strong>the</strong> regular season is complete.<br />

Rules <strong>of</strong> Competition:<br />

The <strong>of</strong>ficial rules shall be those found in <strong>the</strong> 2008 ASA rule<br />

book, along with local exceptions.<br />

Time Limit & Run Rule:<br />

Game time is forfeit time. 50 minute time limit for all games.<br />

The run rule is 20 after 3 innings, 15 after 4 innings and 10<br />

after 5 innings. Fast pitch is 15 after 3 and/or 4 innings, or 8<br />

after 5 innings. The run rule is in effect <strong>the</strong> entire<br />

<strong>to</strong>urnament.<br />

Tie Breaker: The International tie-breaker is in effect <strong>the</strong> entire<br />

<strong>to</strong>urnament.<br />

Home Team:<br />

The home team is decided prior <strong>to</strong> each game by <strong>the</strong> <strong>to</strong>ss <strong>of</strong><br />

a coin.<br />

Protests:<br />

All protests must comply with <strong>the</strong> 2008 ASA rule book and<br />

will be ruled on at <strong>the</strong> time by <strong>the</strong> Tournament Direc<strong>to</strong>r or<br />

appointed representative.<br />

Cancellation <strong>of</strong> Games:<br />

It is vitally important that you call <strong>the</strong> <strong>s<strong>of</strong>tball</strong> recording on<br />

game day even if your team does not play. Your game may<br />

be affected anytime we have inclement wea<strong>the</strong>r during <strong>the</strong><br />

Tournament. It is your responsibility <strong>to</strong> find out if your game<br />

has moved because <strong>of</strong> inclement wea<strong>the</strong>r. The <strong>s<strong>of</strong>tball</strong><br />

hotline number is 764-3732. If you have a problem getting<br />

through call 764-3486 between 8:00 - 5:00 Monday through<br />

Friday.<br />

Player Eligibility:<br />

All players will present a valid picture I.D. upon <strong>the</strong> request<br />

All trash should be bagged and stacked <strong>to</strong>ge<strong>the</strong>r in front <strong>of</strong> <strong>the</strong> concession window. In<br />

addition, all PARD <strong>to</strong>ols and equipment used must be returned <strong>to</strong> <strong>the</strong> s<strong>to</strong>rage room in good<br />

clean condition as well.<br />

II.<br />

BASIC RENTAL INFORMATION:<br />

Before a date can be reserved <strong>the</strong> applicable fees must be paid.<br />

A check-in, check-out time must be arranged with a maintenance representative for all<br />

rentals except hourly rentals.<br />

The individual or individuals in charge <strong>of</strong> a <strong>to</strong>urnament must meet with representatives <strong>of</strong><br />

<strong>the</strong> Athletic and Park Operations Staff before <strong>the</strong> <strong>to</strong>urnament <strong>to</strong> arrange any <strong>to</strong>urnament<br />

and maintenance details (additional maintenance requirements such as lining and<br />

dragging <strong>the</strong> fields will be an extra charge <strong>to</strong> <strong>the</strong> renter and must be arranged in advance<br />

<strong>of</strong> <strong>the</strong> <strong>to</strong>urnament).<br />

Irrigation clocks are not <strong>to</strong> be tampered with.<br />

Bags <strong>of</strong> marking dust will be $3.00 each, <strong>to</strong> be deducted from <strong>the</strong> deposit fee.<br />

Absolutely no alcoholic beverages are allowed on <strong>the</strong> fields or in <strong>the</strong> dugouts.<br />

Parking is allowed in designated areas only. Absolutely no vehicles are allowed on <strong>the</strong><br />

fields or surrounding grass area for any reason.


The <strong>College</strong> <strong>Station</strong> Parks and Recreation Department reserves all concession rights and<br />

will have <strong>the</strong> concession stand in operation during all <strong>to</strong>urnaments. Vendor permits must<br />

be obtained for $50.00 should <strong>the</strong> <strong>to</strong>urnament direc<strong>to</strong>r desire <strong>to</strong> have souvenir or approved<br />

beverage/concession sales available throughout <strong>the</strong> duration <strong>of</strong> <strong>the</strong> <strong>to</strong>urnament. Approval<br />

<strong>of</strong> sales and purchase <strong>of</strong> vendor permits must be obtained from <strong>the</strong> Parks & Recreation<br />

Office through <strong>the</strong> Athletic Supervisor.<br />

To use <strong>the</strong> facility after midnight, a written request must be submitted <strong>to</strong> <strong>the</strong> Direc<strong>to</strong>r <strong>of</strong> <strong>the</strong><br />

Parks and Recreation Department.<br />

The Parks and Recreation Department reserves <strong>the</strong> right <strong>to</strong> cancel <strong>to</strong>urnaments for any <strong>of</strong><br />

<strong>the</strong> following reasons:<br />

2. Scheduling Conflicts<br />

3. Field Conditions<br />

A group shall have <strong>the</strong> opportunity <strong>to</strong> move <strong>the</strong>ir date if <strong>the</strong>y meet <strong>the</strong> following<br />

guidelines:<br />

1. Cancellation must be made in writing seven days prior <strong>to</strong> <strong>the</strong> <strong>to</strong>urnament<br />

date. Failure <strong>to</strong> notify <strong>the</strong> Department within <strong>the</strong> seven-day period will result<br />

in <strong>the</strong> loss <strong>of</strong> <strong>the</strong> security deposit and field rental.<br />

2. Unplayable field conditions as determined by <strong>the</strong> Parks & Recreation Staff<br />

Representative.<br />

Tournament Reservations - Renters who have ei<strong>the</strong>r $400 or <strong>the</strong> $800 package can<br />

make reservations as early as <strong>the</strong> beginning <strong>of</strong> <strong>the</strong> year.<br />

Hourly Reservations - Renters who reserve <strong>the</strong> facility and are charged per hour can only<br />

reserve <strong>the</strong> facility within 10 working days <strong>of</strong> rental.<br />

III.<br />

RESTRICTIONS:<br />

USE OF SOFTBALL OR BASEBALL FIELDS FOR PURPOSES OTHER THAN FOR<br />

SOFTBALL OR BASEBALL ACTIVITIES:<br />

Field Reservations are restricted <strong>to</strong> rentals for <strong>s<strong>of</strong>tball</strong> or baseball activities only. Any<br />

desired use <strong>of</strong> <strong>s<strong>of</strong>tball</strong> or baseball fields o<strong>the</strong>r than for <strong>the</strong> sport <strong>of</strong> baseball or <strong>s<strong>of</strong>tball</strong> will<br />

require special approval from <strong>the</strong> Athletic Supervisor. This restriction is <strong>to</strong> preserve <strong>the</strong><br />

integrity <strong>of</strong> <strong>the</strong>se competition playing fields for <strong>the</strong> purposes for which <strong>the</strong> complexes were<br />

built.<br />

FEES POLICY STATEMENT<br />

The citizens <strong>of</strong> <strong>College</strong> <strong>Station</strong> have made a commitment <strong>to</strong> excellence in parks facilities<br />

and recreation programs. These facilities and services require substantial expenditures by<br />

<strong>the</strong> <strong>City</strong> <strong>to</strong> ensure appropriate maintenance and effective programming. This policy is<br />

intended <strong>to</strong> insure that a proportion <strong>of</strong> <strong>the</strong>se costs is recovered through user fees in an<br />

equitable manner in accordance with <strong>the</strong> <strong>City</strong>'s current fiscal and budgetary policies<br />

approved by <strong>the</strong> <strong>City</strong> Council.<br />

I. Fees for athletic programs shall be set in accordance with <strong>the</strong> following<br />

guidelines:<br />

A. The cost <strong>of</strong> maintaining and operating athletic facilities should be borne<br />

by those who use <strong>the</strong>m. In addition, in those situations where <strong>the</strong> <strong>City</strong> has<br />

responsibility for organizing and/or programming activities, participants<br />

should bear proportionate staff salaries and overhead <strong>of</strong> direct supervisors<br />

associated with <strong>the</strong> program.<br />

B. The <strong>City</strong> recognizes that it is appropriate <strong>to</strong> subsidize youth athletic and<br />

aquatics activities. Such activities contribute <strong>to</strong> educational development<br />

and <strong>to</strong> encourage leisure literacy, which are increasingly important aspects<br />

<strong>of</strong> life. Youth is defined as all individuals up <strong>to</strong>, and including, eighteen<br />

years <strong>of</strong> age. The <strong>City</strong> will absorb.all maintenance and operating costs<br />

associated with facilities and <strong>the</strong> staff costs associated with organizing<br />

and/or programming activities. A fee will be assessed <strong>to</strong> cover all variable<br />

costs associated with programs such as uniforms, equipment, awards,<br />

umpires, etc. in accordance with <strong>the</strong> <strong>City</strong>'s fiscal and budgetary policy<br />

statement.<br />

C. It is intended that facilities and programs should be available <strong>to</strong> all citizens<br />

and that none should be excluded because <strong>of</strong> inability <strong>to</strong> pay. The<br />

Department Direc<strong>to</strong>r, at his/her discretion, may reduce any fee in<br />

individual cases upon evidence <strong>of</strong> financial hardship. The “Parks Bucks”<br />

program is intended <strong>to</strong> meet <strong>the</strong> majority <strong>of</strong> <strong>the</strong>se cases.<br />

D. In addition <strong>to</strong> this user fee policy, <strong>the</strong> <strong>City</strong> levies a fee surcharge, which<br />

goes in<strong>to</strong> an Athletic Renovation and Improvement Fund. The policy<br />

governing that fund is attached <strong>to</strong> this policy.<br />

II.<br />

Fees for <strong>the</strong> use <strong>of</strong> rental facilities shall be set <strong>to</strong> cover <strong>the</strong> cost <strong>of</strong> utilities and<br />

maintenance expenses related <strong>to</strong> that facility. Deposits may be required, as<br />

needed, <strong>to</strong> ensure proper care and clean-up is provided by user groups. Deposits<br />

may be waived when users establish a satisfac<strong>to</strong>ry record with <strong>the</strong> <strong>City</strong>, and will<br />

be determined on a case by case basis The fee and deposit will be waived for <strong>the</strong><br />

<strong>College</strong> <strong>Station</strong> Independent School District per a joint use agreement.<br />

III.<br />

Aquatics, special events and instruction fees shall be set <strong>to</strong> cover all expenses<br />

directly associated with conduct <strong>of</strong> <strong>the</strong> class or event. Pool admission fees shall<br />

be set on an annual basis <strong>to</strong> recover a portion <strong>of</strong> <strong>the</strong> pools’ operating expenses up<br />

<strong>to</strong> 50%.<br />

All fees shall be reviewed on an annual basis at public meetings by <strong>the</strong> Parks and<br />

Recreation Board. After receiving public input, <strong>the</strong> Board will <strong>the</strong>n submit fee<br />

recommendations for <strong>the</strong> next calendar year <strong>to</strong> <strong>the</strong> <strong>City</strong> Council for final approval.<br />

Severe Wea<strong>the</strong>r Best Practice<br />

The <strong>College</strong> <strong>Station</strong> Parks and Recreation Department (CSPARD) recognizes <strong>the</strong> importance <strong>of</strong> safe<br />

practices during outdoor activities as <strong>the</strong>y relate <strong>to</strong> wea<strong>the</strong>r hazards. The following “Best Practice”<br />

recommendations have been adopted by <strong>the</strong> CSPARD as guidelines for decision making related <strong>to</strong><br />

outdoor activities during hazardous wea<strong>the</strong>r conditions. The safety <strong>of</strong> park guests is <strong>of</strong> utmost<br />

importance <strong>to</strong> us!<br />

All participants and guests <strong>of</strong> CSPARD facilities are advised <strong>to</strong> be aware <strong>of</strong> developing or<br />

approaching wea<strong>the</strong>r hazards before arriving at and during all outdoor activities. League <strong>of</strong>ficials,<br />

event managers and sports <strong>of</strong>ficials (referees and umpires) are responsible for moni<strong>to</strong>ring all<br />

available resources concerning wea<strong>the</strong>r hazards and determining suspension or continuation <strong>of</strong><br />

outdoor activities. Coaches and parents are responsible for moni<strong>to</strong>ring wea<strong>the</strong>r developments<br />

during activities where no <strong>of</strong>ficial, referee, or umpire is present, and for determining suspension or<br />

continuation <strong>of</strong> outdoor activities.<br />

Recommended resources include:<br />

• Thorguard Lightning Prediction System- This system is installed at various parks/schools<br />

around <strong>to</strong>wn. A comprehensive list <strong>of</strong> locations/ranges is included below. One long (15<br />

second) blast indicates that conditions are favorable in <strong>the</strong> immediate area for lightning <strong>to</strong><br />

strike. Three short blasts indicate that threatening conditions have diminished. Two blasts<br />

indicate an error in <strong>the</strong> system.<br />

• Local Radar-Information can be obtained from websites containing local satellite information<br />

such as intellicast.com, wea<strong>the</strong>r.com, or KBTX.com. (KBTX.com has <strong>the</strong> most current radar)<br />

• KBTX-TV- KBTX frequently has a meteorologist on-duty and will go live with wea<strong>the</strong>r reports<br />

if conditions warrant. They also have live Doppler radar.<br />

• Observation-All persons are advised <strong>to</strong> use sight and sound when moni<strong>to</strong>ring possible<br />

wea<strong>the</strong>r hazards.<br />

• NOAA wea<strong>the</strong>r radio-Continuous broadcast on wea<strong>the</strong>r radios with updated wea<strong>the</strong>r<br />

information is available through NOAA 24/7.<br />

Recommended Actions include:<br />

• At first sound <strong>of</strong> thunder and/or sight <strong>of</strong> lightning, Suspend activities and notify<br />

participants <strong>to</strong> seek shelter in <strong>the</strong> safest location available for a minimum <strong>of</strong> 15 minutes.<br />

With each audio/visual warning, start a new 15 minute count.<br />

• 1 long (15 second) blast from Thorguard should result in suspension <strong>of</strong> activity until <strong>the</strong> "all<br />

clear" signal is heard or until o<strong>the</strong>r resources indicate that <strong>the</strong>re is no threat.<br />

• An enclosed substantial building or metal vehicle with <strong>the</strong> windows rolled up is suggested as<br />

safest shelter.<br />

• Avoid metal fences, dug outs, water, light poles, trees, hills and electrical equipment.<br />

• Presence <strong>of</strong> excessively high winds, heavy rains, hail, and funnel clouds should also be<br />

cause for suspension <strong>of</strong> play and evacuation <strong>to</strong> a safe shelter.<br />

Reassess <strong>the</strong> hazard/utilize available resources<br />

• When thunder has not been heard and lightning has not been seen for 15 minutes, or,<br />

when Thorguard sounds <strong>the</strong> “all-clear”, activities may <strong>the</strong>n be resumed.<br />

• When wea<strong>the</strong>r conditions change, all available resources should be consulted again<br />

<strong>to</strong> aid in <strong>the</strong> determination <strong>of</strong> resuming activities.<br />

The Moni<strong>to</strong>ring Distance is <strong>the</strong> radius within which <strong>the</strong> system moni<strong>to</strong>rs <strong>the</strong> atmospheric conditions.<br />

When <strong>the</strong> conditions inside <strong>the</strong> radius <strong>of</strong> <strong>the</strong> Warning Distance indicate <strong>the</strong> probability <strong>of</strong> a lightning<br />

strike, <strong>the</strong> system activates, <strong>the</strong> strobe light comes on and <strong>the</strong> 15 second horn blast occurs. The strobe<br />

light continues <strong>to</strong> flash, indicating <strong>the</strong> probability <strong>of</strong> lightning, as long as <strong>the</strong> system detects a threat. The<br />

system indicates <strong>the</strong> all-clear when 3 short blasts are heard. Two signal blasts indicate an error in <strong>the</strong><br />

system. The Unit Moni<strong>to</strong>ring Hours are <strong>the</strong> hours, Monday through Sunday, during which <strong>the</strong> system is<br />

moni<strong>to</strong>ring atmospheric conditions.<br />
