SOFTBALL LEAGUE!
Thank you for choosing College Station as a source of recreational activity. We
are glad to see teams returning as well as new ones entering the league.
We hope you enjoy softball this season. Please take a minute to review the rule
changes, new information and policies in this packet. If any problems or
questions arise concerning the league call us at 764-3486. We will do our best
to resolve your questions. If you have any suggestions or comments about our
leagues please share them with us. This is one method to help improve our
league.

and league indicated below. 2) I understand that there are certain risks and hazards involved in participating in softball including, but not limited to those hazards associated with weather conditions, playing conditions,
equipment and other participants in addition to the acts of pitching, throwing, fielding and catching of the ball, the swinging of the bat, running, jumping, stretching, sliding, diving and collisions with other players and with
stationary objects, all of which can cause serious injury or death to me and to other players. Further, I agree that in consideration for the right to play as a member of the team designated below and in consideration for

Tuesday, May 20, at 5:45 PM. Any team that has participated in the College
Station League in the last year. The meeting will be held at the Conference Center
on George Bush Dr.
Tuesday, May 20, at 6:15 PM. The meeting will be held at the Conference Center
on George Bush Dr. Each team will receive a packet of information that includes
schedules, rules, roster form, regulation, legal ball list, and other information
pertinent to the season.
If you call 764-3732 after 3:00 PM you will hear a recording of the daily game
schedule. If the weather is inclement you will hear a message about the status of
the field conditions. If the daily schedule is still on, the games are still on.
There is a roster limit of 20 players for all types of teams. Due to work related
circumstances this limit may be appealed to the Athletic Supervisor. A team must
have a roster on file (turned in to Athletic staff at the field before 1 st game) with the
Athletic Office. ROSTERS ARE DUE PRIOR TO YOUR FIRST GAME!
T-shirts are awarded to the team that places first in their division on their night of
play. In the tournament t-shirts will be awarded to the team that finishes first in the
overall tournament.
Women can play on 1 women's team, 1 co-ed team and 1 fast pitch team. Men
can play on 1 men's team, 1 co-ed team and 1 fast pitch team. All players must be
16 years of age at the time of their participation in the league. Players found on
more teams may be ejected for the remainder of the season.
Any team that signs up in the City of College Station Softball program and then
decides to drop out will be penalized by one of the following:
‣ Before registration ends - no charge
‣ After schedules have been done, but before first game - $100.00
‣ Athletics will determine the additional charges (up to the full entry fee) for teams
that drop out after first game.

Problems:
If on the nights you chose there are not enough teams registered, the athletic staff
will offer you another night on which to play. You may also change classifications
at the athletic staff's discretion to remain on a particular night of play.

Adult Softball Rule Exceptions/Clarifications
Summer 2008
1. The official rules shall be those adopted by the Amateur Softball Association of America (A.S.A.).
2. Home run limits:

3. Teams must be ready at game time or when the officials call for the pre-game coaches meeting,
otherwise a forfeit will be declared. If neither team has 8 players then the team with the most
players will win by forfeit. If both teams have no players or the same amount of players, then a
double forfeit will be declared. If this occurs during tournament play, a coin toss will determine
the placement of teams in the bracket.
Teams must be able to field at least 8 players to start a game.
a. "Ghost Outs" are placed in the highest possible position of the line-up at the first and/or
second positions.
b. In Co-Ed the defensive rule and the alternating batting order rule may not be altered.
c. If a Co-Ed team shows up with eight (8) players, five (5) of one sex and three (3) of
another, then the first and third batting positions will be used as ghost-outs.
d. In keeping with the benefits of recreational sports, teams may finish with fewer players
than they started with (to a minimum of 8 players). However, you may not drop in number
due to an ejection. This rule will not be considered grounds for protest.
e. If a team enters the International Tie-Breaker with Ghost Outs and a ghost out
causes the last out in the inning before the tie breaker or during the tie breaker,
then there will be no runner on second base for that team.
4. There is a time limit of 50 minutes on each game for slow pitch and 70 minutes for fast pitch.
5. 1 & 1 count in all slow pitch leagues. Every player in slow pitch steps up to bat with a 1 ball and
1 strike count. Fast pitch will begin with a 0 & 0 count.
6. The run rule for slow pitch is 20 runs after 3 innings, 15 runs after 4 innings and 10 runs after 5
innings. Fast pitch is 15 runs after 3 innings, 12 runs after 4 innings and 8 runs after 5 innings.
7. When the game is tied after time or 7 innings has expired, the International Tie-Breaker will go
into effect. The last batter to complete his/her turn at bat will start the inning on second base.
This format will continue until a winner is determined.
8. The official scorekeeper is the responsibility of the home team. If the score is in doubt the umpire
will compare scorebooks and resolve any discrepancies.

9. Profanity, vulgarity, unsportsmanlike behavior or misconduct of any kind that is detrimental to the
game of softball and its purpose will not be tolerated. Athletic staff, City employees, League
officials or umpires shall remove the offending parties from the park and the Police will be called
if deemed necessary. A written report shall be filed with the Athletic staff within 48 hours of the
incident. In cases where warranted, a hearing will be held.
Any person ejected for profanity, vulgarity, or unsportsmanlike behavior will receive a
minimum one (1) game suspension to be served in their team’s next game and could be
longer if the infraction warrants it. The suspended person must meet with a College Station
Parks and Recreation athletic staff member to be reinstated into the league.
10. The consumption or possession of alcoholic beverages and/or illegal substances by participants or
spectators may be cause for immediate removal from the park. If a player is caught consuming
and/or possessing alcohol during a game (either inside or outside of the dugout), they will be
ejected from the game and the team must have a legal substitute. If they don’t have a legal
substitute, then the game will be forfeited.
11. Jewelry cannot be worn during games. (Exception: Flat wedding bands and stud earrings). If
jewelry must be worn, it has to be taped to the skin.
12. Steel spikes are not allowed in league play, this includes all slow pitch and fast pitch.
13. Players in City of College Station adult leagues must be at least 16 years of age at the time of
participation.
14. a) Male players may play on 1 men's slow pitch team, 1 35 & Over or 50 & Over team, 1 fast pitch
team and 1 co-ed team per night. Female players may play on 1 women's slow pitch team, 1 35 &
Over or 50 & Over team, 1 fast pitch team and 1 co-ed team per night. This is a player eligibility
protest and must be done by the opposing team according to Rule # 16.
b) Teams (5 or more of the same players) wishing to play on multiple nights may do so as long as
they register for the same division each night.
15. Rosters are the basis for the legality of players. If a team doesn't turn in a roster to the Athletic
office, they cannot have any legal players.
16. (1) Protests on starting players must be done in the first inning. Protest on substitutes must be
done before their first complete inning of play. (2) A protest cannot be made after the last out of
the game. (3) If there is a player eligibility protest during a game the following shall occur:
a. a valid picture ID will be requested by the umpire for identity.
b. once identity has been determined and protest filed, the game will continue. If the player is
there and identity cannot be determined, then suspected player must sign back of game
card and present ID at Parks & Recreation Office the next working day for verification.
c. player eligibility will be determined by the athletic staff based on team rosters the
following work day (exception tournament). If the protest is done during the tournament,
then the tournament director will make a decision at the time of the protest (if the player
doesn’t have an ID, then they are not legal).
d. any team found with an illegal player shall forfeit that game.

e. the Athletic office will determine further action against the illegal player and/or team.
f. the player is ineligible to participate at all until a decision has been made by the Athletic
office.
17. No roster shall exceed 20 players including a player/manager unless a special exception is made
by the Athletic office.
18. Add/Drops to rosters will be accepted until the Friday after you’ve completed your fourth
game.
19. Teams that win their division (t-shirts) or the tournament (t-shirts) and have five returning players
must move up one classification for at least a season unless a special exception is made by the
Athletic office. If you have a record of .500 or better you should stay in upper division. This rule
does not apply if you’re in the highest classification.
20. Divisional Tie Breaker - Head to head, playoff game (this game will be played one of two ways);
If the tied teams meet in the tournament, then that game will be for the divisional shirts. If the tied
teams do not meet in the tournament, then a game will be scheduled at the next available date.
21. Seeding the Tournament - The tournament will be seeded in order of divisional record and then by
head to head. If there is a tie after looking at head to head competition then the score between the
tied teams will determine the seed. The team that has given up the least amount of runs in the
head to head competition will receive the higher seed. If teams are still tied, then the athletic staff
will do a coin flip to determine seeding.
22. Daily schedules are posted at both Central Park Softball Complex and Veterans Softball Complex.
23. When playing conditions are questionable call the Athletic hotline at 764-3732 for the latest
information. This recording is usually updated after 3:00pm. You can also check our website at
www.eteamz.com/cspard for field status.
24. Games that are rained out will be rescheduled for the first available day. You need to get your
rainout reschedule by calling the recording at 764-3732 or the office at 764-3486 between 8:00 -
5:00 Monday through Friday. Games that are canceled while in progress will resume from the
point of stoppage.

are here to serve you and if you have a problem with players, umpires or
spectators, please bring it to our attention.

2008 SPRING SOFTBALL SEASON
TOURNAMENT RULES & REGULATIONS
Tournament Format:
The league tournament will be a seeded single elimination
tournament played on each team’s regular league night of
play after the regular season is complete.
Rules of Competition:
The official rules shall be those found in the 2008 ASA rule
book, along with local exceptions.
Time Limit & Run Rule:
Game time is forfeit time. 50 minute time limit for all games.
The run rule is 20 after 3 innings, 15 after 4 innings and 10
after 5 innings. Fast pitch is 15 after 3 and/or 4 innings, or 8
after 5 innings. The run rule is in effect the entire
tournament.
Tie Breaker: The International tie-breaker is in effect the entire
tournament.
Home Team:
The home team is decided prior to each game by the toss of
a coin.
Protests:
All protests must comply with the 2008 ASA rule book and
will be ruled on at the time by the Tournament Director or
appointed representative.
Cancellation of Games:
It is vitally important that you call the softball recording on
game day even if your team does not play. Your game may
be affected anytime we have inclement weather during the
Tournament. It is your responsibility to find out if your game
has moved because of inclement weather. The softball
hotline number is 764-3732. If you have a problem getting
through call 764-3486 between 8:00 - 5:00 Monday through
Friday.
Player Eligibility:
All players will present a valid picture I.D. upon the request
of a tournament official to determine his/her identity.
Awards:
T-shirts will be awarded to the 1 st place team in the overall
tournament.

* The Rental Fee pays only for the field(s) and bases. Lights and use of the liner, shovels,
and rakes will be provided to those renters who have a $100.00 rental or higher, in
addition, the fields will also be dragged and lined before the tournament begins. Additional
service provided by the department will be at an additional charge, see rental information
below.
** The deposit fee will be returned if the dugouts, field(s), parking lot, restrooms, area
around the concession stand and under the bleachers are left clean and in good condition.
All trash should be bagged and stacked together in front of the concession window. In
addition, all PARD tools and equipment used must be returned to the storage room in good
clean condition as well.
II.
BASIC RENTAL INFORMATION:
Before a date can be reserved the applicable fees must be paid.
A check-in, check-out time must be arranged with a maintenance representative for all
rentals except hourly rentals.
The individual or individuals in charge of a tournament must meet with representatives of
the Athletic and Park Operations Staff before the tournament to arrange any tournament
and maintenance details (additional maintenance requirements such as lining and
dragging the fields will be an extra charge to the renter and must be arranged in advance
of the tournament).
Irrigation clocks are not to be tampered with.
Bags of marking dust will be $3.00 each, to be deducted from the deposit fee.
Absolutely no alcoholic beverages are allowed on the fields or in the dugouts.
Parking is allowed in designated areas only. Absolutely no vehicles are allowed on the
fields or surrounding grass area for any reason.

The College Station Parks and Recreation Department reserves all concession rights and
will have the concession stand in operation during all tournaments. Vendor permits must
be obtained for $50.00 should the tournament director desire to have souvenir or approved
beverage/concession sales available throughout the duration of the tournament. Approval
of sales and purchase of vendor permits must be obtained from the Parks & Recreation
Office through the Athletic Supervisor.
To use the facility after midnight, a written request must be submitted to the Director of the
Parks and Recreation Department.
The Parks and Recreation Department reserves the right to cancel tournaments for any of
the following reasons:
1. Weather Conditions
2. Scheduling Conflicts
3. Field Conditions
A group shall have the opportunity to move their date if they meet the following
guidelines:
1. Cancellation must be made in writing seven days prior to the tournament
date. Failure to notify the Department within the seven-day period will result
in the loss of the security deposit and field rental.
2. Unplayable field conditions as determined by the Parks & Recreation Staff
Representative.
Tournament Reservations - Renters who have either $400 or the $800 package can
make reservations as early as the beginning of the year.
Hourly Reservations - Renters who reserve the facility and are charged per hour can only
reserve the facility within 10 working days of rental.
III.
RESTRICTIONS:
USE OF SOFTBALL OR BASEBALL FIELDS FOR PURPOSES OTHER THAN FOR
SOFTBALL OR BASEBALL ACTIVITIES:
Field Reservations are restricted to rentals for softball or baseball activities only. Any
desired use of softball or baseball fields other than for the sport of baseball or softball will
require special approval from the Athletic Supervisor. This restriction is to preserve the
integrity of these competition playing fields for the purposes for which the complexes were
built.

PARKS & RECREATION DEPARTMENT
FEES POLICY STATEMENT
The citizens of College Station have made a commitment to excellence in parks facilities
and recreation programs. These facilities and services require substantial expenditures by
the City to ensure appropriate maintenance and effective programming. This policy is
intended to insure that a proportion of these costs is recovered through user fees in an
equitable manner in accordance with the City's current fiscal and budgetary policies
approved by the City Council.
I. Fees for athletic programs shall be set in accordance with the following
guidelines:
A. The cost of maintaining and operating athletic facilities should be borne
by those who use them. In addition, in those situations where the City has
responsibility for organizing and/or programming activities, participants
should bear proportionate staff salaries and overhead of direct supervisors
associated with the program.
B. The City recognizes that it is appropriate to subsidize youth athletic and
aquatics activities. Such activities contribute to educational development
and to encourage leisure literacy, which are increasingly important aspects
of life. Youth is defined as all individuals up to, and including, eighteen
years of age. The City will absorb.all maintenance and operating costs
associated with facilities and the staff costs associated with organizing
and/or programming activities. A fee will be assessed to cover all variable
costs associated with programs such as uniforms, equipment, awards,
umpires, etc. in accordance with the City's fiscal and budgetary policy
statement.
C. It is intended that facilities and programs should be available to all citizens
and that none should be excluded because of inability to pay. The
Department Director, at his/her discretion, may reduce any fee in
individual cases upon evidence of financial hardship. The “Parks Bucks”
program is intended to meet the majority of these cases.
D. In addition to this user fee policy, the City levies a fee surcharge, which
goes into an Athletic Renovation and Improvement Fund. The policy
governing that fund is attached to this policy.
II.
Fees for the use of rental facilities shall be set to cover the cost of utilities and
maintenance expenses related to that facility. Deposits may be required, as
needed, to ensure proper care and clean-up is provided by user groups. Deposits

may be waived when users establish a satisfactory record with the City, and will
be determined on a case by case basis The fee and deposit will be waived for the
College Station Independent School District per a joint use agreement.
III.
Aquatics, special events and instruction fees shall be set to cover all expenses
directly associated with conduct of the class or event. Pool admission fees shall
be set on an annual basis to recover a portion of the pools’ operating expenses up
to 50%.
All fees shall be reviewed on an annual basis at public meetings by the Parks and
Recreation Board. After receiving public input, the Board will then submit fee
recommendations for the next calendar year to the City Council for final approval.

Severe Weather Best Practice
The College Station Parks and Recreation Department (CSPARD) recognizes the importance of safe
practices during outdoor activities as they relate to weather hazards. The following “Best Practice”
recommendations have been adopted by the CSPARD as guidelines for decision making related to
outdoor activities during hazardous weather conditions. The safety of park guests is of utmost
importance to us!
All participants and guests of CSPARD facilities are advised to be aware of developing or
approaching weather hazards before arriving at and during all outdoor activities. League officials,
event managers and sports officials (referees and umpires) are responsible for monitoring all
available resources concerning weather hazards and determining suspension or continuation of
outdoor activities. Coaches and parents are responsible for monitoring weather developments
during activities where no official, referee, or umpire is present, and for determining suspension or
continuation of outdoor activities.
Recommended resources include:
• Thorguard Lightning Prediction System- This system is installed at various parks/schools
around town. A comprehensive list of locations/ranges is included below. One long (15
second) blast indicates that conditions are favorable in the immediate area for lightning to
strike. Three short blasts indicate that threatening conditions have diminished. Two blasts
indicate an error in the system.
• Local Radar-Information can be obtained from websites containing local satellite information
such as intellicast.com, weather.com, or KBTX.com. (KBTX.com has the most current radar)
• KBTX-TV- KBTX frequently has a meteorologist on-duty and will go live with weather reports
if conditions warrant. They also have live Doppler radar.
• Observation-All persons are advised to use sight and sound when monitoring possible
weather hazards.
• NOAA weather radio-Continuous broadcast on weather radios with updated weather
information is available through NOAA 24/7.
Recommended Actions include:
• At first sound of thunder and/or sight of lightning, Suspend activities and notify
participants to seek shelter in the safest location available for a minimum of 15 minutes.
With each audio/visual warning, start a new 15 minute count.
• 1 long (15 second) blast from Thorguard should result in suspension of activity until the "all
clear" signal is heard or until other resources indicate that there is no threat.
• An enclosed substantial building or metal vehicle with the windows rolled up is suggested as
safest shelter.
• Avoid metal fences, dug outs, water, light poles, trees, hills and electrical equipment.
• Presence of excessively high winds, heavy rains, hail, and funnel clouds should also be
cause for suspension of play and evacuation to a safe shelter.
Reassess the hazard/utilize available resources
• When thunder has not been heard and lightning has not been seen for 15 minutes, or,
when Thorguard sounds the “all-clear”, activities may then be resumed.
• When weather conditions change, all available resources should be consulted again
to aid in the determination of resuming activities.

The Monitoring Distance is the radius within which the system monitors the atmospheric conditions.
When the conditions inside the radius of the Warning Distance indicate the probability of a lightning
strike, the system activates, the strobe light comes on and the 15 second horn blast occurs. The strobe
light continues to flash, indicating the probability of lightning, as long as the system detects a threat. The
system indicates the all-clear when 3 short blasts are heard. Two signal blasts indicate an error in the
system. The Unit Monitoring Hours are the hours, Monday through Sunday, during which the system is
monitoring atmospheric conditions.
