THE LEADING VOICE FOR THE BUSINESS<br />
OF CONSULTING ENGINEERING IN CANADA<br />
The Association of <strong>Consulting</strong> Engineering<br />
Companies (<strong>ACEC</strong>) represents companies in <strong>Canada</strong><br />
that provide professional engineering services to<br />
both public and private-sector clients. These services<br />
include the planning, design and execution of all<br />
types of engineering projects as well as providing<br />
independent advice and expertise in a wide range of<br />
engineering and engineering-related fields. Through<br />
offering these services, <strong>ACEC</strong> member companies<br />
have a direct influence on virtually every aspect<br />
of the economic, social and environmental quality<br />
of life in <strong>Canada</strong>. Moreover, as part of a regulated<br />
profession, the engineers employed by <strong>ACEC</strong><br />
companies are obligated by law to act with fidelity to<br />
the public interest.<br />
Founded in 1925, <strong>ACEC</strong> today is a membergoverned<br />
association of nearly 500 independent<br />
consulting engineering companies, and 12<br />
provincial and territorial Member Organizations.<br />
<strong>Consulting</strong> engineering in <strong>Canada</strong> is a $25.8 billion<br />
a year industry that employs more than 100,000<br />
Canadians. <strong>Canada</strong> is globally recognized for its<br />
engineering services and is the fifth largest exporter<br />
of engineering services in the world with 30% of its<br />
work performed at the international level.<br />
<strong>ACEC</strong> is a member of the Fédération Internationale<br />
d’Ingénieurs Conseils (FIDIC), the global voice of<br />
consulting engineering.<br />
THE <strong>ACEC</strong> LOGO<br />
The <strong>ACEC</strong> logo evokes a maple leaf encircled<br />
by the engineers’ Iron Ring – a recognized<br />
and respected symbol of the engineers’ great<br />
responsibility and duty to the public. In this vein,<br />
<strong>ACEC</strong> member firms aspire to be the trusted<br />
advisors to their clients – relied upon for innovative,<br />
sustainable solutions to some of society’s greatest<br />
challenges. The ring was designed with 12 discrete<br />
elements representing each of our provincial and<br />
territorial Member Organizations.<br />
The resultant abstract presentation of the ring also<br />
suggests both a globe on its axis and a sense of<br />
motion and change. This represents the talented,<br />
business-minded professionals who apply their<br />
knowledge and expertise to improve quality of<br />
life for Canadians and the broader international<br />
community. This is reinforced by <strong>ACEC</strong>’s concise,<br />
aspirational tagline: “Shaping tomorrow’s world.”<br />

Chair’s <strong>Report</strong><br />
As I noted at the beginning of my term as Chair,<br />
there is no question that the business of consulting<br />
engineering is changing. The Association of<br />
<strong>Consulting</strong> Engineering Companies - <strong>Canada</strong><br />
(<strong>ACEC</strong>) will also need to evolve if it is to continue<br />
to be an effective voice for the sector and deliver<br />
value to its members. This is why <strong>ACEC</strong> has<br />
thoroughly reviewed its governance and strategic<br />
priorities in <strong>2012</strong>-<strong>2013</strong>.<br />

This past year <strong>ACEC</strong> has successfully implemented<br />
a new governance model that has focused the<br />
association on the future. In addition to its fiduciary<br />
responsibilities, the <strong>ACEC</strong> Board of Directors now<br />
spends more time identifying the major issues and<br />
trends facing our industry – not just in the coming<br />
year, but in the years ahead. This will allow us to<br />
adapt to the new risks and opportunities in our<br />
changing business and regulatory climate. <strong>ACEC</strong> has<br />
recognized that today, more than ever, it needs to<br />
be proactive and it needs to be agile in order to be<br />
effective.<br />
This emphasis on the future and a forward-thinking<br />
approach is also reflected in <strong>ACEC</strong>’s new strategic<br />
plan for the period <strong>2013</strong>-2016. For example, building<br />
upon its success as an industry advocate with the<br />
federal government, <strong>ACEC</strong> has committed more<br />
time and resources to engaging with our clients in<br />
the private sector. Not only is this important to firms<br />
active in areas such as buildings, industry, energy<br />
and resources, it also recognizes that our client<br />
base is changing across the board. With changing<br />
project delivery models, even traditional public<br />
sector owners are delivering more projects through<br />
private sector organizations. And as we broaden our<br />
interaction and advocacy into multiple client sectors<br />
in addition to our strong government relations<br />
program, we will also be creating more opportunities<br />
for member participation.<br />

<strong>ACEC</strong> had more direct interaction and continuity<br />
with its provincial and territorial Member<br />
Organizations via the current cross-<strong>Canada</strong> tour<br />
and opportunities to participate in activities that<br />
engage a broader cross-section of member firms.<br />
<strong>ACEC</strong> is in a stronger position to support advocacy,<br />
image building and member recruitment/retention<br />
activities of the Member Organizations. Member<br />
engagement has been maintained this year and<br />
will continue to grow under the direction of the<br />
incoming Chair.<br />
At the end of the day, if <strong>ACEC</strong> is to continue to<br />
be the recognized voice of the industry and help to<br />
make engineering firms more successful, we need to<br />
continue to be relevant and we need to be agile.<br />
<strong>ACEC</strong> and our industry are well positioned for<br />
continued success through <strong>2013</strong> and into the future.<br />
I have no doubt that our association will continue to<br />
add value and make this industry proud.<br />

Our accomplishments this year would not have<br />
been possible without the support and advice of<br />
the <strong>2012</strong>-<strong>2013</strong> Board of Directors. I am proud to<br />
have worked with this great team – our industry<br />
is fortunate to have such dedicated and visionary<br />
people in its ranks.<br />
I also want to acknowledge our hard working staff<br />
in Ottawa, led by our President John Gamble. While<br />
the Board sets the direction of the association,<br />
it is our team in Ottawa that runs the day-to-day<br />
operations. Whether they are promoting the value<br />
of engineering services to clients or to Parliament<br />
Hill, providing programs or organizing events, we<br />
are fortunate to have such capable ambassadors and<br />
advocates for our members and our industry.<br />
To my successor, Jason Mewis, and to the incoming<br />
Board of Directors, I want to extend my best wishes<br />
for another successful and productive year ahead,<br />
and to assure you of my continued engagement and<br />
support. Finally, I would like to encourage those<br />
of you not on the Board to consider becoming a<br />
Board member in the future. I can assure you it’s a<br />
rewarding experience and will be of benefit to you as<br />
well as <strong>ACEC</strong>.<br />

President’s <strong>Report</strong><br />
<strong>ACEC</strong> remains committed to creating a business<br />
and regulatory climate that will allow our members<br />
to be successful and offer a high level of quality<br />
and value to their clients. No other profession or<br />
industry is more important to our social, economic<br />
and environmental quality of life.<br />
The past year has clearly demonstrated that <strong>ACEC</strong><br />
is strongly committed to providing value to its<br />
members and ensuring continuous improvement.<br />
This is reflected in both a new governance model<br />
and a renewed strategic plan that have guided<br />
<strong>ACEC</strong> activities over the past year. The Year in<br />
Review section of this report offers an overview of<br />
the many programs and activities undertaken by the<br />
association, as well as a look forward.<br />

President<br />
I believe that our national profile has never been<br />
higher. Record participation in both the Canadian<br />
<strong>Consulting</strong> Engineering Awards and our annual<br />
Parliament Hill Day has yielded national media<br />
coverage for <strong>ACEC</strong> and local media coverage<br />
for many of our members. We have earned a<br />
reputation as an important and influential voice<br />
for <strong>Canada</strong>’s consulting engineering sector in the<br />
eyes of the federal government and other national<br />
stakeholders.<br />
We continue to leverage our influence and<br />
credibility by advocating on issues important to our<br />
profession and our industry. This year, <strong>ACEC</strong> has<br />
been one of the most effective voices in support<br />
of long-term infrastructure investment. <strong>ACEC</strong><br />
continues to be at the table as key stakeholders<br />
work with Infrastructure <strong>Canada</strong> toward the<br />
development and implementation of the new plan<br />
announced in the federal budget this spring. In<br />
addition, we have continued to collaborate with<br />
our Member Organizations to educate provincial<br />
governments on the unintended implications of<br />
the New West Partnership Trade Agreement for<br />
our members and their clients. This issue is now<br />
back on the political radar in western <strong>Canada</strong>.<br />
And thanks to our work with other industry<br />

stakeholders, the Canadian Nuclear Safety<br />
Commission has reconsidered administrative<br />
changes to its licencing requirements that would<br />
have cost our industry millions of dollars in<br />
financial guarantees.<br />
Our authority on business issues important<br />
to our industry is well recognized. <strong>ACEC</strong> has<br />
been represented on the Canadian Construction<br />
Documents Committee, the Canadian<br />
Infrastructure <strong>Report</strong> Card Advisory Board and<br />
the Institute for BIM in <strong>Canada</strong>. To assist our<br />
members with business practice issues, we have<br />
now updated and improved our entire suite of<br />
contract agreements for consulting engineering<br />
services. These documents are now free to our<br />
members and their clients. And for the first time,<br />
these documents are now available in both official<br />
languages.<br />
Building on our successes over the past several<br />
years, particularly in advocacy and profile building,<br />
<strong>ACEC</strong> has committed new resources to expand our<br />
influence and deliver value to members. Because<br />
the past year was also financially successful, we<br />
have been able to make significant investments in<br />
outreach to private sector clients and in member<br />
engagement.<br />
Of particular note, we have reached out to private<br />
sector organizations that represent clients of<br />
consulting engineering firms and/or that impact<br />
the business and regulatory climate for consulting<br />
engineering. <strong>ACEC</strong> has already been discussing<br />
issues of mutual interest with organizations such<br />
as Canadian Association of Petroleum Producers,<br />
Canadian Chamber of Commerce, Mining<br />
Association of <strong>Canada</strong> and Canadian Energy<br />
Pipeline Association.<br />
This year, Murray Thompson and I had the<br />
opportunity to travel across the country, meeting<br />
with many of our volunteers and with the Member<br />
Organizations that represent our industry at the<br />
provincial and territorial level. The Member<br />
Organizations are also key to our successes across<br />
the country. As part of our annual tour, Murray<br />
and I have sought out more frequent and varied<br />
opportunities to participate in activities that<br />
engage a broader cross-section of the membership.<br />
This has allowed <strong>ACEC</strong> to support Member<br />
Organizations in their advocacy, image building<br />
and member recruitment/retention activities. This<br />
will continue and is being expanded.<br />
The past year’s successes would not have been<br />
possible without the hard work of <strong>ACEC</strong><br />
volunteers and staff. Volunteers, led by our<br />
Board, freely offer advice and expertise through<br />
participation on <strong>ACEC</strong> committees and task forces.<br />
We recognize many of <strong>ACEC</strong>’s volunteers in this<br />
report.<br />
<strong>ACEC</strong> is supported by a diverse and talented staff<br />
in Ottawa. I want to thank Susie Grynol, Jean-Marc<br />
Carrière, Randi Goddard, Martin Savard, Laura<br />
Allardyce and Julie Jacquard for their hard work,<br />
creativity and commitment to the association and<br />
to its members.<br />
In closing, I wish to thank Murray Thompson and<br />
the <strong>2012</strong>-<strong>2013</strong> Board of Directors for their support<br />
and strategic leadership. Always moving forward,<br />
they hold the association and themselves to a high<br />
standard of professionalism and accountability. I<br />

STRATEGIC PILLARS AND ACTIVITIES<br />
<strong>ACEC</strong>’s four strategic pillars were realized through the<br />
following activities and initiatives.<br />
ADVOCACY ON NATIONAL ISSUES – PUBLIC<br />
SECTOR AND PRIVATE SECTOR FOCUSED<br />
We influence the federal government and other<br />
national stakeholders to create a favourable regulatory<br />
and business climate for engineering companies.<br />
• Our annual Parliament Hill Day provides<br />
opportunities for representatives of <strong>ACEC</strong><br />
member firms to meet with federal politicians<br />
on issues significant to our industry.<br />
• We monitor federal government bills,<br />
regulations, programs and policies; and we<br />
develop position papers and briefing notes that<br />
support <strong>ACEC</strong> policies.<br />
• <strong>ACEC</strong> staff meets regularly with federal<br />
politicians from all parties and with key<br />
government decision makers on priority<br />
industry issues.<br />
• <strong>ACEC</strong> presents to House of Commons<br />
committees including Finance, Industry,<br />
Government Operations and Transportation<br />
and Infrastructure.<br />
• <strong>ACEC</strong> participates in the Federal Budget<br />
“lock-up,” as we did again this year on March<br />
21, and, within hours, reported on how the<br />
budget impacts consulting engineers and their<br />

Awards showcase the year’s best projects by<br />
<strong>ACEC</strong> member forms before an audience of<br />
industry leaders and key stakeholders. This<br />
event serves to position <strong>ACEC</strong> as one of the<br />
highest profile industry associations in <strong>Canada</strong>.<br />

• We work with members, insurance experts<br />
and leading industry lawyers to provide a suite<br />
of professional service agreements for<br />
consulting engineering companies and their<br />

leaders also share experiences and ideas through<br />
Market Sector Roundtables.<br />
• We leverage international relationships<br />
with the American Council of Engineering<br />
Companies and FIDIC to observe trends and<br />
stay current on best practices in the industry.<br />

CALLING FOR A NATIONAL LONG-TERM<br />
INFRASTRUCTURE PLAN<br />
During Parliament Hill Day in <strong>2012</strong>, <strong>ACEC</strong><br />
representatives from across <strong>Canada</strong> met with over<br />
40 Members of Parliament to voice the association’s<br />
support for a long-term infrastructure plan.<br />
<strong>ACEC</strong> took a strong message to Parliamentarians:<br />
infrastructure investments are vital to <strong>Canada</strong>’s<br />
prosperity and they provide value to Canadian<br />
taxpayers.<br />
<strong>ACEC</strong> also made a formal pre-budget submission<br />
to the House of Commons Standing Committee<br />
on Finance in support of the government’s<br />
commitment to a long-term infrastructure plan for<br />
<strong>Canada</strong>.<br />
<strong>ACEC</strong>, working with its provincial and territorial<br />
Member Organizations, was prominent at regional<br />
infrastructure roundtables across <strong>Canada</strong> organized<br />
by federal Infrastructure Minister Denis Lebel.<br />
Member organizations across <strong>Canada</strong> have also<br />
taken this message to their respective provincial and<br />
municipal governments.<br />
On March 21st in the House of Commons, the<br />
Honourable James Flaherty, Minister of Finance,<br />
tabled the federal government’s budget, Economic<br />
Action Plan <strong>2013</strong>, which includes funding for the<br />
largest and longest federal infrastructure plan<br />
in Canadian history and refelcts a number of<br />
recommendations put forth by <strong>ACEC</strong> and its many<br />
partners.<br />

SAVING FIRMS MILLIONS IN FINANCIAL<br />
GUARANTEES<br />
Pressure from <strong>ACEC</strong> and the Canadian Council<br />
of Independent Laboratories (CCIL) stopped a<br />
Canadian Nuclear Safety Commission (CNSC)<br />
proposal to require over $14 million in financial<br />
guarantees from users of nuclear devices such<br />
as densometers to ensure their safe disposal. An<br />
independent risk assessment determined that the<br />
annualized financial risk associated with disposal<br />
of densometers would be more realistically around<br />
$16,000 (less than 0.15% of the $14 million in<br />
guarantees).<br />
The CNSC has accepted the findings of the<br />
risk assessment. Going forward, the CNSC will<br />
work with the industry to explore more realistic<br />
alternatives.<br />
FIXING THE NEW WEST PARTNERSHIP<br />
TRADE AGREEMENT (NWPTA)<br />
<strong>ACEC</strong> is taking a leadership role in promoting<br />
interprovincial trade rules that will improve our<br />
industry’s ability to provide value to taxpayers and<br />
improve the quality of life of all Canadians.<br />
<strong>ACEC</strong> and its Member Organizations support<br />
increasing the flow of goods, services, capital<br />
and people across borders in <strong>Canada</strong>. However,<br />
language in the NWPTA puts pressure on public<br />
clients to treat professional engineering services<br />
as a commodity. The potential consequences<br />
of this have led to renewed efforts by <strong>ACEC</strong>’s<br />
Member Organizations to re-engage their provincial<br />
governments have put this issue back on the political<br />
radar.<br />
OPENING DOORS TO PARTICIPATE IN<br />
FOREIGN AID<br />
<strong>ACEC</strong> has long advocated that <strong>Canada</strong>’s foreign aid<br />
programs return to an emphasis on community<br />
and economic infrastructure that helps create<br />
long-term self-reliance. In November <strong>2012</strong>, the<br />
federal government made a commitment to<br />
refocus <strong>Canada</strong>’s foreign aid priorities and<br />
facilitate the private sector and non-government<br />
organizations (NGOs) in leveraging their respective<br />
strengths and expertise.<br />
Federal aid programs have the potential to alleviate<br />
poverty and increase self-reliance in developing<br />
countries, showcase Canadian expertise and provide<br />
business opportunities for <strong>Canada</strong>’s engineering<br />
sector. <strong>ACEC</strong> and its member companies across<br />
<strong>Canada</strong> welcome opportunities to work closely with<br />
the government and NGOs as the government<br />
refocuses its foreign aid priorities.<br />
IMPROVING PUBLIC PROCUREMENT<br />
<strong>ACEC</strong> encourages the use of InfraGuide Best Practice<br />
for Selecting a Professional Consultant and the use of<br />
qualifications-based selection (QBS) to provide the<br />
best long-term value to clients.<br />
<strong>ACEC</strong> made significant progress with Defence<br />
Construction <strong>Canada</strong> (DCC) in terms of changes to<br />
the way in which proposals are evaluated and scored<br />
which will improve the quality of engineering<br />
services by reducing the influence of price in<br />
proposal evaluation. Early results suggest the<br />
changes have been successful.<br />

SUPPORTING BUSINESS PRACTICES<br />
<strong>ACEC</strong> has completed an update of its entire suite<br />
of standard agreements for use by consulting<br />
engineering firms. These documents are available<br />
free of charge to <strong>ACEC</strong> members and their<br />
clients.<br />
<strong>ACEC</strong> has endorsed two new CCDC contracts:<br />
CCDC 14 – Design-Build and CCDC 15 –<br />
Construction Management. The Committee was<br />
successful in negotiating changes to CCDC 14 and<br />
15 to ensure their fairness and balance, especially<br />
with regard to risk to designers. Issues concerning<br />
insurance have also been clarified to the satisfaction<br />
of the <strong>ACEC</strong> representatives on CCDC.<br />
Looking Forward: Creating<br />
more Value for Members<br />
NEW PROGRAMS AND INITIATIVES FOR<br />
<strong>2013</strong>-2014<br />
In light of uncertainty in the industry, <strong>ACEC</strong>’s<br />
advocacy on behalf of its members and its outreach<br />
to its members is more important than ever. Not<br />
only will <strong>ACEC</strong> be maintaining its core programs, it<br />
will also be strengthening programs that support its<br />
key strategies.<br />
EXPANDED MEMBER OUTREACH<br />
AND ENGAGEMENT<br />
<strong>ACEC</strong> will have more direct interaction and more<br />
continuity with MOs. <strong>ACEC</strong> has allocated resources<br />
to increase engagement among a broader crosssection<br />
of member firms. <strong>ACEC</strong> will also be able<br />
to support advocacy, image building and member<br />
recruitment/retention activities of the MOs.<br />
EXPANDED PRIVATE SECTOR OUTREACH<br />
Private sector outreach has been identified as a<br />
standalone item with a dedicated budget to allow<br />
<strong>ACEC</strong> representatives the resources to have direct<br />
interaction with organizations that represent private<br />
sector clients, especially in the commercial, industrial,<br />
energy and resource sectors.<br />
GOVERNMENT RELATIONS<br />
CONSTITUENCY WEEK<br />
<strong>ACEC</strong> will coordinate an outreach program<br />
for <strong>ACEC</strong> members to meet with Members of<br />
Parliament in their local ridings on key industry<br />
issues. This will strengthen <strong>ACEC</strong>’s political<br />
presence and brand with federal politicians and<br />
expose members to, and directly engage them in,<br />
<strong>ACEC</strong>’s advocacy on behalf of its members. <strong>ACEC</strong><br />
would also engage the local MOs and provide them<br />
with a template for similar initiatives at the provincial<br />
or municipal level.<br />
ANNUAL CHIEF EXECUTIVES ROUNDTABLE<br />
FOR <strong>ACEC</strong> MEMBERS<br />
<strong>ACEC</strong> will explore the feasibility of a facilitated<br />
national annual one-day CEO roundtable to ensure<br />
that <strong>ACEC</strong> is in tune with the leadership of <strong>ACEC</strong><br />
member firms (or their Canadian operations) both<br />
in terms of value for membership and issues and<br />
trends. This focused business and networking<br />
opportunity, exclusive for industry leaders, would<br />
result in a report distributed to the participants and<br />
to the <strong>ACEC</strong> Board.<br />
MEDIA STRATEGY<br />
<strong>ACEC</strong> will create and execute a robust media<br />
strategy including proactive media outreach and<br />
media events, key contact with journalists, regional<br />
media outreach for members, a strategic social media<br />
plan and crisis communications.<br />
