Message from Chair & Executive Director<br />
It is an exciting time to be providing support to families with young children in<br />
<strong>Oakville</strong>. <strong>Oakville</strong> is a community which is currently undergoing major changes<br />
due to the implementation of Full Day Kindergarten and the increase in population<br />
growth and resulting demand for childcare. <strong>Oakville</strong> <strong>Parent</strong>-<strong>Child</strong> <strong>Centre</strong> (OPCC)<br />
is continually reassessing and restructuring its programming to ensure that it’s<br />
meeting the needs of the <strong>Oakville</strong> community.<br />
In 2010 the Board of Directors (Board) of OPCC set a strategic plan focusing on<br />
marketing and fundraising. This past year, the Board reassessed its strategic plan<br />
and determined that it was still highly relevant and that the Board should continue<br />
to target these focus areas. During the <strong>2011</strong>-<strong>2012</strong> fiscal year solid fundraising<br />
and marketing plans were developed due to the support of an Ontario Trillium<br />
Foundation grant. Following extensive consultations, a new brand was launched<br />
in May. Our new marketing strategy includes a fresh new look to raise awareness<br />
of OPCC throughout <strong>Oakville</strong>.<br />
The funders that support OPCC are comprised of many individuals, community<br />
groups and businesses. We are extremely thankful and appreciative of your<br />
generous support as you help us achieve our mission: to support, nurture and<br />
empower families, children and their caregivers.<br />
We offer high quality and accessible programming and employ highly skilled,<br />
professional and talented staff to run our programs. We would like to thank each<br />
and every staff member for their tremendous dedication and their commitment to<br />
helping children and families. Together, they have positively impacted thousands<br />
of families in <strong>Oakville</strong> this past year.<br />
Throughout the year, the members of the Board have provided advice and<br />
guidance on governance, strategic planning and policy matters. These local<br />
community volunteers graciously contribute their skills and knowledge because<br />
they are committed to OPCC’s mission. We are also very fortunate to have other<br />
community volunteers who assist us with the various events and activities that<br />
OPCC conducts. Thank you to all for your time and commitment.<br />
OPCC is a unique place where families can learn and grow together. Every aspect<br />
of OPCC is aimed at helping children aged zero to six to achieve the best possible<br />
developmental start. Thank you for helping us realize our goals.<br />

Treasurer’s Report<br />
On behalf of the Board of Directors of the <strong>Centre</strong>, I am pleased to report that<br />
the <strong>Centre</strong> finished the <strong>2012</strong> fiscal year with a balanced budget. Our Executive<br />
Director Robin Garell continues to find innovative ways to make our limited<br />
financial resources go further and expand services to the <strong>Oakville</strong> community<br />
while our funding remains largely unchanged.<br />
The <strong>Centre</strong> continues to have three distinguished partners that we rely on for<br />
ongoing support. Without their support in the past and into the future, the <strong>Centre</strong><br />
would not be what it is today. These are the Ministry of <strong>Child</strong>ren and Youth<br />
Services, the Regional Municipality of Halton and the United Way of <strong>Oakville</strong>.<br />
Thank you very much for your support.<br />
To those who have donated both their time and financial resources to the <strong>Centre</strong><br />
over the last year, the Board thanks you for your continued support and helping<br />
us ensure that all families in <strong>Oakville</strong> are able to access our services.<br />
Approximately 80% of our funding comes from two sources: The Ministry of<br />
<strong>Child</strong>ren and Youth Services (MCYS) and Program Fees. As funding from MCYS<br />
has remained flat over the last ten years and we want to ensure our program<br />
fees remain affordable for all families in <strong>Oakville</strong>, we are always looking for new<br />
ways to support the <strong>Centre</strong> and expand existing services. In the coming year,<br />
the Board is committed to working with Robin to seek out, establish and nurture<br />
partnerships and funding from community businesses and members to keep up<br />
with the continually growing demand for our services.<br />
This annual report contains a summary of the <strong>Centre</strong>’s revenues and expenses for<br />
the year ending March 31, <strong>2012</strong>. The summary shows a surplus of approximately<br />
$20,000 from revenues of $1.6M. Additional details about our financial results and<br />
financial position can be obtained from our audited financial statements which<br />
are posted on our website. Our statements were audited again by SB Partners<br />
LLP. SB Partners LLP were re-appointed as our auditors for the 2013 fiscal year.<br />
The Board remains committed and actively engaged in governing the <strong>Centre</strong> to<br />
ensure its financial longevity in providing the <strong>Oakville</strong> community with desirable<br />
and useful services. In the upcoming year the Board expects that the <strong>Centre</strong> will<br />
continue to operate with a balanced budget.<br />

• Relevant experience: Corporate/Commercial lawyer with management experience<br />
and a parent user of the <strong>Centre</strong><br />
• Why I joined the Board: I have a general interest in volunteering within my<br />
community and a specific interest in the OPCC as a parent user. I have experienced first<br />
hand the important role the OPCC has in our community through the services and<br />
resources that it provides to families and I feel it is my turn to give back.<br />
Rachna Singhal - Vice Chair • Assistant Superintendent, Industry Canada<br />
• Relevant experience: PMP with over 10 years of product, research and policy<br />
development experience, specialised in IT privacy and security governance.<br />
• Why I joined the Board: To work with an organization that directly impacts the lives<br />
and development of our society’s foundation-young children and their families. As a<br />
parent user, OPCC has had a positive impact on my family, and being a part of it<br />
allows me the chance to do the same for others in the community.<br />

• Relevant experience: Chartered Accountant and Chartered Business Valuator with<br />
experience spanning finance, M&A, operations, business valuations, corporate and<br />
family law and human resources.<br />
• Why I joined the Board: Having lived in <strong>Oakville</strong> for pretty much my entire life,<br />
I wanted to make a contribution to the community that was relevant and meaningful<br />
to the stage that I was at in my life. With the arrival of my first child in <strong>2011</strong>, I felt that<br />
my interests were very much aligned with OPCC.<br />

• Relevant experience: Professional fundraiser with eight years of experience<br />
inspiring donors to give to health care and social service agencies. Skilled at raising<br />

• Why I joined the Board: OPCC was there for me when my children were young, and<br />
given the opportunity to volunteer my time, expertise and knowledge as a Board<br />
member is my way of giving back to the organization and local community.<br />
