M. OTHER ISSUES<br />

1. Program manager’s monitoring responsibilities for <strong>WSF</strong> expenditures<br />

The program managers for programs that have been merged into <strong>WSF</strong> are not<br />

responsible for monitoring the schools’ expenditures for those programs. The<br />

accountability to improve student achievement, by following the AFP in the use of<br />

funds, rests with the Principal.<br />

2. Educational Specialist Responsibilities for Programs in <strong>WSF</strong><br />

The educational specialist's primary role is to (1) conduct research and<br />

development of processes and practices to continually improve the quality of<br />

program implementation, (2) conduct quality monitoring, and (3) provide technical<br />

assistance to schools.<br />

3. Allowable expenditures under <strong>WSF</strong><br />

<strong>WSF</strong> expenditures must comply with state procurement rules and policies.<br />

4. Geographic exceptions<br />

The timeline for geographic exceptions will not change.<br />

5. Master Calendar<br />

The master calendar should be finished before the AFP is finalized. When the<br />

Principal knows which courses the students want to take, the Principal can use<br />

that data in developing the plan.<br />

6. Long-term plan for small schools<br />

The DOE does not currently have a formal plan for small schools. <strong>WSF</strong> will give<br />

communities the opportunity to design programs for small schools that may keep<br />

them financially viable.<br />
