has said that electric shocks<br />
with cattle prods are the only<br />
way to treat some developmentally<br />
handicapped children<br />
and adults in provincial<br />
institutions. The prods are<br />
currently used on inmates as<br />
a behavioural modification<br />
technique.<br />
In response to vocal protests<br />
by rights activists, politicians,<br />
lawyers and social workers,<br />
Sweeney has limited<br />
their use to one provincial<br />
. ~eaar :spnngs, in<br />
Blenheim, is now the only<br />
treatment centre in Ontario<br />
that has <strong>of</strong>ficial government<br />
sanction to zap inmates with<br />
cattle prods.<br />
NDP social services critic<br />
Richard Johnston sums up<br />
his objections: "When we<br />
talk about these kinds <strong>of</strong><br />
methods being used against<br />
political prisoners in some<br />
regimes we call it a terrible<br />
abuse <strong>of</strong> human rights, and<br />
yet here, with our retarded<br />
inmates, we call this necessary<br />
therapy. "<br />
