Geçiş süreçleri her zaman sıkıntılı olmuştur. Yeni sistemin ve düzenlemelerin
şekillenmesi ve yerine oturması zaman alacaktır. Bu süre zarfında
neyin nasıl yapılması gerektiğini pek bilen de yoktur aslında. Yöneticiler
ve devletin memurları en iyi yorum veya tahminlerde bulunarak -bazen
doğru bazen de mantığa ters- kararlar almak zorunda kalırlar. Bu durum
zaman zaman sıkıntılara sebebiyet verebilir.
Bizim camiamız da şu an bu sıkıntılı süreçten geçmektedir. Yakında
her belirsizlik ortadan kalkacak; meslek kanununun getirdiği
değişiklikler ve yenilikler uygulamaya konulacaktır. Bundan dolayı
karamsarlığa gerek yok. Biz, bugüne kadar olduğu gibi bundan sonra
da mesleğimizi daha iyi bir noktaya getirmek için burada olacağız.
Ancak, unutmamak gerekir ki, önümüzdeki süreçte sizin daha
güçlü desteğinize ihtiyacımız olacak. Çünkü kanun ve yönetmeliğin
uygulanmasında oluşacak tepki ve itirazlara ancak sizlerle birlikte
karşı koyabiliriz. Bir meslek örgütü başarılı olmak istiyorsa, hiçbir
zaman “yönetim” ve “üyeler” diye ayrılmamalıdır. Bu “birlikteliğin”
korunmasına da özen gösterilmelidir. Mesleğimizi daha iyi bir seviyeye
götürmek için gerekli kararların alınmasında, o zaman daha
“cesur” olabiliriz.
Bugüne kadar ARO Dergi’nin her yeni sayısında, bir önceki sayıya
göre; hedeflerimize bir veya birkaç adım daha yaklaştığımızı duyurduk.
Bundan sonraki sayılarda da bunun böyle süreceği inancıyla
saygılarımı sunuyorum.
Just a Little More Patience...
Transition processes have been troublesome all the time. The shaping
and settling of the new system and regulations will take time. In fact,
there is no knowing what should be done and how it should be done,
during this time. The managers and officers of the state are forced to
take decisions -sometimes right, sometimes adverse to reason- by making
the best comments or predictions. This situation can lead to troubles
from time to time.
Our community also passes through this troublesome process at the moment.
Soon, the uncertainty will be eliminated, and the changes and innovations
brought about by the professional law will be implemented. Therefore,
there is no need for pessimism. Just as we did so far, we will be here to
bring our profession to a better point in the future.
However, it should be noted that, we will need your support more powerfully
in the coming period, because we can counter the protests and
objections that will occur in the implementation of the law and regulations only
with you. If a professional organization wishes to be successful, it should never be
divided as “management” and “members.” And it should be cared for the protection
of this “unity.” Then, we can be “braver” in taking the decisions required for bringing our
profession to a better level.
So far, we have announced that we approached our targets one or a few more steps in each new issue of
ARO Quarterly, compared to the previous issue. In the belief that it will continue similarly in the following
issues, I present my respects.
