Itanagar Treasury office
shifted
NAHARLAGUN: The Itanagar
Treasury office has been shifted to
the first floor of the newly constructed
office building of the Directorate of
Accounts and Treasuries, Goernment
of Arunachal Pradesh, Bank Tinali,
Itanagar with effect from July 29 last.
Ph.D awarded
NAHARLAGUN: As per the provision
under ordinance No 25 & 26 of the
Rajiv Gandhi University and on the
basis of the satisfactory reports of the
examiners and viva-voce board held
on July 18 last, Ms. Momme Mesia, on
the thesis “Land system Inventory for
Environment Appraisal: A case study
of Charju River Basin, Purvanchal
Hills, Arunachal Pradesh” and Mr.
Anmal Saikia, on the thesis “ A study
on Geomorphology and Hydrological
Aspects of Borgang River basin, the
Eastern Himalaya” are declared to
have qualified for the award of the
Degree of Doctor of Philosophy (Ph.D)
in Geography.
The Degree will be conferred on
them at the next convocation of the
University.

visits Nagaon Paper Mill
ITANAGAR: Yora Tagung, Vice
Chairman, Arunachal Pradesh
Bamboo Resource & Development
Agency (APBRDA) has visited Nagaon
Paper Mill (Hindustan Paper Mill
Corporation) on July 24 last. Nagaon
Paper mill is situated at Jagiroad in
Morigaon district of Assam. The paper
mill is a Govt of India undertaking
and under the Ministry of Heavy
Industries, Government of India.The
Vice Chairman, while interacting with
the official of the paper mill, discussed
the probability of supply of bamboo
from Arunachal Pradesh to the paper
mill for production of paper. He hoped
that it would give a good income for
the unemployed poor people of the
state.

Tirbin constituencies
AALO: The results of Panchayati
Raj Election of 7-Tirbin and 7A-Tirbin
Panchayati constituencies were
declared. Bajap Jilen, ZPM candidate
of INC 7-Tirbin and Smti Yakek Lombi,
ZPM candidate (Reserved) of INC 7A-
Tirbin were declared elected. Ruling
congress party won 22 ASM seats
and 53 GPM seats, while PPA got 5
seats and 5 seats went in favour of
independent candidate.
Coordination meeting of
Hawai-Walong block
HAWAI: A coordination meeting
of the newly elected PRI members
of 4- Hawai-Walong Anchal Samity
Block was held in the conference hall
at the DCs Office at Hawai, Anjaw
on July 29. Anchal Chairperson
including all elected ASMs and
GPM’s were present in the meeting.
Addressing the gathering, Member
Secretary cum BDO, Hawai briefed
about the schemes to be undertaken
under MGNERGA and its proper
implementation. He suggested the
members to assist the BLO’s for
proper registration of new eligible
voters in the area. He also suggested
the members to play vital role and
look forward for community based
schemes and also to maintain grass
root level as well as transparency in
all government schemes.
CRPF jawans carried out
social service
CHANGLANG: Showing a noble
gesture, the 149 CRPF, Changlang
unit carried out a social service at
General Ground Changlang on July
24 & 25 last. During the social service,
the General Ground has been made
level by filling the dents with soil, sand
etc. also, the thick grown grasses in
the periphery of the ground cleared by
cutting down. The General Ground was
being prepared and maintenance done
for the forth coming Independence
Day Football Tournament which is
scheduled from August 1 next, besides
celebration of the Independence Day
in a befitting manner. The District
administration and general public
appreciated to the voluntary social
service done by the CRPF Jawans.

CM launches web-portal
to gets closure to people
ITANAGAR, July 28:
State Chief Minister Nabam Tuki has
formally launched the Chief Minister’s
web portal – arunachalpradesh.cm.in
at the CM’s conference hall here
today.
Speaking on the occasion, Tuki
said that the web portal would bring
in more transparency, accountability
and lessen the gap between the public
and the Chief Minister.
Highlighting the salient features
of the web portal, the Commissioner
to CM, Chandra Bhusan Kumar
informed that anyone could directly
lodge their complaints and grievances
to the chief minister of state through

The Union Minister of State, Minority
Affairs, Ninong Ering had personally
inspected the Tara Tamak steel bridge
construction here today on the way to
Mebo-Dhola road as the residents
had been complaining of the delay in
its completion.
Taking serious note of the issue,
he called for blacklisting the contractor
“Quadricon Ltd. Mumbai” for their
failure. While admitting that inordinate
delay in completion of the said bridge is
causing a great deal of dissatisfaction
among the people of East Siang and
Dibang Valley districts, the Union MoS
said that since the bridge will become
a landmark for East Siang, he would
take up the issue with the state’s
Chief Minister Nabam Tuki and PWD

PWD Minister Chowna Mein reviewed
the progress of Trans-Arunachal
Highway in a meeting with the highway
engineers and various contracting
agencies here today.
Addressing the engineers and
representatives of the contracting
agencies, the minister, took serious
note of the slow progress of some of the
projects. While admitting the prolonged
monsoon and remoteness of the region,
he opined that slow progress cannot
be attributed to longer monsoon. The
engineers and the contracting agencies
should devise proper work programme
to expedite implementation and the
work within specified time period.
The minister said that the state
government is very serious on timely
implementation of the highway projects
and will not hesitate to debar nonperforming
contracting agency from
participation in future bidding including
termination of contract in extreme
cases.

Valley, the MoS took stock of the post
flood situation. He was very shocked
to see the dilapidated condition of the
flood hit Paglam Secondary School
building and teaching strength of
school. On being informed that the
secondary school is running with only
five regular and three SSA teachers,
Ering assured the Principal to take up
the issue seriously with the education

Responding to the complaints
by some of the contracting agencies
on local disturbance hindering
work progress, Mein assured to
take up the matter with the District
Administration.
While emphasizing on proper
monitoring of projects, he requested
the Parliamentary Secretary (PWD) to
carry out regular review of the projects
to ensure adhering to the time-line
set during review meeting. Mein also
appealed all concerned to mobilize
adequate efforts for timely completion
of projects.

Highway as a prelude to the review

scheduled on August 2 next at

Poor connectivity &
infrastructures pose
serious problems in

Governor

State Chief Minister Nabam Tuki
today held a meeting with Minister
(F&CS) Kamlung Mossang for timely
implementation of National Food
Security Ordinance 2013. Tenzing Norbu
Thongdok, Principal Advisor to CM and
senior officers of the state government
including Chief Secretary, Development
Commissioner (Finance), Secretary
start immediately. It is noteworthy that
as per the provisions of the Ordinance
every person belonging to priority
households to be identified shall be
entitled to receive 5 Kg of food grains
per person per month at subsidized
prices. Supply of rice is to be made
available to the eligible persons at the
subsidized rate of Rs.3.00 per Kg and

CM visits various sites for stationing
new CRPF battalions
ITANAGAR, July 27:
Chief Minister Nabam Tuki today
visited at least four sites in the capital
city, three of which were with intention
to study the feasibility for stationing the
new CRPF battalions promised by the
center recently. He was accompanied
by capital MLA Techi Kaso, Itanagar
Chief Councilor Higio Aruni, DGP, IGP,
capital DC and SP and 138 Bn CRPF
Commandant.

expressed grief over the fire mishap
that occurred at Kamba village in
West Siang district in the wee hours
today, completely gutting at least 13
houses as per reports.

at about 2.30 this morning near the

PASIGHAT, July 30:
The Union Minister of State (Minority
Affairs) Ninong Ering today met the
East Siang Deputy Commissioner
Nidhi Srivastava and discussed a
series of developmental issues of
the district.
During the conversations, one
of the major issues was Simang
Hydropower project. The minister
enquired about the project and called
for Public Hearing soon, stating that
clearances from pollution control
board and ministry of environment
and forest have already been
obtained. He said that the success

Bamboo craftsmanship as a
potential aspect of Arunachal’s
industry
Arunachal Pradesh has a vibrant craft tradition mainly based
on bamboos and every tribe excels in bamboo craftsmanship.
Cane and bamboo is an important craft apart from weaving, and
the craftsmanship is of very high order. Except for the communities
in Tawang and Bomdila sector, all the dwelling houses are
traditionally made of bamboos. Hats, baskets of various designs,
other household articles are made of bamboos. Besides using
bamboo as fuels on many occasions, this plant is also used on
many other decorative and ritual purposes.
Cane and bamboo form the basic raw materials which meet
the requirements of everyday life –from house-making to making
baskets, fishing traps, dress items, construction of suspension
bridges across rivers, and religious paraphernalia—thus completing
their day-to-day needs. People of the state have fully utilized the
raw material offered by Mother Nature.
With the use of cane and bamboo as raw materials, the
basketry technique naturally occupies a very important place
in the technological development. However, this craftsmanship
is restricted to menfolk only while weaving is confined to the
womenfolk. Since cane and bamboo work constitute the major
cottage industry in the state, it is now time to seriously consider about
enhancement of the existing traditional technology by developing
and adopting advanced technology not only in order to sustain
this culture but also to transform this to a vibrant industry. This is
possible only when all stakeholders join hands in an endevour to
promote this traditional industry which has an enormous potential
in our Arunachal Pradesh. Bamboo craft as an aspect of cottage
industry has enormous bearing on our economy.

I feel extremely happy and proud
tosee that the first ever independent
Wancho script has been developed
and introduced in the Wancho
Society through the sincere efforts
and arduous tasks carried out by Mr.
Banwang Losu. It will definitely help
in preservation of this indigenous
language which happens to be an
important marker of cultural identity
of the people from being lost and in
promoting the language for scholastic
ventures.
The Wancho language is classified
as the Naga group of Tibet-Burman
branch. It has affinity with Nocte
and Tangsa languages of the same
language family. Linguistically, the
Wanchos of Arunachal Pradesh are
classified into three groups based on
their dialectical differences- Upper
Wancho (Tang group) inhabited in
and around Ponchao and Wakka
circle, Middle Wancho(Sang group)
occupying Longding and Pumao
circle, and Lower Wancho settled
in the Kanubari circle of the district.
Their
language, commonly called
‘Kah’, differs mostly in terms of tone
and pronunciation. Many people of
the community converse in their link
languages like Assamese and Hindi.
The educated ones even speak
Gone are the days when the
villagers used to clear miles of village
paths leading to the agricultural
fields, rivers, water sources and
so on so forth in the not too distant
past on self-help basis. They used
to construct teachers’ quarters and
school buildings without asking a
penny from the government. They
felt pleasure in doing social service
in the interest of their community.
The government was not allowed to
get involved at all. It used to be done
on community basis and on a regular
basis. Today, this community work is
truly dead. The villagers have been so
mollycoddled by the elected leaders
that even for construction of their
own toilet they demand funds from
the government. They are not willing
to do anything sans sanctions from
the government. This spoon-feeding
culture is annihilating another ageold
culture, the spirit of community
work in the villages. Today, the same
villagers who were always willing to do
anything for their villages free of cost
tend to demand government sanction
even for petty jobs in the villages. The
countless CC steps in the villages
are causing more harm than good
because they are not laid properly.
They become slippery and dangerous
during rainy seasons. The traditional
CC steps were much better and were
easy to make without spending a single
Wancho Script introduced
in English. Under the influence and
pressure of other dominant languages
and culture, the Wanchos are facing
difficulties in maintaining the link
and continuity with their past. The
non- availability of indigenous script
has created difficulties for Wancho
writers and the elite group to develop
their language through literature. The
vast treasure of indigenous language
and relevant information is dying out
without proper documentation. Their
language, like many other indigenous
languages of the world, may face a

Itanagar, the beautiful capital city of Arunachal Pradesh
is situated at the southern part of the state on the foothills of
Himalayas. Administratively it comes under Papum Pare
district.
Although the capital city is predominantly inhabited by the
Nyishis, it is currently inhabited by people from all tribes and
other parts of the country also. Festivals of different tribes are
celebrated in the city all the year round.
Being the state capital, Itanagar is well connected by road
and air. NH 52A connects it to other parts of the country. There is
a regular helicopter service between Guwahati and Naharlagun-
12 kms from Itanagar, besides a railway line is connecting
Itanagar with the Indian railway network shortly.
Established in 20th April 1974, the capital is named after
the historical fort – the Itafort, dating back to the 14th -15th
centuries. Besides Itafort, Itanagar houses the Rajbhawan,
the official residence of the Governor, the CM’s Bungalow and
other official bungalows of Ministers, Parliamentary Secretaries,
MLAs, Arunachal Pradesh Civil Secretariat, Public Service
Commission and other important offices including Permanent
bench of Gauhati high court at Naharlagun.
Other places of tourist interest included the legendary Ganga
Lake, locally known as Gyekar Sinyi - a beautiful spot with a
natural picturesque lake surrounded by primeval vegetations.
Siddhartha Gonpa, a Buddhist temple with a stupa erected in
front of the shrine is located on the top of a hill amidst beautiful
greenery. Consecrated by his holiness, the Dalai Lama, the
Gonpa reflects the widespread Tibetan influence in the region.

language would remain alive in its
pure form if it can be documented
with the help of a proper script. The
Wancho scholars opine that their
language cannot be documented
entirely by using Hindi or English
alphabets (Devanagiri and Roman
scripts respectively) as these alphabets
cannot represent all the original sounds,
tones and pronunciation of words of
their language. It is not sufficient to
transcribe the local language perfectly.

construct houses, garages, private
roads flaunting all rules if any with
impunity thereby blocking the drains.
Now, should they blame the HCM
and the government for this too? In
Arunachal Pradesh all the districts
and the capital are crisscrossed by
numerous streams and rivulets. The
people have illegally established
colonies on both the banks of these
streams creating irreparable damage
to the streams and causing landslides
every year. In fact, most of the
disasters in our state are manmade.
Now, again, should they blame the
HCM and the government of the day
for this too? They leave the bulbs
glowing brightly in the offices and
other public places day and night.
Some government employees leave
the bulbs around their quarters
switched on for months together when
they go on leave ostensibly to scare
away the thieves. The water tapes
in offices, schools and public places
are left open allowing the precious
water to flow merrily. Now, do we
have the right to blame the HCM and
the government for this? We must
admit that we lack civic sense totally.
However, we are adept at training
our accusing fingers on others. But
please remember, when we point
a finger at others there are three
fingers pointing back at us. Of course,
the thump finger that represents the
gullible public is always confused
and oblivious of what is going on. Let
us not derive sadistic pleasure from
accusing the government for every
petty matter. Let us think in what way
we can contribute our mite to build our
poor state vibrant, strong and selfreliant.
Let us seriously follow what
John F. Kennedy said, “Ask not what
your country can do for you-ask what
you can do for your country?” In this
case our state Arunachal Pradesh.

cultures, a multiplicity of faiths and
dialects, one never knows who will

The proposed modified Roman script,
they believe, could not solve the script
problem of the Wancho language
and meet the immediate scholastic
need of the literate and educated
mass. There was an urgent need for
common alphabets to document the
existing language of the Wanchos with
a uniform sound. Hence, it was felt that
an independent Wancho script was
required to transcribe different sounds
that make different meaning. Thus,
an independent Wancho script called
‘Wancho Laizi’ has been developed
and introduced in the society. Lot of
care has been taken to represent the
existing sounds and tones.
I hope the people of the community
will accept the script with pride and
satisfaction and work for further
development of their language and rich
culture. I also hope to see the Wancho
intellectuals use their own language and
script for reflecting upon their thoughts
and ideas and for understanding and
remembering historical experiences,
their cultural heritage, folks and the
folk tradition. I expect the support and
cooperation of the people in my present
work related to the morphological and
syntactical analysis of the Wancho
language. At last, I wish them luck
and congratulations on this noble
achievement.

blaming Nabam Tuki holds no water.
The burning issue of PRC is another
fiasco the state government could
have done without. But again no body
is infallible. We should not be looking
for the chinks in the government’s
armour but help the government
in plugging the loopholes and the
shortcomings if any, after all it is our
government. Our defeatist tendency
and lack of belief in our leaders are,
I believe, the main reason for the

A one day disaster awareness
programme for the lady constables
of APP and women self-help groups
of Khonsa was organized at NBF Hall
Khonsa by the Disaster Management
Cell Tirap under the aegis of Deputy
Commissioner Tirap here on July 25
last. Around 100 ladies participated in
the programme.

DDMO Khonsa said that ladies are
more vulnerable to disaster then
men, adding that since they are the

DLTDC meeting held for
selection of new tourism
projects

Development Committee (DLTDC)

of projects site may create problem
in future for operation and hence
sought suggestions from all members
for selection of sites for tourism
projects in a judicious manner so as
to promote tourism sector by creating
durable assets.

committee to select only genuine
projects which are feasible for

A social service was conducted in
Changlang-Khonsa (CK) road on
July 27 under the leadership of Ms
Sontung Bangsia, ZPM, Khela-Lamsa
Block.
All PR members and villagers from
the nearby villages enthusiastically
participated in the social service.
The CK road which falls under
Trans-Arunachal-Highway is in a
deplorable condition and the villagers
of the entire CK belt are facing untold
sufferings. The worst sufferers are
the serious patients who have to be

is so bad that vehicles can hardly ply,

day fertility camp for the livestock
owners at the BRTF camp, Demwe

training
on pay roll
software
held
AALO, July 26:
A week long training on pay roll
software version 4.4 was conducted
here from July 22 to 26 at the National
Informatics Centre (NIC), Aalo for the
DDOs of West Siang district.
The software included preparation
of the pay bill, calculation of arrears,
generation of schedule, certificate etc.
The implementation of this software
will reduce the work load of the pay
bill preparation and will help in correct
calculation of pay without delay. At
present few of the DDOs in the district
are using the 4.3 version.
Fish seeds distributed to
progressive fish farmer
provided by government sincerely for
improvement of fish farming in the
district.
Earlier, in his key note address,
Kenbom Chisi, DFDO, disclosed
that all together 39 progressive fish
farmers have been selected in the
district for “Free distribution” of fish
seeds. He also urged the beneficiaries
to culture the fish supplied in scientific
manner and to provide achievement
and feedback to the department.
He also added that altogether,
about 80,000 fish seeds consisting
of Indian major carps and exotic
carp were distributed to the attending
progressive fish farmers of the
district.

The Independence Day football
tournament kick-started here on
July 25 last.
The tournament was inaugurated
by S.J Jongsam, Conservator of
Forest. In his address, Jongsam
asked the players to maintain
sportsman spirit both on and off
the field. He also underscored the
importance of games and sports
adding that many sportsmen have
trainees, Dr. Karma Dorje, D.I.O
(East Zone) asked the farmers to
come forward and adopt the advance
technology in the field of animal
husbandry which will multiple the milk
production in the area.

trainees about the various ongoing
schemes in the department like -

Scheme, RKVY, Subsidy Scheme of

etc and urged them to take up these

(A Jataka Tale) -Chow Bilaseng Namchoom
In my childhood, I was always captivated by the charm of the Jataka Tales and later realized that the Jataka Tales
contain deep truths, and are calculated to impress lessons of great moral beauty. The obvious lessons are many of them
suitable for my little friends, and beneath the obvious there are depths and depths of meaning which they may learn to
fathom later on. The oriental setting lends an additional fascination. Quaint humor and gentle earnestness distinguish
these legends and they teach many wholesome lessons, among them the duty of kindness to animals.
Jataka stories speak eloquently of those human values, which contribute, to harmony, pleasure and progress. For
developing moral conduct and good behavior, there is little more instructive foundation than Jataka stories. All Jataka
stories hold out advice on how to correct our ways. They played and continue to play in some societies an enormous role
in the cultivation of peace and generosity.
The Jatakas, or Birth-stories, form one of the sacred books of the Buddhists and relate to the adventures of the
Buddha in his former existences, the best character in any story being identified with the Master. The Jataka tales are
dated between 300 BC and 400 AD. The Jataka stories, over millennia, have been seminal to the development of many
civilizations, the cultivation of moral conduct and good behavior, the growth of a rich and varied literature in diverse parts
of the world and the inspiration for painting, sculpture and architecture of enduring aesthetic value.
Many of the tales are set in or near Benares, now called Varanasi, a city in north central India on the Ganges River.
One of the world’s oldest cities, Varanasi is the most sacred place for Hindus, Buddhists and Muslims also have important
religious sites nearby. According to tradition, Buddha began his teaching at Sarnath a short distance from this city.
Part of the canon of sacred Buddhist literature, this collection of some 550 anecdotes and fables depicts earlier
incarnations — sometimes as an animal, sometimes as a human — of the being who would become Siddhartha Gautama,
the future Buddha. Jataka stories are well depicted in Amaravati, Nalanda, Ajanta, Ellora, Bharut, Nagarjunikonda,
Borobudur and Angkor Vat.
At this point I wish to draw the young friends’ special attention to the story of “Name is not significant”, from the
collection of Namasiddha Jataka-97.
When you read or listen to these very old stories, if you wonder how much it is really true, you should test the meaning,
weigh or consider it, and depend on your own intuition to know the truth of it. Then follow and practice what you know to
be true. Happy Reading!
In Taxila there was a teacher. He
had many pupils. One of them was
Papaka (a sinner). When he was called
by his name Papaka was too irritated.
He thought-“ This name is very
bad. I will adopt some other name.”
Therefore, once, he approached the
Teacher and said-
“Teacher! My name is inauspicious.
It is not good. Give me some other
name.”
The teacher said-“ Dear Pupil!
Names are ony symbolic. They are
used to call people. A name does not
bear any significance. Rest satisfied
with your present name.”
But Papaka requested the teacher
repeatedly for another name. So the
teacher said-
“Very well, son! Go round the town,
and find yourself as auspicious name,
I will change your present name when
you come back.”
The pupil went out into the town
to find a good name. He saw some
people carrying a dead man to the
cemetery. He asked them-
“What was his name?”
“He was called Jeevika (a living
one),” they replied.
“Does Jeeviak die too?”
“why not! Jeevika dies as well as
Ajeevaka. A name is just meant for
calling someone. It seems you are a
fool.”
Papaka was sad to hear that. He
went into the town, where he saw a
master beating his slave with a piece
of rope. He asked the man-
“ Why are you beating this poor?”
“Because she has not brought
in any earnings today,’” the man
replied.
“What is her name ?”
“Her name is Dhanapali (a wealthy
one).”
“She is named Dhanapali, still she
is poor. Why?”
“Dhanapali and Adhanapali (wealth
less) both could be poor. A name is for
calling someone. You seem to be a
fool.”
The pupil was .again sad to hear
this statement about name. He went
out of the town. On the way, he met a
man who had lost his way. He asked
the man- ,
“Why do you wander about in this
manner ?” “Sir! I have lost my way,”
the man said. “What is your name ?”
“My name is Panthaka (way
finder).” “Can a Panthaka lose his
way?”
“Yes, both Panthaka and Apanthaka
(way loser) can lose their way. A name
is just for calling. Don’t you know such
a simple fact? You must be a fool.”
Thus, the pupil returned to his
Teacher with a very heavy heart. The
Teacher asked him- .
“Son
Could you find a suitable name ?”
He said-
“Teacher! Both Jeevaka and
Ajeevaka die. Dhanapali and
Adhanapali both could be poor. A
Panthaka loses his way, as well as an
Apanthaka. A name is just for calling
a person. Now, I do not need another
name. My present name is good for
me.”
Hence, the verse-
“Jeevakanca matam disva
Dhanapalinca duggatam, Panthakanca
vane mulham Papako punaragato.”
(When he saw Jeevaka dead,
when he saw Dhanapali poor, when
he saw Panthaka wandering about in
the forest, Papaka came back.)
TRAFFIC RULES-A SAFETY MEASURE
Modernization is everywhere in
every sphere, it has made the human
life more comfortable. Now the most
important invention was of the wheel by
Egyptians, which has not only shortened
the distance but also has saved our
precious time. In spite of advantages it
holds lots of disadvantages too. Now
lets look around we can see traffic jam is
one of the most prominent problem face
by the every country. When we come
into the northeastern region we will find
our own state Arunachal Pradesh is also
facing this problem day by day which has
brought hurdles among the citizen.
Over the years, road transport has
become vital to the economic development
and social integration of the country. Road
transport has attained a dominant position
within the transport sector and accounted
for a share of 4.7 per cent in India’s gross
domestic product (GDP) in 2010-11.
Easy accessibility, flexibility of operations,
door-to-door service, reliability and the
growing use of just in time strategies in
manufacturing have contributed towards
a steady increase in the modal share of
road transport in the movement of both
goods and passengers.
In a globalised world, an efficient road
transportation system is vital for increasing
productivity and enabling the country to
compete effectively in the world market.
A world class road transport system is
essential for lending competitive edge to
the economy. Sustained economic growth,
increasing disposable income, and rising
urbanization has led to rising demand for
road transport and personalized mode
of transport (cars and two-wheelers), in
particular. This is reflected in high annual
compound growth in vehicle population
of 10 per cent during 2001-2011, which
entails doubling of the country’s vehicle
fleet every 6 to 7 years.
India has experienced a tremendous
increase in the total number of registered
motor Vehicles. The total number of
registered motor vehicles increased from
about 0.3million as on 31st March, 1951
to about 142 million as on 31st March,
2011. The total registered vehicles in
the country grew at a Compound Annual
Growth Rate (CAGR) of 9.9%between
2001 and 2011.
Growth in terms of CAGR of registered
vehicles amongst the States/UTs shows
wid Variations. While the highest CAGR
for registered vehicles during 2001-2011
was recorded by Arunachal Pradesh
(21.3%) which is one major problem
raising in the state.
Due to the increase in the rate of
vehicles there has been increase in
the traffic jam as it is impossible for the
vehicles to pass by the single lane road.
In capital complex one has to go half an
hour before the fixed time to be in the
time.
A traffic policeman said, “the traffic
jam has increase a lot since last 2 year.
Earlier the jam was seen from Monday
to Friday but now on Saturday and
Sunday also it can be seen. The most
problems are created by the teenagers

capital complex and it create a problem
to be at the time to handle the situation,
Light signal is one of the important tool
to control the traffic jam at the evening
time and it is one of the peak hour when
traffic jam happens most he added. Most
of the accidents are done by the female
drivers and commercial vehicles, among
youth bike accident is common as they
avoid traffic rule. There is lack of parking
area in the capital complex which is a
basic reason for the jam. As the road is
narrow it cause a problem when people
park their car in the road. . He suggested

are needed in order to minimize the
problem.
GENERAL RULES
KEEP LEFT on a two-way road to
allow traffic from the opposite direction to
pass on your right and on a one-way road
to allow vehicles behind you to overtake
from your right.
WHEN TURNING LEFT, keep to the
left side of the road you are leaving as
well as the one you are entering. When
turning right, move to the centre of the
road you are leaving and arrive near the
left side of road you are entering.
SLOW DOWN at road junctions,
intersections, pedestrian crossings and
road corners and wait until you are sure
of a clear passage ahead. If you are
entering a main road where traffic is not
being regulated, give way to vehicles
passing on your right.
HAND SIGNALS are necessary
at certain times. When slowing down,
extend your right arm palm down and
swing it up and down; when stopping,
raise your forearm vertically outside the
vehicle; when turning right or changing
lane to the right hand side, extend your
right arm straight out, palm to the front;
when turning left or changing lane to the
left hand side, extend your right arm and
rotate it in an anti-clockwise direction. To
allow the vehicle behind you to overtake,
swing your right arm backward and
forward in a semi circular motion.
DIRECTION INDICATORS better
use directions indictors instead of
hands singles and both in case of any
emergency.
WEARING A HELMET FOR TWO
WHEELER DRIVERS is a statutory
requirement. The helmet must conform
to the ISI standards and should bear
the ISI mark. Helmet works as a shield
for your head in case of a mishap. It is
designed for your individual safety and
not as a cover to avoid legal prosecution.
For complete safety tie the strap properly
otherwise the helmet may slip from your
head in case of an accident head injury.

prohibited on the road.
DIRECTIONS GIVEN TO DRIVERS
either through police officers regulating
traffic or through road signs or traffic
signals should be followed at all times.
Violation of these is an offense.
MAINTAIN AN ADEQUATE
DISTANCE from the vehicle ahead of you
to avoid collision if that vehicle suddenly
slows down or stops. A chart to guide
you on minimum braking time required at
different speeds is given on page 33 for
your information.
DO NOT BRAKE SUDDENLY except
for safety reasons.
ON MOUNTAINS AND STEEP
ROADS the vehicle driving uphill must be
given the right of way by vehicles coming
downhill. If the road is not sufficiently wide,
pull your vehicle to a stop on the side of
the road and allow the driver going uphill
to proceed first.
WHEN ROAD REPAIR WORK is
going on, slow down and drive at a speed
not exceeding twenty five kilometers per
hour.
CARRY ONLY ONE PILLION RIDER
on your two wheeler. You must carry the
rider only on the back seat. Do not allow
any rider to sit or stand in front of you (not
even children). It is not only illegal but often
becomes dangerous because sudden
braking may throw out the child or person
hitting the vehicle in front. It is a violation of
law to carry goods on your two wheeler as
the rider may lose balance easily leading
to accidents.
DO NOT DRIVE BACKWARDS longer
than necessary, and do ensure that you do
not cause danger or inconvenience to any
other person or vehicle while doing so.
DO NOT DRIVE on the road if you
are unwell or after taking medication that
is likely to impair your driving abilities
including tonics that may have alcohol
content in them
WHEN OVERTAKING do so from
right of the vehicles you are passing. If
the driver of the vehicle in front of you
indicates that he is turning right, you may
pass from his left.
In order to minimize the problem of
traffic jam if we follow the general rules it
would be easier for the public to maintain
the traffic and they will save time. Let us
come together and solve this problem and
we can begin it from our self.

- Now put the chopped chicken into the boiling water and let it boil for
10min.
- Put the dry bamboo shoot
- Now put the grinded rice slowly and stir it well.
- Spread finely chopped coriander leaves on the dish
- Serve hot.

1. The tender shall be placed in a separate sealed envelope for the package- I and package- II mentioning the name
of the work on envelope cover. The tender for both the packages shall be submitted in two bids each i. e Technical
Bids and Price Bids. Each bid shall dully filled- up should be properly sealed and mailed by registered post by in
person. So as to reach to the office of the Superintending Engineer, P.H.E & W.S Circle, Miao, P.O Miao, District:
Changlang, Arunachal Pradesh, Pin 792122 within the prescribed time and dates specified above. The authority
inviting tender will not be held responsible for the delay if any, in the delivery of the document or non- receipt of the
same on time.
2. Before filling up the tender, the tenderers may visit the actual work site at his own cost. So as to familiarize with the
responsibility and risk of site condition and for which they may contract the field officer officials of the project work.
3. The Technical bid shall be opened and evaluated first to assess the technical viability of their proposal and
capability of contractors/ firms and their work experiences. Based on such evaluation and after adopting the post
qualification procedure, a shortlist of selected contractors/ firms shall be made by the committee/ competent authority
of P.H.E & W.S Department, Govt. of Arunachal Pradesh. The price bid containing only the schedule of quantities
with rates duly filled in of post qualified contractor/ firm shall be opened for further evaluation. If the office happens
to be closed on the date of opening of bids as specified above, the bids will be opened on next working day at the
same time and venue.
4. The tender document can be obtained from the office of the undersigned on any working days in between 1100 hrs
to 1500 hrs on payment of Rs. 1,500.00 (Rupees One thousand five hundred) only in shape of D.D (Non refundable)
in favour of the undersigned payable at State Bank of India, Khonsa. Any request for issue of tender document
beyond the expiry date shall not be entertained at any cost.
5. Earnest money in the form of DCR/ DD/ FDR of scheduled bank guaranteed by the Reserve Bank of India must
accompany with each tender failing which the tender will be summarily rejected.
6. The undersigned reserves the right to reject any or all tenders without assigning any reason there of.
7. In case of single tender, the undersigned has the right to cancel the tender process
and call for tender of the same.
SPECIAL CONDITION
1. The firms/ contractors willing to submit tender must submit documentary evidence of execution of similar type of
drinking water supply project or any civil construction
project costing not less than 160.00 lakhs in last five years.
2. The tendered amount should not exceed by more than 5% of the amount worked out on the basis of analysis of
rate and the tender amount will be negotiate in accordance with CPWD Manual Vol- “ clause 20.1.17.3/ 20.4.3 of
subsequent clause of CPWD work manual.
3. Those firm who has already two or more ongoing projects in PHE & WS Department, Arunachal Pradesh shall not
be eligible to participate in the tender bid.
4. The firm must enclosed pay roll as an evidence of adequate manpower, technical expertise and necessary
equipment to handle such projects. At least one graduate engineer having minimum 3 (three) years experience
should be in payroll of the tenderer.
5. The firm must enclosed Bank solvency or financial soundness certificate in support of his financial background
to complete the project even on the eventually of unavoidable delay in payment owing to such reason as financial
crunch of the client Department! Government. No interest will be however be paid for delay in payment.
6. Intending firm should also submit the documentary evidence of necessary vehicles, machinery and equipments,
concrete mixture etc. possessed by him along with tender paper.
7. The firm should be able to complete the project within 18 (Eighteen) month time from the date of commencement
of work.
8. The firm should not form any joint venture or enter into association of delegate power of attorney or subcontract to
any other person, firm or agency for execution at any stage.
9. The competent authority on behalf of the Governor of Arunachal Pradesh does not bind itself to accept the lowest
or any other tender and reserve to itself the authority to reject any or all the tenders received without assigning any
reason. All tenders in which any of the prescribed condition is not fulfilled or any condition including that of conditional
rebate is put forth by the tenderers shall be summarily rejected.
10. The selected firm on acceptance of tender shall have to pay security deposit @ 5% and performance guarantee
@ 5% of the tendered value, out of which performance guarantee @ 5% shall have to be paid at the time of signing
the agreement in the form of FDR issued by the Nationalized Bank in favour of the Executive Engineer, P.H.E & W.S
Division, Khonsa and the balance 5% of security deposit shall be deducted from the bills.
11. Payment shall be subject to release of funds from GOI and budget coverage thereof from the State
Government.
12. Black listed firms/ contractors against which blacklisting are contemplated did not apply.
13. No price escalation clause shall apply.
14. No advance payment in the form of mobilization charges will be made to the successful tenderer.
15. The firm should submit latest income tax clearance certificates, NOC from MD Apex Bank, Arunachal Pradesh
at the time of submission of tender. Also latest audit report of 3 (Three) years duly certified/ audited by the charter
accountant should be submitted.
16. The tender document should submit acknowledgement of a reputed/ authorized consultant dealing with water
supply project having tie up with tenderer with commitment to render all technical support till the completion of the
project.

1. ELIGIBILITY and EDUCATIONAL QUALIFICATION :-
(a) The candidates should not be less than 21 years of age and not more than 28 years of age as on 05.08.2013. However, the
upper age limit is relaxable by 5 years for APST and another 5 years for State Govt. Employee.
(b) Master’s Degree in Library Science/Information Science /Documentation or an equivalent professional degree with at least 55%
marks (or an equivalent grade in a point scale wherever grading system is followed), and a consistently good academic record with
knowledge of Computerization of library. However, there is relaxation of 5% marks i.e. from 55% to 50% at Master’s Degree level
for the ST /SC candidates.
Besides fulfilling the above qualifications, the candidate must have cleared the NET conducted by the UGC or any other agency
approved by the UGC.
However, candidates, who are, or have been awarded Ph. D degree in accordance with the ‘University Grants Commission
(Minimum Standards and Procedure for award of Ph.D. Degree) Regulations 2009, shall be exempted from the requirement of the
minimum eligibility condition of NET / SLET/SET.
2. METHOD OF SELECTION: The eligible candidates will have to appear in an Interview / Viva-voce test to be conducted by the
Commission at Itanagar or any other place, which may be decided by the Commission. The final selection of the candidates will be
made on the basis of the candidate’s performance in the Interview/Viva-voce.
3. AVAILABILITY OF APPLICATION FORM: Application form for admission to Interview/Viva-voce for the recruitment of above
post can be obtained from the Commission’s Office, Itanagar on all working days from 10 AM to 4 PM up to 05.08.2013on cash
payment of Rs. 70/- only. No separate fee in the form of Demand Draft/Treasury Challan will be required further along with the
application form. The fee is included with the cost of the application form for convenience of the applicant.
4. HOW TO APPLY: Along with the duly filled-up format, candidates must enclose the following documents other wise the application
will be rejected.
(i) Two copies of recent pass-port size photographs with self-attestation in the front side.
(ii) Attested copies of certificates and mark-sheet right from Class-X onwards up to PG level including PG Mark-sheet issued
by the Assistant Registrar/Registrar/Controller of Examination/Vice-Chancellor of concerned University to ascertain educational
qualification.
(iii) Attested copy of APST certificate.
(iv) Attested copy of matriculation certificate for proof of age issued by the Board/University only will be accepted.
(v) All supporting documents submitted by the candidates including NET/SLET/SET/Ph.D. must be attested by a Gazetted Officer;
other-wise the application will be rejected.

Launching its flagship world drug report
2012, United Nations Office on Drug and
Crime (UNODC) said, “Heroin, cocaine
and other drugs continue to kill around
200,000 people a year, shattering families
and bringing misery to thousands of other
people, insecurity and the spread of HIV”.
Enormity of substance abuse problem
in India is no less different. Its magnitude
can well be understood with a survey, over a
decade back pointing out that over 73 million
persons were using alcohol and drugs.
The geographical location of the country
further makes it highly vulnerable to the
problem of drug abuse and despite a number
of provisions it is rising unchecked.
Article 47 of the Constitution provides
that “... the State shall endeavour to bring
about prohibition of the consumption except
for medicinal purposes of intoxicating drinks
and of drugs which are injurious to health.”
Also the Narcotic Drugs and Psychotropic
Substances Act, 1985, was enacted to curb
drug abuse with its section 71 containing
provision for setting up of rehabilitation and
treatment centres for addicts.
Besides, India being a signatory to
three related United Nations Conventions,
is under an international obligation to, curb
drug abuse.
Not lagging behind on the front, the
Ministry of Social Justice & Empowerment
has been implementing the Scheme of
Prevention of Alcoholism and Substance
(Drug) Abuse since 1985-86.
The Scheme, which was revised twice
in 1994 and 1999, at present provides
financial support to NGOs and employers
mainly for creating Awareness and
Preventive Education, Drug Awareness and
CounsellingCentres (CCs), Treatment- Cum-
Rehabilitation Centres (TC), Workplace
Prevention Programme (WPP), De-addiction
Camps (ACDC), NGO forum for Drug Abuse
Prevention Innovative Interventions etc.
Apart from this, the Ministry takes up
awareness generation programme every
year disseminating information, education
and communication (IEC) materials,
organizing programmes in schools and
community, holding exhibitions and
publishing newsletters and journals.
At present there are about 41 CCs and
401 TCs are functioning with the support of
the ministry in the country.
Besides, a large number of NGO’s
are involved in this endeavour, Ministry of
social Justice and Empowerment notified in
December last year a scheme of National
Awards for Outstanding Services in the field
of Prevention of Alcoholism and Substance
(Drug) Abuse, in order to recognize the
efforts and encourage excellence in the
nearing completion, the auditorium
is lying unused. A proposal is under
consideration for allotting the complex
to the new CRPF battalion on temporary
basis till a permanent site is allocated
and established.
The Chief Minister also visited
the present headquarters of the 138
Bn of CRPF at Senki View, Itanagar.

extension functionaries
AALO, July 26:
Embarking on its relentless efforts
to bridge the gap between extension
functionaries and farmers, ATMA,
West Siang district had conducted
two days skill enhancement cum
orientation training to the recently
recruited Block Technology
Managers (BTMs) and Subject
Matter Specialists (SMSs) on July 24
& 25 last at District Agriculture Office,
Aalo.
Presiding over the inaugural
session Karyom Doji, DHO focused
on paramount roles of the extension
functionaries in dissemination of
technologies to the targeted group. He
exhorted the extension functionaries
to act as facilitators, reach out to the
farming community and persuade
them to adopt new innovative
pertaining to farm production.
Speaking on the occasion,
Karbom Riram, DAO asked the
extension functionaries to deliver
their utmost efforts to transform the
agriculture scenario in the district
to shape a new dimension through
amalgamation of refined tools and
techniques which could be imbibed
through ATMA. He suggested for
coordinated efforts of BTT Chairman
and extension functionaries in each
and every blocks to effect such
noticeable and desirable changes.
The DAO also added that any

cash prize ranging from one lakh to five
lakhrupees. In the Institutional Category the
awards will be for
• Best Integrated Rehabilitation Centre for
Addicts (IRCA) for providing rehabilitation
services to alcoholics and drug users.
• Best Regional Resource and Training
Centre (RRTC) providing exemplary
contribution in the field of prevention of
addiction.
• Best Panchayati Raj or Municipal Body
working for prevention of alcoholism and
Substance (drug) abuse.
• Best Educational Institution doing
outstanding works in Awareness generation
and prevention of alcoholism and Substance
(drug) abuse.
• Best Non-Profit organization like an NGO
or Self Help Group, Trust or community
based set up.
• Best Research or Innovation for an
Institution which has conducted research on
issues related to addiction and has developed
new techniques on treatment and preventive
modules, etc or have undertaken innovative
measures for prevention of addiction and
evolved techniques to identify early phase
addicts.
• Best Awareness Campaign for outstanding
awareness campaign through consistent and
comprehensive coverage on addiction related
issues on sustained basis, to be awarded to
any institution or organisationother than an
educational institution.
In the Individual Category awards will be for
• Outstanding individual achievement by a
professional such as general duty or specialist
medical doctor including psychiatrist,
treatment and rehabilitation professional,
psychologist, clinical psychologist, skill trainer
who has made outstanding achievement in
the field of prevention of alcoholism and
substance (drug) abuse and rehabilitation

Besides, de-addiction camps are

The Ministry has also set up a National
Centre for Drug Abuse Prevention (NCDAP)
in the National Institute of Social Defence
(NISD) for capacity building and training of
NGOs running CCs and TCs.
It is also supporting eight NGOs working
in the field of drug abuse prevention to
function as Regional Resource and Training
Centres (RRTCs).
Pursuant to the Central Government
has already approved the revised scheme
(Scheme for Prevention of Alcoholism and
Substance (Drugs) Abuse, 2008) to create
awareness and educate people about the
ill-effects of alcoholism and substance
abuse on individual, family, workplace and
society at large and to provide for the whole
range of community based services for the
identification, motivation, counselling, deaddiction,
after care and rehabilitation for
WPR of addicts.
However, there is a need to revise the
allocations as not many Five-Year Plans
went without it. The Consumer Price Index
has witnessed more than 100% increase
while infrastructure and logistics costs have
also gone up.
The cost of drugs and services including
substitute therapy require higher expenditure
in addition to the need for revising the
renumeration structure of professionals to be
engaged on par with those engaged by the
National AIDS Control Organisation (NACO)
and Ministry of Health & Family Welfare.
There is no provision in the existing
Scheme for providing living expenses
(especially food) for the admitted addicts,
necessary in the case of addicts from BPL
families, street children, beggars and other
vulnerable sections of the society.
It was felt that there is a need to
incorporate the concept of Whole Person
Recovery (WPR) in the objectives of the
Scheme.
It aims at not just getting the addicted
individual off alcohol or drugs but to ensure
that the person is ‘drug free, crime free and
gainfully employed’.
The WPR objectives include adaptation to
work and responsibility, social re-integration,
personal growth and self acceptance and
acceptance of higher values.

Nitum Riba, ADO (Hq) spoke on
the various schemes both centrally
sponsored and state sponsored that
are in operation, while Nyage Loya,
ADO (Mkt) made a fruitful discussion
on Integrated Pest Management
(IPM) in rice crop. He stressed on
proper identification and distinction
of pests and friendly insects to bring
about suitable control measures
and management techniques and
advocated for conservation of natural
predators of insect pests and rodents,
which hunts the voracious pests of
rice at different stages and thereby
reducing pests’ density and limiting
the quantum of injurious impact on
crops.

proper places so that it can really be

speech said that the meeting was
a platform for the discussion of the
achievements, drawbacks, shortfalls
of the projects being implemented
by the DRDA and urged the PRI
members to voice their appreciations
or criticisms if they had any, so that
no future problems and complaints
arose.
He stressed on the need for
proper awareness creation amongst
the masses about the schemes so
that it truly benefits the needy and
improved their economic status.
This in turn would encourage the
people to stay in the villages and
rural areas and stop migration to the
congested urban areas and towns,
a trend observed in the recent
years, he added. Citing the example
of some places in the state where
excellent assets had been created
by the Panchayats, the DC urged the
PRI members to do the same in the
district. He also cautioned them that
schemes should be implemented
properly as timely checks, monitoring
and vigilance would be done.
PD, S. Potom spoke on aims
and objectives of the meeting. He
presented the Administrative Budget
and informed the house about
the dedicated work being done by
the DRDA employees despite not
receiving their salaries for the last 8
months. The house expressed their
concern over the issue and urged
the government to rectify the neglect
of the government employees.

WHEREAS, the powers and functions of the appropriate authority under the Land Acquisition Act, 1894 vest
in the Governor of Arunachal Pradesh which shall be exercised and discharged by him within the state;

The Lamas of Lohit District of
NEFA dwell mainly around Walong
and Kibitho, two remote border
outposts of the Agency. They are few
in number and called themselves
as meyors. Their forefathers had
migrated to India from Tibet about
100 years ago and settled down in
these circles. Initially they took abode
in three villages, namely WALONG
DONG and DARD. Now’ they are
scattered in three more villages, called
Tirnai and Sapkung in Walong circle
and Musai village in Kibithoo circle.
Some of them migrated to India only
25 years ago and the others came as
refugees.
The Lamas (as they call
themselves) who came earlier to India,
are very polite and hospitable. They
respect their guests from the core of
t heir hearts and offer them the’ best
available thing. They conk the meat
separately for the guest and serve
the meal in a decent way with gentle
hospitality. Owing to the cold climate
they seldom take bath, but whenever
a guest or a visitor cames to their
house, they keep everything neat and
clean. They wash their mouths, hands
and feet with luxury soap.
Whenever they come down to a
low altitude they eat half boiled liver of
musk deer or of wild sheep. Selling of
musk is their main source of earning.
So far as the lama girls are
concerned they are not as slim and
slender as the Miju Mishmi girls are,

Thiruvananthapuram under the Union
Health and Family Welfare Ministry has
become one of the largest producers
of condoms in the world. HLL’stotal
annual condom production capacity
has now touched 1616 million pieces.
Overseas and domestic demand for
condoms has grown manifold especially
in the wake of the Central government’s
launch of free condom distribution in
rural districts which is a high-focus area
for HLL. The company has started
a major drive to augment production
capacity in its units. As part of this
action plan, the production capacity at its
primary production plants inPeroorkada
unit has been enhanced from 1,066
to 1,246 million pieces per annum by
installing two moulding machines. The
company also manufactures condoms at
its Belgaumand Hyderabad units, apart
from Peroorkada.
“Demand in the domestic and the
overseas markets are on the rise. We
are also on a major expansion drive to
cope with the need. In the last three
months, we have added a capacity of
120 million pieces. Another round of
expansion has also been planned”, said
HLL Chairman and Managing Director
Dr. M. Ayyappan. “We supplied around
1,040 million condoms to the Health
Ministry alone last year. There has been
added pressure with the Government
launching door-to-door delivery of
condoms free of cost to stabilize the
population. Besides, a rising awareness
among people is also driving demand in
the domestic sector. We are looking to
bolster production considerably during
2013-14 and remain as one of the world
leaders”, he added.
The Union Health Ministry has
identified 266 high-focus districts in
the country to deliver contraceptives
at people’s doorsteps with the help
of accredited social health activists
(AHSAs) as part of efforts at population
control. HLL is the main supplier of
products for this scheme.
As part of its drive to optimise
production and minimise wastage,
the company has also installed a new
vulcanising machine. The new machine
would help keep heat distribution at an
optimum level resulting in reduction
of process wastages and rejections in
vulcanisingsection apart from reducing
energy consumption. The company
also launched trial production of an
over-wrapping machine in the packaging

They have a very charming and
innocent face. A mere smile of theirs
is enough to greet the guest. Their
family life is not so happy as a girl is
married to several husbands at a time
Her single heart is divided amongst
many husband causing constant
mental agony. Whenever -a brother
marries a girl, usually all the brothers
share the same wife. In sharing a
common wife, they believe that their
house-hold land and property will not
be divided amongst the brothers and
in doing they will remain united.
Generally a Lam a boy marries the
daughter of his maternal uncle. If there
is no issue, the groom will wait for the
birth of a baby bride. They marry the
girls irrespective of difference in age
which is no bar for settlement of a
marriage in their society. The boys
and the girls are free and independent
by nature. They do work according to
their own sweet will. The parents do
not interfere with their work. Most of
the children of the family maintain
their own poultry. The income derived
from such efforts is spent to fulfill their
own desire.
When a girl attains puberty she
is provided with a independent
accommodation. She keeps her
bed surprisingly neat and clean and
decorates her room with utmost
care. The Lama girls are very fond
of photographs and hair ribbons.
They have different kinds of photos

and colorful ribbons in their private
apartment. Though they are allowed
to maintain their privacy, the parents
keep a close watch on the girls
concerned.
The Lama people are good
farmers. They are the only tribe on
high-hills who plough lands that do
wet cultivation. They produce rice,
maize, wheat’ barley, chilies, and
different kinds of vegetables.
They observe various festivals.
The sangu festival is the most colorful
festival of the Lamas. As soon as
the paddy fields grow ripe the village
youths go out for hunting with guns.
At home the young girls start cooking
rice-bear and at a scheduled ate they
offer puja to Gods. All their near and
dear ones are usually invited “on the
occasion. All enjoy the sips of ricebear
together to match the day the
males and females sing and dance
to ether in a circle wearing their best
costumes.
They speak a dialect, which is
a blending of the Tibetan and the
Miju-Mishmi dialect. Formerly the
lamas were illiterate and dirty but
now-a-days a new change of fresh
air is blowing over the lamas. They
are becoming more enlightened
and alert. They have re-adopted
Buddhism which they had forgotten
earlier. Their children are getting
education under proper guidance and
getting ready to face the challenge of
the new world.

Female Condoms, Femidom
Female condoms made their entry
into the Indian market through HLL
Lifecare Ltd. While sales are slow among
urban women, the female condom is
being promoted by government bodies
and NGOs among sex workers as
protection against HIV/AIDS. Dr. M.
Ayyappan noted, “Currently, we are
manufacturing around three million
female condoms and 1,600 million
male condoms annually for the Indian
and overseas markets. The difference
in numbers says it all.” He attributes
the reason to conservative mindsets,
ignorance about the product and
accessibility. Since the Indian market
is slow to accept the production, HLL
took a decade to make the male condom
as popular as it is now. Dr.Ayyappan
is confident that the female condom
too will begin to make an impact in
the right direction in a matter of years.
HLL plans to introduce the natural latex
based female condom by mid 2013 in
the market.
The female condom was invented
by Dr. Lasse Hessel, a Danish physician
in the 1980s. The first generation
FC1 female condom was made from
polyurethane. First introduced in the
market in the nineties, the Femidom or
female condom came at a time when
people were waking up to the scary
reality of AIDS.
Condoms are still considered a
men’s product. At the global level the
female condom was quick to catch
people’s attention, thanks to aggressive
marketing techniques. This product
received mixed reviews from different
quarters of the world. Getting used
to the idea of wearing a condom, for
most women, was not worth the effort.
Slowly, in other countries, the Femidom
made a difference in the lives of women
who did not have a say in their sexual
health before the product came into
their lives. Women were using it to
protect themselves against partners who
refused to wear condoms.
Most people are still unaware of
female condom or do not have access
to it. Reports state that the demand
though has come from unexpected
quarters like developing countries where
women felt empowered with choice to
use protection.
The next version, FC2, was made
from synthetic nitrile at a reduced cost.
The World Health organization (WHO)
approved the FC2 for purchase by
U.N.agencies in developing countries
where the Femidom played a strong
role in sex education programmesfor
women.
From an acceptability study
conducted by Hindustan Latex Family
Planning Promotion Trust (HLFPPT)
in Andhra Pradesh, Kerala and
Maharashtra, it was found that people
were open to the idea of using female
condom. More than 90,000 female
condoms were marketed in Andhra
Pradesh through a social marketing
programme in 2006. The following
year, a similar plan was executed in
Andhra Pradesh, Karnataka, Tamil
Nadu, Gujarat, Maharashtra and
West Bengal. In 2008, National AIDS
Control Organization (NACO) decided
to make female condom available to sex
workers in Andhra Pradesh, Tamil Nadu,
Maharashtra and West Bengal. FC2
female condom gives women control
and choice over their own sexual health
as women can protect themselves when
their partner does not want to use a
male condom. Women in urban and
rural areas in India have not started
using Femidom to complement already
existing family planning and HIV/AIDS
programming.
HLL has its female condom
assembling facility at Cochin Special
Economic Zone (CSE), Kakkanad.
“Currently the annual capacity of Kochi
factory is 7.5 million pieces. We will be
adding another 25 million by the end of
this year. Apart from supplying female
condoms to national programmes under
the ministry of health and family welfare,
we also export female condoms to be
South Asian Association of Regional
Co-operation (SAARC) markets”, said
Dr. M. Ayyappan. “Female condoms
have the potential to revolutionize safer
sex for diverse populations. They
are also the only women - initiated
method available today that offers dual
protection from unintended pregnancy
and sexually transmitted infections
including HIV”, Dr. Ayyappan explained.
Global female condom day is being
observed on September 12 every year.
HLL produces female condom under the
brand name “Velvet”.

4th MJM Independence Cup
football tournament begins
PASIGHAT, July 28:
The much awaited 4th edition of Matmur
Jamoh Memorial Independence Cup
football tournament got started at the
Pasighat Sports Complex (General
Ground) today amidst huge soccer
lovers raising the temperature on the
ground.
The Tournament is being organized
by the East Siang District Football
Association in collaboration with
Department of Sports and Youth Affairs
to pay tribute to the gallant warrior
Matmur Jamoh. The tournament
since its inception has received an
overwhelming response from all
quarters with 32 teams participating
from the district and the final match will
be played on August 15 next.
The inaugural match was played
between United Sika Tode (UST) and
Regeneration team and ended with 4-2
adding much excitement, leaving the

Five days orientation training for
fishery demonstrator on Aqua-culture
practices and their management
commenced at Fisheries Training
Centre, Emchi near Doimukh on
July 29.
This is the second batch of
Director Tea Development and Toko
Togur, Assistant Director Trade
& Commerce have successfully
completed the exposure cum study
tour to Darjeeling.
The itinerary for their tour was
highly educational and beneficial.
The team visited various tea
gardens and factories run and owned
by Self-Help Groups like Rohini
Organic Tea Garden and factory (Sona
Tea Limited), Darjeeling Organic Ekta
Society, Sukhia Pukhuri, Panbari Tea
Factory owned by Panbari Small Tea
Growers’ Society at Jalpaiguri, Tea
Factory and Garden of Nabajagaran
Small Tea Growers’ Self-Help Group,
Jalpaiguri.
The team had special interactive
meetings with the Executive Members
of Confederation of Indian Small
Tea Growers’ Association (CISTA)
and held one to one discussion
and interaction with the Executive
Members of Darjeeling Organic Ekta
Society, a Self-Help Group known for
their organic tea.
Darjeeling is one of the most
famous organic tea producing hot
spot in India and has a great demand
in the international market for its
quality and the team got to experience
and gain first hand information on
cultivation of tea.
Orientation training on Aqua-culture practices
training planned during this fish
breeding season. All together 10
fishery demonstrators from different
districts are participating.
Director of Fisheries, J Taba, while
inaugurating the training, explained
the importance of conducting such
orientation training and exhorted
upon the fishery demonstrators
to work with dedication and
commitment towards development
of aquaculture in their respective
areas. He urged them to motivate
fish farmers to diversify their
activities and to increase both fish
and fish seeds production.
