Bamboo Resource & Development<br />
Agency (APBRDA) has visited Nagaon<br />
Paper Mill (H<strong>in</strong>dustan Paper Mill<br />
Corporation) on July 24 last. Nagaon<br />
Paper mill is situated at Jagiroad <strong>in</strong><br />
Morigaon district of Assam. The paper<br />
mill is a Govt of India undertak<strong>in</strong>g<br />
and under the M<strong>in</strong>istry of Heavy<br />
Industries, Government of India.The<br />
Vice Chairman, while <strong>in</strong>teract<strong>in</strong>g with<br />
the official of the paper mill, discussed<br />
the probability of supply of bamboo<br />
from Arunachal Pradesh to the paper<br />
mill for production of paper. He hoped<br />
that it would give a good <strong>in</strong>come for<br />
the unemployed poor people of the<br />

ITANAGAR, July 28:<br />
State Chief M<strong>in</strong>ister Nabam Tuki has<br />
formally launched the Chief M<strong>in</strong>ister’s<br />
web portal – arunachalpradesh.cm.<strong>in</strong><br />
at the CM’s conference hall here<br />
today.<br />
Speak<strong>in</strong>g on the occasion, Tuki<br />
said that the web portal would br<strong>in</strong>g<br />
<strong>in</strong> more transparency, accountability<br />
and lessen the gap between the public<br />
and the Chief M<strong>in</strong>ister.<br />

progress of TAH<br />
ITANAGAR, July <strong>29</strong>:<br />
PWD M<strong>in</strong>ister Chowna Me<strong>in</strong> reviewed<br />
the progress of Trans-Arunachal<br />
Highway <strong>in</strong> a meet<strong>in</strong>g with the highway<br />
eng<strong>in</strong>eers and various contract<strong>in</strong>g<br />
agencies here today.<br />
Address<strong>in</strong>g the eng<strong>in</strong>eers and<br />
representatives of the contract<strong>in</strong>g<br />
agencies, the m<strong>in</strong>ister, took serious<br />
note of the slow progress of some of the<br />
projects. While admitt<strong>in</strong>g the prolonged<br />
monsoon and remoteness of the region,<br />
he op<strong>in</strong>ed that slow progress cannot<br />
be attributed to longer monsoon. The<br />
eng<strong>in</strong>eers and the contract<strong>in</strong>g agencies<br />
should devise proper work programme<br />
to expedite implementation and the<br />
work with<strong>in</strong> specified time period.<br />
The m<strong>in</strong>ister said that the state<br />
<strong>gov</strong>ernment is very serious on timely<br />
implementation of the highway projects<br />
and will not hesitate to debar nonperform<strong>in</strong>g<br />
contract<strong>in</strong>g agency from<br />
participation <strong>in</strong> future bidd<strong>in</strong>g <strong>in</strong>clud<strong>in</strong>g<br />
term<strong>in</strong>ation of contract <strong>in</strong> extreme<br />
cases.<br />

Union MoS <strong>in</strong>spects<br />
progress of Tara Tamak &<br />
Tats<strong>in</strong>g Bridge<br />
that the works can be reassigned to<br />
the PWD for early completion of Tara<br />
Tamak and Kadang Bridges.<br />
Er<strong>in</strong>g also reviewed the progress<br />
of on ongo<strong>in</strong>g construction of Tats<strong>in</strong>g<br />
Bridge and called upon the eng<strong>in</strong>eers<br />
to accord priority to the project which<br />
is near completion.<br />
Extend<strong>in</strong>g his tour to Dibang<br />
Valley, the MoS took stock of the post<br />
flood situation. He was very shocked<br />
to see the dilapidated condition of the<br />
flood hit Paglam Secondary School<br />
build<strong>in</strong>g and teach<strong>in</strong>g strength of<br />
school. On be<strong>in</strong>g <strong>in</strong>formed that the<br />
secondary school is runn<strong>in</strong>g with only<br />
five regular and three SSA teachers,<br />
Er<strong>in</strong>g assured the Pr<strong>in</strong>cipal to take up<br />
the issue seriously with the education<br />
m<strong>in</strong>istry. He also <strong>in</strong>spected the<br />

(F&CS) Kamlung Mossang for timely<br />
implementation of National Food<br />
Security Ord<strong>in</strong>ance 2013. Tenz<strong>in</strong>g Norbu<br />
Thongdok, Pr<strong>in</strong>cipal Advisor to CM and<br />
senior officers of the state <strong>gov</strong>ernment<br />
<strong>in</strong>clud<strong>in</strong>g Chief Secretary, Development<br />
Commissioner (F<strong>in</strong>ance), Secretary<br />
start immediately. It is noteworthy that<br />
as per the provisions of the Ord<strong>in</strong>ance<br />
every person belong<strong>in</strong>g to priority<br />
households to be identified shall be<br />

CM visits various sites for station<strong>in</strong>g<br />
new CRPF battalions<br />
ITANAGAR, July 27:<br />
Chief M<strong>in</strong>ister Nabam Tuki today<br />
visited at least four sites <strong>in</strong> the capital<br />
city, three of which were with <strong>in</strong>tention<br />
to study the feasibility for station<strong>in</strong>g the<br />
new CRPF battalions promised by the<br />
center recently. He was accompanied<br />
by capital MLA Techi Kaso, Itanagar<br />
Chief Councilor Higio Aruni, DGP, IGP,<br />
capital DC and SP and 138 Bn CRPF<br />
Commandant.<br />
The Union Home M<strong>in</strong>istry, on<br />
request of the Chief M<strong>in</strong>ister, is ready<br />
to deploy one battalion of CRPF for<br />

expressed grief over the fire mishap<br />
that occurred at Kamba village <strong>in</strong><br />

CM expresses grief over fire<br />
mishap at Kamba<br />
PASIGHAT, July 30:<br />
The Union M<strong>in</strong>ister of State (M<strong>in</strong>ority<br />
Affairs) N<strong>in</strong>ong Er<strong>in</strong>g today met the<br />
East Siang Deputy Commissioner<br />
Nidhi Srivastava and discussed a<br />
series of developmental issues of<br />
the district.<br />
Dur<strong>in</strong>g the conversations, one<br />
of the major issues was Simang<br />
Hydropower project. The m<strong>in</strong>ister<br />
enquired about the project and called<br />
for Public Hear<strong>in</strong>g soon, stat<strong>in</strong>g that<br />
clearances from pollution control<br />
board and m<strong>in</strong>istry of environment<br />
and forest have already been<br />
obta<strong>in</strong>ed. He said that the success<br />
energy development will promote a<br />
better place on earth for us to live for<br />
(F&CS), Director (F&CS) and other<br />
officers also attended the meet<strong>in</strong>g.<br />
In the meet<strong>in</strong>g two phase strategy was<br />
decided for adoption. In the first phase it<br />
was decided that implementation of the<br />
National Food Security Ord<strong>in</strong>ance 2013<br />
would be launched on 20th August 2013<br />
<strong>in</strong> three blocks, one each from a district<br />
<strong>in</strong> East, West and Central Arunachal<br />
Pradesh. Preparation for this would<br />
houses. The PHC build<strong>in</strong>g has also<br />
been reported partially damaged by<br />
the fire. However, there have been no<br />
reports of any human casualty.<br />
Tuki has directed the District<br />
Adm<strong>in</strong>istration to assess the damage<br />
and losses caused to public as well as<br />
private properties and distribute relief<br />
as per norms.<br />
The district adm<strong>in</strong>istration has<br />
offered Rs 4000 each to the victim<br />
families as immediate relief.<br />
The Chief M<strong>in</strong>ister regretted that<br />
despite several appeals and advices<br />
similar fire mishaps keep recurr<strong>in</strong>g<br />
across the state. He reiterated<br />
that extreme precaution must be<br />
ma<strong>in</strong>ta<strong>in</strong>ed to avert such <strong>in</strong>cidents,<br />
especially <strong>in</strong> villages where most<br />
of the houses are made of bamboo<br />
and thatched roofs, prone to fire<br />
accidents.<br />

Bamboo craftsmanship as a<br />
potential aspect of Arunachal’s<br />
<strong>in</strong>dustry<br />
Arunachal Pradesh has a vibrant craft tradition ma<strong>in</strong>ly based<br />
on bamboos and every tribe excels <strong>in</strong> bamboo craftsmanship.<br />
Cane and bamboo is an important craft apart from weav<strong>in</strong>g, and<br />
the craftsmanship is of very high order. Except for the communities<br />
<strong>in</strong> Tawang and Bomdila sector, all the dwell<strong>in</strong>g houses are<br />
traditionally made of bamboos. Hats, baskets of various designs,<br />
other household articles are made of bamboos. Besides us<strong>in</strong>g<br />
bamboo as fuels on many occasions, this plant is also used on<br />
many other decorative and ritual purposes.<br />
Cane and bamboo form the basic raw materials which meet<br />
the requirements of everyday life –from house-mak<strong>in</strong>g to mak<strong>in</strong>g<br />
baskets, fish<strong>in</strong>g traps, dress items, construction of suspension<br />
bridges across rivers, and religious paraphernalia—thus complet<strong>in</strong>g<br />
their day-to-day needs. People of the state have fully utilized the<br />
raw material offered by Mother Nature.<br />
With the use of cane and bamboo as raw materials, the<br />
basketry technique naturally occupies a very important place<br />
<strong>in</strong> the technological development. However, this craftsmanship<br />
is restricted to menfolk only while weav<strong>in</strong>g is conf<strong>in</strong>ed to the<br />
womenfolk. S<strong>in</strong>ce cane and bamboo work constitute the major<br />
cottage <strong>in</strong>dustry <strong>in</strong> the state, it is now time to seriously consider about<br />
enhancement of the exist<strong>in</strong>g traditional technology by develop<strong>in</strong>g<br />
and adopt<strong>in</strong>g advanced technology not only <strong>in</strong> order to susta<strong>in</strong><br />
this culture but also to transform this to a vibrant <strong>in</strong>dustry. This is<br />
possible only when all stakeholders jo<strong>in</strong> hands <strong>in</strong> an endevour to<br />
promote this traditional <strong>in</strong>dustry which has an enormous potential<br />
<strong>in</strong> our Arunachal Pradesh. Bamboo craft as an aspect of cottage<br />
<strong>in</strong>dustry has enormous bear<strong>in</strong>g on our economy.<br />

I feel extremely happy and proud<br />
tosee that the first ever <strong>in</strong>dependent<br />
Wancho script has been developed<br />
and <strong>in</strong>troduced <strong>in</strong> the Wancho<br />
Society through the s<strong>in</strong>cere efforts<br />
and arduous tasks carried out by Mr.<br />
Banwang Losu. It will def<strong>in</strong>itely help<br />
<strong>in</strong> preservation of this <strong>in</strong>digenous<br />
language which happens to be an<br />
important marker of cultural identity<br />
of the people from be<strong>in</strong>g lost and <strong>in</strong><br />
promot<strong>in</strong>g the language for scholastic<br />
ventures.<br />
The Wancho language is classified<br />
as the Naga group of Tibet-Burman<br />
branch. It has aff<strong>in</strong>ity with Nocte<br />
and Tangsa languages of the same<br />
language family. L<strong>in</strong>guistically, the<br />
Wanchos of Arunachal Pradesh are<br />
classified <strong>in</strong>to three groups based on<br />
their dialectical differences- Upper<br />
Wancho (Tang group) <strong>in</strong>habited <strong>in</strong><br />
and around Ponchao and Wakka<br />
circle, Middle Wancho(Sang group)<br />
occupy<strong>in</strong>g Longd<strong>in</strong>g and Pumao<br />
circle, and Lower Wancho settled<br />
<strong>in</strong> the Kanubari circle of the district.<br />
Their<br />
language, commonly called<br />
‘Kah’, differs mostly <strong>in</strong> terms of tone<br />
and pronunciation. Many people of<br />
the community converse <strong>in</strong> their l<strong>in</strong>k<br />
languages like Assamese and H<strong>in</strong>di.<br />
The educated ones even speak<br />
Gone are the days when the<br />
villagers used to clear miles of village<br />
paths lead<strong>in</strong>g to the agricultural<br />
fields, rivers, water sources and<br />
so on so forth <strong>in</strong> the not too distant<br />
past on self-help basis. They used<br />
to construct teachers’ quarters and<br />
school build<strong>in</strong>gs without ask<strong>in</strong>g a<br />
penny from the <strong>gov</strong>ernment. They<br />
felt pleasure <strong>in</strong> do<strong>in</strong>g social service<br />
<strong>in</strong> the <strong>in</strong>terest of their community.<br />
The <strong>gov</strong>ernment was not allowed to<br />
get <strong>in</strong>volved at all. It used to be done<br />
on community basis and on a regular<br />
basis. Today, this community work is<br />
truly dead. The villagers have been so<br />
mollycoddled by the elected leaders<br />
that even for construction of their<br />
own toilet they demand funds from<br />
the <strong>gov</strong>ernment. They are not will<strong>in</strong>g<br />
to do anyth<strong>in</strong>g sans sanctions from<br />
the <strong>gov</strong>ernment. This spoon-feed<strong>in</strong>g<br />
culture is annihilat<strong>in</strong>g another ageold<br />
culture, the spirit of community<br />
work <strong>in</strong> the villages. Today, the same<br />
villagers who were always will<strong>in</strong>g to do<br />
anyth<strong>in</strong>g for their villages free of cost<br />
tend to demand <strong>gov</strong>ernment sanction<br />
even for petty jobs <strong>in</strong> the villages. The<br />
countless CC steps <strong>in</strong> the villages<br />
are caus<strong>in</strong>g more harm than good<br />
because they are not laid properly.<br />
They become slippery and dangerous<br />
dur<strong>in</strong>g ra<strong>in</strong>y seasons. The traditional<br />
CC steps were much better and were<br />
easy to make without spend<strong>in</strong>g a s<strong>in</strong>gle<br />
Wancho Script <strong>in</strong>troduced<br />
<strong>in</strong> English. Under the <strong>in</strong>fluence and<br />
pressure of other dom<strong>in</strong>ant languages<br />
and culture, the Wanchos are fac<strong>in</strong>g<br />
difficulties <strong>in</strong> ma<strong>in</strong>ta<strong>in</strong><strong>in</strong>g the l<strong>in</strong>k<br />
and cont<strong>in</strong>uity with their past. The<br />
non- availability of <strong>in</strong>digenous script<br />
has created difficulties for Wancho<br />
writers and the elite group to develop<br />
their language through literature. The<br />
vast treasure of <strong>in</strong>digenous language<br />
and relevant <strong>in</strong>formation is dy<strong>in</strong>g out<br />
without proper documentation. Their<br />
language, like many other <strong>in</strong>digenous<br />
languages of the world, may face a<br />
Know Your State<br />
Itanagar, the beautiful capital city of Arunachal Pradesh<br />
is situated at the southern part of the state on the foothills of<br />
Himalayas. Adm<strong>in</strong>istratively it comes under Papum Pare<br />
district.<br />
Although the capital city is predom<strong>in</strong>antly <strong>in</strong>habited by the<br />
Nyishis, it is currently <strong>in</strong>habited by people from all tribes and<br />
other parts of the country also. Festivals of different tribes are<br />
celebrated <strong>in</strong> the city all the year round.<br />
Be<strong>in</strong>g the state capital, Itanagar is well connected by road<br />
and air. NH 52A connects it to other parts of the country. There is<br />
a regular helicopter service between Guwahati and Naharlagun-<br />
12 kms from Itanagar, besides a railway l<strong>in</strong>e is connect<strong>in</strong>g<br />
Itanagar with the Indian railway network shortly.<br />
Established <strong>in</strong> 20th April 1974, the capital is named after<br />
the historical fort – the Itafort, dat<strong>in</strong>g back to the 14th -15th<br />
centuries. Besides Itafort, Itanagar houses the Rajbhawan,<br />
the official residence of the Governor, the CM’s Bungalow and<br />
other official bungalows of M<strong>in</strong>isters, Parliamentary Secretaries,<br />
MLAs, Arunachal Pradesh Civil Secretariat, Public Service<br />
Commission and other important offices <strong>in</strong>clud<strong>in</strong>g Permanent<br />
bench of Gauhati high court at Naharlagun.<br />
Other places of tourist <strong>in</strong>terest <strong>in</strong>cluded the legendary Ganga<br />
Lake, locally known as Gyekar S<strong>in</strong>yi - a beautiful spot with a<br />
natural picturesque lake surrounded by primeval vegetations.<br />
Siddhartha Gonpa, a Buddhist temple with a stupa erected <strong>in</strong><br />
front of the shr<strong>in</strong>e is located on the top of a hill amidst beautiful<br />
greenery. Consecrated by his hol<strong>in</strong>ess, the Dalai Lama, the<br />
Gonpa reflects the widespread Tibetan <strong>in</strong>fluence <strong>in</strong> the region.<br />

of late, realized that their unique<br />
language would rema<strong>in</strong> alive <strong>in</strong> its<br />
pure form if it can be documented<br />
with the help of a proper script. The<br />
Wancho scholars op<strong>in</strong>e that their<br />
language cannot be documented<br />
entirely by us<strong>in</strong>g H<strong>in</strong>di or English<br />
alphabets (Devanagiri and Roman<br />
scripts respectively) as these alphabets<br />
cannot represent all the orig<strong>in</strong>al sounds,<br />
tones and pronunciation of words of<br />
their language. It is not sufficient to<br />
transcribe the local language perfectly.<br />
Know your responsibilities and<br />
not only your rights<br />
penny. Th<strong>in</strong>gs have come to such a<br />
pass that for every s<strong>in</strong>gle peccadillo<br />
or misdemeanor the people criticize<br />
and blame the Chief M<strong>in</strong>ister and the<br />
<strong>gov</strong>ernment. The people must realize<br />
that the Chief M<strong>in</strong>ister is as good as<br />
the people. The HCM is like the cricket<br />
capta<strong>in</strong>. The capta<strong>in</strong> is as good as<br />
the players. The capta<strong>in</strong> alone cannot<br />
do anyth<strong>in</strong>g if the other members of<br />
the team do not perform. The wearer<br />
knows where the shoe p<strong>in</strong>ches. The<br />
Chief M<strong>in</strong>ister must be do<strong>in</strong>g his best<br />
to ensure that he leaves no scopes for<br />
compla<strong>in</strong>t but everyth<strong>in</strong>g does not go<br />
as we plan. We often falter. He must<br />
also be hav<strong>in</strong>g constra<strong>in</strong>ts which we<br />
must appreciate.<br />
It is seen that the private <strong>in</strong>dividuals<br />
<strong>in</strong> the districts and the state capital<br />
construct houses, garages, private<br />
roads flaunt<strong>in</strong>g all rules if any with<br />
impunity thereby block<strong>in</strong>g the dra<strong>in</strong>s.<br />
Now, should they blame the HCM<br />
and the <strong>gov</strong>ernment for this too? In<br />
Arunachal Pradesh all the districts<br />
and the capital are crisscrossed by<br />
numerous streams and rivulets. The<br />
people have illegally established<br />
colonies on both the banks of these<br />
streams creat<strong>in</strong>g irreparable damage<br />
to the streams and caus<strong>in</strong>g landslides<br />
every year. In fact, most of the<br />
disasters <strong>in</strong> our state are manmade.<br />
Now, aga<strong>in</strong>, should they blame the<br />
HCM and the <strong>gov</strong>ernment of the day<br />
for this too? They leave the bulbs<br />
glow<strong>in</strong>g brightly <strong>in</strong> the offices and<br />
other public places day and night.<br />
Some <strong>gov</strong>ernment employees leave<br />
the bulbs around their quarters<br />
switched on for months together when<br />
they go on leave ostensibly to scare<br />
away the thieves. The water tapes<br />
<strong>in</strong> offices, schools and public places<br />
are left open allow<strong>in</strong>g the precious<br />
water to flow merrily. Now, do we<br />
have the right to blame the HCM and<br />
the <strong>gov</strong>ernment for this? We must<br />
admit that we lack civic sense totally.<br />
However, we are adept at tra<strong>in</strong><strong>in</strong>g<br />
our accus<strong>in</strong>g f<strong>in</strong>gers on others. But<br />
please remember, when we po<strong>in</strong>t<br />
a f<strong>in</strong>ger at others there are three<br />
f<strong>in</strong>gers po<strong>in</strong>t<strong>in</strong>g back at us. Of course,<br />
the thump f<strong>in</strong>ger that represents the<br />
gullible public is always confused<br />
and oblivious of what is go<strong>in</strong>g on. Let<br />
us not derive sadistic pleasure from<br />
accus<strong>in</strong>g the <strong>gov</strong>ernment for every<br />
petty matter. Let us th<strong>in</strong>k <strong>in</strong> what way<br />
we can contribute our mite to build our<br />
poor state vibrant, strong and selfreliant.<br />
Let us seriously follow what<br />
John F. Kennedy said, “Ask not what<br />
your country can do for you-ask what<br />
you can do for your country?” In this<br />
case our state Arunachal Pradesh.<br />
Arunachal Pradesh with its<br />
myriad sensibilities, a cacophony of<br />
cultures, a multiplicity of faiths and<br />
dialects, one never knows who will<br />
ITANAGAR<br />
The proposed modified Roman script,<br />
they believe, could not solve the script<br />
problem of the Wancho language<br />
and meet the immediate scholastic<br />
need of the literate and educated<br />
mass. There was an urgent need for<br />
common alphabets to document the<br />
exist<strong>in</strong>g language of the Wanchos with<br />
a uniform sound. Hence, it was felt that<br />
an <strong>in</strong>dependent Wancho script was<br />
required to transcribe different sounds<br />
that make different mean<strong>in</strong>g. Thus,<br />
an <strong>in</strong>dependent Wancho script called<br />
‘Wancho Laizi’ has been developed<br />
and <strong>in</strong>troduced <strong>in</strong> the society. Lot of<br />
care has been taken to represent the<br />
exist<strong>in</strong>g sounds and tones.<br />
I hope the people of the community<br />
will accept the script with pride and<br />
satisfaction and work for further<br />
development of their language and rich<br />
culture. I also hope to see the Wancho<br />
<strong>in</strong>tellectuals use their own language and<br />
script for reflect<strong>in</strong>g upon their thoughts<br />
and ideas and for understand<strong>in</strong>g and<br />
remember<strong>in</strong>g historical experiences,<br />
their cultural heritage, folks and the<br />
folk tradition. I expect the support and<br />
cooperation of the people <strong>in</strong> my present<br />
work related to the morphological and<br />
syntactical analysis of the Wancho<br />
language. At last, I wish them luck<br />
and congratulations on this noble<br />
achievement.<br />
take offence at what. Sadly, some<br />
people have the uncanny knack of<br />
criticiz<strong>in</strong>g the <strong>gov</strong>ernment without any<br />
basis and without go<strong>in</strong>g deep <strong>in</strong>to the<br />
issue[s]. They always tend to have<br />
a pedestrian attitude and grizzle or<br />
compla<strong>in</strong> about everyth<strong>in</strong>g. This is<br />
surely not go<strong>in</strong>g to stand them <strong>in</strong> good<br />
stead <strong>in</strong> life. Be<strong>in</strong>g the eyes, ears and<br />
mouth of the <strong>gov</strong>ernment my bounden<br />
duty is to provide correct feedbacks to<br />
the <strong>gov</strong>ernment for which I am paid.<br />
So, please do not compla<strong>in</strong> that my<br />
present article is heavily loaded <strong>in</strong><br />
favour of the <strong>gov</strong>ernment. Hav<strong>in</strong>g<br />
said that I have always stood by my<br />
view that the state <strong>gov</strong>ernment may<br />
have bitten off more than it can chew<br />
vis-à-vis mega dams <strong>in</strong> the state. But<br />
this problem was handed down to<br />
the present HCM by the former CM<br />
late Dorjee Khandu. In fact, most of<br />
the problems are <strong>in</strong>herited ones. So,<br />
blam<strong>in</strong>g Nabam Tuki holds no water.<br />
The burn<strong>in</strong>g issue of PRC is another<br />
fiasco the state <strong>gov</strong>ernment could<br />
have done without. But aga<strong>in</strong> no body<br />
is <strong>in</strong>fallible. We should not be look<strong>in</strong>g<br />
for the ch<strong>in</strong>ks <strong>in</strong> the <strong>gov</strong>ernment’s<br />
armour but help the <strong>gov</strong>ernment<br />
<strong>in</strong> plugg<strong>in</strong>g the loopholes and the<br />
shortcom<strong>in</strong>gs if any, after all it is our<br />
<strong>gov</strong>ernment. Our defeatist tendency<br />
and lack of belief <strong>in</strong> our leaders are,<br />
I believe, the ma<strong>in</strong> reason for the<br />

Science Museum, Craft Centre & Emporium, Zoological Park, all<br />

15 Kms from Itanagar is a hub of technical education <strong>in</strong> the north<br />
east, besides the premier education <strong>in</strong>stitution – the Rajiv Gandhi<br />
University at Rono hills, Doimukh - 17 kms from Itanagar, Rajiv<br />
Gandhi Polytechnic, Donyi-Polo School for hear<strong>in</strong>g impaired are<br />

A one day disaster awareness<br />
programme for the lady constables<br />
of APP and women self-help groups<br />
of Khonsa was organized at NBF Hall<br />
Khonsa by the Disaster Management<br />
Cell Tirap under the aegis of Deputy<br />
Commissioner Tirap here on July 25<br />
last. Around 100 ladies participated <strong>in</strong><br />

All PR members and villagers from<br />
the nearby villages enthusiastically<br />
participated <strong>in</strong> the social service.<br />
The CK road which falls under<br />
Trans-Arunachal-Highway is <strong>in</strong> a<br />
deplorable condition and the villagers<br />
of the entire CK belt are fac<strong>in</strong>g untold<br />
suffer<strong>in</strong>gs. The worst sufferers are<br />
the serious patients who have to be<br />
evacuated to Khonsa District Hospital<br />
or <strong>in</strong> Assam for treatment. The road<br />
is so bad that vehicles can hardly ply,<br />

The Department of Animal Husbandry<br />
and Veter<strong>in</strong>ary, Tezu organized a one<br />
day fertility camp for the livestock<br />
owners at the BRTF camp, Demwe<br />
on July 26 last. More than 30 tra<strong>in</strong>ees<br />
took part <strong>in</strong> the tra<strong>in</strong><strong>in</strong>g camp.<br />
Attend<strong>in</strong>g as the chief guest of the<br />
programme, Dr. (Capt.) M.M Panigrahi,<br />
48 BRTF, Demwe appreciated the<br />
endeavor of the AH&V department for<br />
render<strong>in</strong>g their selfless service to the<br />
society and called upon the tra<strong>in</strong>ees<br />
to take up the artificial <strong>in</strong>sem<strong>in</strong>ation <strong>in</strong><br />
their livestock which is not only easy<br />

CK belt and this belt is one of the most<br />
backward, especially <strong>in</strong> the field of<br />
education. Poor road connectivity can<br />

A public memorandum had been<br />
submitted to the Chief M<strong>in</strong>ister<br />
to provide funds for repair and<br />

A week long tra<strong>in</strong><strong>in</strong>g on pay roll<br />
software version 4.4 was conducted<br />
here from July 22 to 26 at the National<br />
Informatics Centre (NIC), Aalo for the<br />
DDOs of West Siang district.<br />
The software <strong>in</strong>cluded preparation<br />
of the pay bill, calculation of arrears,<br />
generation of schedule, certificate etc.<br />
The implementation of this software<br />
will reduce the work load of the pay<br />
bill preparation and will help <strong>in</strong> correct<br />
calculation of pay without delay. At<br />
present few of the DDOs <strong>in</strong> the district<br />
are us<strong>in</strong>g the 4.3 version.<br />
Fish seeds distributed to<br />
progressive fish farmer<br />
provided by <strong>gov</strong>ernment s<strong>in</strong>cerely for<br />
improvement of fish farm<strong>in</strong>g <strong>in</strong> the<br />

Earlier, <strong>in</strong> his key note address,<br />
Kenbom Chisi, DFDO, disclosed<br />
that all together 39 progressive fish<br />
farmers have been selected <strong>in</strong> the<br />
district for “Free distribution” of fish<br />
seeds. He also urged the beneficiaries<br />
to culture the fish supplied <strong>in</strong> scientific<br />
manner and to provide achievement<br />
and feedback to the department.<br />
He also added that altogether,<br />
about 80,000 fish seeds consist<strong>in</strong>g<br />
of Indian major carps and exotic<br />

with Foot & Mouth Disease and H.S.<br />

(A Jataka Tale) -Chow Bilaseng Namchoom<br />
In my childhood, I was always captivated by the charm of the Jataka Tales and later realized that the Jataka Tales<br />
conta<strong>in</strong> deep truths, and are calculated to impress lessons of great moral beauty. The obvious lessons are many of them<br />
suitable for my little friends, and beneath the obvious there are depths and depths of mean<strong>in</strong>g which they may learn to<br />
fathom later on. The oriental sett<strong>in</strong>g lends an additional fasc<strong>in</strong>ation. Qua<strong>in</strong>t humor and gentle earnestness dist<strong>in</strong>guish<br />
these legends and they teach many wholesome lessons, among them the duty of k<strong>in</strong>dness to animals.<br />
Jataka stories speak eloquently of those human values, which contribute, to harmony, pleasure and progress. For<br />
develop<strong>in</strong>g moral conduct and good behavior, there is little more <strong>in</strong>structive foundation than Jataka stories. All Jataka<br />
stories hold out advice on how to correct our ways. They played and cont<strong>in</strong>ue to play <strong>in</strong> some societies an enormous role<br />
<strong>in</strong> the cultivation of peace and generosity.<br />
The Jatakas, or Birth-stories, form one of the sacred books of the Buddhists and relate to the adventures of the<br />
Buddha <strong>in</strong> his former existences, the best character <strong>in</strong> any story be<strong>in</strong>g identified with the Master. The Jataka tales are<br />
dated between 300 BC and 400 AD. The Jataka stories, over millennia, have been sem<strong>in</strong>al to the development of many<br />
civilizations, the cultivation of moral conduct and good behavior, the growth of a rich and varied literature <strong>in</strong> diverse parts<br />
of the world and the <strong>in</strong>spiration for pa<strong>in</strong>t<strong>in</strong>g, sculpture and architecture of endur<strong>in</strong>g aesthetic value.<br />
Many of the tales are set <strong>in</strong> or near Benares, now called Varanasi, a city <strong>in</strong> north central India on the Ganges River.<br />
One of the world’s oldest cities, Varanasi is the most sacred place for H<strong>in</strong>dus, Buddhists and Muslims also have important<br />
religious sites nearby. Accord<strong>in</strong>g to tradition, Buddha began his teach<strong>in</strong>g at Sarnath a short distance from this city.<br />
Part of the canon of sacred Buddhist literature, this collection of some 550 anecdotes and fables depicts earlier<br />
<strong>in</strong>carnations — sometimes as an animal, sometimes as a human — of the be<strong>in</strong>g who would become Siddhartha Gautama,<br />
the future Buddha. Jataka stories are well depicted <strong>in</strong> Amaravati, Nalanda, Ajanta, Ellora, Bharut, Nagarjunikonda,<br />
Borobudur and Angkor Vat.<br />
At this po<strong>in</strong>t I wish to draw the young friends’ special attention to the story of “Name is not significant”, from the<br />
collection of Namasiddha Jataka-97.<br />
When you read or listen to these very old stories, if you wonder how much it is really true, you should test the mean<strong>in</strong>g,<br />
weigh or consider it, and depend on your own <strong>in</strong>tuition to know the truth of it. Then follow and practice what you know to<br />
be true. Happy Read<strong>in</strong>g!<br />
In Taxila there was a teacher. He<br />
had many pupils. One of them was<br />
Papaka (a s<strong>in</strong>ner). When he was called<br />
by his name Papaka was too irritated.<br />
He thought-“ This name is very<br />
bad. I will adopt some other name.”<br />
Therefore, once, he approached the<br />
Teacher and said-<br />
“Teacher! My name is <strong>in</strong>auspicious.<br />
It is not good. Give me some other<br />
name.”<br />
The teacher said-“ Dear Pupil!<br />
Names are ony symbolic. They are<br />
used to call people. A name does not<br />
bear any significance. Rest satisfied<br />
with your present name.”<br />
But Papaka requested the teacher<br />
repeatedly for another name. So the<br />
teacher said-<br />
“Very well, son! Go round the town,<br />
and f<strong>in</strong>d yourself as auspicious name,<br />

life more comfortable. Now the most<br />
important <strong>in</strong>vention was of the wheel by<br />
Egyptians, which has not only shortened<br />
the distance but also has saved our<br />
precious time. In spite of advantages it<br />
holds lots of disadvantages too. Now<br />
lets look around we can see traffic jam is<br />
one of the most prom<strong>in</strong>ent problem face<br />
by the every country. When we come<br />
<strong>in</strong>to the northeastern region we will f<strong>in</strong>d<br />
our own state Arunachal Pradesh is also<br />
fac<strong>in</strong>g this problem day by day which has<br />
brought hurdles among the citizen.<br />
Over the years, road transport has<br />
become vital to the economic development<br />
and social <strong>in</strong>tegration of the country. Road<br />
transport has atta<strong>in</strong>ed a dom<strong>in</strong>ant position<br />
with<strong>in</strong> the transport sector and accounted<br />
for a share of 4.7 per cent <strong>in</strong> India’s gross<br />
domestic product (GDP) <strong>in</strong> 2010-11.<br />
Easy accessibility, flexibility of operations,<br />
door-to-door service, reliability and the<br />
grow<strong>in</strong>g use of just <strong>in</strong> time strategies <strong>in</strong><br />
manufactur<strong>in</strong>g have contributed towards<br />
a steady <strong>in</strong>crease <strong>in</strong> the modal share of<br />
road transport <strong>in</strong> the movement of both<br />
goods and passengers.<br />
In a globalised world, an efficient road<br />
transportation system is vital for <strong>in</strong>creas<strong>in</strong>g<br />
productivity and enabl<strong>in</strong>g the country to<br />
compete effectively <strong>in</strong> the world market.<br />
A world class road transport system is<br />
essential for lend<strong>in</strong>g competitive edge to<br />
the economy. Susta<strong>in</strong>ed economic growth,<br />
<strong>in</strong>creas<strong>in</strong>g disposable <strong>in</strong>come, and ris<strong>in</strong>g<br />
urbanization has led to ris<strong>in</strong>g demand for<br />
road transport and personalized mode<br />
of transport (cars and two-wheelers), <strong>in</strong><br />
particular. This is reflected <strong>in</strong> high annual<br />
compound growth <strong>in</strong> vehicle population<br />
of 10 per cent dur<strong>in</strong>g 2001-2011, which<br />
entails doubl<strong>in</strong>g of the country’s vehicle<br />
fleet every 6 to 7 years.<br />
India has experienced a tremendous<br />
<strong>in</strong>crease <strong>in</strong> the total number of registered<br />
motor Vehicles. The total number of<br />
registered motor vehicles <strong>in</strong>creased from<br />
about 0.3million as on 31st March, 1951<br />
to about 142 million as on 31st March,<br />
2011. The total registered vehicles <strong>in</strong><br />
the country grew at a Compound Annual<br />
Growth Rate (CAGR) of 9.9%between<br />
2001 and 2011.<br />
Growth <strong>in</strong> terms of CAGR of registered<br />
vehicles amongst the States/UTs shows<br />
wid Variations. While the highest CAGR<br />
for registered vehicles dur<strong>in</strong>g 2001-2011<br />
was recorded by Arunachal Pradesh<br />
(21.3%) which is one major problem<br />
rais<strong>in</strong>g <strong>in</strong> the state.<br />
Due to the <strong>in</strong>crease <strong>in</strong> the rate of<br />
vehicles there has been <strong>in</strong>crease <strong>in</strong><br />
the traffic jam as it is impossible for the<br />
vehicles to pass by the s<strong>in</strong>gle lane road.<br />
In capital complex one has to go half an<br />
hour before the fixed time to be <strong>in</strong> the<br />
time.<br />
A traffic policeman said, “the traffic<br />
jam has <strong>in</strong>crease a lot s<strong>in</strong>ce last 2 year.<br />
Earlier the jam was seen from Monday<br />
to Friday but now on Saturday and<br />
Sunday also it can be seen. The most<br />
problems are created by the teenagers<br />
as they lack awareness of the traffic rule.<br />
There are 18-20 traffic policeman <strong>in</strong> the<br />
capital complex and it create a problem<br />
to be at the time to handle the situation,<br />
Light signal is one of the important tool<br />
to control the traffic jam at the even<strong>in</strong>g<br />
time and it is one of the peak hour when<br />
traffic jam happens most he added. Most<br />
of the accidents are done by the female<br />
drivers and commercial vehicles, among<br />
youth bike accident is common as they<br />
avoid traffic rule. There is lack of park<strong>in</strong>g<br />
area <strong>in</strong> the capital complex which is a<br />
basic reason for the jam. As the road is<br />
narrow it cause a problem when people<br />
park their car <strong>in</strong> the road. . He suggested<br />
public awareness and public co-operation<br />
are needed <strong>in</strong> order to m<strong>in</strong>imize the<br />
problem.<br />
GENERAL RULES<br />
KEEP LEFT on a two-way road to<br />
allow traffic from the opposite direction to<br />
pass on your right and on a one-way road<br />
to allow vehicles beh<strong>in</strong>d you to overtake<br />
from your right.<br />
WHEN TURNING LEFT, keep to the<br />
left side of the road you are leav<strong>in</strong>g as<br />
well as the one you are enter<strong>in</strong>g. When<br />
turn<strong>in</strong>g right, move to the centre of the<br />
road you are leav<strong>in</strong>g and arrive near the<br />
left side of road you are enter<strong>in</strong>g.<br />
SLOW DOWN at road junctions,<br />
<strong>in</strong>tersections, pedestrian cross<strong>in</strong>gs and<br />
road corners and wait until you are sure<br />
of a clear passage ahead. If you are<br />
enter<strong>in</strong>g a ma<strong>in</strong> road where traffic is not<br />
be<strong>in</strong>g regulated, give way to vehicles<br />
pass<strong>in</strong>g on your right.<br />
HAND SIGNALS are necessary<br />
at certa<strong>in</strong> times. When slow<strong>in</strong>g down,<br />
extend your right arm palm down and<br />
sw<strong>in</strong>g it up and down; when stopp<strong>in</strong>g,<br />
raise your forearm vertically outside the<br />
vehicle; when turn<strong>in</strong>g right or chang<strong>in</strong>g<br />
lane to the right hand side, extend your<br />
right arm straight out, palm to the front;<br />
when turn<strong>in</strong>g left or chang<strong>in</strong>g lane to the<br />
left hand side, extend your right arm and<br />
rotate it <strong>in</strong> an anti-clockwise direction. To<br />
allow the vehicle beh<strong>in</strong>d you to overtake,<br />
sw<strong>in</strong>g your right arm backward and<br />
forward <strong>in</strong> a semi circular motion.<br />
DIRECTION INDICATORS better<br />
use directions <strong>in</strong>dictors <strong>in</strong>stead of<br />
hands s<strong>in</strong>gles and both <strong>in</strong> case of any<br />
emergency.<br />
WEARING A HELMET FOR TWO<br />
WHEELER DRIVERS is a statutory<br />
requirement. The helmet must conform<br />
to the ISI standards and should bear<br />
the ISI mark. Helmet works as a shield<br />
for your head <strong>in</strong> case of a mishap. It is<br />
designed for your <strong>in</strong>dividual safety and<br />
not as a cover to avoid legal prosecution.<br />
For complete safety tie the strap properly<br />
otherwise the helmet may slip from your<br />
head <strong>in</strong> case of an accident head <strong>in</strong>jury.<br />

cross<strong>in</strong>g or on top of a hill or on a footpath;<br />

parked vehicle to cause obstruction; on<br />

Vehicles with altered silencers are also<br />
prohibited on the road.<br />
DIRECTIONS GIVEN TO DRIVERS<br />
either through police officers regulat<strong>in</strong>g<br />
traffic or through road signs or traffic<br />
signals should be followed at all times.<br />
Violation of these is an offense.<br />
MAINTAIN AN ADEQUATE<br />
DISTANCE from the vehicle ahead of you<br />
to avoid collision if that vehicle suddenly<br />
slows down or stops. A chart to guide<br />
you on m<strong>in</strong>imum brak<strong>in</strong>g time required at<br />
different speeds is given on page 33 for<br />
your <strong>in</strong>formation.<br />
DO NOT BRAKE SUDDENLY except<br />
for safety reasons.<br />
ON MOUNTAINS AND STEEP<br />
ROADS the vehicle driv<strong>in</strong>g uphill must be<br />
given the right of way by vehicles com<strong>in</strong>g<br />
downhill. If the road is not sufficiently wide,<br />
pull your vehicle to a stop on the side of<br />
the road and allow the driver go<strong>in</strong>g uphill<br />
to proceed first.<br />
WHEN ROAD REPAIR WORK is<br />
go<strong>in</strong>g on, slow down and drive at a speed<br />
not exceed<strong>in</strong>g twenty five kilometers per<br />
hour.<br />
CARRY ONLY ONE PILLION RIDER<br />
on your two wheeler. You must carry the<br />
rider only on the back seat. Do not allow<br />
any rider to sit or stand <strong>in</strong> front of you (not<br />
even children). It is not only illegal but often<br />
becomes dangerous because sudden<br />
brak<strong>in</strong>g may throw out the child or person<br />
hitt<strong>in</strong>g the vehicle <strong>in</strong> front. It is a violation of<br />
law to carry goods on your two wheeler as<br />
the rider may lose balance easily lead<strong>in</strong>g<br />
to accidents.<br />
DO NOT DRIVE BACKWARDS longer<br />
than necessary, and do ensure that you do<br />
not cause danger or <strong>in</strong>convenience to any<br />
other person or vehicle while do<strong>in</strong>g so.<br />
DO NOT DRIVE on the road if you<br />
are unwell or after tak<strong>in</strong>g medication that<br />
is likely to impair your driv<strong>in</strong>g abilities<br />
<strong>in</strong>clud<strong>in</strong>g tonics that may have alcohol<br />
content <strong>in</strong> them<br />
WHEN OVERTAKING do so from<br />
right of the vehicles you are pass<strong>in</strong>g. If<br />
the driver of the vehicle <strong>in</strong> front of you<br />
<strong>in</strong>dicates that he is turn<strong>in</strong>g right, you may<br />
pass from his left.<br />
In order to m<strong>in</strong>imize the problem of<br />
traffic jam if we follow the general rules it<br />
would be easier for the public to ma<strong>in</strong>ta<strong>in</strong><br />
the traffic and they will save time. Let us<br />

- Now put the chopped chicken <strong>in</strong>to the boil<strong>in</strong>g water and let it boil for<br />
10m<strong>in</strong>.<br />

project cost<strong>in</strong>g not less than 160.00 lakhs <strong>in</strong> last five years.<br />
2. The tendered amount should not exceed by more than 5% of the amount worked out on the basis of analysis of<br />
rate and the tender amount will be negotiate <strong>in</strong> accordance with CPWD Manual Vol- “ clause 20.1.17.3/ 20.4.3 of<br />
subsequent clause of CPWD work manual.<br />
3. Those firm who has already two or more ongo<strong>in</strong>g projects <strong>in</strong> PHE & WS Department, Arunachal Pradesh shall not<br />
be eligible to participate <strong>in</strong> the tender bid.<br />
4. The firm must enclosed pay roll as an evidence of adequate manpower, technical expertise and necessary<br />
equipment to handle such projects. At least one graduate eng<strong>in</strong>eer hav<strong>in</strong>g m<strong>in</strong>imum 3 (three) years experience<br />
should be <strong>in</strong> payroll of the tenderer.<br />

The state <strong>gov</strong>ernment has formulated Information and Publicity Policy with an objective of secur<strong>in</strong>g widest<br />

Applications are <strong>in</strong>vited <strong>in</strong> prescribed form from the Arunachal Pradesh Scheduled Tribe candidates for fill<strong>in</strong>g up of 2 (two) post of<br />
College Librarians for the Govt. Colleges of Arunachal Pradesh <strong>in</strong> the Pay Band-3 of RS.15600-Rs.39100 with AGP of Rs.6000/-<br />
per month plus other allowances as admissible to Arunachal Pradesh Govt. employees from time to time, to fill up the vacancies <strong>in</strong><br />
different Colleges as per the latest reservation policy framed by the Govt. of Arunachal Pradesh. The posts are temporary but likely<br />
to be made permanent <strong>in</strong> due course. Vacancies and reservations of post are subject to variation.<br />
1. ELIGIBILITY and EDUCATIONAL QUALIFICATION :-<br />
(a) The candidates should not be less than 21 years of age and not more than 28 years of age as on 05.08.2013. However, the<br />
upper age limit is relaxable by 5 years for APST and another 5 years for State Govt. Employee.<br />
(b) Master’s Degree <strong>in</strong> Library Science/Information Science /Documentation or an equivalent professional degree with at least 55%<br />
marks (or an equivalent grade <strong>in</strong> a po<strong>in</strong>t scale wherever grad<strong>in</strong>g system is followed), and a consistently good academic record with<br />
knowledge of Computerization of library. However, there is relaxation of 5% marks i.e. from 55% to 50% at Master’s Degree level<br />
for the ST /SC candidates.<br />
Besides fulfill<strong>in</strong>g the above qualifications, the candidate must have cleared the NET conducted by the UGC or any other agency<br />
approved by the UGC.<br />
However, candidates, who are, or have been awarded Ph. D degree <strong>in</strong> accordance with the ‘University Grants Commission<br />
(M<strong>in</strong>imum Standards and Procedure for award of Ph.D. Degree) Regulations 2009, shall be exempted from the requirement of the<br />
m<strong>in</strong>imum eligibility condition of NET / SLET/SET.<br />
2. METHOD OF SELECTION: The eligible candidates will have to appear <strong>in</strong> an Interview / Viva-voce test to be conducted by the<br />
Commission at Itanagar or any other place, which may be decided by the Commission. The f<strong>in</strong>al selection of the candidates will be<br />
made on the basis of the candidate’s performance <strong>in</strong> the Interview/Viva-voce.<br />
3. AVAILABILITY OF APPLICATION FORM: Application form for admission to Interview/Viva-voce for the recruitment of above<br />
post can be obta<strong>in</strong>ed from the Commission’s Office, Itanagar on all work<strong>in</strong>g days from 10 AM to 4 PM up to 05.08.2013on cash<br />

Enormity of substance abuse problem<br />
<strong>in</strong> India is no less different. Its magnitude<br />
can well be understood with a survey, over a<br />
decade back po<strong>in</strong>t<strong>in</strong>g out that over 73 million<br />
persons were us<strong>in</strong>g alcohol and drugs.<br />
The geographical location of the country<br />
further makes it highly vulnerable to the<br />
problem of drug abuse and despite a number<br />
of provisions it is ris<strong>in</strong>g unchecked.<br />
Article 47 of the Constitution provides<br />
that “... the State shall endeavour to br<strong>in</strong>g<br />
about prohibition of the consumption except<br />
for medic<strong>in</strong>al purposes of <strong>in</strong>toxicat<strong>in</strong>g dr<strong>in</strong>ks<br />
and of drugs which are <strong>in</strong>jurious to health.”<br />
Also the Narcotic Drugs and Psychotropic<br />
Substances Act, 1985, was enacted to curb<br />
drug abuse with its section 71 conta<strong>in</strong><strong>in</strong>g<br />
provision for sett<strong>in</strong>g up of rehabilitation and<br />
treatment centres for addicts.<br />
Besides, India be<strong>in</strong>g a signatory to<br />
three related United Nations Conventions,<br />
is under an <strong>in</strong>ternational obligation to, curb<br />
drug abuse.<br />
Not lagg<strong>in</strong>g beh<strong>in</strong>d on the front, the<br />
M<strong>in</strong>istry of Social Justice & Empowerment<br />
has been implement<strong>in</strong>g the Scheme of<br />
Prevention of Alcoholism and Substance<br />
(Drug) Abuse s<strong>in</strong>ce 1985-86.<br />
The Scheme, which was revised twice<br />
<strong>in</strong> 1994 and 1999, at present provides<br />
f<strong>in</strong>ancial support to NGOs and employers<br />
ma<strong>in</strong>ly for creat<strong>in</strong>g Awareness and<br />
Preventive Education, Drug Awareness and<br />
Counsell<strong>in</strong>gCentres (CCs), Treatment- Cum-<br />
Rehabilitation Centres (TC), Workplace<br />
Prevention Programme (WPP), De-addiction<br />
Camps (ACDC), NGO forum for Drug Abuse<br />
Prevention Innovative Interventions etc.<br />
Apart from this, the M<strong>in</strong>istry takes up<br />
awareness generation programme every<br />
year dissem<strong>in</strong>at<strong>in</strong>g <strong>in</strong>formation, education<br />
and communication (IEC) materials,<br />
organiz<strong>in</strong>g programmes <strong>in</strong> schools and<br />
community, hold<strong>in</strong>g exhibitions and<br />
publish<strong>in</strong>g newsletters and journals.<br />
At present there are about 41 CCs and<br />
401 TCs are function<strong>in</strong>g with the support of<br />
the m<strong>in</strong>istry <strong>in</strong> the country.<br />
Besides, a large number of NGO’s<br />
are <strong>in</strong>volved <strong>in</strong> this endeavour, M<strong>in</strong>istry of<br />
social Justice and Empowerment notified <strong>in</strong><br />
December last year a scheme of National<br />
Awards for Outstand<strong>in</strong>g Services <strong>in</strong> the field<br />
of Prevention of Alcoholism and Substance<br />
(Drug) Abuse, <strong>in</strong> order to recognize the<br />
efforts and encourage excellence <strong>in</strong> the<br />
near<strong>in</strong>g completion, the auditorium<br />
is ly<strong>in</strong>g unused. A proposal is under<br />
consideration for allott<strong>in</strong>g the complex<br />
to the new CRPF battalion on temporary<br />
basis till a permanent site is allocated<br />
and established.<br />
The Chief M<strong>in</strong>ister also visited<br />
the present headquarters of the 138<br />
Bn of CRPF at Senki View, Itanagar.<br />

surveyed availability of space to create<br />

Embark<strong>in</strong>g on its relentless efforts<br />
to bridge the gap between extension<br />
functionaries and farmers, ATMA,<br />
West Siang district had conducted<br />
two days skill enhancement cum<br />
orientation tra<strong>in</strong><strong>in</strong>g to the recently<br />
recruited Block Technology<br />
Managers (BTMs) and Subject<br />
Matter Specialists (SMSs) on July 24<br />
& 25 last at District Agriculture Office,<br />
Aalo.<br />
Presid<strong>in</strong>g over the <strong>in</strong>augural<br />
session Karyom Doji, DHO focused<br />
on paramount roles of the extension<br />
functionaries <strong>in</strong> dissem<strong>in</strong>ation of<br />
technologies to the targeted group. He<br />
exhorted the extension functionaries<br />
to act as facilitators, reach out to the<br />
farm<strong>in</strong>g community and persuade<br />
them to adopt new <strong>in</strong>novative<br />
perta<strong>in</strong><strong>in</strong>g to farm production.<br />

The Scheme is applicable to <strong>in</strong>stitutions<br />

the scheme, awards will be presented every<br />
year to the most effective or outstand<strong>in</strong>g<br />
services rendered as <strong>in</strong>dividuals as well<br />
as <strong>in</strong>stitutions <strong>in</strong> the prevention of abuse<br />
of alcohol; narcotic drugs; psychotropic<br />
substances and other addictive substances.<br />
The awards will be presented every<br />
year, on the 26th June, which has been<br />
declared by the United Nations as the<br />
International Day aga<strong>in</strong>st Drug Abuse and<br />
Illicit Traffick<strong>in</strong>g. The awards will be given<br />
<strong>in</strong> ten different categories to <strong>in</strong>stitutions<br />
and <strong>in</strong>dividuals. The awards will <strong>in</strong>clude<br />
cash prize rang<strong>in</strong>g from one lakh to five<br />
lakhrupees. In the Institutional Category the<br />
awards will be for<br />
• Best Integrated Rehabilitation Centre for<br />
Addicts (IRCA) for provid<strong>in</strong>g rehabilitation<br />
services to alcoholics and drug users.<br />
• Best Regional Resource and Tra<strong>in</strong><strong>in</strong>g<br />
Centre (RRTC) provid<strong>in</strong>g exemplary<br />
contribution <strong>in</strong> the field of prevention of<br />
addiction.<br />
• Best Panchayati Raj or Municipal Body<br />
work<strong>in</strong>g for prevention of alcoholism and<br />
Substance (drug) abuse.<br />
• Best Educational Institution do<strong>in</strong>g<br />
outstand<strong>in</strong>g works <strong>in</strong> Awareness generation<br />
and prevention of alcoholism and Substance<br />
(drug) abuse.<br />
• Best Non-Profit organization like an NGO<br />
or Self Help Group, Trust or community<br />
based set up.<br />
• Best Research or Innovation for an<br />
Institution which has conducted research on<br />
issues related to addiction and has developed<br />
new techniques on treatment and preventive<br />
modules, etc or have undertaken <strong>in</strong>novative<br />
measures for prevention of addiction and<br />
evolved techniques to identify early phase<br />
addicts.<br />
• Best Awareness Campaign for outstand<strong>in</strong>g<br />
awareness campaign through consistent and<br />
comprehensive coverage on addiction related<br />
issues on susta<strong>in</strong>ed basis, to be awarded to<br />
any <strong>in</strong>stitution or organisationother than an<br />
educational <strong>in</strong>stitution.<br />
In the Individual Category awards will be for<br />
• Outstand<strong>in</strong>g <strong>in</strong>dividual achievement by a<br />
professional such as general duty or specialist<br />
medical doctor <strong>in</strong>clud<strong>in</strong>g psychiatrist,<br />
treatment and rehabilitation professional,<br />
psychologist, cl<strong>in</strong>ical psychologist, skill tra<strong>in</strong>er<br />
who has made outstand<strong>in</strong>g achievement <strong>in</strong><br />
the field of prevention of alcoholism and<br />
substance (drug) abuse and rehabilitation<br />
of addicts.<br />
• Outstand<strong>in</strong>g <strong>in</strong>dividual achievement by a<br />
nonprofessional such as activist, students<br />
-Subodh Kumar Tewari, Freelance Writer.<br />
leader, etc. who has made outstand<strong>in</strong>g<br />
achievement <strong>in</strong> the field of prevention of<br />
alcoholism and substance (drug) abuse and<br />
rehabilitation of addicts.<br />
• Former Addict, who has done outstand<strong>in</strong>g<br />
work <strong>in</strong> the field of awareness generation<br />
or de-addiction or rehabilitation for a former<br />
addict.<br />
Besides, de-addiction camps are<br />
organized regularly to reach out to uncovered<br />
areas.<br />
The M<strong>in</strong>istry has also set up a National<br />
Centre for Drug Abuse Prevention (NCDAP)<br />
<strong>in</strong> the National Institute of Social Defence<br />
(NISD) for capacity build<strong>in</strong>g and tra<strong>in</strong><strong>in</strong>g of<br />
NGOs runn<strong>in</strong>g CCs and TCs.<br />
It is also support<strong>in</strong>g eight NGOs work<strong>in</strong>g<br />
<strong>in</strong> the field of drug abuse prevention to<br />
function as Regional Resource and Tra<strong>in</strong><strong>in</strong>g<br />
Centres (RRTCs).<br />
Pursuant to the Central Government<br />
has already approved the revised scheme<br />
(Scheme for Prevention of Alcoholism and<br />
Substance (Drugs) Abuse, 2008) to create<br />
awareness and educate people about the<br />
ill-effects of alcoholism and substance<br />
abuse on <strong>in</strong>dividual, family, workplace and<br />
society at large and to provide for the whole<br />
range of community based services for the<br />
identification, motivation, counsell<strong>in</strong>g, deaddiction,<br />
after care and rehabilitation for<br />
WPR of addicts.<br />
However, there is a need to revise the<br />
allocations as not many Five-Year Plans<br />
went without it. The Consumer Price Index<br />
has witnessed more than 100% <strong>in</strong>crease<br />
while <strong>in</strong>frastructure and logistics costs have<br />
also gone up.<br />
The cost of drugs and services <strong>in</strong>clud<strong>in</strong>g<br />
substitute therapy require higher expenditure<br />
<strong>in</strong> addition to the need for revis<strong>in</strong>g the<br />
renumeration structure of professionals to be<br />
engaged on par with those engaged by the<br />
National AIDS Control Organisation (NACO)<br />
and M<strong>in</strong>istry of Health & Family Welfare.<br />
There is no provision <strong>in</strong> the exist<strong>in</strong>g<br />
Scheme for provid<strong>in</strong>g liv<strong>in</strong>g expenses<br />
(especially food) for the admitted addicts,<br />
necessary <strong>in</strong> the case of addicts from BPL<br />
families, street children, beggars and other<br />
vulnerable sections of the society.<br />
It was felt that there is a need to<br />
<strong>in</strong>corporate the concept of Whole Person<br />
Recovery (WPR) <strong>in</strong> the objectives of the<br />
Scheme.<br />
It aims at not just gett<strong>in</strong>g the addicted<br />
<strong>in</strong>dividual off alcohol or drugs but to ensure<br />
that the person is ‘drug free, crime free and<br />
ga<strong>in</strong>fully employed’.<br />
The WPR objectives <strong>in</strong>clude adaptation to<br />
work and responsibility, social re-<strong>in</strong>tegration,<br />
personal growth and self acceptance and<br />
acceptance of higher values.<br />

for worry <strong>in</strong> our state. But the pert<strong>in</strong>ent<br />
question is, when was our state<br />
peaceful? Blam<strong>in</strong>g the <strong>gov</strong>ernment<br />
alone will not serve the purpose. The<br />
citizens will have to be conscious of<br />
their responsibilities too. The few<br />
hooligans should not be allowed to<br />
hold the state to ransom. They say<br />

easily avoidable was criticiz<strong>in</strong>g the<br />

this coveted position? They say<br />
‘the higher one soars, the smaller<br />
he seems to those who cannot fly.’<br />

14 and also approved the draft AAP<br />
(2013-14), the DRDA Adm<strong>in</strong><strong>in</strong>istrative<br />
Budget and appo<strong>in</strong>ted chartered<br />
accountant for 2013-14.<br />

on Integrated Pest Management<br />
(IPM) <strong>in</strong> rice crop. He stressed on<br />
proper identification and dist<strong>in</strong>ction<br />
of pests and friendly <strong>in</strong>sects to br<strong>in</strong>g<br />
about suitable control measures<br />
and management techniques and<br />
advocated for conservation of natural<br />
predators of <strong>in</strong>sect pests and rodents,<br />
which hunts the voracious pests of<br />
rice at different stages and thereby<br />
reduc<strong>in</strong>g pests’ density and limit<strong>in</strong>g<br />
the quantum of <strong>in</strong>jurious impact on<br />
crops.<br />

were displayed through power po<strong>in</strong>t<br />

On the occasion, Nalo requested<br />
the PRI members and <strong>gov</strong>ernment<br />
officers to work together to strengthen<br />
the Panchayat and to create<br />
<strong>in</strong>frastructure for the convenience<br />
of the public. He further advised<br />
that assets should be created at<br />
proper places so that it can really be<br />
used by the public and not for the<br />
convenience of the contractor.<br />
DC ,Tahang Taggu <strong>in</strong> his<br />
speech said that the meet<strong>in</strong>g was<br />
a platform for the discussion of the<br />
achievements, drawbacks, shortfalls<br />
of the projects be<strong>in</strong>g implemented<br />
by the DRDA and urged the PRI<br />
members to voice their appreciations<br />
or criticisms if they had any, so that<br />
no future problems and compla<strong>in</strong>ts<br />
arose.<br />
He stressed on the need for<br />
proper awareness creation amongst<br />
the masses about the schemes so<br />
that it truly benefits the needy and<br />
improved their economic status.<br />
This <strong>in</strong> turn would encourage the<br />
people to stay <strong>in</strong> the villages and<br />
rural areas and stop migration to the<br />
congested urban areas and towns,<br />
a trend observed <strong>in</strong> the recent<br />
years, he added. Cit<strong>in</strong>g the example<br />
of some places <strong>in</strong> the state where<br />
excellent assets had been created<br />
by the Panchayats, the DC urged the<br />
PRI members to do the same <strong>in</strong> the<br />
district. He also cautioned them that<br />
schemes should be implemented<br />
properly as timely checks, monitor<strong>in</strong>g<br />
and vigilance would be done.<br />

and objectives of the meet<strong>in</strong>g. He<br />
presented the Adm<strong>in</strong>istrative Budget<br />
and <strong>in</strong>formed the house about<br />
the dedicated work be<strong>in</strong>g done by<br />
the DRDA employees despite not<br />
receiv<strong>in</strong>g their salaries for the last 8<br />
months. The house expressed their<br />
concern over the issue and urged<br />
the <strong>gov</strong>ernment to rectify the neglect<br />

and Kibitho, two remote border<br />
outposts of the Agency. They are few<br />
<strong>in</strong> number and called themselves<br />
as meyors. Their forefathers had<br />
migrated to India from Tibet about<br />
100 years ago and settled down <strong>in</strong><br />
these circles. Initially they took abode<br />
<strong>in</strong> three villages, namely WALONG<br />
DONG and DARD. Now’ they are<br />
scattered <strong>in</strong> three more villages, called<br />
Tirnai and Sapkung <strong>in</strong> Walong circle<br />
and Musai village <strong>in</strong> Kibithoo circle.<br />
Some of them migrated to India only<br />
25 years ago and the others came as<br />
refugees.<br />
The Lamas (as they call<br />
themselves) who came earlier to India,<br />
are very polite and hospitable. They<br />
respect their guests from the core of<br />
t heir hearts and offer them the’ best<br />
available th<strong>in</strong>g. They conk the meat<br />
separately for the guest and serve<br />
the meal <strong>in</strong> a decent way with gentle<br />
hospitality. Ow<strong>in</strong>g to the cold climate<br />
they seldom take bath, but whenever<br />
a guest or a visitor cames to their<br />
house, they keep everyth<strong>in</strong>g neat and<br />
clean. They wash their mouths, hands<br />
and feet with luxury soap.<br />
Whenever they come down to a<br />
low altitude they eat half boiled liver of<br />
musk deer or of wild sheep. Sell<strong>in</strong>g of<br />
musk is their ma<strong>in</strong> source of earn<strong>in</strong>g.<br />
So far as the lama girls are<br />
concerned they are not as slim and<br />
slender as the Miju Mishmi girls are,<br />

Thiruvananthapuram under the Union<br />
Health and Family Welfare M<strong>in</strong>istry has<br />
become one of the largest producers<br />
of condoms <strong>in</strong> the world. HLL’stotal<br />
annual condom production capacity<br />
has now touched 1616 million pieces.<br />
Overseas and domestic demand for<br />
condoms has grown manifold especially<br />
<strong>in</strong> the wake of the Central <strong>gov</strong>ernment’s<br />
launch of free condom distribution <strong>in</strong><br />
rural districts which is a high-focus area<br />
for HLL. The company has started<br />
a major drive to augment production<br />
capacity <strong>in</strong> its units. As part of this<br />
action plan, the production capacity at its<br />
primary production plants <strong>in</strong>Peroorkada<br />
unit has been enhanced from 1,066<br />
to 1,246 million pieces per annum by<br />
<strong>in</strong>stall<strong>in</strong>g two mould<strong>in</strong>g mach<strong>in</strong>es. The<br />
company also manufactures condoms at<br />
its Belgaumand Hyderabad units, apart<br />
from Peroorkada.<br />
“Demand <strong>in</strong> the domestic and the<br />
overseas markets are on the rise. We<br />
are also on a major expansion drive to<br />
cope with the need. In the last three<br />
months, we have added a capacity of<br />
120 million pieces. Another round of<br />
expansion has also been planned”, said<br />
HLL Chairman and Manag<strong>in</strong>g Director<br />
Dr. M. Ayyappan. “We supplied around<br />
1,040 million condoms to the Health<br />
M<strong>in</strong>istry alone last year. There has been<br />
added pressure with the Government<br />
launch<strong>in</strong>g door-to-door delivery of<br />
condoms free of cost to stabilize the<br />
population. Besides, a ris<strong>in</strong>g awareness<br />
among people is also driv<strong>in</strong>g demand <strong>in</strong><br />
the domestic sector. We are look<strong>in</strong>g to<br />
bolster production considerably dur<strong>in</strong>g<br />
2013-14 and rema<strong>in</strong> as one of the world<br />
leaders”, he added.<br />
The Union Health M<strong>in</strong>istry has<br />
identified 266 high-focus districts <strong>in</strong><br />
the country to deliver contraceptives<br />
at people’s doorsteps with the help<br />
of accredited social health activists<br />
(AHSAs) as part of efforts at population<br />
control. HLL is the ma<strong>in</strong> supplier of<br />
products for this scheme.<br />
As part of its drive to optimise<br />
production and m<strong>in</strong>imise wastage,<br />
the company has also <strong>in</strong>stalled a new<br />
vulcanis<strong>in</strong>g mach<strong>in</strong>e. The new mach<strong>in</strong>e<br />
would help keep heat distribution at an<br />
optimum level result<strong>in</strong>g <strong>in</strong> reduction<br />
of process wastages and rejections <strong>in</strong><br />
vulcanis<strong>in</strong>gsection apart from reduc<strong>in</strong>g<br />
energy consumption. The company<br />
also launched trial production of an<br />
over-wrapp<strong>in</strong>g mach<strong>in</strong>e <strong>in</strong> the packag<strong>in</strong>g<br />

family life is not so happy as a girl is<br />

Her s<strong>in</strong>gle heart is divided amongst<br />
many husband caus<strong>in</strong>g constant<br />
mental agony. Whenever -a brother<br />
marries a girl, usually all the brothers<br />
share the same wife. In shar<strong>in</strong>g a<br />
common wife, they believe that their<br />
house-hold land and property will not<br />
be divided amongst the brothers and<br />
<strong>in</strong> do<strong>in</strong>g they will rema<strong>in</strong> united.<br />
Generally a Lam a boy marries the<br />
daughter of his maternal uncle. If there<br />
is no issue, the groom will wait for the<br />
birth of a baby bride. They marry the<br />
girls irrespective of difference <strong>in</strong> age<br />
which is no bar for settlement of a<br />
marriage <strong>in</strong> their society. The boys<br />
and the girls are free and <strong>in</strong>dependent<br />
by nature. They do work accord<strong>in</strong>g to<br />
their own sweet will. The parents do<br />
not <strong>in</strong>terfere with their work. Most of<br />
the children of the family ma<strong>in</strong>ta<strong>in</strong><br />
their own poultry. The <strong>in</strong>come derived<br />
from such efforts is spent to fulfill their<br />
own desire.<br />
When a girl atta<strong>in</strong>s puberty she<br />
is provided with a <strong>in</strong>dependent<br />
accommodation. She keeps her<br />
bed surpris<strong>in</strong>gly neat and clean and<br />
decorates her room with utmost<br />
care. The Lama girls are very fond<br />
of photographs and hair ribbons.<br />

apartment. Though they are allowed<br />
to ma<strong>in</strong>ta<strong>in</strong> their privacy, the parents<br />
keep a close watch on the girls<br />

The Lama people are good<br />
farmers. They are the only tribe on<br />
high-hills who plough lands that do<br />
wet cultivation. They produce rice,<br />
maize, wheat’ barley, chilies, and<br />
different k<strong>in</strong>ds of vegetables.<br />
They observe various festivals.<br />
The sangu festival is the most colorful<br />
festival of the Lamas. As soon as<br />
the paddy fields grow ripe the village<br />
youths go out for hunt<strong>in</strong>g with guns.<br />
At home the young girls start cook<strong>in</strong>g<br />
rice-bear and at a scheduled ate they<br />
offer puja to Gods. All their near and<br />
dear ones are usually <strong>in</strong>vited “on the<br />
occasion. All enjoy the sips of ricebear<br />
together to match the day the<br />
males and females s<strong>in</strong>g and dance<br />
to ether <strong>in</strong> a circle wear<strong>in</strong>g their best<br />
costumes.<br />
They speak a dialect, which is<br />
a blend<strong>in</strong>g of the Tibetan and the<br />
Miju-Mishmi dialect. Formerly the<br />
lamas were illiterate and dirty but<br />
now-a-days a new change of fresh<br />
air is blow<strong>in</strong>g over the lamas. They<br />
are becom<strong>in</strong>g more enlightened<br />
and alert. They have re-adopted<br />
Buddhism which they had forgotten<br />
earlier. Their children are gett<strong>in</strong>g<br />
education under proper guidance and<br />
gett<strong>in</strong>g ready to face the challenge of<br />
the new world.<br />

Female Condoms, Femidom<br />
Female condoms made their entry<br />
<strong>in</strong>to the Indian market through HLL<br />
Lifecare Ltd. While sales are slow among<br />
urban women, the female condom is<br />
be<strong>in</strong>g promoted by <strong>gov</strong>ernment bodies<br />
and NGOs among sex workers as<br />
protection aga<strong>in</strong>st HIV/AIDS. Dr. M.<br />
Ayyappan noted, “Currently, we are<br />
manufactur<strong>in</strong>g around three million<br />
female condoms and 1,600 million<br />
male condoms annually for the Indian<br />
and overseas markets. The difference<br />
<strong>in</strong> numbers says it all.” He attributes<br />
the reason to conservative m<strong>in</strong>dsets,<br />
ignorance about the product and<br />
accessibility. S<strong>in</strong>ce the Indian market<br />
is slow to accept the production, HLL<br />
took a decade to make the male condom<br />
as popular as it is now. Dr.Ayyappan<br />
is confident that the female condom<br />
too will beg<strong>in</strong> to make an impact <strong>in</strong><br />
the right direction <strong>in</strong> a matter of years.<br />
HLL plans to <strong>in</strong>troduce the natural latex<br />
based female condom by mid 2013 <strong>in</strong><br />
the market.<br />
The female condom was <strong>in</strong>vented<br />
by Dr. Lasse Hessel, a Danish physician<br />
<strong>in</strong> the 1980s. The first generation<br />
FC1 female condom was made from<br />
polyurethane. First <strong>in</strong>troduced <strong>in</strong> the<br />
market <strong>in</strong> the n<strong>in</strong>eties, the Femidom or<br />
female condom came at a time when<br />
people were wak<strong>in</strong>g up to the scary<br />
reality of AIDS.<br />
Condoms are still considered a<br />
men’s product. At the global level the<br />
female condom was quick to catch<br />
people’s attention, thanks to aggressive<br />
market<strong>in</strong>g techniques. This product<br />
received mixed reviews from different<br />
quarters of the world. Gett<strong>in</strong>g used<br />
to the idea of wear<strong>in</strong>g a condom, for<br />
most women, was not worth the effort.<br />
Slowly, <strong>in</strong> other countries, the Femidom<br />
made a difference <strong>in</strong> the lives of women<br />
who did not have a say <strong>in</strong> their sexual<br />
health before the product came <strong>in</strong>to<br />
their lives. Women were us<strong>in</strong>g it to<br />
protect themselves aga<strong>in</strong>st partners who<br />
refused to wear condoms.<br />
Most people are still unaware of<br />
female condom or do not have access<br />
to it. Reports state that the demand<br />
though has come from unexpected<br />
quarters like develop<strong>in</strong>g countries where<br />
women felt empowered with choice to<br />
use protection.<br />
The next version, FC2, was made<br />
from synthetic nitrile at a reduced cost.<br />
The World Health organization (WHO)<br />
approved the FC2 for purchase by<br />
U.N.agencies <strong>in</strong> develop<strong>in</strong>g countries<br />
where the Femidom played a strong<br />
role <strong>in</strong> sex education programmesfor<br />
women.<br />
From an acceptability study<br />
conducted by H<strong>in</strong>dustan Latex Family<br />
Plann<strong>in</strong>g Promotion Trust (HLFPPT)<br />
<strong>in</strong> Andhra Pradesh, Kerala and<br />
Maharashtra, it was found that people<br />
were open to the idea of us<strong>in</strong>g female<br />
condom. More than 90,000 female<br />
condoms were marketed <strong>in</strong> Andhra<br />
Pradesh through a social market<strong>in</strong>g<br />
programme <strong>in</strong> 2006. The follow<strong>in</strong>g<br />
year, a similar plan was executed <strong>in</strong><br />
Andhra Pradesh, Karnataka, Tamil<br />
Nadu, Gujarat, Maharashtra and<br />
West Bengal. In 2008, National AIDS<br />
Control Organization (NACO) decided<br />
to make female condom available to sex<br />
workers <strong>in</strong> Andhra Pradesh, Tamil Nadu,<br />
Maharashtra and West Bengal. FC2<br />
female condom gives women control<br />
and choice over their own sexual health<br />
as women can protect themselves when<br />
their partner does not want to use a<br />
male condom. Women <strong>in</strong> urban and<br />
rural areas <strong>in</strong> India have not started<br />
us<strong>in</strong>g Femidom to complement already<br />
exist<strong>in</strong>g family plann<strong>in</strong>g and HIV/AIDS<br />
programm<strong>in</strong>g.<br />

assembl<strong>in</strong>g facility at Coch<strong>in</strong> Special<br />
Economic Zone (CSE), Kakkanad.<br />
“Currently the annual capacity of Kochi<br />
factory is 7.5 million pieces. We will be<br />
add<strong>in</strong>g another 25 million by the end of<br />
this year. Apart from supply<strong>in</strong>g female<br />
condoms to national programmes under<br />
the m<strong>in</strong>istry of health and family welfare,<br />
we also export female condoms to be<br />
South Asian Association of Regional<br />
Co-operation (SAARC) markets”, said<br />
Dr. M. Ayyappan. “Female condoms<br />
have the potential to revolutionize safer<br />
sex for diverse populations. They<br />
are also the only women - <strong>in</strong>itiated<br />
method available today that offers dual<br />
protection from un<strong>in</strong>tended pregnancy<br />
and sexually transmitted <strong>in</strong>fections<br />
<strong>in</strong>clud<strong>in</strong>g HIV”, Dr. Ayyappan expla<strong>in</strong>ed.<br />

Jamoh Memorial Independence Cup<br />
football tournament got started at the<br />
Pasighat Sports Complex (General<br />
Ground) today amidst huge soccer<br />

fishery demonstrator on Aqua-culture<br />
practices and their management<br />
commenced at Fisheries Tra<strong>in</strong><strong>in</strong>g<br />
Centre, Emchi near Doimukh on<br />
July <strong>29</strong>.<br />
This is the second batch of<br />
Director Tea Development and Toko<br />
Togur, Assistant Director Trade<br />
& Commerce have successfully<br />
completed the exposure cum study<br />
tour to Darjeel<strong>in</strong>g.<br />
The it<strong>in</strong>erary for their tour was<br />
highly educational and beneficial.<br />
The team visited various tea<br />
gardens and factories run and owned<br />
by Self-Help Groups like Roh<strong>in</strong>i<br />
Organic Tea Garden and factory (Sona<br />
Tea Limited), Darjeel<strong>in</strong>g Organic Ekta<br />
Society, Sukhia Pukhuri, Panbari Tea<br />
Factory owned by Panbari Small Tea<br />
Growers’ Society at Jalpaiguri, Tea<br />
Factory and Garden of Nabajagaran<br />
Small Tea Growers’ Self-Help Group,<br />
Jalpaiguri.<br />
The team had special <strong>in</strong>teractive<br />
meet<strong>in</strong>gs with the Executive Members<br />
of Confederation of Indian Small<br />
Tea Growers’ Association (CISTA)<br />
and held one to one discussion<br />
and <strong>in</strong>teraction with the Executive<br />
Members of Darjeel<strong>in</strong>g Organic Ekta<br />
Society, a Self-Help Group known for<br />
their organic tea.<br />
Darjeel<strong>in</strong>g is one of the most<br />
famous organic tea produc<strong>in</strong>g hot<br />
spot <strong>in</strong> India and has a great demand<br />
<strong>in</strong> the <strong>in</strong>ternational market for its<br />
quality and the team got to experience<br />
and ga<strong>in</strong> first hand <strong>in</strong>formation on<br />
cultivation of tea.<br />
Orientation tra<strong>in</strong><strong>in</strong>g on Aqua-culture practices<br />
tra<strong>in</strong><strong>in</strong>g planned dur<strong>in</strong>g this fish<br />
breed<strong>in</strong>g season. All together 10<br />
fishery demonstrators from different<br />
districts are participat<strong>in</strong>g.<br />

of aquaculture <strong>in</strong> their respective<br />
areas. He urged them to motivate<br />
fish farmers to diversify their<br />
activities and to <strong>in</strong>crease both fish<br />
and fish seeds production.
