Meeting opened at 7:00 pm with a quorum present. NOTE that webcasting was not provided due <strong>to</strong> <strong>the</strong> recent<br />

unanticipated move of <strong>the</strong> EMS Program Agency Offices <strong>to</strong> a new location, where internet access is pending.<br />

Chairman <strong>Gardiner</strong> welcomed all in attendance, and led <strong>the</strong> group in <strong>the</strong> Pledge of Allegiance, followed by a<br />

moment of silence for those departed, in defense of our country, from our service, and especially for members of<br />

service who perished in <strong>the</strong> Arizona wildland fires and for long time <strong>Suffolk</strong> County volunteer fire/EMS<br />

providers Doug Mulholland, Rich Vella and Thomas Smyth, Sr.<br />

As is cus<strong>to</strong>mary, all <strong>REMSCO</strong> members and guests introduced <strong>the</strong>mselves.<br />

<strong>Mr</strong>. <strong>Gardiner</strong> <strong>moved</strong> <strong>the</strong> <strong>agenda</strong> <strong>to</strong> <strong>recognize</strong> CPR Life Saving Awards for <strong>the</strong> following EMS providers<br />

from <strong>the</strong> Port Jefferson VAC: Kathleen Johnson, Nick Calace, Tom Hanophy, Jay Lazerus, Peter<br />

DiPrima, Ryan Koch, Jason Schmitt, Vic<strong>to</strong>ria Alpert, Hea<strong>the</strong>r June, Brandon McAlary, John Feinberg,<br />

and Yulia Levkiavska.<br />

<strong>Mr</strong>. <strong>Gardiner</strong> <strong>moved</strong> <strong>the</strong> <strong>agenda</strong> <strong>to</strong> address <strong>the</strong> Transfer of Operating Authority (TOA) Application in<br />

<strong>the</strong> matter of Five Counties Ambulance Corps d/b/a American Medical Response (AMR) <strong>to</strong> Medic East<br />

II Corp d/b/a Medic East. <strong>Mr</strong>. <strong>Gardiner</strong> turned <strong>the</strong> meeting over <strong>to</strong> <strong>Mr</strong>. Blower, Chair of <strong>the</strong> Resource<br />

Needs Committee. <strong>Mr</strong>. Blower reported that <strong>the</strong> Resource Needs Committee met earlier in <strong>the</strong> evening<br />

<strong>to</strong> review <strong>the</strong> application, and read a Summary of Transfer in<strong>to</strong> <strong>the</strong> record, provided as attachment 2.<br />

<strong>Mr</strong>. Blower concluded <strong>the</strong> report with a seconded motion from <strong>the</strong> committee <strong>to</strong> approve <strong>the</strong> transfer.<br />

There was no discussion, <strong>the</strong> motion unanamously passed by roll call vote, provided as attachment 3.<br />

A stenographer was present for this relevant portion of <strong>the</strong> meeting, with stenographic record provided<br />

as attachment 4. There being no fur<strong>the</strong>r business associated with <strong>the</strong> TOA application, <strong>Mr</strong>. Garduiner<br />

dismissed <strong>the</strong> stenographer, with thanks.<br />

Chairperson - J. <strong>Gardiner</strong><br />

<strong>Mr</strong>. <strong>Gardiner</strong> briefed <strong>the</strong> <strong>REMSCO</strong> on several issues he’s been addressing since <strong>the</strong> last meeting. He began by<br />

stating that he had a meeting earlier <strong>to</strong>day with Commissioner Williams <strong>to</strong> discuss <strong>the</strong> <strong>REMSCO</strong>’s request for<br />

ambulance response data. He stated that progress was made in clarifying what <strong>REMSCO</strong> wants and what FRES<br />

can provide. He concluded by stating that he hadn’t had <strong>the</strong> chance <strong>to</strong> brief <strong>Mr</strong>. Blower as <strong>the</strong> meeting occurred<br />

only hours earlier, and that a full report wopuld be provided at <strong>the</strong> next meeting.<br />

<strong>Mr</strong>. <strong>Gardiner</strong> rolled out <strong>the</strong> Article 30 Re-design workplan, inviting all council members in<strong>to</strong> <strong>the</strong> process. Work<br />

groups will be led by <strong>the</strong> following members: Jane McCormack (Trauma); Ed Staple<strong>to</strong>n (Hospitals); Mark<br />

Zender (Physician Assistants); Edward Boyd (Firefighters); Bruce Talmage (EMS Providers).<br />

<strong>Mr</strong>. <strong>Gardiner</strong> stated that he was pleased <strong>to</strong> solicit and receive <strong>the</strong> support of Dr. Mark Henry (S<strong>to</strong>ny Brook<br />

Emergency Medicine), <strong>the</strong> long tenured SEMAC Chair, <strong>to</strong> assist in <strong>the</strong> process, and all council members were<br />

welcomed <strong>to</strong> participate. Information will be forwarded by <strong>the</strong> Chair prior <strong>to</strong> <strong>the</strong> next meeting.<br />

Vice-Chairperson – Jane McCormack, RN<br />

<strong>Mr</strong>s. McCormack reported that <strong>the</strong> pool safety signs had been received and are being distributed <strong>to</strong> interested<br />

parties by staff, and that <strong>the</strong>re were a fair number of water watcher wristbands left over from <strong>the</strong> Safe Kids<br />

Coalition, interested members should see if interested.<br />

Treasurer –<br />

In <strong>Mr</strong>. Mirras’ absence, <strong>Mr</strong>. <strong>Gardiner</strong> read <strong>the</strong> expense report.<br />

EMS Division Staff Report – R. Delagi, G. Pigott, MD, T. Lateulere<br />

Staff report was distributed, and provided as attachment 5. <strong>Mr</strong>. Delagi, Dr. Pigott and <strong>Mr</strong>. Lateulere summarized<br />

several salient points.<br />

Dr. Pigott advised <strong>the</strong> council that significant progress has been made since <strong>the</strong> Division held its seminar on<br />

Controlled Substances. The Division has received inquiries from multiple agencies seeking <strong>to</strong> comply with <strong>the</strong><br />

push <strong>to</strong>wards all ALS ambulances having controlled substance licenses. He reiteriated that while <strong>the</strong> SEMAC<br />

position has not yet been formally approved, <strong>the</strong> region was pushing in this direction in <strong>the</strong> interest of quality<br />

patient care.<br />

<strong>Mr</strong>. Lateulere highlighted <strong>the</strong> successes seen with recent NY State written examinations, based on <strong>the</strong> new<br />

educational curricula. He referred <strong>to</strong> previous concerns expressed by <strong>Mr</strong>. Cronogue, who was concerned that more<br />

hours and new material would impact pass rates. <strong>Mr</strong>. Lateulere stated that <strong>the</strong> Division was pleased <strong>to</strong> report that<br />

pass rates on <strong>the</strong> new exams were as high as in <strong>the</strong> past, and in fact, exceeded <strong>the</strong> NY State average. <strong>Mr</strong>. Lateulere<br />

concluded by describing <strong>the</strong> Division’s new remediation process developed and initiated for <strong>the</strong> few students who<br />

do not pass <strong>the</strong> exam, a process engineered <strong>to</strong> promote success on future test taking.<br />

Committee Reports<br />

Resource Needs – B. Blower<br />

<strong>Mr</strong>. Blower reported that <strong>the</strong>re was no new business before <strong>the</strong> committee.<br />

Response Committee – B. Blower<br />

<strong>Mr</strong>. Blower stated that he had sent ano<strong>the</strong>r request <strong>to</strong> FRES within <strong>the</strong> last 2 weeks, refering specifically <strong>to</strong> <strong>the</strong><br />

new Information Technology staff member, recently placed in<strong>to</strong> <strong>the</strong> position. <strong>Mr</strong>. <strong>Gardiner</strong> referred <strong>to</strong> his earlier<br />

comments and meeting with Commissioner Williams, in which he learned that only 35% of <strong>the</strong> ambulance servies<br />

actually communicate with / report response time <strong>to</strong> FRES. <strong>Mr</strong>. <strong>Gardiner</strong> again stated that he would discuss <strong>the</strong><br />

Commissioner’s position on providing data with <strong>Mr</strong>. Blower and a full report will be provided at <strong>the</strong> next<br />

meeting.<br />

Communications – T. Lateulere<br />

<strong>Mr</strong>. Lateulere reported progress in designing smart phone app for <strong>the</strong> new pro<strong>to</strong>cols.<br />

PIO – E. Komosinski<br />

<strong>Mr</strong>s. Komosinski reported that she met with representatives of <strong>the</strong> Southamp<strong>to</strong>n Village VAC, who will cosponsor<br />

<strong>the</strong> annual awards dinner and ceremony as <strong>the</strong> local Agency of <strong>the</strong> Year, and she was working with All-<br />

American Awards <strong>to</strong> place orders for our recipients.<br />

Disaster Planning – R. Delagi<br />

<strong>Mr</strong>. Delagi highlighted several salient points in <strong>the</strong> staff report. He stated that <strong>the</strong> Medical Ambulance Bus<br />

(MAB), now referred <strong>to</strong> as <strong>the</strong> Major Emergency Response Vehicle (MERV) has arrived and development of<br />

response SOPs and driver training is underway.<br />

<strong>Mr</strong>. Delagi continued by highlighting a recent exercise with Exchange EMS, <strong>the</strong> East Islip School District and<br />

<strong>the</strong> SCPD in response <strong>to</strong> an active shooter scenario, taking <strong>the</strong> opportunity <strong>to</strong> remind <strong>the</strong> council that events<br />

where emergency responders are being fired upon during emergency response are increasing and we need <strong>to</strong><br />

heighten awareness of <strong>the</strong>se occurrences.<br />

Education & Training –<br />

In <strong>Mr</strong>. Zukosky’s absence, <strong>Mr</strong>. <strong>Gardiner</strong> reported that <strong>the</strong>re was no new business before <strong>the</strong> committee. <strong>Mr</strong>.<br />

Savino reported that <strong>the</strong> “Dangerous Driving – Drunk, Drugged, Drowsy & Distracted Seminar will be<br />

postponed as he encountered difficulties in booking <strong>the</strong> speaker. The committee will continue pursuing for a fall<br />

presentation.<br />

Legislative – E. Boyd, Esq<br />

<strong>Mr</strong>. Boyd reported that a bill <strong>to</strong> require annual CPR training for police and firefighters, which also included<br />

misdemeanor or felony charges against providers who fail <strong>to</strong> provide CPR died in committee. He used <strong>the</strong><br />

legislation <strong>to</strong> highlight <strong>the</strong> need <strong>to</strong> constantly keep abreast of legislation that may arise from anywhere in NY<br />

State that would affect EMS providers.<br />

Budget – M. Mirras, CPA<br />

Nominations –<br />

No report. Audit results remain pending.<br />

In Ms. Rosenblum’s absence, <strong>Mr</strong>. Delagi reported that <strong>the</strong> only outstanding item was <strong>Mr</strong>. Baumrind’s<br />

appointment from <strong>the</strong> AHA, open since December, 2012.<br />

Ad Hoc Committee on Citizen CPR – E. Staple<strong>to</strong>n<br />

<strong>Mr</strong>. Staple<strong>to</strong>n followed up on <strong>the</strong> new initiative, discussed last meeting, <strong>to</strong> develop an award <strong>to</strong> acknowledge<br />

agencies in recognition of <strong>the</strong>ir achieving some numerical miles<strong>to</strong>ne of individuals trained, and he suggested as a<br />

starting point <strong>to</strong> acknowledge agencies that train greater than 500 people. He distributed his draft proposal for <strong>the</strong><br />

“Gold Medal Community Lifesaver Award.” He discussed <strong>the</strong> relatively low bystander CPR percentage in<br />

<strong>Suffolk</strong> County (19%) as compared <strong>to</strong> Seattle, Washing<strong>to</strong>n (58%), and <strong>the</strong> AHA initiaive for hands-only COP as<br />

traditional training has become ineffective.<br />

In <strong>Mr</strong>. Vetter’s absence, <strong>Mr</strong>. Staple<strong>to</strong>n advised <strong>the</strong> group that <strong>the</strong> Smart 911 initiative, which utilized global<br />

positioning of arrest location and nearest AED location <strong>to</strong> smart phone subscribers is progressing.<br />

NYS EMS Council Delegate – T. Lateulere<br />

Old Business<br />

New Business<br />

<strong>Mr</strong>. Lateulere reported that <strong>the</strong>re has not been a SEMSCO/SEMAC meeting since January, and that <strong>the</strong> next<br />

meeting has been scheduled for Oc<strong>to</strong>ber 1-3, 2013.<br />

<strong>Mr</strong>. Lateulere announced that this year’s Vital Signs conference will be held in Buffalo, NY Oc<strong>to</strong>ber 23-27, 2013<br />

and that electronic registration is underway on <strong>the</strong> State DOH website for this 30 year anniversary conference at<br />

http://www.health.ny.gov/professionals/ems/vitalsigns.htm<br />

There was no old business <strong>to</strong> be addressed.<br />

<strong>Mr</strong>. Lateulere reported that earlier in <strong>the</strong> month, <strong>the</strong> Governor signed <strong>the</strong> bill, effectively extending <strong>the</strong> pilot status<br />

of <strong>the</strong> 5 year CME refresher program. He reminded all that this is not a new initiative, and does not add 2 years <strong>to</strong><br />

an exsisting 3 year certification <strong>to</strong> give EMTs a 5 year certification. He explained that both <strong>the</strong> 3 year CME and<br />

<strong>the</strong> 5 year CME programs were still pilot programs, and this bill only serves <strong>to</strong> extend <strong>the</strong> 5 year as a pilot, as <strong>the</strong><br />

enabling legislation was due <strong>to</strong> sunset this year. He continued by stating that our experience in <strong>Suffolk</strong>, as well as<br />

throughout NY state is this <strong>the</strong> 5 year pilot program was not nearly as successful as <strong>the</strong> 3 year, as it requires more<br />

classroom hours over a longer period of time <strong>to</strong> maintain certification and NY State DOH has actually s<strong>to</strong>pped<br />

enrolling students. State DOH in <strong>the</strong> process now of revitalizing and information will be forwarded when<br />

available.<br />

<strong>Mr</strong>. Lateulere reported that <strong>the</strong> region had 3 AED uses (2 in schools, 1 in a gym).<br />

<strong>Mr</strong>. Staple<strong>to</strong>n encouraged future lifesaving award winners <strong>to</strong> summarize <strong>the</strong> event instead of just receiving an<br />

award, speaking in favor of sharing experiences.<br />

Ms. Megan Williams, representing <strong>the</strong> LaGuardia Community College (Queens) Paramedic Program, spoke <strong>to</strong> <strong>the</strong><br />

council about <strong>the</strong> program, and <strong>the</strong> college’s interest in using agencies in <strong>the</strong> <strong>Suffolk</strong> EMS System as clinical<br />

rotation sites. She also discussed scholarship opportunities for volunteers. <strong>Mr</strong>. <strong>Gardiner</strong> asked for a writtemn<br />

summary of <strong>the</strong> program, suitable for distribution.<br />

Hosted a countywide Controlled Substances Seminar, targeting agencies that currently do not have a<br />

Class 3C Dispensing License, or have plans in various stages of development. This seminar focused on<br />

best practices in managing CS programs.<br />

Staff began working with five (5) new agencies as <strong>the</strong>y seek <strong>to</strong> obtain 3C Dispensing Licenses.<br />

Reviewed applications and issued Part 18 Permits <strong>to</strong> JVC Broadcasting (Bald Hill Concert Series) and<br />

Newsday (Family Fun Nights).<br />

Continued work with agencies in Southamp<strong>to</strong>n and East Hamp<strong>to</strong>n Towns <strong>to</strong> discuss options for sharing<br />

ambulance services and enhancing ambulance response across <strong>the</strong> south fork.<br />

The Division’s CISM Team responded <strong>to</strong> nine (9) requests for assistance.<br />

Staff provided public information lecture about PAD programs at <strong>the</strong> <strong>Suffolk</strong> Cooperative Library<br />

System.<br />

Distributed CLIA Compliance Certificates all ALS Ambulance Services, concluding <strong>the</strong> bi-annual<br />

renewal process.<br />

Provided technical support at an emergency response involving a suspicious white powder in Holtsville.<br />

Provided technical support <strong>to</strong> <strong>the</strong> NY State DOH, as <strong>the</strong>y make revisions <strong>to</strong> <strong>the</strong> Statewide EMS<br />

Mobilization Plan.<br />

Provided follow-up situational awareness bulletin <strong>to</strong> <strong>the</strong> EMS System regarding <strong>the</strong> development of<br />

Health & Safety Officer Program.<br />

Worked with Lakeland FD <strong>to</strong> develop an Incident Action Plan (IAP) for Health & Safety and Continuity<br />

of Operations at <strong>the</strong> annual <strong>Suffolk</strong> County Parade.<br />

EDUCATION, TRAINING & QUALITY IMPROVEMENT<br />

Posted <strong>the</strong> revised Adult and Pediatric ALS pro<strong>to</strong>cols on <strong>the</strong> website, and began in-servicing instruc<strong>to</strong>rs,<br />

medical control staff.<br />

Administrative staff, support staff and per diem contrac<strong>to</strong>rs remain actively involved in overseeing EMT<br />

Training at <strong>the</strong> <strong>Suffolk</strong> County Police Academy.<br />

Staff met with <strong>the</strong> leadership of Medical Control <strong>to</strong> discuss areas of mutual interest.<br />

Attended a NYSDOH-sponsored meeting <strong>to</strong> address <strong>the</strong> region’s pediatric care capabilities, specifically<br />

related <strong>to</strong> designing educational curricula.<br />

Staff providing ongoing moni<strong>to</strong>ring of <strong>the</strong> BLS Narcan Pilot Demonstration Project. As of July 2, 2013<br />

682 EMS and 797 police officers (1479) have been trained, with EMS administering INH Narcan 45<br />

times, and <strong>the</strong> police department administering INH Narcan 99 times (144). Six-month review surveys<br />

are being completed by participating agencies.<br />

Staff initiated development of several mechanisms for follow-up on patients receiving narcan reversal.<br />

This includes hospital-based treatments and disposition and referral <strong>to</strong> substance abuse programs.<br />

EMS Division applied <strong>to</strong> <strong>the</strong> NY State DOH <strong>to</strong> become a registered Opioid Overdose Prevention<br />

Program, which will lead <strong>to</strong> <strong>the</strong> ability <strong>to</strong> outreach training <strong>to</strong> laypersons, application is still pending at<br />

this time.<br />

The Division is currently coordinating <strong>the</strong> work of more than 3,172 providers enrolled in <strong>the</strong> CME<br />

Program.<br />

Staff reviewed and processed 49 EMT-B, 11 EMT-CC and 16 EMT-P CME recertification packages.<br />

Staff spent considerable time working with a local printer <strong>to</strong> develop camera-ready materials for <strong>the</strong><br />

printing of <strong>the</strong> revised ALS Pro<strong>to</strong>col Manual, thanks <strong>to</strong> <strong>REMSCO</strong>’s generous financial support.<br />

Division staff continued using newly-developed process <strong>to</strong> track BLS Provider compliance with<br />

transition requirements.<br />

Staff attended <strong>the</strong> AHA Training Center Forum.<br />

Staff continued working on developing <strong>the</strong> 2013 ALS Pro<strong>to</strong>col Rollout process.<br />

Maintained an on-line CME presentation <strong>to</strong> cover <strong>the</strong> manda<strong>to</strong>ry BLS Transitional Material for EMT-<br />

Paramedics.<br />

Staff developing a new on-line CME training module for spinal immobilization, <strong>to</strong> be added <strong>to</strong> <strong>the</strong> eight<br />

(8) previously designed modules.<br />

Division staff reviewed May NY State Written Exam scores for EMT-B Refreshers; 84/87 passed <strong>the</strong><br />

exam, average 96%, significantly higher than <strong>the</strong> NY State average of 85%. 101/118 students passed<br />

<strong>the</strong> EMT-B Original exam, with average scores above <strong>the</strong> NY State average.<br />

Staff developing a study guide for students that did not pass <strong>the</strong> May NY State written exam <strong>to</strong> prepare<br />

<strong>the</strong>m for <strong>the</strong>ir respective re-tests.<br />

Held 7 EMT-Basic PSEs for 392 students. Of <strong>the</strong> 392, 390 (99%) passed on <strong>the</strong>ir first attempt.<br />

Held 3 CFR PSEs for 37 students. 37 of 37 (100%) passed on <strong>the</strong>ir first attempt.<br />

Conducted 1 EMT-B Challenge Refresher Course for 11 students.<br />

Staff currently overseeing <strong>the</strong> following courses: 2 CFR/EMR Originals; 13 EMT-B Originals;<br />

7 EMT-B Refreshers; and 2 EMT-CC Originals, and 2 Rapid BLS Core Content Courses for CME<br />

Program.<br />

Staff developing multiple courses for a Fall, 2013 start.<br />

Reviewed and forwarded 95 CME Refresher Application Packages <strong>to</strong> <strong>the</strong> State DOH.<br />

Staff maintaining an on-line based 3 hour BLS Transition CME Course, required for all EMT-<br />

Paramedics in <strong>the</strong> CME Program. This module is designed <strong>to</strong> bring <strong>the</strong> paramedic in<strong>to</strong> compliance with<br />

<strong>the</strong> now-current national Standard BLS Curricula. This on-line program must be accessed through <strong>the</strong><br />

Division’s medic-ce account, and is free of charge for all paramedics credentialed, authorized and in<br />

<strong>Suffolk</strong> County EMS Division CME Program.<br />

AHA Training Center conducted 374 courses for 2232 providers.<br />

DOMESTIC PREPAREDNESS / HOMELAND SECURITY<br />

Worked with <strong>the</strong> <strong>Suffolk</strong> County Sheriff’s Office on controlling and evaluating a multi-agency, multisite<br />

full scale field exercise in Southamp<strong>to</strong>n and Riverhead Towns.<br />

Participated in <strong>the</strong> annual FAA-required review of Long Island MacArthur Airport Emergency Response<br />

Plan.<br />

Participated in a hazardous materials/MCI table<strong>to</strong>p exercise (TTX) with various agencies at a Sysco<br />

Distribution Center in Central Islip.<br />

Staff member was a featured speaker at <strong>the</strong> LI/NYC Emergency Management Conference, presenting<br />

<strong>the</strong> EMS component in <strong>the</strong> response <strong>to</strong> an active shooter scenario.<br />

Staff member was a featured speaker at <strong>the</strong> Catholic Health Services (CHS) Healthcare System<br />

conference on <strong>the</strong> Continuum of Care for Stroke, presenting on <strong>the</strong> prehospital component.<br />

Staff member was a featured speaker at a Town of Brookhaven Public Forum on Hurricane<br />

Preparedness.<br />

Staff working with leadership of <strong>the</strong> Exchange Ambulance, East Islip School District and o<strong>the</strong>r key<br />

stakeholders on an exercise design and evaluation team for an upcoming multi-agency/multi-objective<br />

exercise. Participated in a table<strong>to</strong>p and full scale field exercises.<br />

Staff working on a countywide committee <strong>to</strong> address <strong>the</strong> closure of <strong>the</strong> J.J. Foley SNF and its future as a<br />

shelter.<br />

Participated in a webinar with FRES, North Shore/LIJ and hospital representatives in fur<strong>the</strong>rance of<br />

creating an ETEAM application for patient tracking.<br />

Attended a meeting called by <strong>the</strong> NYSDOH regarding ongoing disaster preparedness training for skilled<br />

nursing facilities.<br />

Attended <strong>the</strong> U.S. Postal Service after Action Report (AAR) meeting on <strong>the</strong> recent BDS Exercise.<br />

Worked with <strong>Suffolk</strong> FRES <strong>to</strong> accept delivery of <strong>the</strong> Medical Ambulance Bus (MAB) now referred <strong>to</strong> as<br />

<strong>the</strong> Medical Emergency Response Vehicle (MERV), and <strong>to</strong> craft inter-county and intra-county response<br />

procedures.<br />

Assisted with development of an exercise for response <strong>to</strong> a radiological dispersal device (RDD)<br />

scenario.<br />

Staff participated in one (1) conference call and one (1) meeting with <strong>the</strong> Urban Area Work Group <strong>to</strong><br />

discuss mutual areas of interest across <strong>Suffolk</strong>, Nassau, Westchester, Yonkers, and NY City.<br />

Coordinated <strong>the</strong> regular meeting of <strong>the</strong> county’s ESF 8 Health and Medical Working Group.<br />

Attended <strong>the</strong> Terrorism Response Task Force Meeting.<br />

Provided technical support for work items in accordance with <strong>the</strong> ongoing preparedness efforts for<br />

vulnerable populations, including community-dwelling older adults, and those with special health care<br />

needs, pursuant <strong>to</strong> <strong>the</strong> grant received from <strong>the</strong> National Association of Cities Health Officials<br />

(NACCHO).<br />

Division staff completed <strong>the</strong> Public Assistance Application process for <strong>the</strong> Department of Health<br />

Services, in conjunction with State Office of Emergency Management (SOEM) and FEMA, attending<br />

<strong>the</strong> final close out meeting.<br />
