Staff report was distributed, and provided as attachment 5. Mr. Delagi, Dr. Pigott and Mr. Lateulere summarized
several salient points.
Dr. Pigott advised the council that significant progress has been made since the Division held its seminar on
Controlled Substances. The Division has received inquiries from multiple agencies seeking to comply with the
push towards all ALS ambulances having controlled substance licenses. He reiteriated that while the SEMAC
position has not yet been formally approved, the region was pushing in this direction in the interest of quality
patient care.
Mr. Lateulere highlighted the successes seen with recent NY State written examinations, based on the new
educational curricula. He referred to previous concerns expressed by Mr. Cronogue, who was concerned that more
hours and new material would impact pass rates. Mr. Lateulere stated that the Division was pleased to report that
pass rates on the new exams were as high as in the past, and in fact, exceeded the NY State average. Mr. Lateulere
Yaphank, New York 11980 – Page 5.
Committee Reports – continued.
Ad Hoc Committee on Citizen CPR – E. Stapleton
Mr. Stapleton followed up on the new initiative, discussed last meeting, to develop an award to acknowledge
agencies in recognition of their achieving some numerical milestone of individuals trained, and he suggested as a
starting point to acknowledge agencies that train greater than 500 people. He distributed his draft proposal for the
“Gold Medal Community Lifesaver Award.” He discussed the relatively low bystander CPR percentage in
Suffolk County (19%) as compared to Seattle, Washington (58%), and the AHA initiaive for hands-only COP as
traditional training has become ineffective.
In Mr. Vetter’s absence, Mr. Stapleton advised the group that the Smart 911 initiative, which utilized global
positioning of arrest location and nearest AED location to smart phone subscribers is progressing.
NYS EMS Council Delegate – T. Lateulere
Old Business
New Business
Mr. Lateulere reported that there has not been a SEMSCO/SEMAC meeting since January, and that the next
meeting has been scheduled for October 1-3, 2013.
Mr. Lateulere announced that this year’s Vital Signs conference will be held in Buffalo, NY October 23-27, 2013
and that electronic registration is underway on the State DOH website for this 30 year anniversary conference at
http://www.health.ny.gov/professionals/ems/vitalsigns.htm
There was no old business to be addressed.
Mr. Lateulere reported that earlier in the month, the Governor signed the bill, effectively extending the pilot status
of the 5 year CME refresher program. He reminded all that this is not a new initiative, and does not add 2 years to
an exsisting 3 year certification to give EMTs a 5 year certification. He explained that both the 3 year CME and
the 5 year CME programs were still pilot programs, and this bill only serves to extend the 5 year as a pilot, as the
enabling legislation was due to sunset this year. He continued by stating that our experience in Suffolk, as well as
throughout NY state is this the 5 year pilot program was not nearly as successful as the 3 year, as it requires more
classroom hours over a longer period of time to maintain certification and NY State DOH has actually stopped
enrolling students. State DOH in the process now of revitalizing and information will be forwarded when
available.
Mr. Lateulere reported that the region had 3 AED uses (2 in schools, 1 in a gym).
Mr. Stapleton encouraged future lifesaving award winners to summarize the event instead of just receiving an
award, speaking in favor of sharing experiences.
Ms. Megan Williams, representing the LaGuardia Community College (Queens) Paramedic Program, spoke to the
council about the program, and the college’s interest in using agencies in the Suffolk EMS System as clinical
rotation sites. She also discussed scholarship opportunities for volunteers. Mr. Gardiner asked for a writtemn
summary of the program, suitable for distribution.
