POLICY STATEMENT<br />

Philosophy<br />

The aim <strong>of</strong> the integrity <strong>of</strong> graded pennants policy is to explain how the<br />

pennant grading Field <strong>of</strong> Play Rules and Metropolitan Pennant Competition<br />

General Conditions regarding integrity in selection will be administered. The<br />

general intent <strong>of</strong> this <strong>Policy</strong> will apply to both the country and metropolitan<br />

pennant competitions however some <strong>of</strong> the references in this document are<br />

specific to the metropolitan competitions.<br />

Player Grading Guidelines<br />

The Metropolitan Pennant Competition General Conditions will apply and the<br />

main effect <strong>of</strong> this <strong>Policy</strong> will be for games up to and including the 3rd last<br />

game (men and women) <strong>of</strong> the home and away season. Clubs will be held<br />

responsible in ensuring that selection decisions are consistent with the<br />

concept <strong>of</strong> a graded competition and be mindful at all times <strong>of</strong> the importance<br />

<strong>of</strong> the integrity <strong>of</strong> the competition in those decisions.<br />

Clubs should be prepared to defend their Selectors’ decisions.<br />

Where there appears to be an attempt to strengthen one Division/Colour at<br />

the expense <strong>of</strong> another, the onus will be on the Club to mount a defence,<br />

rather than on the relevant Committee to prove that the Rule has been<br />

transgressed.<br />

Clubs will need to be particularly careful with their selections for the 3rd last<br />

game and be mindful <strong>of</strong> the competition’s regulations in this regard.<br />

Reporting Procedure<br />

Within reason, any bowler, club or <strong>Bowls</strong> <strong>WA</strong> <strong>of</strong>ficial may report to the<br />

relevant Committee a situation, where they believe an infringement <strong>of</strong> the<br />

<strong>Integrity</strong> <strong>of</strong> <strong>Graded</strong> <strong>Pennants</strong> <strong>Policy</strong> Rule has taken place.<br />

Investigation Procedure<br />

The relevant Committee shall investigate the alleged breach and, if in their<br />

opinion there has been a breach, they shall issue the club a “please explain”<br />

letter. The club will be required to provide a written explanation within 72<br />

hours.<br />

The Committee will consider the club’s response and make its decision. The<br />

club will be so advised and will be given 72 hours in which to lodge an appeal<br />

in writing (<strong>Bowls</strong> <strong>WA</strong> General Conditions – Appeals Process) to be heard by<br />

the <strong>Bowls</strong> <strong>WA</strong> <strong>Bowls</strong> Management Committee.<br />

Penalty<br />

The Penalties available to the relevant Match Committee for a breach <strong>of</strong> these<br />

conditions include loss <strong>of</strong> points and/or a fine.<br />
