(b) Draft a Memorandum of Agreement (MOA) for each PO<br />
authorizing their operation on the Installation and ensure that<br />
all requirements in this Order as well as any other applicable<br />
regulations are included. The MOA will be signed by the CO and<br />
an officer of the organization.<br />
(c) Request a legal review of all POs and documents<br />
submitted by POs requesting authority to operate on the<br />
Installation, e.g. constitution and bylaws, MOA and the purpose<br />
of the organization. The organization must primarily benefit<br />
service members and their families.<br />
(d) Forward a current list of POs authorized to<br />
operate on the Installation no later than 1 January to the<br />
Command Inspector General (CIG) MCIEAST, via the CO. Maintain a<br />
list of organization authorized to operate aboard MCAS Cherry<br />
Point.<br />
(e) Report any organization with an annual income in<br />
excess of $12,000 or that has income in excess of $1,000 at a<br />
single on installation event to the Commanding General, MCIEAST,<br />
via the CO, MCAS Cherry Point.<br />
(f) Ensure that POs fundraising aboard the<br />
Installation are not permitted to solicit commercial businesses<br />
or any other person or entity for assistance, money, goods,<br />
equipment, or services in return for advertising or promotional<br />
opportunities aboard the Installation per paragraph 9608 or<br />
reference (i).<br />
(g) Pursuant to section 3-2<strong>11</strong>b of reference (d), fund<br />
raising events may be permitted only in areas designated in<br />
writing as non-Federal work areas by the CO. Ensure fundraising<br />
requests comply with this requirement.<br />
(h) Continually review all POs to ensure that the<br />
membership provisions and purposes continue to apply, thereby,<br />
justifying continuance on the Air Station.<br />
(i) Ensure the dissemination of the contents of this<br />
Order to subordinate Commanders, staff, and Tenant Commanders.<br />
Ensure POs are briefed on regulations and requirements annually.<br />
(j) Create and maintain a file on every PO authorized<br />
to operate on the installation by the Commanding Officer. The<br />
