what is a community foundation?
Established in 1994, the Community Foundation builds community assets for perpetuity.
The Community Foundation is entrusted with substantial amounts of money over time
from the contributions of people of all walks of life. The Community Foundation uses
the income from these funds, in the form of grants, to meet the community’s charitable
needs now and into the future.
Most of the funds at the Community Foundation are endowed funds. An endowment
fund is a permanent fund that creates a sustainable flow of grant dollars forever.
Through prudent investment, both the body of the endowment and the distribution
available for grantmaking increase over time.
The Chester County Community Foundation has three unique features:
local expertise about important projects and programs that are making a significant
difference in Chester County
personalized service to donors who want to maximize the impact of their contribution
community convener for issues that benefit from partnerships.
The Community Foundation strives to be inclusive, innovative, responsive and accountable—all
with the aim of providing a clear focus for your inspired philanthropy.
inspire
legacy philanthropy
The Community Foundation focused our energies this year on best practices. Using CF Insights benchmark data, we
searched throughout the U.S. for aspirational concepts to replicate locally. Board and staff discovered best practices and
lessons learned—what to do, and what not to do, in our continuing quest to grow legacy philanthropy throughout
Chester County.
This year, we launched our first annual Trustee Institute. On the reflective campus of the Westtown School, 225
nonprofit board members spent the day strengthening their governance abilities and networking. The Trustee Institute
enables board members to more effectively secure their nonprofit organizations’ futures in an ever-changing world.
In the coming year, the Community Foundation is poised to:
• initiate our Smart Giving Series, so more people learn,
experience and enjoy philanthropy
• enhance our services to top tier estate planning attorneys,
so they keep legacy philanthropy top of mind
• diversify our investment partnerships via our Medallion program.
Our Imprints initiative continues to gain momentum. Imprints engages people in their 20s, 30s and 40s in experiential
philanthropy. Imprints offers giving circles, adopt-a-nonprofit advisor groups, site visits, flash fundraising, and networking
for a cause.
Our fund advisors and fund donors continue to be generous. During this past year:
• The Community Foundation proudly awarded $1.5 million to the community. Our fund advisors chose to award 433
grants and 148 scholarships.
• 3,075 charitable donors contributed $3.7 million to our family of funds.
• Our donors created 17 new funds this year. This brings the total number of funds under the Community Foundation’s
umbrella to 348.
In Chester County, our future is bright and opportunities abound. Now, more than ever, we are positioned to create
lasting change within our community. We thank you for your partnership. We look forward to working with you to fulfill
our vision for an even healthier, more vibrant region.
Let your legacy create a lasting impression.
scholarships & awards
The strength of the Chester County Community Foundation is in its power to change peoples’ lives. Each year, hundreds of
organizations—and thousands of people—are touched through the generosity of our donors.
Our donors establish grantmaking funds at the Community Foundation. The majority of grant decisions are made by the families
and individuals whose funds the Community Foundation holds in trust. The Community Foundation also grants a modest amount
from its Fund for Chester County, based on decisions made by a volunteer Grants Committee. The average grant size is $3,000.
During FY2012, $1,500,448 in grants and scholarships was awarded to address needs in our community: 433 grants totaling
$1,351,038 and 148 scholarships totaling $149,410. This was a 4% increase from last year.
philanthropy awards
The Chester County Community Foundation established “Let Your Legacy Make A Difference Awards” to highlight philanthropic
good works and inspire more philanthropy throughout Chester County. Philanthropy is defined as “active efforts to promote human
welfare as manifested in donations of money, property, or work to needy persons or to socially useful purposes.” Legacy philanthropists
give of their own time and resources, as well as inspire others to give for the long run.
THANKS FOR CARING AWARD
honoring outstanding commitment to neighborhood, grassroots community philanthropy
Susan Elko of Exton
Susan Elko has a quiet knack for seeking out and encouraging others to volunteer and give
their time, talents and treasures, much as she has for over 40 years. Volunteering as a young
mother with the Green Circle, a Quaker program of inclusiveness, enabled Susan to better
understand how to bring others into the fold.
As a board member of the Chester County Fund for Women and Girls, Susan used her
education background to design the program for an annual Girls Conference, and lead the
way with the Fund’s first By Girls, For Girls Advisory Group.
A sermon at First Presbyterian Church moved Susan to run a coat drive. This was just the beginning. In 1991 Susan became
one of the Church’s Mission Advocates; in 2003 she became Mission Advocate Coordinator.
Barbara Kirby at St. Agnes Day Room became a pivotal person in Susan’s life, leading her to further volunteer opportunities—
this time to find shelter for Homeless Single Women. With quiet determination, Susan helped coordinate a winter emergency
shelter by involving her congregation and 12 other communities of faith while Safe Harbor renovated and added shelter for
women.
Susan’s deep commitment to helping homeless women continues with Bridge of Hope, which ends and prevents homelessness
for single mothers and their children. Susan continues to be a powerful example of how one person’s dedication and passion
helps, now and forever.
philanthropy awards
DR. HENRY A. AND BARBARA M. JORDAN AWARD
significant, comprehensive philanthropic achievements
Jacqueline and Martin Clompus of West Chester
Natives of Chester County, Jackie and Martin Clompus have
long been enthusiastic philanthropists in the community they
love so dearly. Serving in capacities ranging from president to
volunteer, both Jackie and Martin dedicate most of their free
time to bettering Chester County.
The couple married right after Jackie graduated from high
school. Now 70 years later, they are the parents of 4 children,
11 grandchildren and 12 great-grandchildren.
Shortly after their marriage, Martin entered the Navy and
served as a meteorologist on an aircraft carrier during World
War II. After returning home, he took over his father’s junkyard
business and in the evenings worked as a welder at Sun
Shipbuilding and Dry Dock Company in Philadelphia.
Between long hours working two jobs, Martin found time for
the community service so dear to his heart. In 1954, Martin
became the President of the West Chester Kiwanis Club,
raising $5,000 in his first year. After his presidency, Martin
continued to serve on the board and helped establish Circle K,
a youth philanthropy group at West Chester University.
In the late 1950’s Martin joined a committee of West Chester
residents who helped to refurbish six homes on Adams Street
in the Borough. “The paint was pulling away from the ceilings
because the homes were so old… so…‘not good,’” Clompus
said of the condition of the buildings.
Martin also helped create, organize and implement the
Chester County Night School, which began in 1956 and still
carries on to this day. Now an Emeritus Board Member, Martin
recalls one of the first dance classes the school ever provided:
“I was sitting on the bleachers watching, and a man came up
to me and told me to go out and dance. Jackie and I took
dance classes for 30 years after that.”
In 1965, Martin served as President of the West Chester Civic
Association. That year, he and other members provided
$5,000 in seed money to help found the West Chester Day
Care Center.
From 1972-74, Martin served as President of Kesher Israel
Congregation in West Chester. Soon after, from 1974-79 he
served as Chairman of the Jewish National Fund, specializing in
the development of Israeli land and infrastructure. Martin also
volunteered with the United Jewish Appeal, which presented
him with a Recognition of Leadership award due to his
successful fundraising in 1988.
In the early 1990s, the Chester County Chamber of Business
and Industry was emerging. In his position as President of the
Phoenixville Chamber of Commerce, Martin recognized the
need for a centralized membership organization to represent
the business interests of its members to elected officials, and
he helped promote the formation of the CCCBI. Throughout
its existence, the CCCBI has led the way in business advocacy
and pro-business political involvement.
Jackie Clompus has followed her own volunteer path.
What Jackie sees as her proudest accomplishment took place
in her own backyard. There, for over 25 years, Jackie helped
the American Red Cross organize swimming lessons in the
Clompus’ backyard pool. “Over 1,000 children learned to
swim in this pool,” she says with pride.
After 45 years of service, the Red Cross named Jackie a charter
member of the Clara Barton Honor Society--the highest honor
given by the American Red Cross to volunteers.
Jackie served as President of Kesher Israel Sisterhood for two
years and President of Hadassah at Kesher for two years.
These volunteer women’s organizations strengthen their
partnership with Israel, ensure Jewish continuity, and realize
Jewish women’s potential as a dynamic force in American
society.
In 1976, Jackie became the first female president of the United
Fund of West Chester, which later merged with other United
Funds to become the United Way of Chester County.
In the 1990s’ Jackie received the “Chester County Women of
Achievement” award from the March of Dimes.
Throughout their years together, Jackie and Martin Clompus
have displayed their commitment to serve Chester County,
over and over again.
legacy funds
what legacy will you leave?
Legacy philanthropy is much more than sending a check.
It ensures your continuing support for causes you care
about, in perpetuity. It gives you the opportunity to carry
on a family giving legacy. And, combined with careful
estate planning, it ensures that your personal resources are
used to accomplish your financial and charitable goals.
Gifts to the Community Foundation can be made at any
time to provide grants for current community needs and
for perpetuity. By establishing a fund with the Community
Foundation, you receive:
• Permanence: The Community Foundation’s trusteeship
ensures that your contribution will continually meet
needs relevant to your interests.
• Commemoration: Your name or the name of a loved
one can live on through your fund. If you prefer, you
may choose a name that reflects your fund’s charitable
purpose.
• Stewardship: The Foundation’s Board of Directors,
with guidance from its Investment Committee, staff,
and outside investment counsel, closely monitors the
performance of professional investment managers.The
Foundation makes a full accounting to the community
through its annual report, audit, and IRS Form 990.
• Grantmaking Expertise: The Community
Foundation can expertly assist you in identifying
charitable organizations and programs that address
your particular interests.
The Community Foundation primarily holds
endowed funds in trust, and also manages some
provisional funds.
• Endowed Funds are allowed a 5% grant payout for
perpetuity, to assure that grant funds are always
available to help nonprofits.
• Quasi-Endowed Funds are allowed a 20% grant
payout, which means the principal will be decreased
over time.
• Provisional Funds can be paid out in full at any time.
Grant awards are made to bona fide nonprofit causes
throughout the United States.
types of funds
CCCF Funds
• Gifts to the Fund for Chester County allows the Grants
Committee to award strategic grants to Chester County
nonprofits.
• Lincoln Building Fund gifts support the renovation and repair
of the Foundation’s historic 1833 headquarters.
• Operating Endowment gifts allow the Foundation to focus on
its core mission, growing philanthropy throughout the region.
Field of Interest Funds
Donors who seek to impact a targeted issue area (arts,
education, environment, health, human service, religion) or
specific geographic region establish Field of Interest Funds.
By naming an interest area rather than a specific organization,
flexibility exists to meet ever-evolving community needs.
Donor Advised Funds
An alternative to a private foundation, Donor Advised Funds
are popular with donors who wish to establish a Foundation
without incurring administrative operating and compliance filing
burdens, while capitalizing on the Community Foundation’s
philanthropy expertise and nonprofit field research. Donor
Advised Funds enable individuals, families, community groups,
and businesses to focus their philanthropy and make grants
that impact the causes they care about most.
Scholarship Funds
Establishing a Scholarship Fund allows the donor to benefit
students pursuing education beyond high school. A donor may
name the scholarship’s selection committee and the guidelines
for candidate selection. Most scholarships at the Community
Foundation benefit disadvantaged, promising students from a
particular high school, or those who pursue a particular field
of study.
Memorial Funds
Donors can quickly and cost-effectively create commemorative
funds honoring people they hold dear.
Organizational Endowment and
Nonprofit-Designated Funds
Designated Funds are created by nonprofit organizations
and individual donors who care about the long-term success of
particular nonprofit charities. This lets donors support specific
organizations while the Community Foundation manages
investments professionally and monitors for accountability.
investment
management
The Community Foundation’s Investment Committee is comprised of community leaders with extensive investment
experience, who volunteer their time and expertise to make sure invested funds realize their optimum return. The
Investment Committee oversees the performance of portfolio investment managers.
A. Investment Return and Spending Policy: The Foundation is committed to prudent investment management
strategies and fiscal policies that it believes will lead to the long-term growth of endowment fund principal and meeting
Foundation spending policy objectives.
The Foundation’s investment goal is to maximize total return in any combination of its income components (interest and
dividends) and capital appreciation while carefully weighing the risks involved. This total return approach provides the fewest
constraints on investment managers and, therefore, puts the Foundation in a better position to demand superior investment
performance results.
The Foundation desires a target return on its invested endowed funds that provides portfolio growth, exceeds inflation,
covers investment fee expenses, covers the Foundation’s 1% administrative fee, and covers the annual grant payout of 5%
(5% of the previous fiscal year end balance). At a minimum the return should exceed agreed-to performance benchmarks
plus covering fee expenses.
B. Preservation of Principal: The Foundation seeks to protect the principal value of the originally invested endowment
assets, while recognizing that prudent risks must be taken, compatible with the return objectives and with the public nature
and position of the Foundation.
Hirtle, Callaghan & Co. serves as the Community Foundation’s Chief Investment Officer.
Hirtle Callaghan, as managing fiduciary, works with the Community Foundation to develop a formal
Investment Policy Statement and Investment Plan designed to best meet the Community Foundation’s
objectives. With the Investment Committee, Hirtle Callaghan structures a long-term strategic asset allocation plan with asset
class targets and operating ranges, and delivers strategic proactive guidance on asset class and portfolio risks.
Hirtle Callaghan is also accountable to identify, evaluate, select, monitor and terminate investment managers, and manage
fund flows and manager allocations on a full-time basis. Hirtle Callaghan implements the broadly diversified investment
program within the approved stated guidelines through independent specialist money managers. Additionally, Hirtle
Callaghan is also responsible for retaining and directing the activities of the custodian, and all other vendors involved in
providing data, analysis and other services used to manage the portfolio. Finally, Hirtle Callaghan provides monthly statements
and performance reports, net of all fees, on a quarterly basis with comparisons to relevant benchmarks and peer groups.
The Community Foundation thanks our investment managers, who understand the value of community legacy philanthropy.
MEDALLION INVESTMENT STATUS The Community Foundation’s Medallion Investment program gives you the opportunity to
establish a donor-advised fund at the Community Foundation, while having a qualified advisor you choose continue to manage
the asset and receive investment management fees. It all adds up to a winning formula:
• your wealth manager/investment advisor supplies the investment expertise, and
• the Community Foundation supplies the charitable legacy vehicle.
All get credit for the perfect charitable solution.
Medallion status is awarded to investment advisors/firms which pass the Community Foundation’s annual due diligence review
undertaken by the Foundation’s Investment Committee. Medallion funds are separately managed, non-aggregated funds, which
receive their own investment return. The Foundation charges a modest additional annual fee to the charitable fund for this
service, and charitable funds must meet a minimum endowed balance of $250,000 to be in the Medallion program.
The Community Foundation’s Investment Medallions have been awarded thus far to:
DR. GERALD E. CLARK MEMORIAL SCHOLARSHIP FOUNDATION
established 2008
Jerry Clark lived his life to the fullest. Best known for his kindness, sense of humor, and commitment to serving others, Jerry’s
life is one to celebrate.
Planning to enter the medical field, Jerry attended the University of Pennsylvania for undergraduate studies. After his senior
year, he answered the call to patriotic duty and enlisted in the Marine Corps. During his time of service he rose to the rank of
Captain, serving in both Korea and Japan. After completing his military service, Jerry returned to the University of Pennsylvania
and completed his degree in dentistry. Jerry then enjoyed thirty-five years practicing dentistry in Newtown Square, feeling
privileged to serve and care for all of his patients.
Jerry was a family man.In 1960 Jerry wed Elizabeth Corman and together they raised three children: Jeffrey, Jodi, and
Douglas. Jerry and Liz were faithful members of the Willistown United Methodist Church. Jerry served as Sunday School
Superintendent, Lay Leader, Head of the Pastor-Parrish Relations Committee, and Adult Sunday School Teacher.
Upon retirement from dentistry, Jerry pursued his passion for teaching. He volunteered at the Kennett Square Library working
in the bilingual program. He earned his substitute teaching license and taught first in the Octorara School District, then for the
Unionville/Chadds Ford School District. Jerry taught history and literature with gusto. Jerry’s joy was infectious as he motivated
and encouraged students to pursue their education.
Jerry’s brother Alan fondly notes, “Jerry wasn’t the type of person who commanded attention. But you certainly knew when
he walked into a room. His zest for learning and life was contagious.”
Jerry’s sister Carol recalls, “As I think of my brother and his love for all people, I am reminded of the words from Rudyard
Kipling, ‘If you can talk with crowds and keep your virtue, or walk with Kings-nor lose the common touch…’ Even with all of
his accomplishments Jerry was a humble person who respected everyone.”
“I often thought of him as a Renaissance man,” remarks Jerry’s wife, Liz. “With so many interests, Jerry always kept himself
busy with something. If Jerry’s hand wasn’t occupied with a book, a paint brush took its place.” The Clark home is decorated
with Jerry’s beautiful renditions of Japanese art. Liz remembers Jerry often saying he wanted to be an absent-minded professor.
When Jerry passed in August 2006, friends and family made memorial contributions to the Willistown United Methodist
Church in Jerry’s name. Family members knew they wanted to use the funds to share Jerry’s life and his core values. A portion
of the contributions were set aside as the family searched for a suitable charitable vehicle.
20.
It’s been such an overwhelming
outpouring of support in
remembrance of Jerry
After learning that Willistown United Methodist Church had an endowed fund at the Community Foundation, Liz contacted
them to explore possibilities. Liz explained to the Foundation staff that since Jerry worked at Unionville High School, it
seemed fitting to offer a scholarship, in his name, to a deserving student intent on continuing his or her education.
“Scholarship funds have quite a few parameters established by the IRS,” notes Community Foundation Donor Services/
Grants Vice President Beth Harper Briglia, CPA. “We are very aware of the legal and tax issues involved in scholarship awards,
and we help donors navigate them successfully.”
After an informative meeting with Foundation staff, Liz and her family created a memorial scholarship fund in Jerry’s name.
Liz commented, “It was important to us that donations would be invested to grow the fund in perpetuity. We wanted to
make sure Jerry’s legacy lived on through a continuing memorial scholarship fund.”
The scholarship committee’s plan was to combine Jerry’s passion for education with his love of golf by holding an annual
golf fundraiser at the Radley Run Country Club. Liz explains, “Our goal was to raise enough money in five years to reach an
endowment level able to honor Jerry’s memory through a perpetual scholarship. Annual scholarship awards will assist
Unionville High School seniors to access higher education.”
“It’s been such an overwhelming outpouring of support in remembrance of Jerry. I’m really touched,” Liz marvels. “We’ve
nearly met our fundraising goal. The fund is almost at the point where it generates the level of income needed for a
continual annual scholarship award that Jerry would be proud of.”
Liz, we can say it for you...your Renaissance Man would be proud!
NICK SMILES ON THE FINE ARTS FOUNDATION
established 2010
Ask anyone to tell you the first thing they noticed about Nick Mullin. Most people will say, “His smile.”
Nick’s contagious smile was a friendly greeting filled with infinite inspiration. His smile embodied the spirit that Nick’s friends
and family adored. Nick’s energy, exuberance and “let’s get on with life” attitude helped Nick through his courageous four
year battle with a rare form of pancreatic cancer. Although Nick passed away in May 2010 at the age of 20, he left a smile
that endures.
In grade school, Nick began dabbling in the fine arts by acting in plays. Nick’s love of the stage grew. At Bishop Shanahan High
School, he auditioned for every single production in the Fine Arts Department. Nick acted in plays including Barnum,
Les Miserables, Evita, The King and I and Seussical the Musical.
A self-taught guitarist, Nick learned to read music so he could join Shanahan’s band. Since Shanahan was short a French horn,
that became his chosen instrument. “Why not?” was Nick’s attitude.
Nick joined Chester County Voices Abroad during his sophomore year of high school. He took his smile, energy, and voice to
France, singing at Lourdes, Tours, Omaha Beach, Lisieux, Paris and Chartres. His voice teacher, Marge Campbell, remembers
Nick often saying to her, “Your day is about to begin because I’m here.”
Amidst all this artistic discovery, Nick began experiencing abdominal pain during his sophomore year at Shanahan. The pain
got increasingly worse, and numerous doctor appointments yielded few answers. The summer before Nick’s senior year,
pancreatic cancer was discovered. Nick underwent major surgery to remove his pancreatic tumor, followed by a regimen of
radiation therapy and chemotherapy.
Following surgery, the first question he had for his doctor was, “When can I get back on the stage? I need to ride a unicycle in
Godspell. Nick’s Summer Stage Director, Ann McCarney, remembers:
“I knew he was fighting an illness, but at the time I just thought it was surgery for stomach issues. I had no clue that this
teenage kid had just recovered from major surgery due to pancreatic cancer! I guess I was clueless because not long after his
surgery he was at our long rehearsals every day. He had a huge smile on his face and a song in his heart as he kept up with
the rest of our cast members. Now upon reflection, I see how his spirit carried him through difficult, tiring times. Nick was
faced with a life-threatening illness. Still, he managed to get up on stage and do what he did best—to entertain and make
people smile as well.”
At Penn State University, Nick explored radio broadcasting and spent a semester as an internet radio reporter. Regrettably,
Nick’s pancreatic cancer returned after his freshman year. Sadly, he passed away a year later.
After Nick’s passing, donations were made by family, friends and classmates. Nick’s parents, Dee and Tom, were thankful. Tom
recalls, “Dee and I never had a doubt that we wanted to do something positive in Nick’s memory. When the going got tough,
22.
Nick’s smile embodied the spirit
friends and family adored.
Nick never stopped smiling. His focus was on his love of life and his friends and family. So on the toughest days of our life,
we chose to do something positive to honor Nick’s spirit and make people smile.”
A family member suggested that a Community Foundation may be what Dee and Tom needed to help them administer funds
in Nick’s memory.
Notes Tom, “We would never have been able to have the immediate success with Nick Smiles on the Fine Arts Foundation
without being part of the Chester County Community Foundation. The Community Foundation helped us with administrative
and tax details, and helped us learn how to orchestrate successful community fundraising events. Foundation staff help when
we hit roadblocks and encourage us every step of the way.”
Nick Smiles on the Fine Arts Foundation initially supports projects of the Fine Arts Department of Bishop Shanahan High
School. Dee and Tom are extremely grateful:
“When Nick was challenged with the rigor of chemotherapy and radiation, his friends and teachers at Shanahan encouraged,
supported, and treated him like any other performer. This made all the difference in the world to Nick and his will to fight
through the challenge. Through the years, Shanahan has provided immeasurable opportunities for students to excel in the
fine and performing arts.
Chuck Keating, Fine Arts Chair and Director of Bands, notes, “My definition of ‘inspiration’ is ‘Nick Mullin.’ Nick’s dedication
and fun loving character was contagious. I never met someone with so much positive energy. His smile could change
a rainy day into sunshine. Nick was and is an inspiration for us all. We, as teachers, hope and pray that our students have
positive role models in their lives. As a teacher, Nick is a role model for me. “
As a further nod to Nick’s contagious energy for life, high school friends gathered on November 24, 2010 at a dedication
ceremony at Bishop Shanahan. Two classmates spearheaded an enthusiastic fundraising campaign for Nick’s memorial.
A tree, bench and plaque inscribed, “Nick Mullin, Class of 2008, Forever Smiling” reside in the same bus loop where, for four
years, Nick greeted and said goodbye to his friends.
Nick inspired so many. His memory continues in a loop, forever smiling, turning rainy days into sunshine.
