What is a Community Foundation? 

Established in 1994, the Community Foundation is a vehicle to build a substantial amount of money over time 

from the contributions of people of significant wealth and modest means, and to use the income from these 

funds, in the form of grants, to meet the community’s charitable needs now and into the future. 

Most of the funds at the Community Foundation are endowment funds. An endowment fund is a 

permanent fund that creates a sustainable flow of grant dollars forever. Through prudent investment, both the 

body of the endowment and the distribution available for grantmaking increase over time. 

The Chester County Community Foundation has three unique features: 

• local expertise about important projects and programs that are making a significant difference in 

Chester County 

• personalized service to donors who want to maximize the impact of their contributions; and 

• community convener for issues that benefit from partnerships. 

With the support of those who care about Chester County, we will continue to grow and enhance the 

quality of life for all of those who live and work in Chester County.

THE POWER OF LEGACY PHILANTHRROPY 

Dear Friends: 

Our mission is clear. The Chester County Community Foundation leads, inspires and encourages 

all individuals and organizations to create or contribute to lasting philanthropic charitable 

legacies, using the power of collective philanthropy to improve the quality of life primarily in 

Chester County. 

We are passionate about the power of philanthropy to address community needs and make 

positive changes in people’s lives. Each day, we are inspired by donors who create funds in order 

to give back to the community they know and love. 

At the Community Foundation, our aim is to increase the level of philanthropy in Chester 

County by working with individuals, families and businesses to help them make charitable 

investments in their communities and across the U.S. We identify current and emerging 

community needs. We convene forums to help community leaders, donors and partners 

understand the interconnections, extent and depth of the needs. We stimulate resources and 

partnerships to address those needs, and we promote well-informed, responsible grantmaking. 

This year, the Community Foundation’s convening role grew. Throughout the year, more than 

175 professional advisors attended our outreach sessions at nonprofit sites that have endowments 

with the Community Foundation, to learn more about planned giving options. Nonprofits 

convened to attend our 3-part endowment training series, in order to strengthen their planned 

giving, prospect research and cultivation initiatives. Also, we co-convened more than 225 

nonprofits in two sessions to learn the latest issues in nonprofit accountability, and recruiting 

volunteers over age 50. 

In our convening role, our spring “Behind the Scenes” tours drew record numbers of participants. 

Over 150 people joined us to learn about community issues in Kimberton, Coatesville, Kennett 

and West Chester. In addition, we convened quarterly meetings of Chester County Funders, to 

share information on private, corporate, federated, and government funding issues and nonprofit 

needs. 

We also launched a highly successful Youth Philanthropy Initiative in partnership with Great 

Valley High School. Twenty teens met monthly to learn about charity’s role in society, visit 

various nonprofit charities, raise matching funds, and award grants. One teen summed up the 

joy of philanthropy, stating “It’s what we do for others, to improve the world, that really counts.” 

WHAT LEGACY WILL YOU LEAVE? 

Philanthropy means much more than sending a check. It ensures your 

continuing support for causes you care about, in perpetuity. It gives 

you the opportunity to carry on a family giving legacy. And, combined 

with careful estate planning, it ensures that your personal resources 

are put to use in ways that accomplish both your financial and charitable 

goals. 

Gifts to the Community Foundation can be made at any time to 

provide funds for current community needs and for perpetuity. By 

establishing a fund with the Community Foundation, you receive: 

Permanence: The Community Foundation’s trusteeship ensures that 

your contribution will continually meet needs relevant to your interests. 

Commemoration: Your name or the name of a loved one can live on 

through your fund. If you prefer, you may choose a name that reflects 

your fund’s charitable purpose. 

Stewardship: The Foundation’s Board of Directors, with guidance 

from its Investment Committee, staff, and outside investment 

counsel, closely monitors the performance of professional investment 

managers. The Foundation makes a full accounting to the community 

through its annual report, audit, and IRS Form 990. 

Grantmaking Expertise: The Community Foundation can expertly 

assist you in identifying charitable organizations and programs that 

address your particular interests. 

WAYS TO GIVE 

There are many ways to become part of the 

Community Foundation and make a lasting 

contribution to our community: 

• Establish and name your own fund, a family 

fund, a scholarship fund, or a memorial fund, 

with a gift of $10,000 or more 

• Establish a fund to benefit a specific nonprofit 

charity, with a gift of $10,000 or more 

• Support Chester County’s greatest needs and 

opportunities by contributing any amount to 

our Fund for Chester County 

• Focus your gift with a contribution to a Field 

of Interest Fund (arts, health/human services, 

education, environment, religion) 

• Give anonymously 

• Make a planned gift, through your will, a 

charitable trust, or a charitable gift annuity, 

to support a thriving, healthy Chester County

most planned giving vehicles, including charitable gift annuities, 

bequests, retirement fund assets and life insurance. If you decide to 

leave a planned gift to the Community Foundation, or to a fund at the 

Community Foundation, please let us know so that we can properly

GRANTS, SCHOLARSHIPS & AWARDS 

The strength of the Chester County Community Foundation is in its power to change peoples’ lives. Each year, 

hundreds of organizations—and thousands of people—are touched through the generosity of our donors. 

The majority of grant decisions are made by the families and individuals whose funds the Community Foundation 

holds in trust. The typical grant size averages $4,000. The Community Foundation also grants a modest amount 

from the Fund for Chester County, based on decisions made by a volunteer Grants Committee. 

During FY2005, 1,732 donors contributed $3.5 million to the Foundation, increasing our total assets to more than 

$21.5 million. As a result, $1,109,746 in grants and scholarships were awarded this year to address needs in our

PHILANTHROPY AWARDS 

Dr. Henry A. and Barbara M. Jordan Award: Penny Wilson 

The Community Foundation created the Jordan Award in 1999 to honor the philanthropy of 

Dr. Henry A. and Barbara M. Jordan of Chester Springs. This award annually honors an individual 

who has demonstrated a lifetime of exemplary philanthropic leadership. Philanthropic involvement 

must be broad in scope, leading to significant accomplishments that ultimately make a real difference 

in improving the quality of life in Chester County. 

This year, the Jordan Award was bestowed upon Penelope “Penny” Wilson of Malvern, to honor 

her life-long, far-reaching philanthropy, particularly in historic preservation, arts, culture, health 

and human services. Her generosity and commitment to the community has impacted too many 

nonprofits to name them all. 

Ms. Wilson has been a strong supporter of the Chester County Historical Society, inspiring others 

to give and helping to create important partnerships. In 1983 Ms. Wilson co-founded Historic 

Sugartown, and she has served as a member of the Board of Directors ever since. According to 

co-nominator John Nagy, “At Historic Sugartown she has been a driving force…with untiring 

devotion to our projects and strict attention to detail and authenticity.” 

Ms. Wilson has been an active, longstanding member of the Willistown Branch of the Women’s 

Auxiliary to the Chester County Hospital, as well as served as a member of the Hospital’s Board 

of Directors. Notes co-nominator H.L. “Perry” Pepper, President of The Chester County Hospital, 

“Ms. Wilson has given generously of her time, personal resources and talents for more than 40 

years. Examples of her philanthropic leadership qualities go far beyond financial generosity.They 

include her willingness to share her expertise with those charged with creating and sustaining 

fundraising projects…She has ‘raised the bar’ for many in our community.”

initiative, the East End 

Neighborhood Association of 

West Chester, to receive the 

Jordan Award’s $5,000 grant.

The Chester County Community Foundation commemorated 

its 10th anniversary by establishing Let Your Legacy 

Make A Difference Awards to highlight philanthropic good 

works and inspire more throughout Chester County. 

Philanthropy is defined as “active efforts to promote 

human welfare as manifested in donations of money, property, 

or work to needy persons or to socially useful purposes.” 

Legacy philanthropists give of their own time and 

resources, as well as inspire others to give for the long run. 

THANKS FOR CARING AWARD: 

Donald J. L. Coppedge 

The Thanks for Caring Award spotlights 

neighborhood organizers who 

work at a grassroots level to promote 

local causes by giving time, talent and 

treasure, as well as recruiting others to 

the causes. 

Donald J. L. Coppedge of Phoenixville 

received the first annual “Thanks for 

Caring Award.” Mr. Coppedge was nurtured in a strong 

family environment filled with the riches of faith, integrity, 

social concerns and community involvement. This was the 

foundation for a lifetime career of service in organizations 

that serve the greater community. 

Mr. Coppedge’s impact, leadership and long-term involvement 

has been with a variety of organizations, including the 

Phoenixville YMCA, the Greater Phoenixville Council of 

Churches, Phoenixville Homes, the Phoenixville Area 

Progressive Club, the Kiwanis Club of Phoenixville, and 

Grimes A.M.E. Church. Mr. Coppedge chose the Kiwanis 

Club of Phoenixville and Grimes A.M.E. Church to share 

his grant award. 

DOOR OPENER AWARD: Stephen J. McGann 

The Door Opener Award is given 

to a professional advisor who takes 

the initiative to bring legacy philanthropy 

options to the attention of 

their clients for their consideration. 

Stephen J. McGann received the first 

annual “Door Opener Award.” The 

Community Foundation established 

the Door Opener Award to recognize its strong relationship 

with professional advisors, such as trust officers, estate 

planners, financial managers, and wealth managers. 

Mr. McGann consistently urges clients and colleagues to 

consider philanthropy in their planning, and to consider 

the Community Foundation as a philanthropy option. 

Mr. McGann chose the Vaughn Fund of the West Chester 

Sunrise Rotary Club to receive his grant check. 

CORPORATE SOCIAL INVESTMENT AWARD: 

Richard A. Kunsch, Sr. of Phoenixville Federal 

Bank & Trust 

The Corporate Social Investment 

Award is given to a corporate leader 

who demonstrates sound principles of 

business leadership and helps the 

community prosper by consistently 

supporting local charities. 

Mr. Kunsch, who tithes 10% of 

Phoenixville Federal Bank & Trust’s profits to Phoenixville 

charities, lives by the golden rule—“It is better to give than 

to receive.” Mr. Kunsch has a widespread influence on 

community theatre, affordable housing, economic development, 

health care, and physical fitness as a volunteer, 

fundraising leader, and philanthropist. For over 40 years, 

through his charismatic leadership and commanding presence, 

he has been a vital influence in the Phoenixville community. 

It is difficult to think of a community project, particularly 

those dealing with healthcare and social needs, 

which has not had Mr. Kunsch’s corporate or personal 

imprint. Mr. Kunsch chose The Clinic in Phoenixville to 

receive the grant that accompanies this award. 

EXCEPTIONAL ACHIEVEMENT AWARD: 

Charles P. and Louise W. Baker 

The Bakers have devoted 23 

years of their life to the 

creation and building of Baker 

Industries. With their energy 

and ingenuity, in 1980 the 

Bakers created an appropriate 

working environment for their 

epileptic, learning-disabled 

son. But they didn’t stop 

there. Several moves and many expansions later, this modest 

nonprofit enterprise has grown to include a work site in 

Malvern employing 75 people and a location in 

Philadelphia employing more than 100 people. This 

includes the hardest-to-employ homeless people, and those 

recovering from drug and alcohol problems. 

In recognition of years of dedicated service, going above 

and beyond their own needs and helping fill a void in the 

community, the Community Foundation spotlights the 

Bakers with this Exceptional Achievement Legacy Award. 

It is accompanied by a grant to Baker Industries. 

The Community Foundation accepts nominations for Legacy 

Awards throughout the year. Decisions are made each summer.

NEW FUND HIGHLIGHTS 

The Community Foundation welcomes 31 new funds this year. Although we are proud 

of all of our funds, space permits only a few to be highlighted. 

ANONYMOUS FUND, ESTABLISHED BY “MR. & MRS. SMITH” 

“We’re getting up there in age. When it came time to sell our home and head to a retirement community, we realized that 

we were going to have more money than we would need. Finally, it was our chance to do something charitable in a big way. 

All our lives, we’ve wanted to do something like this. 

“We knew the charity we wanted to donate to. It is not a well-known charity. But our family had benefited from its services, 

and it continues to struggle financially to provide exceptional services to the community. We couldn’t part with all our 

money at once. In talking with our financial planner and estate planner, we decided that a charitable gift annuity was the 

way to go. We could donate the real estate proceeds in a lump sum, and get an immediate tax deduction. And we could 

also get some money paid to us over our lifetime, so there is an ongoing source of income. We can have our cake and eat 

it, too. We can provide for our favorite charity, but we can also have some life income. 

“Then we found out that our favorite charity didn’t have the capability to offer us a charitable gift annuity. The administration 

was beyond them. However, at the same time, we heard that the Community Foundation could handle charitable gift 

annuities. 

“It turned out that the Community Foundation was the right vehicle for us. The Community Foundation could accept a six 

figure real estate proceeds gift, arrange to pay us lifetime income, and earmark the remaining funds for our favorite Chester 

County charity. Plus the Community Foundation can preserve our anonymity, which is very important to us. And on top of 

all that, the Community Foundation can still tell our story, and hopefully inspire other people to make this kind of gift to 

benefit their favorite charities as well. 

“We’re delighted that the Community Foundation understands that planning for the future takes on new dimensions as we 

age. The Community Foundation understands that donors want financial security, and also to leave something meaningful 

behind.” 

TEMENOS RETREAT CENTER’S “IN COMPANY WITH ANGELS” 

Today it seems that sacred spaces are dwindling while secularism thrives. Many of us crave a respite 

from the spiritually-zapped day-to-day routine. The Temenos Retreat Center’s In Company with 

Angels project is an answer to this need. The project exhibits seven freestanding, eight-foot stained 

glass windows, each depicting an angel. Temenos is touring the angels as a virtual church without 

walls to encourage recognition that spirituality is present in all aspects of life and that everyone who 

lives a good life the best they know how is a part of a universal church. 

Temenos calls the angels “messengers of peace, healing and connection among all people” and offers 

the exhibit to encourage spiritual inquiry and interfaith acceptance. Manifestations of the sacred, 

these windows are beacons of historic and artistic significance. 

The windows were created by Tiffany Studios in New York City at the end of the 19 th century. 

Remarkably, these 100 year old windows have spent the last 40 years in storage. Now, having been 

rediscovered, these seven masterpieces are in significant need of restoration. Temenos created the In 

Company with Angels fund to stimulate community participation and support for the restoration and 

touring effort. The tour will commence with the completed restoration, which is projected for the 

Spring of 2006. 

WILLIAM TAYLOR MEMORIAL FUND 

William M. Taylor, known as Bill, is the beloved late husband of State 

Representative Elinor Z.Taylor. Bill demonstrated a lifetime interest in and dedication 

to emergency and medical services. During World War II, Bill served as a 

First Class Medic for the Navy. In the early 1960’s, Bill joined the Good 

Fellowship Ambulance program. 

Bill passed away on Fathers’ Day, June 20, 2004. His wife felt the most compelling 

way to remember him while giving back to the community was to create a 

scholarship fund.The scholarship would be awarded to someone who, like her husband, 

is committed to service, but more specifically, service as a paramedic or 

firefighter. The Honorable Dr. Elinor Z. Taylor said, “Establishing the Memorial 

Fund draws focus to the causes which William held so dear. As an educator, he 

helped students advance to reach their full potential.This was first and foremost 

on his mind, every day of his career.” 

In May, Michael Brewer, upon graduation from Henderson High School, was 

named the first recipient of The William Taylor Memorial Scholarship. Michael is 

the third generation in his family’s longstanding tradition of volunteer service to 

Firehouse Station 51, following his mother, his father and his grandfather. With 

the help of Taylor’s scholarship, Michael will attend Cabrini College. He plans to 

study microbiology, play lacrosse, and volunteer at a nearby firehouse. 

This scholarship award marks the intersection of Michael’s commitment to his 

family’s legacy of service with Bill’s commitment to his community. Bill’s annual 

scholarship fund will, year after year, enable and encourage young people, like 

Michael, to pursue higher education and serve their communities. 

CHAIN OF LOVE FOUNDATION FOR TURNER SYNDROME 

The idea of parents watching their child suffer is heartbreaking. When Steve and 

Kim Niggeman’s 3-year-old daughter was diagnosed with Turner Syndrome, 

instead of succumbing to the ordeal they now faced, they chose to proactively 

confront their daughter’s condition. 

In creating the Foundation, the Niggeman’s became not only passionate advocates 

of their daughter, but advocates for girls and women who suffer from Turner 

Syndrome. 

The Foundation has allowed the Niggeman’s to create a network of support for 

families and patients. Kim Niggeman explains, “It is a logical next step for us to 

establish the Turner Syndrome Foundation with the hopes of finding the medical 

means to mitigate the impact of this tragic disease.” 

Turner Syndrome, a condition that occurs exclusively in women, results when one 

of the two X chromosomes normally found in females is missing or incomplete. 

Named after Dr. Henry Turner,Turner Syndrome presents itself most commonly as 

short stature and lack of ovarian development. Other characteristics involve predisposition 

to cardiovascular, kidney and thyroid conditions. 

Today there is no cure for Turner Syndrome, but various treatments using growth 

hormones or estrogen replacement can alleviate and manage the symptoms.The 

Foundation’s mission to promote early detection, to recognize and foster healthy 

management of symptoms, and to increase the quality of life for those afflicted 

with Turner Syndrome. 

The Niggeman’s wish for their daughter is their wish for all women afflicted with 

this agonizing disorder: a full, vibrant life. The Chain of Love Foundation for 

Turner Syndrome is a positive step in the right direction.

Chester County 2020 was established in 1996 

to fund and pursue activities that provide 

information, promote dialogue and build consensus 

around issues of planning and growth 

management that are addressed under the 

County’s comprehensive plan, Landscapes. 

Over the years this has developed into the four 

C’s of Convene, Communicate, Cooperate and 

Contribute. 

What happens at Chester County 2020 

programs? 

• Understanding and communication 

are increased among those with opposing 

viewpoints. 

• People discover common ground, leading to 

a more productive decision-making process. 

• Voices from the broad community come 

together as equals. 

• Concerns are addressed before contention 

divides constituencies into “them and us.” 

• Participants gain better understanding of 

all aspects of a particular issue. 

• Growth is accepted in the best possible way: 

balancing land preservation with thoughtful 

development 

Keep Farming First: The strong partnership 

with Chester County Development Council and 

the Penn State Cooperative Extension-Chester 

County is planning for the fourth Keep Farming 

First, to be held on February 16, 2006. National 

experts will again join county specialists and 

top-of-the-line farmers in sessions to address 

opportunities to improve the farmers’ economic 

picture, thus saving the farmer as well as the 

farm. 

Under One Roof: To address the ongoing need 

for affordable housing, the Committee responsible 

for the Under One Roof summit 

in June 2003, in partnership with CC2020, 

Chester County Transportation Management 

Association (TMACC) and Chester County 

Planning Commission (CCPC,) created the 

Getting There initiative. This evolved from the 

assertion that “the connection between land 

planning and transportation is inescapable.” 

Reports from both summits are available. 

Master Planner Program: 2005 marks the 

third year of the Master Planner Program, a 

series developed by the PA Planning Association 

and Penn State Extension Service via PA 

Municipal Planning Education Institute. Each 

course, offered to municipal officials, planning 

commissions, zoning hearing boards, citizens and 

the corporate community, qualifies for a continuing 

education unit credit. The completion of 

three basic courses in three years is recognized 

with a “Master Planner Certificate.” The program 

is sponsored by CC2020, CCPC, and West 

Chester University’s School of Business & Public 

Affairs and the Department of Geography. 

Land Trust Consortium: This new program 

offers all of Chester County’s land trusts the 

opportunity to communicate and cooperate 

around issues of common interest, with CC2020 

serving as the convening body. 

FUND TYPES 

The Community Foundation accepts endowed and provisional funds in each of 

these areas. Endowed Funds are allowed a 5% grant payout for perpetuity, to 

assure that grant funds are always available to help nonprofits through good as 

well as difficult economic times. Provisional Funds can be paid out in full at any 

time. Grants can be awarded to qualifying nonprofit causes throughout the 

United States. 

Fund for Chester County .. 

This fund focuses on making grants to Chester County nonprofits in areas of 

greatest need, as targeted by the Grants Committee of the Foundation. Donations 

of any size are welcome to this fund at any time. 

Field of Interest Funds 

Donors who seek to impact a targeted Field of Interest (arts, education, environment, 

health, social service) or specific geographic region establish Field of 

Interest Funds. By naming an interest area rather than a specific organization, 

flexibility exists to meet ever-changing needs. 

Donor Advised Funds 

An alternative to a private foundation, Donor Advised Funds are popular with 

donors who wish to establish a Foundation under the umbrella of the Community 

Foundation without incurring administrative operating and compliance filing burdens. 

Donor Advised Funds enable individuals, families, community groups, and 

businesses to focus their philanthropy and make grants that impact the causes 

they care about most. 

Scholarship Funds 

Establishing a Scholarship Fund allows the donor to benefit students pursuing 

education beyond high school. A donor may name the scholarship’s selection 

committee and the guidelines for candidate selection. Most scholarships at the 

Community Foundation benefit disadvantaged, high achieving students from a 

particular high school, or those who pursue a particular field of study. 

Memorial Funds 

Donors can quickly and cost-effectively create commemorative funds honoring 

people they hold dear. 

Affiliated Funds 

Working under the umbrella of the Community Foundation, Affiliated Funds can 

be established as special initiatives of the Community Foundation Board. These 

funds have independent programs and funding, and they maintain advisory boards 

while operating under the Community Foundation’s 501 ( c ) ( 3 ) tax status. 

FUNDS 

Organizational Endowment and Nonprofit-Designated Funds 

Designated Funds are created by nonprofit organizations and individual donors 

who care about the long-term success of a particular nonprofit charity. This lets 

donors support specific organizations while the Community Foundation manages 

investments professionally and monitors for accountability. 

There is a $10,000 minimum to start a new fund. Any amount can be added 

to existing funds. The Community Foundation will be glad to work with 

donors to determine the best methods to achieve their charitable goals.

INVESTMENT MANAGEMENT 

The Community Foundation continually strives to provide the highest level of stewardship possible for all funds of the Community 

Foundation. Our Investment Committee is comprised of community leaders who volunteer their time and share their expertise 

with the Community Foundation to make sure our funds realize their optimum return. The Investment Committee oversees the 

performance of five portfolio investment managers. They include: 

Hirtle, Callaghan & Co. serves as the Community Foundation’s Chief Investment 

Officer. Hirtle Callaghan invests the majority of the Community Foundation’s long term 

funds, compiles investment figures from all of our investment managers, and helps the 

Investment Committee see that the Community Foundation’s asset allocation and diversification goals are met. 

As a firm, Hirtle Callaghan’s first investment objective is to protect principal. Hirtle Callaghan’s second investment objective is 

significantly to out-perform inflation net of all fees. Hirtle Callaghan’s third investment objective is to achieve attractive returns 

relative to appropriate benchmarks and manager peer groups. 

INVESTMENTS 

First National Bank of Chester County’s investment philosophy blends equity and fixed-income 

securities in an effort to provide the growth and income necessary to meet clients’ stated objectives. 

For growth, First National’s investment strategy focuses on containing risk and providing attractive 

inflation-adjusted returns through a diversified portfolio of high-quality, large capitalization equity 

issues. First National believes that investments with above-average earnings and dividend growth will produce lower volatility 

and will result in consistently creditable returns relative to appropriate benchmarks. First National’s fixed-income approach also 

stresses risk management, by using issues with above-average credit quality and limiting portfolios to short/intermediate maturities.
