<strong>Chester</strong> <strong>County</strong> 2020 was established in 1996<br />

to fund and pursue activities that provide<br />

information, promote dialogue and build consensus<br />

around issues of planning and growth<br />

management that are addressed under the<br />

<strong>County</strong>’s comprehensive plan, Landscapes.<br />

Over the years this has developed into the four<br />

C’s of Convene, Communicate, Cooperate and<br />

Contribute.<br />

What happens at <strong>Chester</strong> <strong>County</strong> 2020<br />

programs?<br />

• Understanding and communication<br />

are increased among those with opposing<br />

viewpoints.<br />

• People discover common ground, leading to<br />

a more productive decision-making process.<br />

• Voices from the broad community come<br />

together as equals.<br />

• Concerns are addressed before contention<br />

divides constituencies into “them and us.”<br />

• Participants gain better understanding of<br />

all aspects of a particular issue.<br />

• Growth is accepted in the best possible way:<br />

balancing land preservation with thoughtful<br />

development<br />

Keep Farming First: The strong partnership<br />

with <strong>Chester</strong> <strong>County</strong> Development Council and<br />

the Penn State Cooperative Extension-<strong>Chester</strong><br />

<strong>County</strong> is planning for the fourth Keep Farming<br />

First, to be held on February 16, 2006. National<br />

experts will again join county specialists and<br />

top-of-the-line farmers in sessions to address<br />

opportunities to improve the farmers’ economic<br />

picture, thus saving the farmer as well as the<br />

farm.<br />

Under One Roof: To address the ongoing need<br />

for affordable housing, the Committee responsible<br />

for the Under One Roof summit<br />

in June 2003, in partnership with CC2020,<br />

<strong>Chester</strong> <strong>County</strong> Transportation Management<br />

Association (TMACC) and <strong>Chester</strong> <strong>County</strong><br />

Planning Commission (CCPC,) created the<br />

Getting There initiative. This evolved from the<br />

assertion that “the connection between land<br />

planning and transportation is inescapable.”<br />

Reports from both summits are available.<br />

Master Planner Program: 20<strong>05</strong> marks the<br />

third year of the Master Planner Program, a<br />

series developed by the PA Planning Association<br />

and Penn State Extension Service via PA<br />

Municipal Planning Education Institute. Each<br />

course, offered to municipal officials, planning<br />

commissions, zoning hearing boards, citizens and<br />

the corporate community, qualifies for a continuing<br />

education unit credit. The completion of<br />

three basic courses in three years is recognized<br />

with a “Master Planner Certificate.” The program<br />

is sponsored by CC2020, CCPC, and West<br />

<strong>Chester</strong> University’s School of Business & Public<br />

Affairs and the Department of Geography.<br />

Land Trust Consortium: This new program<br />

offers all of <strong>Chester</strong> <strong>County</strong>’s land trusts the<br />

opportunity to communicate and cooperate<br />

around issues of common interest, with CC2020<br />

serving as the convening body.<br />

FUND TYPES<br />

The <strong>Community</strong> <strong>Foundation</strong> accepts endowed and provisional funds in each of<br />

these areas. Endowed Funds are allowed a 5% grant payout for perpetuity, to<br />

assure that grant funds are always available to help nonprofits through good as<br />

well as difficult economic times. Provisional Funds can be paid out in full at any<br />

time. Grants can be awarded to qualifying nonprofit causes throughout the<br />

United States.<br />

Fund for <strong>Chester</strong> <strong>County</strong> ..<br />

This fund focuses on making grants to <strong>Chester</strong> <strong>County</strong> nonprofits in areas of<br />

greatest need, as targeted by the Grants Committee of the <strong>Foundation</strong>. Donations<br />

of any size are welcome to this fund at any time.<br />

Field of Interest Funds<br />

Donors who seek to impact a targeted Field of Interest (arts, education, environment,<br />

health, social service) or specific geographic region establish Field of<br />

Interest Funds. By naming an interest area rather than a specific organization,<br />

flexibility exists to meet ever-changing needs.<br />

Donor Advised Funds<br />

An alternative to a private foundation, Donor Advised Funds are popular with<br />

donors who wish to establish a <strong>Foundation</strong> under the umbrella of the <strong>Community</strong><br />

<strong>Foundation</strong> without incurring administrative operating and compliance filing burdens.<br />

Donor Advised Funds enable individuals, families, community groups, and<br />

businesses to focus their philanthropy and make grants that impact the causes<br />

they care about most.<br />

Scholarship Funds<br />

Establishing a Scholarship Fund allows the donor to benefit students pursuing<br />

education beyond high school. A donor may name the scholarship’s selection<br />

committee and the guidelines for candidate selection. Most scholarships at the<br />

<strong>Community</strong> <strong>Foundation</strong> benefit disadvantaged, high achieving students from a<br />

particular high school, or those who pursue a particular field of study.<br />

Memorial Funds<br />

Donors can quickly and cost-effectively create commemorative funds honoring<br />

people they hold dear.<br />

Affiliated Funds<br />

Working under the umbrella of the <strong>Community</strong> <strong>Foundation</strong>, Affiliated Funds can<br />

be established as special initiatives of the <strong>Community</strong> <strong>Foundation</strong> Board. These<br />

funds have independent programs and funding, and they maintain advisory boards<br />

while operating under the <strong>Community</strong> <strong>Foundation</strong>’s 501 ( c ) ( 3 ) tax status.<br />

FUNDS<br />

Organizational Endowment and Nonprofit-Designated Funds<br />

Designated Funds are created by nonprofit organizations and individual donors<br />

who care about the long-term success of a particular nonprofit charity. This lets<br />

donors support specific organizations while the <strong>Community</strong> <strong>Foundation</strong> manages<br />

investments professionally and monitors for accountability.<br />

There is a $10,000 minimum to start a new fund. Any amount can be added<br />

to existing funds. The <strong>Community</strong> <strong>Foundation</strong> will be glad to work with<br />

donors to determine the best methods to achieve their charitable goals.
