Stevens Administrative Assistant Connie Carter Consultant Chester County 2020 was established in 1996 to fund and pursue activities that provide information, promote dialogue and build consensus around issues of planning and growth management that are addressed under the County’s comprehensive plan, Landscapes. Over the years this has developed into the four C’s of Convene, Communicate, Cooperate and Contribute. What happens at Chester County 2020 programs? • Understanding and communication are increased among those with opposing viewpoints. • People discover common ground, leading to a more productive decision-making process. • Voices from the broad community come together as equals. • Concerns are addressed before contention divides constituencies into “them and us.” • Participants gain better understanding of all aspects of a particular issue. • Growth is accepted in the best possible way: balancing land preservation with thoughtful development Keep Farming First: The strong partnership with Chester County Development Council and the Penn State Cooperative Extension-Chester County is planning for the fourth Keep Farming First, to be held on February 16, 2006. National experts will again join county specialists and top-of-the-line farmers in sessions to address opportunities to improve the farmers’ economic picture, thus saving the farmer as well as the farm. Under One Roof: To address the ongoing need for affordable housing, the Committee responsible for the Under One Roof summit in June 2003, in partnership with CC2020, Chester County Transportation Management Association (TMACC) and Chester County Planning Commission (CCPC,) created the Getting There initiative. This evolved from the assertion that “the connection between land planning and transportation is inescapable.” Reports from both summits are available. Master Planner Program: 2005 marks the third year of the Master Planner Program, a series developed by the PA Planning Association and Penn State Extension Service via PA Municipal Planning Education Institute. Each course, offered to municipal officials, planning commissions, zoning hearing boards, citizens and the corporate community, qualifies for a continuing education unit credit. The completion of three basic courses in three years is recognized with a “Master Planner Certificate.” The program is sponsored by CC2020, CCPC, and West Chester University’s School of Business & Public Affairs and the Department of Geography. Land Trust Consortium: This new program offers all of Chester County’s land trusts the opportunity to communicate and cooperate around issues of common interest, with CC2020 serving as the convening body. FUND TYPES The Community Foundation accepts endowed and provisional funds in each of these areas. Endowed Funds are allowed a 5% grant payout for perpetuity, to assure that grant funds are always available to help nonprofits through good as well as difficult economic times. Provisional Funds can be paid out in full at any time. Grants can be awarded to qualifying nonprofit causes throughout the United States. Fund for Chester County .. This fund focuses on making grants to Chester County nonprofits in areas of greatest need, as targeted by the Grants Committee of the Foundation. Donations of any size are welcome to this fund at any time. Field of Interest Funds Donors who seek to impact a targeted Field of Interest (arts, education, environment, health, social service) or specific geographic region establish Field of Interest Funds. By naming an interest area rather than a specific organization, flexibility exists to meet ever-changing needs. Donor Advised Funds An alternative to a private foundation, Donor Advised Funds are popular with donors who wish to establish a Foundation under the umbrella of the Community Foundation without incurring administrative operating and compliance filing burdens. Donor Advised Funds enable individuals, families, community groups, and businesses to focus their philanthropy and make grants that impact the causes they care about most. Scholarship Funds Establishing a Scholarship Fund allows the donor to benefit students pursuing education beyond high school. A donor may name the scholarship’s selection committee and the guidelines for candidate selection. Most scholarships at the Community Foundation benefit disadvantaged, high achieving students from a particular high school, or those who pursue a particular field of study. Memorial Funds Donors can quickly and cost-effectively create commemorative funds honoring people they hold dear. Affiliated Funds Working under the umbrella of the Community Foundation, Affiliated Funds can be established as special initiatives of the Community Foundation Board. These funds have independent programs and funding, and they maintain advisory boards while operating under the Community Foundation’s 501 ( c ) ( 3 ) tax status. FUNDS Organizational Endowment and Nonprofit-Designated Funds Designated Funds are created by nonprofit organizations and individual donors who care about the long-term success of a particular nonprofit charity. This lets donors support specific organizations while the Community Foundation manages investments professionally and monitors for accountability. There is a $10,000 minimum to start a new fund. Any amount can be added to existing funds. The Community Foundation will be glad to work with donors to determine the best methods to achieve their charitable goals.

These philanthropists made contributions to Chester County Community Foundation operations, affiliated fund operations and endowments, programs, services, scholarships and special projects. Donations to Community Foundation funds totaled $3.5 million from 1,732 donors. All donations are vital to us. However, due to space limitations, honorary and memorial gifts could not be specifically noted, and donations under $75 could not be included in this listing. This does not minimize their importance to us at all.
