SUBJECT: <strong>Type</strong> <strong>Acceptance</strong> <strong>of</strong> <strong>Aircraft</strong><br />

1. Introduction<br />

1.1 The <strong>Aircraft</strong> <strong>Type</strong> <strong>Acceptance</strong> Approval indicates the AACM’s acceptance <strong>of</strong> a<br />

foreign type certification..<br />

1.2 When a Macao <strong>Type</strong> <strong>Acceptance</strong> Approval has been granted, all aircraft <strong>of</strong> the same<br />

type which conform to the defined standard may be registered in Macao without going<br />

through the type acceptance process and would qualify for a Certificate <strong>of</strong><br />

Airworthiness, provided the condition <strong>of</strong> the aircraft concerned is acceptable to the<br />

AACM.<br />

Note : The Macao certification rules will only consider the type acceptance <strong>of</strong> aircraft<br />

type certificated in other contracting states until such time as the AACM<br />

receives a request from an organisation based in Macao who wishes to<br />

manufacture aircraft or aircraft components or parts in Macao.<br />

1.3 This document prescribes the rules governing the type acceptance certification <strong>of</strong><br />

aircraft types to be registered in Macao; and the operating requirements for the holder<br />

<strong>of</strong> a type certificate.<br />

2. Application for Approval<br />

2.1 Applicant for <strong>Type</strong> <strong>Acceptance</strong> Approval can submit a letter to AACM containing the<br />

following information:<br />

- the name and address <strong>of</strong> the applicant;<br />

- further particulars relating to the aircraft and the applicant;<br />

and associated with all necessary documents prescribed in Paragraph 6.<br />

2.2 The fees payable for <strong>Type</strong> <strong>Acceptance</strong> Approval will be in accordance with the<br />

relevant Macao legislation.<br />

3. Grant <strong>of</strong> Approval<br />

3.1 A <strong>Type</strong> <strong>Acceptance</strong> Approval will be granted for an aircraft type if —<br />

(a) the applicant meets the applicable certification requirements in Paragraph 6 and 7<br />

in a manner acceptable to the AACM; and<br />

(b) the granting <strong>of</strong> the approval is not contrary to the interests <strong>of</strong> aviation safety.<br />

3.2 The AACM may put conditions or limitations to the operations <strong>of</strong> aircraft in the <strong>Type</strong><br />

<strong>Acceptance</strong> Approval.<br />

4. Special conditions<br />

4.1 AACM may prescribe special conditions for a product if AACM determines that the<br />

airworthiness standards do not contain adequate or appropriate safety levels because—<br />

(a) the product has novel or unusual design features relative to the design practices on<br />

which the applicable airworthiness design standards are based; or<br />

(b) the intended use <strong>of</strong> the product is unconventional.<br />

5. Duration <strong>of</strong> Approval<br />

5.1 A <strong>Type</strong> <strong>Acceptance</strong> Approval shall remain in force until it is suspended or revoked.<br />

6. Airworthiness requirements<br />

6.1 Each applicant for the grant <strong>of</strong> a type acceptance certificate for an aircraft type shall<br />

demonstrate to AACM the following :<br />

(a) the aircraft type has been appropriately type certified by Federal Aviation<br />

Administration <strong>of</strong> the United States <strong>of</strong> America or the European Aviation Safety<br />

Agency; and<br />

(b) the aircraft type meets the ICAO Annex 16 in regard to noise, fuel venting and<br />

emission standards<br />

(c) the aircraft type meets any special conditions imposed under the foreign type<br />

certification or prescribed by the AACM in Paragraph 4 above; and<br />

(d) any airworthiness requirements not complied with are compensated for by the<br />

factors providing an equivalent level <strong>of</strong> safety; and<br />

(e) no feature or characteristic <strong>of</strong> the aircraft type makes it unsafe for the intended use.<br />

6.2 A meeting between the applicant and AACM will normally be held to review the<br />

following:<br />

(a) <strong>Aircraft</strong> design, systems, structure and operational characteristics in sufficient<br />

detail that any unusual or new features can be identified;<br />

(b) Provide details <strong>of</strong> the basis <strong>of</strong> domestic <strong>Type</strong> Certification, including any Special<br />

conditions, and where equivalent safety measures were made;<br />

(c) Any waivers or variations granted by the state <strong>of</strong> manufacture;<br />

(d) Establishing the certification basis for Macao <strong>Type</strong> <strong>Acceptance</strong> Approval;<br />

i. Complementary Technical Conditions to address the differences<br />

between airworthiness design standards specified in Appendix No. 1<br />

and the code used by the State <strong>of</strong> Manufacture for <strong>Type</strong> Certification;<br />

ii. Macao Special Conditions;<br />

7. Data requirements<br />

iii. Supplementary basis for issue <strong>of</strong> a Macao Certificate <strong>of</strong><br />

Airworthiness and compliance with operational legislation such as<br />

Aeronautical Circulars and relevant paragraphs and schedules in the<br />

Air Navigation Regulation <strong>of</strong> Macao.<br />

(e) Review <strong>of</strong> in service experience, including major defects currently under<br />

investigation and any corrective action.<br />

(f) Initial maintenance requirements.<br />

(g) Continued airworthiness review.<br />

7.1 Each applicant for the grant <strong>of</strong> a type acceptance certificate for an aircraft type shall<br />

provide the AACM with—<br />

(a) evidence showing that the aircraft type design has been appropriately type certified<br />

as per Paragarph 6.1; and<br />

(b) a compliance matrix to the certification basis as established in Paragraph 6.2;<br />

(c) a copy <strong>of</strong> the flight manual approved under a foreign type certificate.<br />

7.2 The AACM may specify the range <strong>of</strong> serial numbers or models <strong>of</strong> aircraft to which the<br />

application relates or redefine the applicability <strong>of</strong> the certificate if Paragraph 6 and 7<br />

are satisfied for any additional product.<br />

8. Cancellation<br />

This AP supersedes Airworthiness Procedure No. AP2 Issue 4 dated 31 Dec 08.<br />
