Exelis Wins NASA Contract to Support Climate<br />

Change Research<br />

January 5, <strong>2015</strong><br />

ROCHESTER, NY -- Exelis has won a<br />

$3.5 million NASA contract that supports<br />

research to improve understanding of<br />

climate change by tracking how weather<br />

systems transport carbon dioxide,<br />

methane and other gases in the<br />

atmosphere. As part of the Atmospheric<br />

Carbon and Transport-America project,<br />

Exelis will modify its Multi-Functional<br />

Fiber Laser LIDAR (MFLL) for integration into a NASA aircraft and provide support to five<br />

extensive flight campaigns that will collect regional carbon dioxide measurements. Exelis will<br />

work with Penn State University and NASA Langley Research Center scientists and engineers<br />

on the project.<br />

Exelis is building on its long history of developing satellite instruments used for weather<br />

forecasting to expand its environmental intelligence business as part of the company’s focus on<br />

intelligence, surveillance, reconnaissance and analytics.<br />

The research goal is to improve identification and predictions of carbon dioxide and methane<br />

sources and sinks using spaceborne, airborne and ground-based data over the eastern half of the<br />

United States.<br />

“This is key because we really don’t know enough about the carbon cycle to take steps to predict<br />

and manage its environmental effects,” said Jeremy Dobler, Exelis program manager and senior<br />

scientist.<br />

The Exelis MFLL is an active LIDAR (LIght Detection And Ranging) and is a remote sensing<br />

method that uses light in the form of an intensity modulated continuous wave laser to measure<br />

the difference in absorption of the atmosphere at two closely spaced wavelengths. The different<br />

absorption along with a measurement of range can be used to determine the number of a specific<br />

molecule such as carbon dioxide in that column of air. Unlike passive instruments measuring<br />

carbon dioxide, active LIDAR can take measurements at night, at high latitudes and through thin<br />

clouds enabling the collection of a more complete data set.<br />

“The Exelis laser LIDAR takes accurate measurements of CO 2 concentrations in the lower<br />

atmosphere where sources and sinks of carbon dioxide are located and where the data is relevant<br />

for addressing environmental impact,” Dobler said.

U.S. Army Awards Lockheed Martin $78 Million<br />

Contract for ATACMS Modernization<br />

January 7, <strong>2015</strong><br />

DALLAS, TX -- Lockheed Martin received a $78 million<br />

contract from the U.S. Army for upgrades to the Army<br />

Tactical Missile System (ATACMS).<br />

The program will take hardware from early-production<br />

ATACMS Block 1 missiles and develop an enhanced and<br />

affordable weapon system capable of eliminating targets<br />

without the risk of unexploded ordnance, which meets the<br />

U.S. Army’s long-range precision strike requirement.<br />

The program’s first phase will include flight tests, followed<br />

by production beginning in 2016. Work will be performed at<br />

Lockheed Martin facilities in Camden, Arkansas, and<br />

Dallas.<br />

“ATACMS is extremely reliable and effective, and has<br />

proven itself over and over again in combat,” said Ken<br />

Musculus, vice president of Tactical Missiles for Lockheed Martin Missiles and Fire Control.<br />

“These upgrades ensure ATACMS is ready to meet our customers’ needs now and in the future.”<br />

As the U.S. Army’s only tactical long-range precision strike surface-to-surface weapon,<br />

ATACMS provides critical military capabilities. More than 560 ATACMS missiles have been<br />

fired in combat and the system has demonstrated extremely high rates of accuracy and reliability.<br />

Each ATACMS missile is packaged in a Guided Missile Launch Assembly pod and is fired from<br />

the Multiple Launch Rocket System (MLRS) family of launchers.<br />

Lockheed Martin has produced more than 3,700 ATACMS missiles, with more than 20 years of<br />

on-time deliveries. The company’s Camden Operations has received more than 60 awards over<br />

the last decade, including the 2012 Malcolm Baldrige National Quality Award and the Shingo<br />

Silver Medallion Award for Operation Excellence.

Raytheon and General Dynamics Joint Venture<br />

Awarded U.S. Air Force Launch and Test Range<br />

Contract<br />

January 9, <strong>2015</strong><br />

DULLES, VA -- The U.S. Air Force has<br />

awarded one of its most important space<br />

procurements, potentially a multi-billion-dollar<br />

contract to operate, maintain, and sustain<br />

launch ranges at Florida's Space Coast and<br />

Vandenberg Air Force Base in California, to a<br />

joint venture of Raytheon and General<br />

Dynamics.<br />

The joint venture, called Range Generation Next (RGNext) is responsible for operations, as well<br />

as organizational and depot-level maintenance and sustainment for safe and effective launch,<br />

testing, and tracking of Department of Defense, civil, commercial, and international spacelift<br />

vehicles. It will also support ballistic missile, guided weapon, and aeronautical tests and<br />

evaluations.<br />

The $1.5 billion, single-award contract has a one-year base period with nine one-year options.<br />

Raytheon and General Dynamics formed RGNext to pursue the opportunity, known as the U.S.<br />

Air Force Space and Missile Systems Center's Launch and Test Range System (LTRS)<br />

Integrated Support (LISC) contract, supporting the U.S. Air Force Space Command.<br />

Existing operations and maintenance at the Eastern and Western launch ranges and the<br />

engineering and sustainment work for the entire LTRS are being consolidated into LISC,<br />

primarily a fixed-price-incentive firm (target) contract.<br />

“Together, Raytheon and General Dynamics offer the U.S. Air Force more than 40 years of<br />

operations and maintenance experience, along with leadership across information technology<br />

domains,” said Lynn Dugle, president of Raytheon Intelligence, Information and Services. “In<br />

this cost-sensitive environment, LISC will deliver efficiencies and economies of scale that could<br />

not be obtained under separate contracts. Our team is eager to play its part in helping the<br />

customer ensure safe mission operations.”<br />

learned and proven processes to ensure the ranges continue as the nation's premier launch<br />

facilities,” said Dan Johnson, president of General Dynamics Information Technology.

BAE Providing Engineering, Integration Support<br />

for U.S. Navy’s Most Advanced Weapon System<br />

January 19, <strong>2015</strong><br />

CALIFORNIA, MD -- The U.S. Navy has awarded BAE Systems a five-year contract to<br />

provide critical system engineering, integration, and testing expertise for the Aegis Combat<br />

System on board surface ships.<br />

The initial award is valued at $23 million with the total value of the five-year contract estimated<br />

at $120 million.<br />

“Our Aegis system engineering experts have been working side by side with sailors for more<br />

than 40 years to modernize and strengthen the U.S. Navy’s fleet of Aegis-equipped surface<br />

ships,” said DeEtte Gray, president of BAE Systems’ Intelligence & Security sector. “Together,<br />

we are enhancing the U.S. Navy’s combat readiness.”<br />

The Aegis Combat System — the U.S. Navy’s most advanced and complex weapon system —<br />

uses state-of-the-art computers and radars to track and guide weapons to destroy enemy targets.<br />

Under the Aegis Technical Representative Engineering Support Services contract, BAE<br />

L-3 Acquires MITEQ, Inc.<br />

January 22, <strong>2015</strong><br />

NEW YORK -- L-3 Communications announced today that<br />

it acquired the assets of MITEQ, Inc. on January 21,<br />

<strong>2015</strong> for $41 million, subject to customary adjustments. The<br />

business will be combined with L-3’s Narda Microwave-East<br />

business located in Hauppauge, N.Y., and the new<br />

organization will be called L-3 Narda-Miteq.<br />

The Miteq business develops and manufactures specialized<br />

RF microwave products and solidstate<br />

SATCOM components that complement the existing<br />

Narda product line. The combined L-3 Narda-Miteq business will employ approximately 700<br />

people, providing products for the U.S. military, government agencies, prime contractors and<br />

commercial customers. The Miteq acquisition is expected to generate approximately $60<br />

million in sales for the year ending December 31, <strong>2015</strong>.<br />

“Miteq adds key products, technical capabilities and other synergies, strong engineering talent<br />

and new customers to L-3’sAdvanced Communications sector within our Communication<br />

Northrop Grumman Receives U.S. Navy<br />

Grumman Corporation has received a<br />

contract from the U.S. Navy for the<br />

continued production of the AN/AES-<br />

1Airborne Laser Mine Detection System<br />

(ALMDS).<br />

The contract includes the production of<br />

five ALMDS pod subsystems, support<br />

equipment, spares, and technical<br />

support. The ALMDS is mounted on an<br />

MH-60S helicopter. Flying over sea lanes, it finds and geolocates mine-like objects with its<br />

pulsed laser light and streak tube receivers by imaging, in 3-D, day or night, the near-surface of<br />

the ocean.<br />

“This program is a win-win. The airborne sensor has the capability to keep our sailors out of the<br />

minefield and we are producing it while reducing the per-pod price over previous buys that helps<br />

enable the Navy to meet their cost targets,” said Doug Shaffer, director, electronic<br />

attack/maritime systems integration, Northrop Grumman Aerospace Systems. “We look forward<br />

to continuing our long-standing relationship with the U.S. Navy on the ALMDS program and<br />

supporting initial operating capability in FY16.”<br />

The Northrop Grumman ALMDS team is comprised of Areté Associates, Tucson, Ariz., which<br />

Harris Corporation to Acquire Exelis –<br />

Complementary, Adds Scale, and Strengthens<br />

MELBOURNE, FL -- Harris Corporation and<br />

Exelis, Inc. today announced a definitive<br />

agreement under which Harris will acquire Exelis<br />

in a cash and stock transaction valued at $23.75<br />

per share, or an approximately $4.75 billion<br />

enterprise value.<br />

The agreement has been unanimously approved<br />

by the Boards of Directors of both companies.<br />

The transaction is expected to close in June <strong>2015</strong><br />

and is subject to customary closing conditions, including regulatory and Exelis shareholder<br />

approval.<br />

Under the terms of the transaction, Exelis shareholders will receive $16.625 in cash and 0.1025<br />

of a share of Harris common stock, based on Harris' closing price as of Feb. 5, <strong>2015</strong>, for each<br />

share of Exelis common stock. Upon closing, Harris shareholders will own approximately 85<br />

percent of the combined company, and Exelis shareholders will own approximately 15 percent.<br />

On a pro forma basis for the latest twelve months ended Dec. 31, 2014, the combined company<br />

would have had more than $8 billion in revenue and about 23,000 employees globally, including<br />

9,000 engineers and scientists.<br />

“Acquiring Exelis is transformational for Harris,” said William M. Brown, chairman, president<br />

and chief executive officer of Harris. “The combination of the two companies' highly<br />

Army Awards Lockheed Martin $82 Million<br />

ORLANDO, FL -- Lockheed Martin received an $82<br />

million Performance Based Logistics (PBL) contract in<br />

December from the U.S. Army for AH-64 Apache<br />

helicopter Modernized Target Acquisition Designation<br />

Sight/Pilot Night Vision Sensor (M-TADS/PNVS)<br />

system sustainment.<br />

The firm, fixed-price contract is the foundation for a<br />

comprehensive sustainment solution that enables M-<br />

TADS/PNVS mission readiness, reduces operation and<br />

support costs, and drives reliability and maintainability improvements. This is the third of three<br />

one-year options that support the initial $111 million PBL contract awarded in 2012. The total<br />

four-year contract value was $375 million.<br />

“The partnership between the Army Aviation and Missile Command Logistics Center and<br />

Lockheed Martin has built a comprehensive logistics solution that consistently meets or exceeds<br />

required aircraft readiness rates,” said Rob Breter, Apache PBL senior program manager at<br />

Lockheed Martin Missiles and Fire Control. “During its peak operational tempo of more than<br />

200,000 flying hours, the M-TADS/PNVS PBL program averaged a worldwide supply<br />

availability rate of 98 percent, increasing mission readiness for the aircrew.”<br />

M-TADS/PNVS provides Apache helicopter pilots long-range, precision engagement and<br />

pilotage capabilities for mission success and flight safety day or night, or in adverse weather<br />

conditions. Forward-looking infrared sensors provide enhanced image resolution that enables<br />

Apache aircrews to prosecute targets and provide situational awareness in support of ground<br />

troops outside detection ranges. Lockheed Martin has delivered more than 1,300 M-<br />

TADS/PNVS systems to the U.S. Army and international customers.<br />

The Apache PBL team was honored with the 2011 and 2013 Secretary of Defense PBL Awards<br />

recognizing outstanding achievements in providing soldiers with exceptional operational support.<br />

SBA Announces New Online Tool to Match<br />

Lenders to Entrepreneurs<br />

WASHINGTON– Today, Administrator<br />

Maria Contreras-Sweet announced that the<br />

Small Business Administration (SBA)<br />

would launch a first of its kind tool on the<br />

federal agency’s website that will allow<br />

entrepreneurs looking for a small business<br />

loan to get matched with a SBA lender.<br />

This new tool, called LINC (Leveraging<br />

Information and Networks to access<br />

Capital) will have small business owners<br />

fill out a simple online form of 20 questions and connect them with lenders within 48 hours. By<br />

directly connecting with prospective borrowers, the agency will be able to provide more<br />

guidance and ensure more capital is reaching our nation’s entrepreneurs.<br />

“Effective today, LINC will bring entrepreneurs and SBA lenders together. There's a hunger<br />

among entrepreneurs to find financing to get their business off the ground or take the next big<br />

step in their expansion plan. The SBA stands there ready to help them, now with a few simple<br />

clicks,” said Contreras-Sweet. “Across the country, thousands of small business owners pound<br />

the pavement every day looking for term loans, equipment financing, lines of credit, invoice<br />

financing, and real estate loans to help them hire and grow. If you have a bankable business idea<br />

backed by good credit and sound financial planning, the SBA wants to streamline the process for<br />

you to get the capital you need.”<br />

After filling out the form, a borrower’s answers will be sent to every lender in that borrower’s<br />

county, as well as to other lenders with a regional or national reach. Once lenders have reviewed<br />

the information that matters most to them, they’ll respond within 48 hours, all this for no fees or<br />

commitment. This option will untether entrepreneurs from the one neighborhood bank, using<br />

technology to get their foot in the door at any number of institutions and improve their access to<br />

capital.<br />

LINC will roll out in waves. It will begin by connecting small business owners with nonprofit<br />

lenders that offer free financial advice and specialize in micro lending, loans in the Community<br />

Advantage program, and real estate financing. In the longer-term, SBA will look to add more<br />

traditional banks that offer an even wider array of financial products.

Space and Missile Defense Command<br />

has awarded BAE Systems a two-year<br />

contract to provide hardware, software,<br />

and systems integration support for the<br />

Battlespace Command and Control<br />

Center.<br />

The initial award is valued at $11.8<br />

million with the total value of the two-year contract estimated at $23 million. Under the<br />

contract, BAE Systems will perform upgrades to mobile training suites and provide systems and<br />

network administration support to the Non-Organic Radar Access program. The work will<br />

minimize downtime for critical systems and enhance the ability of warfighters to analyze and<br />

manage the increasing amounts of data, while shortening the processing time for critical decision<br />

making.<br />

“Our experts are helping U.S. forces quickly identify ground, air, space, and undersea threats to<br />

national security,” said Mark Keeler, vice president and general manager of Integrated<br />

Electronics and Warfare Systems at BAE Systems. “We’re enhancing system readiness and<br />

United Technologies Research Center Awarded<br />

Technologies Research Center (UTRC),<br />

the research and innovation arm of United<br />

Technologies Corp., has been awarded a<br />

one-year $744,154 contract by the U.S.<br />

Department of Energy's Office of Energy<br />

Efficiency and Renewable Energy (EERE)<br />

to develop a database of materials for the<br />

manufacturing of high-performance industrial and commercial non-metallic heat exchangers.<br />

“We're excited to be working with the Department of Energy on this next-generation technology<br />

to explore new materials for heat exchangers,” said Abbas Alahyari, UTRC principal scientist<br />

and project leader. “If we can reduce the life-cycle and manufacturing costs utilizing new<br />

materials, then we can save a significant amount of energy.”<br />

According to Alahyari, the review will include material identification and literature evaluation,<br />

as well as empirical and model characterization, resulting in a database of relevant material<br />

properties and characteristics to provide guidance for future heat exchanger development. Key<br />

material features will include thermal conductivity, permeability, life-cycle cost, flammability<br />

and manufacturability.<br />

UTRC will work closely with UTC Building & Industrial Systems, which includes Carrier, the<br />

world's leader in high-technology heating, air-conditioning and refrigeration solutions, for<br />

building applications; and UTC Aerospace Systems for aerospace applications to define<br />

requirements and impact on energy use, both in manufacturing and operations. UTRC will also<br />

work with leading universities in the field to ensure access to the latest developments and to<br />

procure samples for evaluation, indicated Dr. Catherine Thibaud-Erkey, materials and<br />

manufacturing program element lead for the UTC Building & Industrial Systems program office<br />

at UTRC.<br />

“We will explore new composite materials for their suitability to replace existing metal materials<br />

in the production of heat exchangers for the aerospace and heating, ventilating, air-conditioning<br />

and refrigeration (HVAC&R) markets,” Thibaud-Erkey explained. “Applications could range<br />

from aircraft environmental control systems, to chillers and HVAC&R systems.”

“This new system gives us opportunities to maintain readiness in ways that provide great<br />

flexibility while maximizing scarce training resources,” said Bob Williams, Raytheon Global<br />

Training Solutions vice president. “We recently completed a rehearsal with the JPMRC-IS<br />

involving more than 400 Soldiers across several Hawaiian islands, and it felt and worked exactly<br />

like a full rotation at one of our Combat Training Centers.”<br />

The JPMRC – IS can be easily transported, is capable of continuous, 24-hour a day operation for<br />

weeks at a time, and can extend the training battlespace across physical boundaries by linking<br />

units, sites and trainers in real time. The instrumentation system collects and stores specific,<br />

scenario-focused information on performance, then aids the exercise controllers in monitoring<br />

the exercise, analyzing the performance data, and preparing and presenting detailed performance<br />

feedback to the exercise units. The exercise participants obtain direct feedback on how they<br />

executed their missions, and lessons learned on how to improve performance.<br />

Raytheon will test the JPMRC – IS this month during a multi-unit exercise in Hawaii called<br />

Lightning Forge. This Initial Operating Capability event will demonstrate the ability to perform<br />

distributed operations as part of a two-battalion exercise on Oahu and the island of Hawaii.<br />

Corporation today announced it was<br />

awarded a contract valued at more than $65<br />

million for two Combat Training Centers<br />

(CTCs) from a Middle East Army customer<br />

to include U.S. Army versions of I-MILES<br />

Tactical Vehicle System (I-MILES TVS),<br />

Instrumented-Multiple Integrated Laser<br />

Engagement System Individual Weapon<br />

Systems (I-MILES IWS) and the TVS<br />

adapter kit to enable simulation of combat vehicles. These solutions will enhance the training<br />

capability by providing state-of-the art Tactical Engagement Simulation (TES) systems, an<br />

advanced data collection system for video, voice and other training data that is not currently<br />

available in the region.<br />

achieve and sustain mission readiness. Cubic’s MILES solutions enable small and large group<br />

training from a custom squadron to a battalion. The systems are also compatible with legacy<br />

equipment, ensuring previous investments are preserved and long term cost of ownership is<br />

I-MILES IWS uses laser emitters that attach to military weapons and on-body sensors to<br />

replicate combat and records data for later review. I-MILES TVS, the vehicular adaptation of<br />

Cubic’s man-worn Individual Weapons System, equip tactical vehicles with lasers, sensors and<br />

electronics. The I-MILES TVS solution will also include Cubic’s “Shooter” CVS kit, to enable<br />

superior weapon simulation and casualty assessment accuracy for vehicles and fixed structure.

Lockheed Martin Awarded Contracts to Support<br />

DENVER -- Lockheed Martin will<br />

continue to support the Navy system that<br />

allows secure sharing of sensitive data<br />

between unclassified and classified<br />

security domains.<br />

The U.S. Navy recently awarded<br />

Lockheed Martin two contracts with a<br />

total ceiling value of $90 million to support the Radiant Mercury cross domain solution for five<br />

years.<br />

“Since developing Radiant Mercury in 1992, we’ve ensured it has met the operational needs of<br />

Today’s military and intelligence operations depend on the timely sharing of critical information.<br />

Radiant Mercury helps this by ensuring that data transferring from one network domain to<br />

another undergo extremely high levels of scrutiny, protecting against compromises in the<br />

integrity of the information. While guarding classified data from unauthorized access, the system<br />

Raytheon Awarded $35 Million U.S. Air Force<br />

Support Contract<br />

DULLES, VA -- Raytheon Company was awarded a $35 million sole-source contract by the<br />

U.S. Air Force to provide aircraft integration and life-cycle technical support on an advanced<br />

bomb carriage and release system for aircraft. The advanced system will allow both the Air<br />

Force and U.S. Navy to perform more missions utilizing less aircraft.<br />

“JMM BRU end users now have a next evolution system that can be integrated with more than<br />

11 different platforms,” said Todd Probert, vice president for the Mission Support and<br />

Modernization at Raytheon Intelligence, Information and Services. “Our strength in engineering<br />

and design allowed us to offer the customer a system with improved combat turn-around time,<br />

enhanced system performance and improved warfighter readiness.”<br />

The Joint Miniature Munitions Bomb Rack Unit (JMM BRU) indefinite delivery, indefinite<br />

quantity contract began October 2014and has an eight-year period of performance. In addition to<br />

being awarded the IDIQ contract, Raytheon has also received its first delivery order.<br />

Under this contract, Raytheon responsibilities include engineering, investigation and analysis,<br />

aircraft integration, testing, training, material and software updates, simulations, modeling, test<br />

hardware, initial spares and procurement of all associated hardware to support the activities.

Getting to D.C. by Airplane: Most people heading into D.C. for business arrive at one of<br />

Washington's two major airports: Ronald Reagan Washington National<br />

Airport (DCA) and Dulles International Airport (IAD). Located less<br />

than five miles from the White House, the DCA is only a short ride<br />

away from downtown D.C. The Dulles International Airport is<br />

located about 30 minutes from the city. However, if your business<br />

is taking you to the Dulles Corridor in Northern Virginia, flying into<br />

Dulles International Airport would be the better option.<br />

Ground Transportation: From the Reagan airport to downtown Washington, taxi fares will run<br />

between $8 and $17 since the airport is located close to the city. But the taxi ride from the Dulles<br />

airport to downtown DC will likely cost more than $50 plus tax, with lesser charges along the Northern<br />

Virginia route into the city. Renting a car is another available option at both Dulles and Reagan airports.<br />

Public Transportation: If you're heading to<br />

downtown D.C. from the Reagan airport, the<br />

Metro can get you there in about 15 minutes<br />

and will cost about $2 one-way, depending<br />

on your stop. Stations are located in terminals<br />
