The Business Systems Analyst is responsible for supporting and ensuring the assembly and delivery of web-centric<br />

projects that support the mandate of <strong>Health</strong> <strong>Quality</strong> <strong>Ontario</strong> (HQO). The Business Systems Analyst is also<br />

responsible for determining scope and business requirements and specifications for various web-based projects to<br />

support the successful delivery of HQO’s web properties mandates.<br />

ACCOUNTABILITIES:<br />

Project Management:<br />

Provides support on the execution of projects and new development initiatives, setting project objectives,<br />

determining resource allocations and plans, and monitoring plan progress, resource performance and<br />

quality of work.<br />

Ensures project plans are scoped out and documented, gathering business, functional and technical<br />

requirements and identifying project plan parameters and expected deliverables.<br />

Manages project activities against work-plans, ensuring schedules and budgets are managed and project<br />

deliverables are achieved.<br />

Provides input into proposal/project development, conducting research and providing supporting analyses<br />

for senior staff review.<br />

Manages stakeholder expectations, communicating project status, milestone achievement, resolving issues<br />

and obtaining required approvals.<br />

Risk Management:<br />

Identifies project risk areas, determining degrees of exposure and developing proposals for tactic options<br />

and resource allocation alternatives to mitigate risk factors.<br />

Ensures risks are highlighted to stakeholders to manage project outcome/deliverable expectations.<br />

Captures risks within project work-plans and ensures areas of concern are documented for future reference.<br />

Relationship Management:<br />

Develops relationships with peers and associates within the department and across the HQO organization<br />

to exchange information and ensure issues are identified and resolved.<br />

Manages relationships with stakeholders to ensure project deliverables and expectations are effectively<br />

managed and issues are resolved.


Builds relationships with industry colleagues, vendors and agency representatives to remain current on<br />

industry best practices and emerging trends.<br />

<strong>Quality</strong> Improvement:<br />

Identifies opportunities for improving web-based technology support systems, providing recommendations<br />

on quality improvement strategies and potential initiatives for consideration.<br />

Provides feedback and recommendations on UX, SEO (Search Engine Optimization/Marketing), social<br />

media support and analytics designs, functionality, and applicability to support enhancement and<br />

development initiatives.<br />

Develops roadmaps for social media/online development at HQO.<br />

Provides insight to improve web analytics and metrics, managing implementation projects and initiatives.<br />

POSITION REQUIREMENTS:<br />

Education and Experience:<br />

Undergraduate Degree in Computer Science, Information Management, Business Administration or<br />

equivalent<br />

Project Management Professional designation (PMP) is an asset<br />

5 or more years business systems analysis experience<br />

Excellent written and verbal communication skills<br />

Strong organizational skills, understanding of web development lifecycle<br />

Excellent judgement in setting priorities, identifying issues and determining actions<br />

Proven ability to respond to a wide variety of issues and deal with unclear situations<br />

Proficiency in MS Office Suite, particularly Outlook, Word, Excel and PowerPoint<br />
