NRA Law Enforcement Assistance Committee,<br />

I have seen the constant requests<br />

coming to the NRA from security agencies<br />

for hdp in setting standards for their firearms<br />

instructors and their becoming NRA<br />

certified. Finally, at the October 1980<br />

. board meeting the LEA Committee presented<br />

a resolution pointing out the following:<br />

There are about 500,000 security<br />

guards in the U.S. The NRA is recognized<br />

in some 30 states as the qualified leader for<br />

firearms instruction, including basics and<br />

any required refresher. Unfortunately<br />

standards for training and certifying instructors<br />

do not exist at most any level,<br />

from national to local. These commercial<br />

police organizations have the money for<br />

paying instructors and are looking for ones<br />

to hire. Quite a few states have named the<br />

NRA as its authority for certifying instructors<br />

and the training requirements for<br />

guards. The NRA did not seek or solicit<br />

this responsiblity, but regardless, the public<br />

looks to the NRA..<br />

NRA CERTIFICATION<br />

The NRA Police Activities staff, and<br />

their budget, never has alld does not now,<br />

have the resources to provide services to<br />

the governmental police agencies, let alone<br />

private guards. The board, therefore, was<br />

urged not to miss this opportunity. The<br />

board, the NRA Preside~tand the Executive<br />

Vice President were asked by the LEA<br />

Committee to "establish a cost effective<br />

program in security guard firearms<br />

instruction field." This resolution was<br />

adopted by the NRA Board of Directors.<br />

INSTRUCTOR'S COURSE<br />

In getting my Security Guard Instructor's<br />

certificate, in Florida arid Virginia, I<br />

noticed the meticulous scrutiny given<br />

character, credit, and employment<br />

background. However, no actual visual<br />

inspection as to your-being an expert<br />

handgunner or an instructor in marksmanship<br />

was required. State licensing agencies<br />

and perhaps the NRA, through use of its<br />

Field Representatives, should see this individual<br />

fire the qualification course he is<br />

going to teach. States require and applicant<br />

for a beauticians license to give a permanent<br />

or a hair cut under state inspection<br />

visual testing. Because of lack of pressure<br />

to do so, or knowledge, of what they are<br />

looking for, they fail to even see th.e firearms<br />

ionstructor fire a round. Maybe the<br />

NRA can work for that added requirement.<br />

Arming a guard with the capability<br />

to try, convict, and execute on the spot,<br />

must be shown to be more important than<br />

cosmetology.<br />
