NEWS FROM THE DIRECTORS
REGION IX
DIRECTORS
Conference News: The New Jersey Municipal Clerks Association and its Conference
Planning Committee hit the mark and totally embraced the conference theme of
Lighting the Way Through Education. From the Athenian Dialogues and Academy
sessions offered, to the motivating general and break-out session speakers, Clerks had
the opportunity to learn about community engagement through social media, creative
problem solving, motivating and engaging public employees in uncertain times, risk
management, budgeting and a host of other topics. More importantly, Clerks had the
opportunity to network with colleagues from around the globe.
We’d also like to give a big “shout out” to Atlantic City for rolling out the red carpet to
greet Municipal Clerks from around the world. Conference attendees and their guests
were encouraged to “Do AC” and, true to form – we did just that!
The Wednesday night indoor beach party was totally cool and complete with buff
beach-body lifeguards for photo opportunities and a tribute to New Jersey’s hometown
“Boss” Bruce Springsteen – with “The B-Street Band.” They kept the crowd on its feet
and dancing for hours – and we all know how clerks love to dance!
The Region IX dinner was held just off the Atlantic City Boardwalk at The Melting Pot.
This dining experience was a first for me - I think I mastered the skewer dipping into the
boiling pot by the time the “vat o’chocolate” was delivered for our dessert. Thank Peggy
Hawker and OAMR for organizing this experience for Region IX.
At the IIMC annual business meeting on Thursday morning, President Brenda Cirtin
provided a review of the 2012-13 year’s activities and accomplishments, noting IIMC has
9,300 members throughout the world. The President called on the Budget Committee
Chair to provide a brief financial report. Phil Campbell, Committee Chair, reported IIMC
ended 2012 with a net profit of $65,759 and a restricted reserve balance of $331,000.
Following the presentation of certificates and resolutions of appreciation to outgoing
IIMC Committee Chairs and Region Directors, President Cirtin administered the oath of
office to the incoming Region Directors, including Alice Attwood for Region IX. The
elections results were presented to the membership and Region IX’s very own Monica
Martinez-Simmons was sworn in as IIMC’s Vice President. The oath of office was
administered to President-Elect Brenda Kay Young and Immediate Past President Brenda
Cirtin. The meeting concluded with Marc Lemoine of Winnipeg, Manitoba, Canada being
installed as the 2013-14 IIMC President.
NEWS FROM THE DIRECTORS (Cont.)
On behalf of Region IX, we extend a sincere thank you to Immediate Past President
Brenda Cirtin for her dedication and service to the IIMC membership. We welcome
President Lemoine and stand ready to support him throughout the year. And, we
share our excitement and commitment to the organization with Vice President
Martinez-Simmons as she joins the IIMC Executive Committee.
The 2014 IIMC Annual Conference will be held in Milwaukee, Wisconsin and plans are
well underway for yet another outstanding event. We hope to see you there!
Board of Director’s Meeting The IIMC Board of Directors met on May 17 for a board
development session with Kathie Novak, Colorado’s Institute Director. Kathie led the
Board through a half-day of thought-provoking fun with the “Leadership Lessons of
Dr. Seuss.”
A Board meeting was held May 17 and 18. Here are a few highlights from that meeting:
• Received a report from the Region XI Consultant Nick Randle and approved proposals
related to generating new Region XI membership, the concept of a Regional XI
Summer Symposium in 2014, and review of the CMC and MMC Certifications for
Regions X and XI to ensure it provides the best fit with professional education
systems in different countries.
• Upon reviewing an unsolicited proposal to provide parliamentarian services for the
Board from Bernie White, the Board took action to obtain expressions of interest
from suitable, qualified and experienced IIMC (active/retired) members to provide
parliamentary services for the Board.
• Action was taken related to the recommendations of the Blue Ribbon Task Force,
Chaired by Colleen Nicol. A full report of this action is supplied in a separate article
within this newsletter.
• Appointed a Task Force of Mary Lynne Stratta, Sharon Cassler, Brenda Young and
Marc Lemoine to negotiate the terms of Executive Director Shalby’ s new 3-year
contract.
• The Mid-Year Board Meeting will be held in Savannah, Georgia November 22 and 23.
Municipal Clerks Education Foundation (MCEF) Once again, during the annual
conference banquet, MCEF held an outcry auction. IIMC Past President Mary Lynne
Stratta led the charge and the heat was on! A good time was had by all and the end
result was money being raised to support the education of Municipal Clerks. MCEF is
supported through donations and every contribution, regardless of size, is destined to
support education. Tax-deductible contributions may be made by completing the pledge
card on the IIMC website. Credit card payments are accepted, and pledges can be paid
monthly or at the end of the calendar year. IIMC Past President and Region IX’s City Clerk
extraordinaire Colleen Nicol now serves on the MCEF Board. Stay tuned for more
information from Colleen on the availability of MCEF scholarships and grants, and the
value of giving to this outstanding organization.
Incoming Region IX Remarks
I would like to express my sincere thanks to the State
Associations in Region IX for their support in selecting me as a
Region IX Director.
I am excited to serve as Region IX Director and to be working
with Joann Tilton and the other members of the IIMC Board,
and working for the members of Region IX. It is apparent that
Region IX is a group that is very diverse and intensely proud of
their individuality. I will do my best to support the Region IX
states and members.
I look forward to attending the State Conferences and meeting
new clerks and reconnecting with clerks from the past. When
I was serving as WMCA President, and able to attend state
conferences, one of the things I observed the most is the need
and desire for continuing education and networking with other
clerks. I feel education and training are paramount to being a
successful clerk and person.
Also, I would like to take this opportunity to say thank you to
Kristie Smithers for her time and energy spent as Region IX
Director. As Joann
Tilton said, those
“Danskos” are going
to be hard to fill!
Hello Region IX Members! I can’t believe how fast three years
flew by serving as one of your Region IX Directors. Thank you
for the great opportunity to serve you. I have so enjoyed
meeting you and visiting your conferences—I will miss that
most! I have made many new friends and hope that one day
we’ll all meet again during a future conference.
In Atlantic City, I was presented with a Coach purse and wallet
as a gift from all of Region IX! Thank you so very much for your
generosity! The bag is especially gorgeous and I absolutely
love it!
I also want to thank Joann Tilton and Peggy Hawker, my travel
buddies—you are awesome! Although the work is sometimes
not easy, you made it fun and we had many laughs during our
travels! Alice Attwood I wish you the best as you begin your
three-year service—we’ve already shared a few laughs too!
Thank you all for your service.
I will always cherish your friendship!
Clerks are some of my
most favorite people to meet
and spend time with, especially
our Region IX members! We are
a fun loving group and some of
us even like to dance! Please
keep in touch!
Thank you again, Kristie
Thanks Region IX
NEWS FROM THE DIRECTORS (Cont.)
The MCEF Hawaii raffle drawing took place at the annual conference. Kim Meltzer of Clinton Township, Michigan was the lucky
winner! Kim was elected as Clinton Township’s City Clerk in 2012 and this was her first IIMC Conference.
Travel Plans: In our continuing effort to maintain a strong voice and partnership among the states within our region by providing
every member access to their IIMC representatives, Alice and I will begin our 2013-2014 travel with a visit to the Oregon Association
of Municipal Recorders (OAMR) Conference in North Bend, September 18-20. We will then travel to the Alaska Association of
Municipal Clerks (AAMC) Conference November 17-19 in Anchorage. After that (and I do mean RIGHT after), we’ll head to
Savannah, Georgia for the IIMC Mid-Year Board meeting on November 22 and 23. Yes, we will be flying the friendly skies home the
weekend before Thanksgiving.
If you have any questions or concerns, please do not hesitate to contact either Alice or me. We are here to serve you.
Municipal Clerk Education Fund (MCEF) Scholarship Info.
The Municipal Clerks Education Foundation (MCEF) was created in 1984 to raise funds for IIMC. These funds are used
to promote, train and educate Municipal Clerks to make them proficient in the services they provide for the citizens of
their communities. One of the many ways MCEF helps IIMC members is through education scholarships.
Since the scholarship programs inception in 1986, more than 1,250 scholarships
have been awarded to clerks to attend IIMC-approved Institutes. While the
2013-14 institute scholarships have already been awarded, now is the time to look
over the scholarship application and prepare for submittal in early 2014. Go to
www.iimc.com and look for “scholarship information” under the Education Tab. It’s
never too early to plan for your professional development through continuing
education.

IIMC Education Blue Ribbon Committee
Board of Directors’ Action—May 18, 2013, Atlantic City, NJ
The IIMC Board of Directors at their May 18, 2013, meeting in Atlantic City, unanimously approved the remaining
recommendations of the Education Blue Ribbon Committee as outlined below. The changes relate to Institute
noncompliance, technology courses, health and wellness courses, elimination of the previous “Topics Not Accepted”
list, and how CMC/MMC course levels are determined.
1. The Institute Guidelines were amended changing the “due process” for Institutes that are not operating in
compliance with the Guidelines. If discussions with staff and the Education Resource Group (four Institute
Directors) do not result in timely compliance, one or two telecons will be convened with the Director of Education
(currently the Executive Director or his designee); State/Provincial/National President and Education Chair; and
Program Review and Certification Committee Chair, Institute Director liaisons, and IIMC Board liaisons. If
unresolved within thirty days of the second telecon, the Director of Education will render a judgment on the extent
of noncompliance and appropriate course of action. This brings the State/National/Provincial leadership into the
discussion. Formerly unresolved noncompliance issues would have been referred to the full Program Review and
Certification Committee.
2. The position of IIMC Director of Education remains unfilled. Alternatively, at the mid-year meeting, the Board of
Directors adopted a budget that included a stipend for four Institute Directors to act as advisors to the Education
Department and work on special projects under the direction of the Executive Director. At this meeting, the Board
of Directors formally requested semi-annual reports on the new Education Department structure.
3. The “Topics Not Accepted” list for CMC/MMC credit was eliminated. Formerly included on this list were:
• Computer training (i.e. – Microsoft Office, or other software training)
• E-mail
• Notary
Alternatively, actions numbered 4 through 7 below were approved
4. Acceptable Courses Using Technology:
Courses that are built around and focus on applicable topics may be enhanced by using technology and computer
software. For example, a session on “Budgeting” may utilize Microsoft Excel as a tool to enhance learning, with the
focus of the session being creation or presentation of the Budget itself. A session on “Presentation Skills” may
utilize Microsoft PowerPoint, with the focus remaining on creating presentations that are both clear and engaging.
Computer Training (i.e., Microsoft Office, vendor software, or other software specific training):
In support of achievement of a municipal clerk credential, coursework should always have a connection to the
profession. Standalone software training used across many professions does not meet this test, unless
incorporated with its specific application to the duties and responsibilities of a municipal clerk. IIMC and its
approved Institute programs do not endorse software specific products. Examples of unacceptable courses are:
how to send emails; how to create spreadsheets; basic word processing applications; vendor product usage; create
a database; and similar courses when not incorporated into study of its application to municipal clerk duties.
(Continued on next page)
IIMC Education Blue Ribbon Committee (Cont.)
Board of Directors’ Action—May 18, 2013, Atlantic City, NJ
5. The Board of Directors expressed a desire to explore CMC/MMC credit for specific software training that is
excluded in the above action. The matter was referred to the Program Review and Certification Committee for
review and recommendation to the Board.
5. The Board of Directors expressed a desire to explore CMC/MMC credit for specific software training that is
excluded in the above action. The matter was referred to the Program Review and Certification Committee for
review and recommendation to the Board.
6. Health and Wellness:
Health and wellness content is relevant to the municipal clerk profession and an acceptable topic for CMC and
MMC credit when tied back to the municipal clerk profession, e.g., risk management, stress management, etc. This
does not include judo, exercise class, and the like.
7. CMC/MMC Level. Rigor of content, not topic, determines CMC and MMC levels of coursework. In other words,
there are no topics that are “CMC only” or “MMC only”. Certification points will be awarded as CMC or MMC
determined only by the level of complexity and rigor of content, not the topic.
The practical effect of items 3 through 7 above is that there are basically two aspects only that determine if a course is
due certification points and whether for CMC or MMC:
• Is it related to the municipal clerk profession?
• What is the level of rigor/complexity?
For example, if knowledge of notary law is applicable to your job as a municipal clerk, a course on notary law is eligible
for certification points. The content of the specific course you will take will determine if the certification points are at
the CMC or MMC level.
These changes will be codified into IIMC policy and posted on the IIMC website at www.iimc.com. If you have any
WASHINGTON—WMCA President Scott Passey, MMC, reports :
The Washington Municipal Clerks Association is alive and well! We held our 2013 Annual Conference in
Tacoma, WA, and filled our committees to capacity! Clerks from around the state are networking on many
important issues -- including education, conference planning, fundraising, legislation, and membership, just
to name a few. I’ve had the opportunity to attend fabulous conferences: The CCAC Conference in Long
Beach, CA; IIMC in Atlantic City, NJ; and LGMA in Kelowna, British Columbia. It is reassuring to know that
clerks face the same kinds of challenges no matter where you go; it feels like there is a great big extended
family out there!
As president of WMCA, I have issued a charge to the WMCA clerks to “seek and destroy!” By that I mean seek excellence in all you
do, and destroy those things that keep you from achieving your potential. I encourage all of us to seek opportunities for education
and training that will enable us to play a larger role in our organizations.
It is exciting that our own Monica Martinez Simmons, City Clerk for the City of Seattle, was elected and sworn in as IIMC Vice
President, and our own Alice Attwood, Clerk/Treasurer for the City of Tonasket, was sworn in as our newest Region IX Director.
Needless to say, we are proud that WMCA is so well-represented within IIMC leadership.
Following the IIMC conference, I had the opportunity to spend some time at the historic sites in Philadelphia, Pennsylvania. I visited
Independence Hall, the birthplace of the Declaration of Independence and the Constitution. I felt a sense of reverence and pride as
I looked upon the room where our founding fathers debated our country’s founding documents. I was struck by the fact that these
documents laid the groundwork for our modern-day government and the values we espouse as clerks. We owe a debt of gratitude
to those who came before us. Indeed, they sought, and they destroyed (both literally and figuratively). May we try our best to do
likewise. Seek and destroy!
Ed2Go—An Online Alternative
Did you know IIMC has approved online courses through Ed2Go? Courses completed through Ed2Go will earn 1 CMC Experience
point per 6 hours or 1 MMC Advanced Education point per 6 hours. Each course is approximately 24 hours long. For a list of
approved course offerings, please see a listing available on the IIMC website at www.iimc.com> Home > Education > Online
Learning Opportunities > Ed2Go.
The ed2go network consists of more than 1,800 top colleges, universities, and other organizations. Each Ed2Go course can be taken
from home or the office, as they are taken completely online over a 6-week period. Each course will be led by a well-qualified instructor,
and through an accredited college in your area. Once enrolled, students will be able to engage with their classmates, post
questions and comments, and take quizzes that are automatically graded upon completion. Upon successful completion of the
course assessment, a certificate will be awarded.
If you have any questions, please feel free to contact
the Education Department at IIMC Headquarters.

ALASKA—AAMC President Johni Blankenship, MMC, Reports…
Greetings from beautiful sunny, surprisingly HOT, Alaska!
Wow, what a ride. Region IX is full of amazing Clerks and associates. From Tacoma, Washington to Long Beach,
California, I have been inundated with fabulous ideas and insights. Thank you to all the contributors to my
continued education, I will be passing along everything I have learned.
Bylaws
AAMC, via our Bylaws Committee, has engaged in a full rewrite of our bylaws and policies and procedures. Three very seasoned
clerks, all former Presidents of the association, have been working diligently and the Executive Committee will be forwarding the
final product on to our association for ratification. This has been a long time coming and hopefully it will be useful to other
associations as well.
Education
Alaska had fantastic attendance at the Northwest Clerks Institute in Tacoma this year. The numbers stack up as follows:
Professional Development I = 19 Alaskan attendees; Professional Development II = 11 Alaskan attendees, Professional Development
III = 8 Alaskan attendees and Professional Development IV = 14 Alaskan attendees. Way to go Alaska!!
AAMC Annual Conference
Plans for our annual conference are well under way…our Academy speaker is Jordan Peabody, “Writing Policies, Procedures, and
Task Outlines” and the academy session is set for Sunday, November 17 th at the Captain Cook Hotel. Our annual conference will be
held Monday and Tuesday, November 18-19, 2013. We look forward to pampering all of your Presidents and other attendees.
Consider joining us for a guaranteed memorable and educational experience.
Sincerely,
Johni Blankenship

CALIFORNIA - CCAC President Nanci Lima, MMC, Reports…
I would like to thank our retired President Jamie Anderson for all her years of service to the City Clerks
Association of California; Jamie retired as of June 1 st . We continue Jamie’s theme to “Be the Change You Want
to See” as the Board continues our work on CCAC’s multi-year goals to ensure the sustainability of the
organization.
Our 40 th Annual Conference was held in Long Beach, CA in April. We held our MMC Academy the Tuesday
before our conference began and an Athenian Dialogue the Saturday after the conference. The conference programming was
great; by popular demand we held two breakout sessions – There’s An App for That and Adobe: What You Don’t Know, basic
training. Both sessions were packed! We had great fun at our optional event at Sgt. Peppers Dueling Pianos; let’s just say the
pictures tell the story.
In May, Jamie and I attended the IIMC Annual Conference in Atlantic City. It was such a proud moment to see Jamie carry in the
California state flag during the opening ceremonies; although, Oregon clerks were pretty loud when Staci brought their state flag in
during the ceremonies. Kristie Smithers, outgoing Region IX Director and Wasilla City Clerk, did a fine job carrying the flag for
Alaska. There were 21 California clerks registered for the conference. The educational sessions and networking events were
fantastic. New Jersey clerks entertained their fellow clerks from the beginning of the conference to end with The Mummers at the
Opening Reception, The Unexpected Boys during the Opening Ceremonies, and The B-Street Band at the All-Conference Event
Beach Party.
We hold our final planned Board meeting for the 12-13 year during the week of June 17 th ; this will be bitter sweet as we know some
of our Board Members are leaving in September. Yet the prospect of new members and a new prospective is exciting. CCAC’s
Board will be installed September 18 th at the League of California Cities City Clerk’s Department meeting; then it is a mad dash to
the OAMR conference in North Bend, Oregon.
See you all in the near future!

OREGON—OAMR President Stacie Cook, MMC, Reports…
It has been an absolute crazy, hectic, wonderful year so far. I’ve been blessed to see some amazing
places in my travels to Anchorage, Alaska; Tacoma, Washington; Long Beach, California; and Atlantic
City, New Jersey. Thank you to all who made my time so welcoming and fun!
I would be remiss if I didn’t say at least a short bit about my pre-IIMC vacation with a few OAMR gal
pals. We spent some time roaming New York City and in the course of our time ran into (met and got
autographs, too!) quite a few well known names; Tom Hanks, Christopher McDonald, Ben Stiller, Ben
Affleck, Harry Hamlin, Maura Tierney and Peter Scolari!
We also visited the 9-11 Memorial (Tori Barnett, Denise Carey and I are
standing in front of the Survivor Tree at Ground Zero in the photo to the
right). The Memorial is a beautiful reminder of the tragedy our County
has seen and how we as Americans move forward, stronger than we
were before; reminds me of Clerks/Recorders and the many hurdles we
face on a continual basis but we keep chug, chug, chuggin’ along because
of our dedication to this great profession.
The Oregon Association of Municipal Recorders will be holding their
annual conference in North Bend this coming September. Our theme
this year is “Riding the Wave to Success” and our community project will
be donating to the BUS JAM - Toy and Food Drive: “Load the Bus, Fill the
Need”.
Last September, the OAMR membership selected The River House in Bend as the site for the 2014 mid-year academy (April) and
annual conference (September). The OAMR Board has been busy during the year, holding two Board meetings, and making
several decisions via email, including formally adopting the contracts for the 2014 conference site and adopting the annual audit.
We also discussed a new sponsor program that we are hopeful will assist with continuing the wonderful conferences and
educational sessions that we are used to here in Oregon. As we all are very aware costs continue to rise while the need for high
quality professional development remains the same.
I’m looking forward to our conference this September on the beautiful Oregon Coast where we will be hosting our first ever
Athenian Dialogue, presented by the great Mary Lynne Stratta. This is an exciting opportunity for Oregon and we hope that it is
just the first of many!
I wish you all a summer full of laughter, friends and family!
