Conference News: The New Jersey Municipal <strong>Clerks</strong> <strong>Association</strong> and its Conference<br />

Planning Committee hit the mark and totally embraced the conference theme <strong>of</strong><br />

Lighting the Way Through Education. From the Athenian Dialogues and Academy<br />

sessions <strong>of</strong>fered, to the motivating general and break-out session speakers, <strong>Clerks</strong> had<br />

the opportunity to learn about community engagement through social media, creative<br />

problem solving, motivating and engaging public employees in uncertain times, risk<br />

management, budgeting and a host <strong>of</strong> other topics. More importantly, <strong>Clerks</strong> had the<br />

opportunity to network with colleagues from around the globe.<br />

We’d also like to give a big “shout out” to Atlantic <strong>City</strong> for rolling out the red carpet to<br />

greet Municipal <strong>Clerks</strong> from around the world. Conference attendees and their guests<br />

were encouraged to “Do AC” and, true to form – we did just that!<br />

The Wednesday night indoor beach party was totally cool and complete with buff<br />

beach-body lifeguards for photo opportunities and a tribute to New Jersey’s hometown<br />

“Boss” Bruce Springsteen – with “The B-Street Band.” They kept the crowd on its feet<br />

and dancing for hours – and we all know how clerks love to dance!<br />

The Region IX dinner was held just <strong>of</strong>f the Atlantic <strong>City</strong> Boardwalk at The Melting Pot.<br />

This dining experience was a first for me - I think I mastered the skewer dipping into the<br />

boiling pot by the time the “vat o’chocolate” was delivered for our dessert. Thank Peggy<br />

Hawker and OAMR for organizing this experience for Region IX.<br />

At the IIMC annual business meeting on Thursday morning, President Brenda Cirtin<br />

provided a review <strong>of</strong> the 2012-13 year’s activities and accomplishments, noting IIMC has<br />

9,300 members throughout the world. The President called on the Budget Committee<br />

Chair to provide a brief financial report. Phil Campbell, Committee Chair, reported IIMC<br />

ended 2012 with a net pr<strong>of</strong>it <strong>of</strong> $65,759 and a restricted reserve balance <strong>of</strong> $331,000.<br />

Following the presentation <strong>of</strong> certificates and resolutions <strong>of</strong> appreciation to outgoing<br />

IIMC Committee Chairs and Region Directors, President Cirtin administered the oath <strong>of</strong><br />

<strong>of</strong>fice to the incoming Region Directors, including Alice Attwood for Region IX. The<br />

elections results were presented to the membership and Region IX’s very own Monica<br />

Martinez-Simmons was sworn in as IIMC’s Vice President. The oath <strong>of</strong> <strong>of</strong>fice was<br />

administered to President-Elect Brenda Kay Young and Immediate Past President Brenda<br />

Cirtin. The meeting concluded with Marc Lemoine <strong>of</strong> Winnipeg, Manitoba, Canada being<br />

installed as the <strong>2013</strong>-14 IIMC President.<br />

On behalf <strong>of</strong> Region IX, we extend a sincere thank you to Immediate Past President<br />

Brenda Cirtin for her dedication and service to the IIMC membership. We welcome<br />

President Lemoine and stand ready to support him throughout the year. And, we<br />

share our excitement and commitment to the organization with Vice President<br />

Martinez-Simmons as she joins the IIMC Executive Committee.<br />

The 2014 IIMC Annual Conference will be held in Milwaukee, Wisconsin and plans are<br />

well underway for yet another outstanding event. We hope to see you there!<br />

Board <strong>of</strong> Director’s Meeting The IIMC Board <strong>of</strong> Directors met on May 17 for a board<br />

development session with Kathie Novak, Colorado’s Institute Director. Kathie led the<br />

Board through a half-day <strong>of</strong> thought-provoking fun with the “Leadership Lessons <strong>of</strong><br />

Dr. Seuss.”<br />

A Board meeting was held May 17 and 18. Here are a few highlights from that meeting:<br />

• Received a report from the Region XI Consultant Nick Randle and approved proposals<br />

related to generating new Region XI membership, the concept <strong>of</strong> a Regional XI<br />

Summer Symposium in 2014, and review <strong>of</strong> the CMC and MMC Certifications for<br />

Regions X and XI to ensure it provides the best fit with pr<strong>of</strong>essional education<br />

systems in different countries.<br />

• Upon reviewing an unsolicited proposal to provide parliamentarian services for the<br />

Board from Bernie White, the Board took action to obtain expressions <strong>of</strong> interest<br />

from suitable, qualified and experienced IIMC (active/retired) members to provide<br />

parliamentary services for the Board.<br />

• Action was taken related to the recommendations <strong>of</strong> the Blue Ribbon Task Force,<br />

Chaired by Colleen Nicol. A full report <strong>of</strong> this action is supplied in a separate article<br />

within this newsletter.<br />

• Appointed a Task Force <strong>of</strong> Mary Lynne Stratta, Sharon Cassler, Brenda Young and<br />

Marc Lemoine to negotiate the terms <strong>of</strong> Executive Director Shalby’ s new 3-year<br />

contract.<br />

• The Mid-Year Board Meeting will be held in Savannah, Georgia November 22 and 23.<br />

Municipal <strong>Clerks</strong> Education Foundation (MCEF) Once again, during the annual<br />

conference banquet, MCEF held an outcry auction. IIMC Past President Mary Lynne<br />

Stratta led the charge and the heat was on! A good time was had by all and the end<br />

result was money being raised to support the education <strong>of</strong> Municipal <strong>Clerks</strong>. MCEF is<br />

supported through donations and every contribution, regardless <strong>of</strong> size, is destined to<br />

support education. Tax-deductible contributions may be made by completing the pledge<br />

card on the IIMC website. Credit card payments are accepted, and pledges can be paid<br />

monthly or at the end <strong>of</strong> the calendar year. IIMC Past President and Region IX’s <strong>City</strong> Clerk<br />

extraordinaire Colleen Nicol now serves on the MCEF Board. Stay tuned for more<br />

information from Colleen on the availability <strong>of</strong> MCEF scholarships and grants, and the<br />

value <strong>of</strong> giving to this outstanding organization.<br />

Incoming Region IX Remarks<br />

I would like to express my sincere thanks to the State<br />

<strong>Association</strong>s in Region IX for their support in selecting me as a<br />

Region IX Director.<br />

I am excited to serve as Region IX Director and to be working<br />

with Joann Tilton and the other members <strong>of</strong> the IIMC Board,<br />

and working for the members <strong>of</strong> Region IX. It is apparent that<br />

Region IX is a group that is very diverse and intensely proud <strong>of</strong><br />

their individuality. I will do my best to support the Region IX<br />

states and members.<br />

I look forward to attending the State Conferences and meeting<br />

new clerks and reconnecting with clerks from the past. When<br />

I was serving as WMCA President, and able to attend state<br />

conferences, one <strong>of</strong> the things I observed the most is the need<br />

and desire for continuing education and networking with other<br />

clerks. I feel education and training are paramount to being a<br />

successful clerk and person.<br />

Also, I would like to take this opportunity to say thank you to<br />

Kristie Smithers for her time and energy spent as Region IX<br />

Director. As Joann<br />

Hello Region IX Members! I can’t believe how fast three years<br />

flew by serving as one <strong>of</strong> your Region IX Directors. Thank you<br />

for the great opportunity to serve you. I have so enjoyed<br />

meeting you and visiting your conferences—I will miss that<br />

most! I have made many new friends and hope that one day<br />

we’ll all meet again during a future conference.<br />

In Atlantic <strong>City</strong>, I was presented with a Coach purse and wallet<br />

as a gift from all <strong>of</strong> Region IX! Thank you so very much for your<br />

generosity! The bag is especially gorgeous and I absolutely<br />

love it!<br />

I also want to thank Joann Tilton and Peggy Hawker, my travel<br />

buddies—you are awesome! Although the work is sometimes<br />

not easy, you made it fun and we had many laughs during our<br />

travels! Alice Attwood I wish you the best as you begin your<br />

three-year service—we’ve already shared a few laughs too!<br />

The MCEF Hawaii raffle drawing took place at the annual conference. Kim Meltzer <strong>of</strong> Clinton Township, Michigan was the lucky<br />

winner! Kim was elected as Clinton Township’s <strong>City</strong> Clerk in 2012 and this was her first IIMC Conference.<br />

Travel Plans: In our continuing effort to maintain a strong voice and partnership among the states within our region by providing<br />

every member access to their IIMC representatives, Alice and I will begin our <strong>2013</strong>-2014 travel with a visit to the Oregon <strong>Association</strong><br />

<strong>of</strong> Municipal Recorders (OAMR) Conference in North Bend, September 18-20. We will then travel to the Alaska <strong>Association</strong> <strong>of</strong><br />

Municipal <strong>Clerks</strong> (AAMC) Conference November 17-19 in Anchorage. After that (and I do mean RIGHT after), we’ll head to<br />

Savannah, Georgia for the IIMC Mid-Year Board meeting on November 22 and 23. Yes, we will be flying the friendly skies home the<br />

weekend before Thanksgiving.<br />

Municipal Clerk Education Fund (MCEF) Scholarship Info.<br />

The Municipal <strong>Clerks</strong> Education Foundation (MCEF) was created in 1984 to raise funds for IIMC. These funds are used<br />

to promote, train and educate Municipal <strong>Clerks</strong> to make them pr<strong>of</strong>icient in the services they provide for the citizens <strong>of</strong><br />

their communities. One <strong>of</strong> the many ways MCEF helps IIMC members is through education scholarships.<br />

Since the scholarship programs inception in 1986, more than 1,250 scholarships<br />

have been awarded to clerks to attend IIMC-approved Institutes. While the<br />

<strong>2013</strong>-14 institute scholarships have already been awarded, now is the time to look<br />

over the scholarship application and prepare for submittal in early 2014. Go to<br />

www.iimc.com and look for “scholarship information” under the Education Tab. It’s<br />

never too early to plan for your pr<strong>of</strong>essional development through continuing<br />

education.

IIMC Education Blue Ribbon Committee<br />

Board <strong>of</strong> Directors’ Action—May 18, <strong>2013</strong>, Atlantic <strong>City</strong>, NJ<br />

The IIMC Board <strong>of</strong> Directors at their May 18, <strong>2013</strong>, meeting in Atlantic <strong>City</strong>, unanimously approved the remaining<br />

recommendations <strong>of</strong> the Education Blue Ribbon Committee as outlined below. The changes relate to Institute<br />

noncompliance, technology courses, health and wellness courses, elimination <strong>of</strong> the previous “Topics Not Accepted”<br />

list, and how CMC/MMC course levels are determined.<br />

1. The Institute Guidelines were amended changing the “due process” for Institutes that are not operating in<br />

compliance with the Guidelines. If discussions with staff and the Education Resource Group (four Institute<br />

Directors) do not result in timely compliance, one or two telecons will be convened with the Director <strong>of</strong> Education<br />

(currently the Executive Director or his designee); State/Provincial/National President and Education Chair; and<br />

Program Review and Certification Committee Chair, Institute Director liaisons, and IIMC Board liaisons. If<br />

unresolved within thirty days <strong>of</strong> the second telecon, the Director <strong>of</strong> Education will render a judgment on the extent<br />

<strong>of</strong> noncompliance and appropriate course <strong>of</strong> action. This brings the State/National/Provincial leadership into the<br />

discussion. Formerly unresolved noncompliance issues would have been referred to the full Program Review and<br />

Certification Committee.<br />

2. The position <strong>of</strong> IIMC Director <strong>of</strong> Education remains unfilled. Alternatively, at the mid-year meeting, the Board <strong>of</strong><br />

Directors adopted a budget that included a stipend for four Institute Directors to act as advisors to the Education<br />

Department and work on special projects under the direction <strong>of</strong> the Executive Director. At this meeting, the Board<br />

<strong>of</strong> Directors formally requested semi-annual reports on the new Education Department structure.<br />

3. The “Topics Not Accepted” list for CMC/MMC credit was eliminated. Formerly included on this list were:<br />

• Computer training (i.e. – Micros<strong>of</strong>t Office, or other s<strong>of</strong>tware training)<br />

• E-mail<br />

• Notary<br />

Alternatively, actions numbered 4 through 7 below were approved<br />

4. Acceptable Courses Using Technology:<br />

Courses that are built around and focus on applicable topics may be enhanced by using technology and computer<br />

s<strong>of</strong>tware. For example, a session on “Budgeting” may utilize Micros<strong>of</strong>t Excel as a tool to enhance learning, with the<br />

focus <strong>of</strong> the session being creation or presentation <strong>of</strong> the Budget itself. A session on “Presentation Skills” may<br />

utilize Micros<strong>of</strong>t PowerPoint, with the focus remaining on creating presentations that are both clear and engaging.<br />

Computer Training (i.e., Micros<strong>of</strong>t Office, vendor s<strong>of</strong>tware, or other s<strong>of</strong>tware specific training):<br />

In support <strong>of</strong> achievement <strong>of</strong> a municipal clerk credential, coursework should always have a connection to the<br />

pr<strong>of</strong>ession. Standalone s<strong>of</strong>tware training used across many pr<strong>of</strong>essions does not meet this test, unless<br />

incorporated with its specific application to the duties and responsibilities <strong>of</strong> a municipal clerk. IIMC and its<br />

approved Institute programs do not endorse s<strong>of</strong>tware specific products. Examples <strong>of</strong> unacceptable courses are:<br />

how to send emails; how to create spreadsheets; basic word processing applications; vendor product usage; create<br />

a database; and similar courses when not incorporated into study <strong>of</strong> its application to municipal clerk duties.<br />

5. The Board <strong>of</strong> Directors expressed a desire to explore CMC/MMC credit for specific s<strong>of</strong>tware training that is<br />

excluded in the above action. The matter was referred to the Program Review and Certification Committee for<br />

review and recommendation to the Board.<br />

6. Health and Wellness:<br />

Health and wellness content is relevant to the municipal clerk pr<strong>of</strong>ession and an acceptable topic for CMC and<br />

MMC credit when tied back to the municipal clerk pr<strong>of</strong>ession, e.g., risk management, stress management, etc. This<br />

does not include judo, exercise class, and the like.<br />

7. CMC/MMC Level. Rigor <strong>of</strong> content, not topic, determines CMC and MMC levels <strong>of</strong> coursework. In other words,<br />

there are no topics that are “CMC only” or “MMC only”. Certification points will be awarded as CMC or MMC<br />

determined only by the level <strong>of</strong> complexity and rigor <strong>of</strong> content, not the topic.<br />

The practical effect <strong>of</strong> items 3 through 7 above is that there are basically two aspects only that determine if a course is<br />

due certification points and whether for CMC or MMC:<br />

• Is it related to the municipal clerk pr<strong>of</strong>ession?<br />

• What is the level <strong>of</strong> rigor/complexity?<br />

For example, if knowledge <strong>of</strong> notary law is applicable to your job as a municipal clerk, a course on notary law is eligible<br />

for certification points. The content <strong>of</strong> the specific course you will take will determine if the certification points are at<br />

the CMC or MMC level.<br />

WASHINGTON—WMCA President Scott Passey, MMC, reports :<br />

The Washington Municipal <strong>Clerks</strong> <strong>Association</strong> is alive and well! We held our <strong>2013</strong> Annual Conference in<br />

Tacoma, WA, and filled our committees to capacity! <strong>Clerks</strong> from around the state are networking on many<br />

important issues -- including education, conference planning, fundraising, legislation, and membership, just<br />

to name a few. I’ve had the opportunity to attend fabulous conferences: The CCAC Conference in Long<br />

Beach, CA; IIMC in Atlantic <strong>City</strong>, NJ; and LGMA in Kelowna, British Columbia. It is reassuring to know that<br />

clerks face the same kinds <strong>of</strong> challenges no matter where you go; it feels like there is a great big extended<br />

family out there!<br />

As president <strong>of</strong> WMCA, I have issued a charge to the WMCA clerks to “seek and destroy!” By that I mean seek excellence in all you<br />

do, and destroy those things that keep you from achieving your potential. I encourage all <strong>of</strong> us to seek opportunities for education<br />

and training that will enable us to play a larger role in our organizations.<br />

It is exciting that our own Monica Martinez Simmons, <strong>City</strong> Clerk for the <strong>City</strong> <strong>of</strong> Seattle, was elected and sworn in as IIMC Vice<br />

President, and our own Alice Attwood, Clerk/Treasurer for the <strong>City</strong> <strong>of</strong> Tonasket, was sworn in as our newest Region IX Director.<br />

Needless to say, we are proud that WMCA is so well-represented within IIMC leadership.<br />

Following the IIMC conference, I had the opportunity to spend some time at the historic sites in Philadelphia, Pennsylvania. I visited<br />

Independence Hall, the birthplace <strong>of</strong> the Declaration <strong>of</strong> Independence and the Constitution. I felt a sense <strong>of</strong> reverence and pride as<br />

I looked upon the room where our founding fathers debated our country’s founding documents. I was struck by the fact that these<br />

documents laid the groundwork for our modern-day government and the values we espouse as clerks. We owe a debt <strong>of</strong> gratitude<br />

to those who came before us. Indeed, they sought, and they destroyed (both literally and figuratively). May we try our best to do<br />

likewise. Seek and destroy!<br />

Did you know IIMC has approved online courses through Ed2Go? Courses completed through Ed2Go will earn 1 CMC Experience<br />

point per 6 hours or 1 MMC Advanced Education point per 6 hours. Each course is approximately 24 hours long. For a list <strong>of</strong><br />

The ed2go network consists <strong>of</strong> more than 1,800 top colleges, universities, and other organizations. Each Ed2Go course can be taken<br />

from home or the <strong>of</strong>fice, as they are taken completely online over a 6-week period. Each course will be led by a well-qualified instructor,<br />

and through an accredited college in your area. Once enrolled, students will be able to engage with their classmates, post<br />

questions and comments, and take quizzes that are automatically graded upon completion. Upon successful completion <strong>of</strong> the<br />

course assessment, a certificate will be awarded.<br />

ALASKA—AAMC President Johni Blankenship, MMC, Reports…<br />

Greetings from beautiful sunny, surprisingly HOT, Alaska!<br />

Wow, what a ride. Region IX is full <strong>of</strong> amazing <strong>Clerks</strong> and associates. From Tacoma, Washington to Long Beach,<br />

<strong>California</strong>, I have been inundated with fabulous ideas and insights. Thank you to all the contributors to my<br />

continued education, I will be passing along everything I have learned.<br />

Bylaws<br />

AAMC, via our Bylaws Committee, has engaged in a full rewrite <strong>of</strong> our bylaws and policies and procedures. Three very seasoned<br />

clerks, all former Presidents <strong>of</strong> the association, have been working diligently and the Executive Committee will be forwarding the<br />

final product on to our association for ratification. This has been a long time coming and hopefully it will be useful to other<br />

associations as well.<br />

Education<br />

Alaska had fantastic attendance at the Northwest <strong>Clerks</strong> Institute in Tacoma this year. The numbers stack up as follows:<br />

Pr<strong>of</strong>essional Development I = 19 Alaskan attendees; Pr<strong>of</strong>essional Development II = 11 Alaskan attendees, Pr<strong>of</strong>essional Development<br />

III = 8 Alaskan attendees and Pr<strong>of</strong>essional Development IV = 14 Alaskan attendees. Way to go Alaska!!<br />

AAMC Annual Conference<br />

Plans for our annual conference are well under way…our Academy speaker is Jordan Peabody, “Writing Policies, Procedures, and<br />

Task Outlines” and the academy session is set for Sunday, November 17 th at the Captain Cook Hotel. Our annual conference will be<br />

held Monday and Tuesday, November 18-19, <strong>2013</strong>. We look forward to pampering all <strong>of</strong> your Presidents and other attendees.<br />

CALIFORNIA - CCAC President Nanci Lima, MMC, Reports…<br />

I would like to thank our retired President Jamie Anderson for all her years <strong>of</strong> service to the <strong>City</strong> <strong>Clerks</strong><br />

<strong>Association</strong> <strong>of</strong> <strong>California</strong>; Jamie retired as <strong>of</strong> June 1 st . We continue Jamie’s theme to “Be the Change You Want<br />

to See” as the Board continues our work on CCAC’s multi-year goals to ensure the sustainability <strong>of</strong> the<br />

organization.<br />

Our 40 th Annual Conference was held in Long Beach, CA in April. We held our MMC Academy the Tuesday<br />

before our conference began and an Athenian Dialogue the Saturday after the conference. The conference programming was<br />

great; by popular demand we held two breakout sessions – There’s An App for That and Adobe: What You Don’t Know, basic<br />

training. Both sessions were packed! We had great fun at our optional event at Sgt. Peppers Dueling Pianos; let’s just say the<br />

pictures tell the story.<br />

In May, Jamie and I attended the IIMC Annual Conference in Atlantic <strong>City</strong>. It was such a proud moment to see Jamie carry in the<br />

<strong>California</strong> state flag during the opening ceremonies; although, Oregon clerks were pretty loud when Staci brought their state flag in<br />

during the ceremonies. Kristie Smithers, outgoing Region IX Director and Wasilla <strong>City</strong> Clerk, did a fine job carrying the flag for<br />

Alaska. There were 21 <strong>California</strong> clerks registered for the conference. The educational sessions and networking events were<br />

fantastic. New Jersey clerks entertained their fellow clerks from the beginning <strong>of</strong> the conference to end with The Mummers at the<br />

Opening Reception, The Unexpected Boys during the Opening Ceremonies, and The B-Street Band at the All-Conference Event<br />

Beach Party.<br />

We hold our final planned Board meeting for the 12-13 year during the week <strong>of</strong> June 17 th ; this will be bitter sweet as we know some<br />

<strong>of</strong> our Board Members are leaving in September. Yet the prospect <strong>of</strong> new members and a new prospective is exciting. CCAC’s<br />

Board will be installed September 18 th at the League <strong>of</strong> <strong>California</strong> Cities <strong>City</strong> Clerk’s Department meeting; then it is a mad dash to<br />

the OAMR conference in North Bend, Oregon.<br />

OREGON—OAMR President Stacie Cook, MMC, Reports…<br />

It has been an absolute crazy, hectic, wonderful year so far. I’ve been blessed to see some amazing<br />

places in my travels to Anchorage, Alaska; Tacoma, Washington; Long Beach, <strong>California</strong>; and Atlantic<br />

<strong>City</strong>, New Jersey. Thank you to all who made my time so welcoming and fun!<br />

I would be remiss if I didn’t say at least a short bit about my pre-IIMC vacation with a few OAMR gal<br />

pals. We spent some time roaming New York <strong>City</strong> and in the course <strong>of</strong> our time ran into (met and got<br />

autographs, too!) quite a few well known names; Tom Hanks, Christopher McDonald, Ben Stiller, Ben<br />

Affleck, Harry Hamlin, Maura Tierney and Peter Scolari!<br />

We also visited the 9-11 Memorial (Tori Barnett, Denise Carey and I are<br />

standing in front <strong>of</strong> the Survivor Tree at Ground Zero in the photo to the<br />

right). The Memorial is a beautiful reminder <strong>of</strong> the tragedy our County<br />

has seen and how we as Americans move forward, stronger than we<br />

were before; reminds me <strong>of</strong> <strong>Clerks</strong>/Recorders and the many hurdles we<br />

face on a continual basis but we keep chug, chug, chuggin’ along because<br />

<strong>of</strong> our dedication to this great pr<strong>of</strong>ession.<br />

The Oregon <strong>Association</strong> <strong>of</strong> Municipal Recorders will be holding their<br />

annual conference in North Bend this coming September. Our theme<br />

this year is “Riding the Wave to Success” and our community project will<br />

be donating to the BUS JAM - Toy and Food Drive: “Load the Bus, Fill the<br />

Need”.<br />

Last September, the OAMR membership selected The River House in Bend as the site for the 2014 mid-year academy (April) and<br />

annual conference (September). The OAMR Board has been busy during the year, holding two Board meetings, and making<br />

several decisions via email, including formally adopting the contracts for the 2014 conference site and adopting the annual audit.<br />

We also discussed a new sponsor program that we are hopeful will assist with continuing the wonderful conferences and<br />

educational sessions that we are used to here in Oregon. As we all are very aware costs continue to rise while the need for high<br />

quality pr<strong>of</strong>essional development remains the same.<br />

I’m looking forward to our conference this September on the beautiful Oregon Coast where we will be hosting our first ever<br />

Athenian Dialogue, presented by the great Mary Lynne Stratta. This is an exciting opportunity for Oregon and we hope that it is<br />

just the first <strong>of</strong> many!<br />
