Happy Holidays! It has been a busy year for your Region IX Directors. The past<br />

few months have been filled with travel and meetings. A few of the highlights:<br />

In September, we attended the Oregon <strong>Association</strong> of <strong>Municipal</strong> Recorders<br />

(OAMR) Conference in Portland. Portland is a beautiful and safe city, and OAMR<br />

is doing a wonderful job in helping to plan the upcoming IIMC Conference<br />

May 20-24, 2012.<br />

We hope you will be able to attend the 2012 IIMC Conference. All Region IX<br />

members will receive a $50 discount on registration. If it is your first IIMC Conference,<br />

you will receive an additional $50 discount on registration. There are three<br />

hotels to choose from, and the Portland Convention Center is easily accessed<br />

from all three. The All-Conference Event will be a trip to the Evergreen Air<br />

Museum and a close-up look at Howard Hughes “Spruce Goose.”<br />

November was a fast and furious month, as we<br />

traveled to Fairbanks for the Alaska <strong>Association</strong> of <strong>Municipal</strong><br />

<strong>Clerks</strong> (AAMC) Conference. Being so close to<br />

North Pole, Alaska, we visited Santa Claus, and also<br />

had a chance to relax in the Chena Hot Springs! The<br />

conference offered great education sessions and valuable<br />

networking opportunities.<br />

As soon as the AAMC Conference was complete, we had 36 hours to travel to<br />

Riverside, California to attend the IIMC Mid-Year Board meeting. IIMC President<br />

Colleen Nicol is the City Clerk of the City of Riverside and was a grand hostess of<br />

the meeting which was held at the historic Mission Inn.<br />

On Friday, Lance Decker facilitated a board development session that focused on<br />

improving communications with IIMC members. That evening, we attended a<br />

dinner with the <strong>Municipal</strong> <strong>Clerks</strong> Education Foundation (MCEF) Board. This<br />

made for a long but beneficial day.<br />

Saturday began with an early breakfast with the MCEF Board. After breakfast,<br />

the IIMC Board discussed many items, including:<br />

A newly-designed CMC pin is now available, for $35, through IIMC.<br />

Approved teaching points and Athenian Facilitator requirements.<br />

Recommendations from the Institute Directors.<br />

No action was taken to reinstate approval of courses offered prior to 2012.<br />

Seat Time was approved.<br />

IIMC staff will work with the Institute Directors to have an additional<br />

meeting during the IIMC Conference in May.<br />

NEWS FROM THE DIRECTORS<br />

The Policy Review Committee submitted a clarification of the meaning of ballot<br />

in regard to paper, and electronic means which will be included in the policy<br />

manual.<br />

Hartford, Connecticut, was selected to host the 2015 IIMC Conference.<br />

The 2016 IIMC Conference city will be selected during the Annual Board Meeting<br />

in Portland.<br />

And, the 2017 IIMC Conference city will be selected at the Mid-Year meeting<br />

next November.<br />

New Region IX Director - Peggy’s time on the board will be coming to a close in<br />

May. Peggy has been committed (I think being committed is what happens after<br />

your term if you can find an appropriate asylum) to us over the past two years.<br />

We will all miss her sense of humor and her eagerness to represent Region IX.<br />

She has done a wonderful job for us all. Thank you Peggy!<br />

Region IX has a formal agreement in place which affirms a policy that the IIMC<br />

Region IX Director position rotates among the states. The agreement also establishes<br />

a rotation schedule and defines the process for submitting a candidate’s<br />

name to IIMC. California is the next state in the rotation and we have recently received<br />

word that Joann Tilton is in the process of filing for this position.<br />

Education Update - The Education Department continues to distribute E-<br />

briefings, specifically announcing education programs, information, and news.<br />

Please read these as there’s plenty of information on Ed2Go and other online<br />

courses.<br />

<strong>Municipal</strong> <strong>Clerks</strong> Education Foundation – We continue to encourage you to<br />

make a donation to the <strong>Municipal</strong> <strong>Clerks</strong> Education Foundation (MCEF). One way<br />

to support MCEF is by buying raffle tickets for the annual MCEF Hawaii Raffle<br />

sponsored by American Legal Publishing. Amanda Charles, Deputy Clerk of<br />

Wasilla, Alaska won the raffle in May and she will enjoy her vacation in January!<br />

Even if you can’t attend the conference in Portland, you may purchase a raffle ticket<br />

from Kristie by filling out the flyer attached to this newsletter.<br />

Please consider participating in the MCEF Silent Auction held in the Exhibit Hall<br />

during the upcoming Portland Conference. Items may be donated (tax deductible)<br />

in any price range. It would be great to see a good participation rate from Region<br />

IX members! Thank you.<br />

Travel Plans. We have a few months before we being our travels begin again,<br />

first to the <strong>Washington</strong> <strong>Municipal</strong> Clerk’s <strong>Association</strong> (WMCA) in March (Kristie will<br />

be in Hawaii drumming up more Region IX Members, really on vacation). It is our<br />

hope that the new incoming Region IX Director, Joann Tilton from California will be<br />

able to join Peggy.<br />

In April, we’ll be attending the California <strong>Association</strong> of City <strong>Clerks</strong> (CCAC) and we<br />

won’t miss the Portland 2012 IIMC Conference!<br />

NEW DIRECTIONS<br />

The voice of Institute Directors has been heard. In an unprecedented effort, the IIMC Board of<br />

Directors devoted a significant portion of the recent mid-year meeting deliberating recommendations<br />

originating from Institute Directors. Not all participated, however, it's no surprise that Region IX's<br />

Dema Harris, particularly, and Maureen Kane contributed to the dialogue and formation of the<br />

recommendations. Although I leave the detail of the Board's actions to the Region Directors to report,<br />

I must remark on this first-ever effort by the ID's to bring their ideas to the table with one voice. I<br />

applaud that effort and thank Dema and Maureen for their leadership.<br />

Facilitator Lance Decker led the <strong>Municipal</strong> <strong>Clerks</strong> Education Foundation Board of Directors through a<br />

Strategic Planning session where the Board examined the fundamental mission of MCEF and it's<br />

organizational make-up. The work will be ongoing through the winter, however, after extended<br />

discussion the Board determined to concentrate its resources on its core mission of fundraising.<br />

Programming, including scholarships and State grants are now shifted to IIMC to be administered by<br />

staff. In the coming months, the Strategic Plan will develop around three key areas of Fundraising,<br />

Disbursement of Funds, and Communication/Marketing. The Board generously authorized<br />

approximately $50,000 as its annual contribution to municipal clerk education, a portion of which will<br />

be allocated to scholarships. Watch for signs of this renewed energy and focused fundraising<br />

activities. Speaking of fundraising, if Kristie, Peggy, or I haven't hit you up yet, complete the attached<br />

Hawaii raffle flyer and return it to me in plenty of time for the drawing in Portland. It's possible to find a<br />

winner from Region IX for the fourth year in a row!<br />

You will read in the upcoming News Digest of new directions in Region XI which comprises all<br />

members outside of North America. IIMC Executive Director Shalby and I attended the first ever<br />

Region XI meeting beyond the IIMC annual conference. Delegates discussed certification, the<br />

challenges of communication across a large geographical area, the International Exchange Program,<br />

and future planning for a Region XI conference. Growing membership in the U.K., the Netherlands,<br />

South Africa, Israel, and other countries is creating a new exciting synergy as strong leaders promote<br />

the value of partnership with IIMC.<br />

ALASKA—AAMC President Kacie Paxton, MMC, Reports…<br />

Greetings from Alaska!<br />

I have been in the office of AAMC President all of two weeks now, and the<br />

notion is settling in. Our 46 th Annual Conference held in Fairbanks November<br />

5-8, <strong>2011</strong> was fantastic, from the Nuts and Bolts sessions to the Academy,<br />

educational sessions, and the fundraising events and auction.<br />

Nuts and Bolts<br />

This was our second year of a free Nuts and Bolts session at our<br />

conference for the newer clerks, and it was extremely well<br />

attended. What a great way to kick off the conference week.<br />

The sessions were led by clerks, and consisted of clerks from<br />

the various types of municipal Alaskan government structures.<br />

There were sessions on elections, writing ordinances, open<br />

meetings, records management, and more. It was a fantastic<br />

way for the new clerks to network with experienced clerks and<br />

learn the ropes of the position. This program, along with our<br />

Mentoring Committee, is really helping to integrate and train up<br />

the clerks from all over the vast state of Alaska.<br />

Fundraising Report<br />

AAMC set a record in <strong>2011</strong> with its fundraising events. Between the sales of raffle tickets, sales of AAMC<br />

jackets and tumblers, silent auction, outcry auction, and 50/50 raffles, we raised over $12,000 for education for<br />

Alaskan clerks. AAMC also obtained a gaming permit so that we can continue our fundraising efforts<br />

throughout the year instead of just at the conference. We look forward to breaking our own record again next<br />

year!<br />

2012 Theme<br />

The AAMC theme for 2012 is “Rising to New Heights” and we will be soaring to new<br />

levels of professional education and goal setting, as well as overcoming obstacles with<br />

fresh insight and a positive attitude. Up, Up, and Away!<br />

IIMC Region IX Dinner in Portland<br />

Speaking of 2012, Alaska is excited to be hosting the Region IX Dinner to be held in<br />

Portland. Please watch for detailed information in April about this special event!

THE REGION<br />

CALIFORNIA - CCAC President Shirley Concolino, MMC, Reports…<br />

Greetings to all Region IX members on behalf of the City <strong>Clerks</strong> <strong>Association</strong> of<br />

California (CCAC).<br />

I can’t believe that <strong>2011</strong> is almost over. I can’t believe that I am CCAC President<br />

this year. What an honor. I’m sure we all agree that the state of the economy the<br />

past year has been challenging for all of us both personally and professionally.<br />

With diminished resources in every area, it is an ever-increasing challenge to<br />

deliver services to our constituents and customers. It is a challenge to be<br />

proactive and not reactive. A challenge to persevere with a vision for the future<br />

when struggling with the present.<br />

The CCAC theme for <strong>2011</strong>-2012 is “Sustainability - Now and Into the Future”. Sustainability is a lot of things<br />

including what most immediately think of – green! But I’m talking about reinventing ourselves, taking risks,<br />

having a vision and plowing through with it, not taking “no” for an answer, passion and perseverance.<br />

Sustainability in how we manage our cities, our own lives, our departments, the clerk profession and our own<br />

association (CCAC). We must reinvent ourselves on all fronts. Doing business the way we’ve always done it<br />

will no longer work. Many find this state of affairs depressing. But I say, and believe with all my soul, that this<br />

is an opportunity. An opportunity to evaluate how we do business - what we do, why we do, and how we do. It<br />

will make us even better!<br />

CCAC is comprised of nearly 1,000 members representing 481 cities, in 58 counties, serving over 38 million<br />

residents statewide. The Executive Board conducted its annual Goal Setting session in Emeryville this past<br />

October. Just as last year, retired city clerk Helen Kanowsky facilitated the two-day session, and as always did<br />

an outstanding job. The Board identified three focus areas for the upcoming year: (1) The Sustainable CCAC<br />

Picture; (2) Membership and Participation; and (3) the Four C’s consisting of Continuity, Cooperation,<br />

Communication and Collaboration.<br />

This year’s annual conference is scheduled to be held here in Sacramento on April 11-13, 2012. The<br />

Advanced Academy will be held on April 10, <strong>2011</strong>. Once again, we have confirmed Mike Robbins (“Be<br />

Yourself, Everyone Else is Already Taken”) for both the opening and closing this year. What an informational<br />

and inspirational speaker he is! This will be conference you won’t want to miss!<br />

In closing, I want to thank each of you for the commitment to our profession and for what you bring to the table<br />

each and every day. Thank you Region IX!!!

OREGON—OAMR President Tori Barnett, MMC, Reports…<br />

Happy Holidays from the Oregon <strong>Association</strong> of <strong>Municipal</strong> Recorders!<br />

Following that conference, I was off for my first trip ever to the great state of Alaska to<br />

attend their conference in Fairbanks! It was all I expected, and more. The Alaska clerks<br />

were friendly, helpful, and a lot of fun. Kathy Weber, AAMC President, certainly showed<br />

us all a good time, helping make memories that will last a lifetime. Saturday had us<br />

heading out to Chena Hot Springs Resort and Ice Hotel, about 60 miles outside of<br />

Fairbanks, where we were provided a tour of the facility showcasing their geothermal<br />

advances and the amazing hothouses full of<br />

beautiful tomatoes, among other things.<br />

Following a delicious lunch, we toured the Aurora Ice House - which<br />

was freezing cold! - and then warmed up with a swim in the hot<br />

springs. That evening, we were treated to a trip to the North Pole,<br />

specifically Santa Land, and I was sure to let St. Nick know that I had<br />

been good all year! The karaoke on Monday was energetic and funfilled<br />

and I truly thank the girls for letting me participate in that<br />

amazing tribute to Joan Jett by belting out that ever popular “I Love<br />

Rock-n-Roll”. The host hotel – The Westmark Hotel and Conference<br />

Center – was warm and welcoming, and the gift shop allowed me to<br />

assist the Fairbanks economy.<br />

On November 18 th , we held an OAMR Executive Board meeting in Keizer, followed by the Conference<br />

Committee meeting, and the Special Project/Fundraising meeting. It was a busy day but a great deal was<br />

accomplished. Our theme for the 2012 Conference, in my hometown of Ontario, will be “30 Years & Still<br />

Growing” and we will be recognizing and celebrating OAMR’s 30-year anniversary. The conference will<br />

conclude with a “Diamonds are Forever” themed formal banquet on Friday evening. Several items were<br />

discussed/acted on at the Board meeting, including the approval of the academy session with De Hicks for<br />

September, granting authority for the Historical Committee to purchase some items, moving the OAMR website<br />

to a new host, and approving the absentee ballot form as submitted by the Nominating Committee. In addition,<br />

the Records Management Committee will move forward with the Grateful Shred/Office Clean-Up program, and<br />

the Scholarship Committee had a new job description adopted. The President also appointed members to an<br />

ad hoc committee to address the duration of the OAMR annual conference and other conference issues. The<br />

question has been raised as to whether it should be shortened or to remain a three day event (1 day academy<br />

and 2 days of conference).<br />

We continue to work toward hosting a memorable and hopefully well-attended IIMC Conference in Portland in<br />

May 2012. Thank you for the wonderful donations from our Region IX sister states – <strong>Washington</strong>, California,<br />

and Alaska, - as well as a check from Region I. We also just received a check from the Nevada Clerk’s<br />

<strong>Association</strong> for $1000. We could not provide such an amazing conference without this assistance. There are<br />

also about 200 cookbooks remaining, at a mere $15 each, so now is the time to grab that little gift for that<br />

wedding shower, last minute Christmas gift, or for a student going off to college. Contact Denise Carey at<br />

WASHINGTON—WMCA President Treva Percival, CMC, Reports…<br />

Well, I just returned from Alaska. What an<br />

amazing place. I had the opportunity to<br />

meet some great people and enjoy a lot of<br />

fun activities they had planned for us. We<br />

visited Chena and toured their Geo-thermal<br />

plant, their hydroponic gardens, the ice<br />

hotel/museum (yes, it’s a hotel if you want to<br />

pay $600/night), and got to sit in the famous<br />

hot springs. Nothing like sitting in the hot springs when there is<br />

snow all around you and it is about 20 degrees out.<br />

After our fun day at the Hot Springs we were whisked away<br />

to North Pole, Alaska, where we were able to shop at<br />

Santa’s workshop and even get our pictures taken with<br />

Santa. It was an amazing day all around. AAMC<br />

President Kathy Weber treated us like royalty and we had<br />

a terrific time.<br />

The WMCA Executive Committee met on October 21,<br />

<strong>2011</strong>, at our 2012 Conference Hotel in Lake Chelan. The<br />

Committee reviewed the following items:<br />

Approved a new contract for a logo.<br />

Reviewed the menu for the 2012 Conference.<br />

Discussed IIMC’s Education Guidelines.<br />

Reviewed all Committee reports and adopted some changes to the Membership Committee description<br />

and voted to eliminate the Elections Committee.<br />

We also approved the formation of a Newsletter Committee for the 2012-13 year.<br />

Our next meeting will be January 20, 2012, in Lakewood, WA<br />
