<strong>Minutes</strong> <strong>of</strong> <strong>the</strong> <strong>No</strong>. 5 <strong>South</strong> <strong>Eastern</strong> <strong>Regional</strong> <strong>Meeting</strong><br />

<strong>Held</strong> <strong>at</strong> <strong>the</strong> Mary Green Manor Hotel, London Road, Brentwood, Essex<br />

1. Welcome<br />

Paul Carter and Darren Ashfield (WebWayOne Ltd guest presenters) were welcomed<br />

to <strong>the</strong> meeting.<br />

In addition, thanks were noted from <strong>the</strong> Chairman to Vice Chairman, Terry R<strong>of</strong>fey for<br />

chairing <strong>the</strong> previous regional meeting.<br />

2. Apologies for Absence<br />

An apology for absence was received from: Charlie Brightling (StandFast Burglar<br />

Alarm Co.), Stuart Bowman (Essex Police), Ian Brooking (Yeoman Monitoring).<br />

3. <strong>Minutes</strong> <strong>of</strong> <strong>the</strong> last meeting<br />

The minutes <strong>of</strong> <strong>the</strong> previous regional meeting were read and found to represent a<br />

true record <strong>of</strong> wh<strong>at</strong> was discussed.<br />

4. M<strong>at</strong>ters arising<br />

The Vice Chairman (TR) covered points arising with Grade 3 contacts st<strong>at</strong>ing th<strong>at</strong><br />

whilst no problems occur in a controlled test bench environment <strong>the</strong>re are <strong>the</strong><br />

ongoing issues with <strong>the</strong> contacts in <strong>the</strong> field. Following a show <strong>of</strong> hands to<br />

demonstr<strong>at</strong>e how many companies have installed grade 3 shutter contacts (a return<br />

<strong>of</strong> 5 hands from a total <strong>of</strong> 7 companies in <strong>at</strong>tendance), <strong>the</strong> Chairman (PW) suggested<br />

th<strong>at</strong> all issues encountered with grade 3 shutter contacts within <strong>the</strong> previous twelve<br />

months be documented so as to provide evidence to <strong>the</strong> manufacturers <strong>of</strong> <strong>the</strong><br />

devices to highlight <strong>the</strong> problems encountered. PW also st<strong>at</strong>ed th<strong>at</strong> he would bring<br />

<strong>the</strong> issue up <strong>at</strong> <strong>the</strong> next Chairmen’s meeting.<br />

The Chairman st<strong>at</strong>ed th<strong>at</strong> <strong>the</strong> next <strong>Regional</strong> Chairmen’s <strong>Meeting</strong> is scheduled for <strong>the</strong><br />

week <strong>of</strong> IFSEC (14/05/13).<br />

5. Chairman’s Report<br />

The Chairman advised th<strong>at</strong> <strong>the</strong>re were was nothing to report from <strong>the</strong> <strong>Regional</strong><br />

Chairmen’s <strong>Meeting</strong>.<br />

6. Vice Chairman’s Report from <strong>the</strong> Technical Liaison Committee and o<strong>the</strong>r<br />

Technical m<strong>at</strong>ters<br />

Mr R<strong>of</strong>fey st<strong>at</strong>ed th<strong>at</strong> <strong>the</strong> Technical Liaison Committee meeting had taken place on<br />

12 th March, 2013 reporting <strong>the</strong> following as resulting feedback;<br />

ARC handling <strong>of</strong> tamper signals<br />

The Chairman summarised <strong>the</strong> original concern. There now appeared to be some<br />

uncertainty as to <strong>the</strong> ARC’s interpret<strong>at</strong>ion <strong>of</strong> <strong>the</strong> signals and uncertainty as to <strong>the</strong><br />

‘responsible’ party i.e. ARC, manufacturer or installer. The Chairman outlined <strong>the</strong><br />

potential for liability claims if this m<strong>at</strong>ter is not clarified.<br />

It was agreed th<strong>at</strong> <strong>the</strong> Chairman and Tony Weeks NSI (TW) would put toge<strong>the</strong>r a list<br />

<strong>of</strong> questions to address with manufacturers. Any fur<strong>the</strong>r action would depend on <strong>the</strong><br />

responses from <strong>the</strong> manufacturers to <strong>the</strong>se questions<br />

Potential review <strong>of</strong> NCP 104<br />

Following a general discussion on <strong>the</strong> potential need to review NCP 104 ‘design,<br />

install<strong>at</strong>ion and maintenance <strong>of</strong> CCTV systems’ it was agreed th<strong>at</strong> a review <strong>of</strong> <strong>the</strong><br />

Code was a low priority in <strong>the</strong> scheme <strong>of</strong> higher priority projects. It was noted<br />

however th<strong>at</strong> NCP 104 does not exclude CCTV systems th<strong>at</strong> use IP technology<br />

Security Fog Systems<br />

TW reminded <strong>the</strong> committee th<strong>at</strong> <strong>the</strong>se systems were now covered by BS EN 50131-<br />

8:2009, which is part <strong>of</strong> <strong>the</strong> PD6662:2010 scheme. If any such systems are being<br />

installed <strong>the</strong>y need to comply with <strong>the</strong> standards. There was a general discussion as<br />

to how this applied if fog systems were triggered by a separ<strong>at</strong>e control panel.<br />

The scope <strong>of</strong> BS EN 50131-8 indic<strong>at</strong>es th<strong>at</strong> <strong>the</strong> standard applies to a security fog<br />

system th<strong>at</strong> is part <strong>of</strong> an Intruder and Hold-up Alarm System (I&HAS). It follows th<strong>at</strong><br />

a security fog system th<strong>at</strong> is not part <strong>of</strong> an I&HAS does not comply (and cannot be<br />

said to comply) with BS EN 50131-8. To comply with BS EN 50131-8 <strong>the</strong> security fog<br />

system must be capable <strong>of</strong> communic<strong>at</strong>ing with <strong>the</strong> host I&HAS. Minimum inputs to<br />

<strong>the</strong> security fog system from <strong>the</strong> I&HAS are set/unset, trigger and verific<strong>at</strong>ion.<br />

Potential new products<br />

The committee were asked if <strong>the</strong>y felt <strong>the</strong>re were any areas/ trends where <strong>the</strong>y felt<br />

NSI should be developing standards or <strong>of</strong>fering certific<strong>at</strong>ion. Security lighting was<br />

<strong>of</strong>fered as a suggestion.<br />

There was a general discussion about Health & Safety and Environmental<br />

Management Systems. The committee were advised th<strong>at</strong> NSI already <strong>of</strong>fer UKAS<br />

certific<strong>at</strong>ion to 18001 and 14001 respectively. The committee requested a short<br />

present<strong>at</strong>ion <strong>at</strong> <strong>the</strong> next meeting on wh<strong>at</strong> was involved in certific<strong>at</strong>ion to Health &<br />

Safety and Environmental Management.<br />

The Chairman raised a concern over <strong>the</strong> NSI rebranding. An explan<strong>at</strong>ion as to <strong>the</strong><br />

reasons for <strong>the</strong> change was provided however it was noted th<strong>at</strong> <strong>the</strong> concerns would<br />

be highlighted and fed back to both <strong>the</strong> NSI Marketing team and <strong>the</strong> NSI executive.<br />

Scaffold Alarms<br />

TW advised <strong>the</strong> committee th<strong>at</strong> a new Code <strong>of</strong> Practice had been launched by NSI<br />

for ‘<strong>the</strong> design, install<strong>at</strong>ion and maintenance <strong>of</strong> scaffolding alarm systems’<br />

Design, install<strong>at</strong>ion and maintenance <strong>of</strong> scaffolding alarm systems is a separ<strong>at</strong>e<br />

scope <strong>of</strong> approval within NACOSS Gold and Systems Silver.<br />

It was noted th<strong>at</strong> aside from bringing in new approved companies to NSI, <strong>the</strong> Code<br />

was opening up NSI communic<strong>at</strong>ion with specifiers, insurers, managing agents and<br />

end-user groups, some <strong>of</strong> whom NSI had previously found it difficult to make contact<br />

with.<br />

Access Control upd<strong>at</strong>e<br />

TW provided a brief upd<strong>at</strong>e on NCP 109 for Access Control Systems. It was noted<br />

th<strong>at</strong> <strong>the</strong> transition period ends on 1 st September 2013. From this d<strong>at</strong>e all NSI<br />

approved companies would need to install access control systems to NCP 109 ra<strong>the</strong>r<br />

than NACP 30.<br />

The European Committee for Electrotechnical Standardiz<strong>at</strong>ion (CENELEC) had<br />

issued EN 50133, which NSI had adopted as an altern<strong>at</strong>ive standard to NACP 30.<br />

The adoption <strong>of</strong> EN 50133 had not proved successful partly because <strong>the</strong>re appeared<br />

to be a lack <strong>of</strong> EN compliant equipment on <strong>the</strong> market and partly because <strong>the</strong> EN is<br />

aimed <strong>at</strong> stand alone access control ra<strong>the</strong>r than networked solutions.<br />

TW advised th<strong>at</strong> <strong>the</strong> Intern<strong>at</strong>ional Organiz<strong>at</strong>ion for Standardiz<strong>at</strong>ion (IEC) had issued<br />

two draft standards recently for access control. TW invited <strong>at</strong>tendees to review <strong>the</strong><br />

IEC documents and advise him <strong>of</strong> any comments.<br />

Speed Dome Cameras<br />

AM raised a concern regarding speed dome cameras being compromised by rain<br />

drops on <strong>the</strong> cover. The RTLC advised th<strong>at</strong> rain run sprays for car windscreens<br />

worked well in terms <strong>of</strong> dispersing rain drops and could be used on dome camera<br />

covers. It was also noted th<strong>at</strong> specific<strong>at</strong>ions should outline th<strong>at</strong> dome cameras are<br />

liable to being compromised during rain.<br />

6. Present<strong>at</strong>ion<br />

Mr. Paul Carter, Managing Director <strong>of</strong> WebWayOne Ltd with <strong>the</strong> assistance <strong>of</strong><br />

<strong>Regional</strong> Sales Manager Darren Ashfield gave an interesting present<strong>at</strong>ion on <strong>the</strong><br />

background <strong>of</strong> <strong>the</strong> organis<strong>at</strong>ion and products including an introduction on <strong>the</strong><br />

WebWay G Series and dual p<strong>at</strong>h signalling.<br />

The Chairman passed on his thanks on behalf <strong>of</strong> <strong>the</strong> region.<br />

8. Any O<strong>the</strong>r Business<br />

A question raised from <strong>the</strong> floor for all <strong>at</strong>tendees regarding ADT ‘QuickConnect’<br />

systems enquired as to whe<strong>the</strong>r it was known if ADT were issuing certific<strong>at</strong>es <strong>of</strong><br />

compliance for such systems with a specific request th<strong>at</strong> CH (NSI) did not provide<br />

any input to <strong>the</strong> response. General feedback across <strong>the</strong> floor was th<strong>at</strong> certific<strong>at</strong>es <strong>of</strong><br />

compliance were being issued.<br />

Next <strong>Meeting</strong> (TBA)<br />

The d<strong>at</strong>e for <strong>the</strong> next regional meeting will be confirmed however it is forecast th<strong>at</strong><br />

<strong>the</strong> next meeting will be held in September, 2013.<br />
