Minutes of the No. 5 South Eastern Regional Meeting

1. Welcome
Paul Carter and Darren Ashfield (WebWayOne Ltd guest presenters) were welcomed
to the meeting.
In addition, thanks were noted from the Chairman to Vice Chairman, Terry Roffey for
chairing the previous regional meeting.
2. Apologies for Absence
An apology for absence was received from: Charlie Brightling (StandFast Burglar
Alarm Co.), Stuart Bowman (Essex Police), Ian Brooking (Yeoman Monitoring).
3. Minutes of the last meeting
The minutes of the previous regional meeting were read and found to represent a
true record of what was discussed.
4. Matters arising
The Vice Chairman (TR) covered points arising with Grade 3 contacts stating that
whilst no problems occur in a controlled test bench environment there are the
ongoing issues with the contacts in the field. Following a show of hands to
demonstrate how many companies have installed grade 3 shutter contacts (a return
of 5 hands from a total of 7 companies in attendance), the Chairman (PW) suggested
that all issues encountered with grade 3 shutter contacts within the previous twelve
months be documented so as to provide evidence to the manufacturers of the
devices to highlight the problems encountered. PW also stated that he would bring
the issue up at the next Chairmen’s meeting.
The Chairman stated that the next Regional Chairmen’s Meeting is scheduled for the
week of IFSEC (14/05/13).
5. Chairman’s Report
The Chairman advised that there were was nothing to report from the Regional
Chairmen’s Meeting.

6. Vice Chairman’s Report from the Technical Liaison Committee and other
Technical matters
Mr Roffey stated that the Technical Liaison Committee meeting had taken place on
12 th March, 2013 reporting the following as resulting feedback;
ARC handling of tamper signals
The Chairman summarised the original concern. There now appeared to be some
uncertainty as to the ARC’s interpretation of the signals and uncertainty as to the
‘responsible’ party i.e. ARC, manufacturer or installer. The Chairman outlined the
potential for liability claims if this matter is not clarified.
It was agreed that the Chairman and Tony Weeks NSI (TW) would put together a list
of questions to address with manufacturers. Any further action would depend on the
responses from the manufacturers to these questions
Potential review of NCP 104
Following a general discussion on the potential need to review NCP 104 ‘design,
installation and maintenance of CCTV systems’ it was agreed that a review of the
Code was a low priority in the scheme of higher priority projects. It was noted
however that NCP 104 does not exclude CCTV systems that use IP technology
Security Fog Systems
TW reminded the committee that these systems were now covered by BS EN 50131-
8:2009, which is part of the PD6662:2010 scheme. If any such systems are being
installed they need to comply with the standards. There was a general discussion as
to how this applied if fog systems were triggered by a separate control panel.
The scope of BS EN 50131-8 indicates that the standard applies to a security fog
system that is part of an Intruder and Hold-up Alarm System (I&HAS). It follows that
a security fog system that is not part of an I&HAS does not comply (and cannot be
said to comply) with BS EN 50131-8. To comply with BS EN 50131-8 the security fog
system must be capable of communicating with the host I&HAS. Minimum inputs to
the security fog system from the I&HAS are set/unset, trigger and verification.
Potential new products
The committee were asked if they felt there were any areas/ trends where they felt
NSI should be developing standards or offering certification. Security lighting was
offered as a suggestion.
There was a general discussion about Health & Safety and Environmental
Management Systems. The committee were advised that NSI already offer UKAS
certification to 18001 and 14001 respectively. The committee requested a short
presentation at the next meeting on what was involved in certification to Health &
Safety and Environmental Management.
The Chairman raised a concern over the NSI rebranding. An explanation as to the
reasons for the change was provided however it was noted that the concerns would
be highlighted and fed back to both the NSI Marketing team and the NSI executive.

Scaffold Alarms
TW advised the committee that a new Code of Practice had been launched by NSI
for ‘the design, installation and maintenance of scaffolding alarm systems’
Design, installation and maintenance of scaffolding alarm systems is a separate
scope of approval within NACOSS Gold and Systems Silver.
It was noted that aside from bringing in new approved companies to NSI, the Code
was opening up NSI communication with specifiers, insurers, managing agents and
end-user groups, some of whom NSI had previously found it difficult to make contact
with.
Access Control update
TW provided a brief update on NCP 109 for Access Control Systems. It was noted
that the transition period ends on 1 st September 2013. From this date all NSI
approved companies would need to install access control systems to NCP 109 rather
than NACP 30.
The European Committee for Electrotechnical Standardization (CENELEC) had
issued EN 50133, which NSI had adopted as an alternative standard to NACP 30.
The adoption of EN 50133 had not proved successful partly because there appeared
to be a lack of EN compliant equipment on the market and partly because the EN is
aimed at stand alone access control rather than networked solutions.
TW advised that the International Organization for Standardization (IEC) had issued
two draft standards recently for access control. TW invited attendees to review the
IEC documents and advise him of any comments.
Speed Dome Cameras
AM raised a concern regarding speed dome cameras being compromised by rain
drops on the cover. The RTLC advised that rain run sprays for car windscreens
worked well in terms of dispersing rain drops and could be used on dome camera
covers. It was also noted that specifications should outline that dome cameras are
liable to being compromised during rain.

6. Presentation
Mr. Paul Carter, Managing Director of WebWayOne Ltd with the assistance of
Regional Sales Manager Darren Ashfield gave an interesting presentation on the
background of the organisation and products including an introduction on the
WebWay G Series and dual path signalling.
The Chairman passed on his thanks on behalf of the region.

8. Any Other Business
A question raised from the floor for all attendees regarding ADT ‘QuickConnect’
systems enquired as to whether it was known if ADT were issuing certificates of
compliance for such systems with a specific request that CH (NSI) did not provide
any input to the response. General feedback across the floor was that certificates of
compliance were being issued.
Next Meeting (TBA)
The date for the next regional meeting will be confirmed however it is forecast that
the next meeting will be held in September, 2013.
