Purpose<br />
To lead and manage the <strong>Development</strong> department of <strong>RYA</strong>(S) and drive the implementation<br />
of the strategic plan (2013-17). Providing impetus to development priorities, leading a team<br />
of Regional <strong>Development</strong> Officers (3) and maximising the benefits to boating of partnerships<br />
at national, regional and local level.<br />

(SDG), 3 yacht club associations and 32 local authorities.<br />

Responsibilities:<br />
1. Management and Leadership<br />

Lead and manage the development function of <strong>RYA</strong>(S).<br />
To lead and manage three Regional <strong>Development</strong> Officers (1 F/T, 2 P/T), ensuring<br />
work priorities and impact are aligned directly to the development plan.<br />
Responsible for a team of 10 key volunteers including SDG coordinators and the<br />
<strong>RYA</strong> Sailability Regional Organiser.<br />
Contribute to broader <strong>RYA</strong>(S) management as part of the Senior Management Team<br />
(SMT).<br />
Lead on <strong>RYA</strong>(S) Protection of Vulnerable Groups (PVG) policies and activity.<br />
Lead on implementation of <strong>RYA</strong>(S) Facilities Strategy.<br />
2. <strong>Development</strong><br />

Operate development department activity in accordance with policies and guidelines<br />
agreed by <strong>RYA</strong>(S) Council, notably PVG, Equality, HASAW and Information<br />
Management.<br />
Engage with and support Participation and Powerboat Committees.

Review, develop and agree with stakeholders the <strong>Development</strong> Plan on an annual<br />
basis in alignment with <strong>RYA</strong>(S) Strategic plan.<br />
Develop and deliver work plan to achieve targets and objectives set within<br />
development, operational and strategic plans.<br />
Working with the Marketing Officer, provide articles and encourage others to write<br />
development focused articles for <strong>RYA</strong>(S) channels including web, social media and<br />
written press.<br />
Proactively develop and implement effective PR and communication tools for all<br />
development related activity.<br />
Support the development and implementation of the <strong>RYA</strong>(S) Coaching Plan.<br />
3. Budget and Financial<br />

Operate, authorise and track department spending within agreed parameters and<br />
policies including personal expense and equipment accounts.<br />
Engage with partners to secure new and maintain current investment in development<br />
activity.<br />
4. Monitoring<br />

<br />
Ensure a robust recording mechanism of all development activity is in place.<br />
Embed appropriate and proportional equality monitoring within development activity.<br />
Provide timely (monthly, six monthly and annual) monitoring and evaluation reports to<br />
an agreed format for SMT, Management Committee and Council.<br />
5. Integration with <strong>RYA</strong><br />

Ensure <strong>RYA</strong>(S) strategies and development plans compliment those of the <strong>RYA</strong> and<br />
the other home countries.<br />
Attend relevant <strong>RYA</strong> meetings and delegate members of the team to contribute to<br />
relevant <strong>RYA</strong> committees and work groups.<br />
Liaise and develop strong joint working relationship with <strong>RYA</strong> Sports <strong>Development</strong><br />
<strong>Manager</strong> and development leads in Welsh Yachting Association and <strong>RYA</strong> Northern<br />
Ireland.<br />
6. Professional <strong>Development</strong><br />

Pursue an agreed programme of professional development in order to keep practices<br />
current.<br />
Network with equivalent staff in other sports to share best practice and learn from<br />
others.

Provide expert advice to staff, volunteers and stakeholders on boating development.<br />
Carry out other appropriate tasks as agreed with the Chief Executive Officer.
