Our iconic terminal has inspired terminals from John F. Kennedy International Airport in New<br />
York City to Paris-Charles de Gaulle Airport in France. In the 1920’s, our airport’s air traffic control system was at that time<br />
the first of its kind. Furthermore, Lambert-St. Louis International is the nation’s first municipally owned airport. But beyond<br />

Overview<br />
The<br />
<strong>AMAC</strong> Airport Business<br />
Diversity Conference,<br />
convened each year by the Airport Minority<br />
Advisory Council (<strong>AMAC</strong>) brings airports,<br />
the federal government, corporations<br />
and entrepreneurs together in one of the<br />
aviation industry’s premier educational,<br />
training and business networking events.<br />
The conference, held since 1984, is also<br />
the primary vehicle for Disadvantaged<br />
Business Enterprises (DBEs) and Airport<br />
Concessions Disadvantaged Business<br />
Enterprises (ACDBEs) to cultivate<br />
relationships and build partnerships with<br />
national airports and business partners.<br />
The 4-day event also features the Annual<br />
Expo, which allows airports, DBEs and<br />
corporations to showcase their businesses<br />
before thousands of attendees.<br />
<strong>AMAC</strong> is the only national, non-profit<br />
airport/business trade association<br />
that advocates specifically for the full<br />
participation of minority-owned, womanowned<br />
and disadvantaged businesses in<br />
airport contracting. Its primary goals are<br />
to eliminate the barriers that traditionally<br />
have hindered full participation by these<br />
businesses in the aviation industry, and to<br />
assist them in capitalizing on all available<br />
opportunities within the industry.<br />
<strong>AMAC</strong> and its members view inclusion not<br />
simply as a worthwhile public policy goal;<br />
rather, inclusion makes good economic<br />
and business sense and reflects the<br />
diverse markets that airports serve.<br />
<strong>AMAC</strong>ESP, a 501(c)(3) not-for-profit<br />

organization established by the <strong>AMAC</strong><br />
Board of Directors in 1997, offers<br />
internships, scholarships and outreach to<br />
students interested in aviation careers.<br />
The Bill Walker Memorial Golf Tournament,<br />
Silent Auction, and <strong>AMAC</strong> After Dark and<br />
Fundraisers for the <strong>AMAC</strong>ESP Scholarship<br />
Fund, are part of the annual conference.<br />
During the conference, all stakeholders,<br />
including airport directors, commissioners,<br />
DBE liaison officers, and state and<br />
local government officials, participate in<br />
workshops, trainings, and networking<br />
events to discuss their current challenges<br />
and prospective opportunities. The<br />
sessions range from how to pursue<br />
business opportunities with airports, to<br />
how to build capacity as DBEs, to how<br />

to dissect and analyze the economic<br />
trends and public policy decisions that<br />
impact DBEs seeking opportunities as<br />

WHAT TO EXPECT:<br />
St. Louis, the Gateway to the West, is the<br />
second-largest city in Missouri and the<br />
fourth-largest city in the Midwest.<br />
St. Louis is well known for its Gateway<br />
Arch, the centerpiece of Jefferson National<br />
Expansion Memorial, commemorating the<br />
Louisiana Purchase and U.S. expansion<br />
into the West in the 19th century. The<br />
630-foot tall Gateway Arch was designed<br />
by architect Eero Saarinen and completed<br />
in October of 1965. The city features<br />
more than 100 parks - among them<br />
are the Missouri Botanical Garden and<br />
Citygarden, a sculpture park that is divided<br />
into three sections: river bluffs, flood plains<br />
and urban gardens. St. Louis boasts a<br />
rich mixture of culinary interests, from<br />
soul food, Italian and German to Bosnian<br />
and Vietnamese. Local specialties<br />
include toasted ravioli, gooey butter cake,<br />
St. Louis-style pizza, pork steak and<br />
barbecue.<br />
Cultural highlights include the St. Louis Art<br />
Museum, which houses over 30,000 works<br />
of art including works by Monet, Van Gogh<br />

Complex is located at 700 Convention<br />
Plaza in the heart of downtown St. Louis.<br />
The complex is the largest convention<br />
hall space in metropolitan St. Louis, and<br />
it is home to four meeting facilities under<br />
one roof: Cervantes Convention Center,<br />
Edward Jones Dome, St. Louis Executive<br />
Conference Center and the Ferrara<br />
Theatre. It features over 500,000 square<br />
feet of exhibit space and 80 meeting<br />
rooms. Parking is available in several<br />
nearby garages and surface lots.<br />
The complex recently underwent a major<br />
three-year renovation that focused on<br />
design, décor and energy efficiency.<br />

Bill Walker’s affiliation with the Airport<br />
Business Diversity Conference began with<br />
the Los Angeles, California conference in<br />
1988. At the time, he was a vice president<br />
of Pacific State Airlines. Walker began<br />
planning the golf tournament shortly<br />
after and continued to organize it until<br />
illness prevented him from doing so. The<br />
tournament was named for Bill Walker in<br />
honor of his dedication and commitment to<br />
<strong>AMAC</strong> and the Airport Business Diversity<br />
Conference.<br />
The Pevely Farms course was designed<br />
by famed golf course architect, Arthur<br />
Hills. He transformed the once-thriving<br />
dairy farm into a championship course<br />
that boasts one postcard-worthy view after<br />
another.<br />
The layout, playing at over 7,100 yards<br />
from the championship tees, features<br />
manicured zoysia fairways and bent grass<br />
greens. Hills’ layout appeals to golfers<br />
of all skill levels, providing an excellent<br />
challenge for the scratch golfer as well<br />

DBELO Certification Training<br />
Implementation of 49 CFR Parts 26 and 23 presents unique<br />
challenges for USDOT grantees. Certification of firms as DBEs<br />
and ACDBEs is seen as the first step to participation for a<br />
small, minority and disadvantaged business enterprise seeking<br />
contractual opportunities in airports.<br />
The <strong>AMAC</strong> DBELO Certification training will offer attendees the<br />
latest information regarding regulations, guidelines and best<br />
practices for use during the review and assessment of ACDBE<br />
and DBE certification applications. The training includes reviews<br />
of case studies, complex business structures and financial<br />
analysis of required documentation. The materials presented will<br />
assist new professionals as well as challenge veterans to properly<br />
assess complex certification issues. Areas of focus will include<br />
an overview of certification requirements and a discussion of<br />
financial considerations when making certification determinations<br />
for DBEs and ACDBEs. Additionally, one of the sessions will focus<br />
on compliance monitoring requirements and strategies for ACDBE<br />
(Part 23) and DBE (Part 26) programs.<br />
This course is open to DBELO’s, airport legal counsel and<br />
professionals who directly certify firms for DBE and ACDBE<br />

David Kim, the former CEO of Baja Fresh, is now the Managing Director of Ignite<br />
Enterprises whose primary business is consulting with companies and entrepreneurs by<br />
helping them establish and grow their brands in the United States. He is the author of<br />
Ignite!: The 12 Values that Fuel billionaire Success.<br />
In 2011, his appearance as CEO of Baja Fresh on CBS’s hit show “Undercover Boss”<br />
drew one of the show’s largest audiences to date and resulted in “unprecedented” and<br />
“never before seen” web traffic, according to AOL.<br />
But the David Kim story runs much deeper. Kim arrived in America at the age of twelve.<br />
His father, a South Korean ambassador, was forced to flee the country in the wake of<br />
the assassination of the president of South Korea. Penniless, Kim’s family moved into a<br />
two-bedroom apartment in southern California.<br />
To earn money for the family, David’s father would take him to swap meets, spread out a<br />
blue tarp, and leave his son with a pile of plastic toys to sell on the streets. “That’s where<br />
I learned the art of business,” says Kim. “How to serve customers, how to negotiate,<br />
how to build relationships—it was the best business education I could have ever hoped<br />
to receive.”<br />
A serial entrepreneur by nature, David’s equity market investment group specializes in<br />
acquiring distressed companies and turning them around.<br />
Kim’s love of business is matched only by his passion for service. His charitable<br />
interests involve several faith-based groups, strengthening families, and North Korean<br />
refugees freedom organizations.<br />

Jamail Larkins, a pilot and entrepreneur who owns two companies, got hooked on<br />
aviation when he took a flight at age 12 through the Young Eagles Program, offered by<br />
the Experimental Aircraft Association (EAA). He fell in love “at first flight” and made up<br />
his mind to do whatever it took to stay up in the air. He petitioned the Federal Aviation<br />
Administration to let him fly solo, but when the FAA turned him down, he went to Canada<br />
where the age requirement was 14. At that age, he was one of the youngest American<br />
pilots to solo a powered aircraft in Canada.<br />
At 16, Larkins became the spokesman for the EAA’s Vision of Eagles Program, a<br />
youth education initiative. In this role, he used his passion for flight to promote career<br />
possibilities in aviation. He branched out into aerobatic flying at 18, becoming one of the<br />
youngest air show performers in the country.<br />
Larkins founded his first business, Larkin Enterprises, Inc., an aviation sales and<br />
advertising company, at age 15. Since then, he’s transformed the company into two<br />
successful units: an aircraft sales and leasing company and an aviation consulting firm.<br />
The companies have generated over $7.5 million in annual sales.<br />
In 2002, Larkins became national spokesman for Careers in Aviation, a nonprofit that<br />
promotes aviation to young people. He co-founded, with Embry-Riddle Aeronautical<br />
University, the Dream Launch Tour, designed to motivate students to reach for their<br />
dreams. The FAA in 2004 named him the first official Ambassador for Aviation and Space<br />
Education. Larkins has been named a World Economic Forum Young Global Leader, a<br />
History Maker in the Making by TheGrio.com. He lives in Atlanta.

The Airport Minority Advisory Council (<strong>AMAC</strong>) is the only national, non-profit, trade association dedicated to promoting the full<br />
participation of minority-owned, women-owned and disadvantaged business enterprises (M/W/DBEs) in airport contracting and the<br />
inclusion of minorities and women in employment. We have two primary goals: to eliminate the barriers to minority and women<br />
participation in the airport industry and to capitalize on the opportunities available in this multi-billion dollar industry.<br />
Since its inception, <strong>AMAC</strong> has been at the forefront of nearly<br />
every national policy initiative impacting the participation of<br />
disadvantaged businesses in airport contracting. <strong>AMAC</strong> also<br />
works consistently with Congress, the Federal Government,<br />
aviation trade associations and others as a resource for<br />
information, education and guidance on business and<br />
employment matters.<br />
<strong>AMAC</strong> and its affiliates represents thousands of members that<br />
include airport operators, government officials, corporations,<br />
and M/W/DBE entrepreneurs. No organization practices what<br />
it preaches better than <strong>AMAC</strong>, bringing a diverse multi-dimensional<br />
group together for their mutual success. Our twenty-year<br />
legacy includes high-level, aviation community experience from<br />
dedicated professionals in the industry, who volunteer their time<br />
to serve as Board and committee members.<br />
We are proud of our success in eliminating barriers to M/W/<br />
DBE participation, and in supporting the efforts of airports<br />
in administering their M/W/DBE programs. But there is still<br />
work to be done. <strong>AMAC</strong> is the sole organization dedicated to<br />
advocating equal opportunity for minorities and women in airport<br />
contracting and employment, and we need your support to build<br />
on our success.<br />
