Conference 

Overview 

The 

AMAC Airport Business 

Diversity Conference, 

convened each year by the Airport Minority 

Advisory Council (AMAC) brings airports, 

the federal government, corporations 

and entrepreneurs together in one of the 

aviation industry’s premier educational, 

training and business networking events. 

The conference, held since 1984, is also 

the primary vehicle for Disadvantaged 

Business Enterprises (DBEs) and Airport 

Concessions Disadvantaged Business 

Enterprises (ACDBEs) to cultivate 

relationships and build partnerships with 

national airports and business partners. 

The 4-day event also features the Annual 

Expo, which allows airports, DBEs and 

corporations to showcase their businesses 

before thousands of attendees. 

AMAC is the only national, non-profit 

airport/business trade association 

that advocates specifically for the full 

participation of minority-owned, womanowned 

and disadvantaged businesses in 

airport contracting. Its primary goals are 

to eliminate the barriers that traditionally 

have hindered full participation by these 

businesses in the aviation industry, and to 

assist them in capitalizing on all available 

opportunities within the industry. 

AMAC and its members view inclusion not 

simply as a worthwhile public policy goal; 

rather, inclusion makes good economic 

and business sense and reflects the 

diverse markets that airports serve. 

AMACESP, a 501(c)(3) not-for-profit

organization established by the AMAC 

Board of Directors in 1997, offers 

internships, scholarships and outreach to 

students interested in aviation careers. 

The Bill Walker Memorial Golf Tournament, 

Silent Auction, and AMAC After Dark and 

Fundraisers for the AMACESP Scholarship 

Fund, are part of the annual conference. 

During the conference, all stakeholders, 

including airport directors, commissioners, 

DBE liaison officers, and state and 

local government officials, participate in 

workshops, trainings, and networking 

events to discuss their current challenges 

and prospective opportunities. The 

sessions range from how to pursue 

business opportunities with airports, to 

how to build capacity as DBEs, to how

trends and public policy decisions that 

impact DBEs seeking opportunities as 

airport vendors, professional service

WHAT TO EXPECT: 

St. Louis, the Gateway to the West, is the 

second-largest city in Missouri and the 

fourth-largest city in the Midwest. 

St. Louis is well known for its Gateway 

Arch, the centerpiece of Jefferson National 

Expansion Memorial, commemorating the 

Louisiana Purchase and U.S. expansion 

into the West in the 19th century. The 

630-foot tall Gateway Arch was designed 

by architect Eero Saarinen and completed 

in October of 1965. The city features 

more than 100 parks - among them 

are the Missouri Botanical Garden and 

Citygarden, a sculpture park that is divided 

into three sections: river bluffs, flood plains 

and urban gardens. St. Louis boasts a 

rich mixture of culinary interests, from 

soul food, Italian and German to Bosnian 

and Vietnamese. Local specialties 

include toasted ravioli, gooey butter cake, 

St. Louis-style pizza, pork steak and 

barbecue. 

Cultural highlights include the St. Louis Art 

Museum, which houses over 30,000 works 

of art including works by Monet, Van Gogh

The America’s Center Convention 

Complex is located at 700 Convention 

Plaza in the heart of downtown St. Louis. 

The complex is the largest convention 

hall space in metropolitan St. Louis, and 

it is home to four meeting facilities under 

one roof: Cervantes Convention Center, 

Edward Jones Dome, St. Louis Executive 

Conference Center and the Ferrara 

Theatre. It features over 500,000 square 

feet of exhibit space and 80 meeting 

rooms. Parking is available in several

The complex recently underwent a major 

three-year renovation that focused on 

design, décor and energy efficiency. 

Additionally, escalators were added, 

elevators were upgraded and directional

This year’s Bill Walker Memorial Golf 

Tournament will be hosted by Pevely 

Farms, an 18-hole course highlighting the 

beauty of the Meramec River Valley. 

Bill Walker’s affiliation with the Airport 

Business Diversity Conference began with 

the Los Angeles, California conference in 

1988. At the time, he was a vice president 

of Pacific State Airlines. Walker began 

planning the golf tournament shortly 

after and continued to organize it until 

illness prevented him from doing so. The 

tournament was named for Bill Walker in 

honor of his dedication and commitment to 

AMAC and the Airport Business Diversity 

Conference. 

The Pevely Farms course was designed 

by famed golf course architect, Arthur 

Hills. He transformed the once-thriving 

dairy farm into a championship course 

that boasts one postcard-worthy view after 

another. 

The layout, playing at over 7,100 yards 

from the championship tees, features 

manicured zoysia fairways and bent grass 

greens. Hills’ layout appeals to golfers 

of all skill levels, providing an excellent 

challenge for the scratch golfer as well

DBELO Certification Training 

Implementation of 49 CFR Parts 26 and 23 presents unique 

challenges for USDOT grantees. Certification of firms as DBEs 

and ACDBEs is seen as the first step to participation for a 

small, minority and disadvantaged business enterprise seeking 

contractual opportunities in airports. 

The AMAC DBELO Certification training will offer attendees the 

latest information regarding regulations, guidelines and best 

practices for use during the review and assessment of ACDBE 

and DBE certification applications. The training includes reviews 

of case studies, complex business structures and financial 

analysis of required documentation. The materials presented will 

assist new professionals as well as challenge veterans to properly 

assess complex certification issues. Areas of focus will include 

an overview of certification requirements and a discussion of 

financial considerations when making certification determinations 

for DBEs and ACDBEs. Additionally, one of the sessions will focus 

on compliance monitoring requirements and strategies for ACDBE 

(Part 23) and DBE (Part 26) programs. 

This course is open to DBELO’s, airport legal counsel and 

professionals who directly certify firms for DBE and ACDBE 

certification.

In 2011, his appearance as CEO of Baja Fresh on CBS’s hit show “Undercover Boss” 

drew one of the show’s largest audiences to date and resulted in “unprecedented” and 

“never before seen” web traffic, according to AOL. 

But the David Kim story runs much deeper. Kim arrived in America at the age of twelve. 

His father, a South Korean ambassador, was forced to flee the country in the wake of 

the assassination of the president of South Korea. Penniless, Kim’s family moved into a 

two-bedroom apartment in southern California. 

To earn money for the family, David’s father would take him to swap meets, spread out a 

blue tarp, and leave his son with a pile of plastic toys to sell on the streets. “That’s where 

I learned the art of business,” says Kim. “How to serve customers, how to negotiate, 

how to build relationships—it was the best business education I could have ever hoped 

to receive.” 

A serial entrepreneur by nature, David’s equity market investment group specializes in 

acquiring distressed companies and turning them around. 

Kim’s love of business is matched only by his passion for service. His charitable 

interests involve several faith-based groups, strengthening families, and North Korean 

refugees freedom organizations.

David Kim 

Jamail Larkins, a pilot and entrepreneur who owns two companies, got hooked on 

aviation when he took a flight at age 12 through the Young Eagles Program, offered by 

the Experimental Aircraft Association (EAA). He fell in love “at first flight” and made up 

his mind to do whatever it took to stay up in the air. He petitioned the Federal Aviation 

Administration to let him fly solo, but when the FAA turned him down, he went to Canada 

where the age requirement was 14. At that age, he was one of the youngest American 

pilots to solo a powered aircraft in Canada. 

At 16, Larkins became the spokesman for the EAA’s Vision of Eagles Program, a 

youth education initiative. In this role, he used his passion for flight to promote career 

possibilities in aviation. He branched out into aerobatic flying at 18, becoming one of the 

youngest air show performers in the country. 

Larkins founded his first business, Larkin Enterprises, Inc., an aviation sales and 

advertising company, at age 15. Since then, he’s transformed the company into two 

successful units: an aircraft sales and leasing company and an aviation consulting firm. 

The companies have generated over $7.5 million in annual sales. 

In 2002, Larkins became national spokesman for Careers in Aviation, a nonprofit that 

promotes aviation to young people. He co-founded, with Embry-Riddle Aeronautical 

University, the Dream Launch Tour, designed to motivate students to reach for their 

dreams. The FAA in 2004 named him the first official Ambassador for Aviation and Space 

Education. Larkins has been named a World Economic Forum Young Global Leader, a 

History Maker in the Making by TheGrio.com. He lives in Atlanta.
