Out of the 78 IOC Tripartite Commission invitations, 35 were awarded to Olympic scholarship holders. 57 medals, 105 diplomas! The orientation that Olympic Solidarity wished to give this programme at the beginning of the quadrennial plan was to target the athletes whose qualification would have an impact on the universality of the Games. This brought about some modifications, Kaltouma NADJINA, CHA © CIO/Collections Musée Olympique/Yo Nagaya notably related to athlete selection criteria. Olympic medallists and world champions were no longer eligible for an Olympic scholarship so as to enable non-established athletes to join the world’s elite. The effects of this rule were seen notably in the number of scholarship holders on the podium: 57 medals won in Athens, 17 of them gold. The direct impact of the Olympic Scholarship programme on the universality of the Games is difficult to measure, as the general participation trend for the Olympic Games is very hard to influence. Indeed, a majority of sports have been dominated for many years by certain countries, and this type of programme does not currently have a significant impact on the continental distribution of athletes at the Olympic Games. Notwithstanding, 23 NOCs had over 50% of their delegation made up by Olympic scholarship holders, and five of them were represented solely by athletes with Olympic scholarships. We can therefore cautiously imagine that the representation of these NOCs at the Games was influenced by the Olympic Scholarships for Athletes “Athens 2004” programme, while recalling that 30 more NOCs benefited from this programme in Athens than in Sydney. Closer to the athletes During the Athens Games, Olympic Solidarity implemented an athlete monitoring system with help from ATHOC. For the first time, it was possible to identify the scholarship holders directly on the INFO 2004 official Olympic Games information system. This new system enabled us to improve the daily monitoring of the athletes, by putting together the programme of their competitions and collecting their results. The Olympic Solidarity team present in Athens was thus able to meet and encourage some scholarship holders at their competition venues, and find out what the athletes thought about the programme and learn about their experiences as Olympic scholarship holders. As well as providing valuable information about the programme, this action was greatly appreciated by the athletes and their NOCs, many of whom expressed their gratitude to, and satisfaction with, Olympic Solidarity. la grande satisfaction de la Solidarité Olympique, la majorité des boursiers ont amélioré leurs performances et certains d’entre eux ont même obtenu des classements tout à fait honorables. Le nombre de boursiers diplômés à Athènes s’est ainsi élevé à 105 (92 lors des Jeux à Sydney), ceci illustre bien que l’objectif de la Solidarité Olympique a été atteint. L’impact direct du programme de bourses olympiques sur l’universalité des Jeux est difficile à mesurer car les tendances générales des participations aux Jeux Olympiques sont très peu influençables. En effet, la majorité des sports sont dominés depuis de nombreuses années par certains pays et ce type de programme ne permet pas, à l’heure actuelle, d’avoir un impact conséquent sur la répartition continentale des athlètes aux Jeux Olympiques. Il faut néanmoins relever que 23 CNO avaient plus de 50% de leur délégation composée de boursiers olympiques et que 5 d’entre eux étaient même représentés uniquement par des boursiers de la Solidarité Olympique. On peut donc envisager, avec prudence, que la représentation de ces CNO aux Jeux ait été influencée par le programme de Bourses olympiques pour athlètes «Athènes 2004» en soulignant également que 30 CNO de plus qu’à Sydney ont bénéficié de ce programme. Plus proche encore des athlètes Pendant les Jeux d’Athènes, la Solidarité Olympique a mis en place un système de suivi des athlètes avec l’aide d’ATHOC. Pour la première fois, il était possible d’identifier les boursiers directement sur le système d’information officiel des Jeux Olympiques INFO 2004. Cette nouveauté a permis d’améliorer le suivi journalier des athlètes en élaborant le programme de leurs compétitions et la collecte de leurs résultats. L’équipe de la Solidarité Olympique, présente à Athènes, a ainsi pu rencontrer et encourager certains boursiers sur leur site de compétition et recueillir les impressions de ces athlètes sur le programme et sur leur expérience de boursier olympique. En plus d’apporter des informations précieuses sur le programme, cette action fut fortement appréciée par les athlètes et leurs CNO qui ont été nombreux à manifester leur gratitude et leur satisfaction envers la Solidarité Olympique. 12 13
