nautical items that are just perfect for decorating your boat, camper or home, or to give as a gift. Stop in and see our fishing<br />

supplies and tackle. We also have Boat and Camper parts and supplies. PBYC offers a variety of groceries and a fantastic<br />

selection of ice, ice cream, candy, snacks, sodas and beer. We also stock rock salt, barbecue sauce, beans, etc. We can<br />

supply your grilling and BBQ needs. It is our goal to be able to say “yes, we have what you need to be sure you have a<br />

great day at the lake” most of the time, no matter what you break or forget to pack. If you do not see what you need, just<br />

SUMMER CONCERTS –Mark your calendars for our Summer Concerts to be held at the Pavilion overlooking <strong>Plum</strong> Beach<br />

and the sun setting over our beautiful lake. All bands are primarily Beach Music with a little of your favorite Oldies, Rock ‘n<br />

Roll and Country thrown in for fun. Events will begin playing at 8 p.m. and end at midnight. <strong>The</strong> concerts are family friendly.<br />

Refreshments: Russell will be cooking some good fresh seafood, among other things, for these events. We will also sell: soft<br />

drinks, water, beer and wine. You may bring your cooler if you bring NO GLASS and take your trash home with you. Bring<br />

a lawn chair and your dancing shoes. <strong>The</strong> Both Shag Attack and the Mark Roberts band have been here before and has<br />

THE PAVILIONS ARE AVAILABLE TO RENT FOR YOUR EVENT – We have a 40’ by 50’ pavilion and a pavilion that is 16’<br />

x 30’ that is located next to <strong>Plum</strong> Beach. <strong>The</strong> large Pavilion is available for marina events as well as weddings, family<br />

reunions or company picnics. Rental fees are: Weekends, $75 per day; Weekdays, $37.50 per day; and Holidays $125 per<br />

day. <strong>The</strong> smaller Pavilion is available for: Weekends, $25 per day; Weekdays, $15 per day; and Holidays $35 per day.<br />

STORAGE SHEDS – All sheds are approximately 13’ wide, 36’ deep, and 12’ of clear height and have concrete floors and<br />

doors that can be locked. <strong>The</strong> rate on sheds 1-14 is $140 per month. <strong>The</strong> rate for sheds 15-28, which do not have<br />

electricity, is $125 per month. 25% Member discount applies. <strong>The</strong>re is usually a waiting list. Plan ahead if you need a shed.<br />

General Interest<br />

MAP OF McCORMICK COUNTY NOW AVAILABLE – <strong>The</strong> residents and tourists of McCormick County are finding our full<br />

color detailed map a tremendous help in finding their way to businesses to fulfill their needs. <strong>The</strong> recreational facilities<br />

shown include trails for hiking, biking and canoeing. <strong>The</strong> map is for sale at the marina, the McCormick Chamber of<br />

Commerce and at many merchants throughout the county.<br />

FISHING LICENSES - You can now order your license by phone by calling: 1(866)714-3611 or by Internet at<br />

http://www.dnr.sc.gov/licensing.html . You will have immediate use of your license. Just have your credit card, driver’s<br />

license and a pencil and paper ready when you call. Stop by the store to see pictures of the big fish caught from<br />

Thurmond Lake, or bring us a picture of your big fish to add to our wall of fame.<br />

SPEED LIMITS – <strong>The</strong> posted speed limit on Yacht Club Drive is 15 mph. All other roads have a posted speed limit of 5<br />

mph. Remember, you are at the lake, slow down and enjoy it! Think of golf carts as our “pace cars”. If you feel the need to<br />

pass a golf cart, you are probably going too fast. <strong>The</strong> life you save may be that of a child.<br />

GOLF CARTS – Drivers must have a valid driver’s license and liability insurance – even for golf carts. NO CHILDREN<br />

SHOULD BE DRIVING GOLF CARTS AT PBYC. If you wish to drive your golf cart off the PBYC property, you must have a<br />

sticker from the DMV on Airport Road in McCormick or be subject to a fine if caught. You must provide proof of insurance, a<br />

copy of the driver’s licenses of all authorized drivers of the golf cart and pay a $5 fee.<br />

PWC’S AND KIDS DRIVING WATER CRAFT:<br />

Originally printed in the <strong>Plum</strong> <strong>Line</strong> 4/1/99 – Reprinted to refresh your memory of the new laws created to keep you safe.<br />

PWC RULES - In 1996, South Carolina passed legislation adding a few rules that affect PWC's (personal water craft, a.k.a. jet skis). In both Georgia and South<br />

Carolina you must wear a US Coast Guard approved life jacket when riding a PWC. You may not exceed 5 mph (idle speed) whenever: 1) you are within 200’<br />

(100’ in GA) of a shoreline; 2) or within 50’ in SC (or 100’ in Georgia) of a person in the water, a dock or a moored or anchored vessel; and 3) you may not jump<br />

the wake of a boat within 200’ in SC (100’ in GA) of the boat creating the wake. In both Georgia and SC you must be over 16 years of age to drive a PWC<br />

without being accompanied by an adult unless: 1) If you are under 16 years of age and have successfully completed a Department of Natural Resources boating<br />

course; or 2) you have a sober adult (over 18 and sober) on the PWC with you. You may operate PWCs only between sunrise and sunset. <strong>The</strong> PWC must be a<br />

self-circling or must have a lanyard-type engine cutoff switch. In SC you may pull a skier if you have a wide-angle mirror or if you have an observer on board,<br />

riding backwards to watch the skier. BE SURE TO CARRY A COPY (not the original) OF YOUR PHOTO ID WHEN DRIVING A BOAT OR PWC.<br />

In addition to the SC PWC rules above, in 1998 GEORGIA added the following: 1) Children between the ages of 12 and 15 may drive a PWC but only if the<br />

child is in sight of (and within 400 yards of) an adult; or the child is accompanied by a sober adult; or the child has completed a DNR approved PWC course and<br />

has the license (or a good copy) in their possession; 2) you may not pull a skier unless you have a three passenger jet ski and you have an observer riding<br />

backward to watch the skier; 3) you may only qualify for a PWC permit if you are between the ages of 12 and 15. No one under the age of 12 may operate a<br />

PWC; and 4) it is illegal for any boat or PWC to buzz any other boats or PWCs. That means, you must not exceed idle speed whenever you go within 100’ of any<br />

wharf, dock, pier, piling, bridge structure or abutment, person in the water, or shoreline adjacent to a residence, public beach, swimming area, marina, restaurant<br />

or other public use area. And, you may not go within 100’ of another boat unless you are overtaking or meeting the other vessel in compliance with the rules of<br />

the road for boat operation.<br />

KIDS DRIVING BOATS IN SC – In SC, Boat Operators under age 16 must complete a boating course approved by the SC Department of Natural Resources to<br />

operate a PWC or boat with a 15 horsepower motor, or greater, unless accompanied by an adult aged 18 years or older. http://www.dnr.sc.gov/education/boated<br />

KIDS DRIVING BOATS IN GA – In GA, Boat Operators under age 16 must: 1) complete a boating course approved by the GA Department of Natural<br />

Resources; OR 2) be accompanied by a sober adult age 18 or older; OR 3) be under the direct supervision (within 400 yards and in line of sight) of a sober adult<br />

age 18 or older. However, if the child is 12 or 13 years old, he/she may only operate a boat less than 16’ in length if it has a motor 30 hp or less, or a PWC if<br />

he/she meets conditions 1, 2, or 3 above. Children under 12 years of age may operate a boat (but not a PWC) less than 16’ with a motor not larger than 30 hp,<br />

but only if accompanied by a sober adult age 18 or older. Anyone 16 or over may drive any boat or PWC with proper identification.<br />

PWC LICENSURE FOR KIDS AND SAFETY CLASSES - <strong>The</strong> US Coast Guard Auxiliary may hold a Jet Ski safety clinic in your area. If finished<br />

successfully, a certificate will be issued which will allow the child to obtain a license from the DMV to drive a Jet Ski in public waters without an adult being<br />

on the Jet Ski with him. <strong>The</strong> fine for driving a Jet Ski without a valid driver’s license or without this special Jet Ski license is significant. You may call 1 (800)<br />

277-4301 or go on line for Boat South Carolina: Official Online Boat Safety Course with Online Boating Tests: http://www.boat-ed.com/sc/index.htm. <strong>The</strong>re<br />

is a free pretest and the course is free. <strong>The</strong> test costs $29.50 paid after you pass, but before you get your license. You must score 80% or better to pass.<br />

Boating News<br />

SHIP’S STORE COURTESY DOCK – We have a courtesy dock in the cove opposite <strong>Plum</strong> Beach and the Pavilion where<br />

you may dock your boat while shopping in the Ship’s Store, which is in Cabin 20 on Sunset Point, near the courtesy dock.<br />

BE "WATER LEGAL" - Make sure your boat has all the required safety equipment. <strong>The</strong> U.S. Coast Guard Requirements<br />

for Motorboats 16'-26' include: 1) a properly sized life jacket for each person on board in addition to one throwable floatation<br />

device; 2) a bell, horn or whistle (audible at 1/2 mile); 3) at least one Coast Guard approved B-1 fire extinguisher; 4) your<br />

boat registration; and 5) a photo ID such as your driver’s license. (See www.dnr.state.sc.us/law, http://www.gadnr.org/<br />

http://georgiawildlife.dnr.state.ga.us/ or their handbooks for additional requirements.) <strong>The</strong> DNR also recommends that you<br />

have on board paddles or oars, anchor and anchor line, tool kit, spare parts, a flashlight and a chart (lake map). We carry all<br />

NO OPEN CONTAINER LAW – <strong>The</strong>re is no “open container” law in Georgia or South Carolina. However, it is against the<br />

law to drive a boat drunk or under the influence of illegal drugs in either state. If you flunk the sobriety test and you have a<br />

child under age 14 in the boat, you will also be charged with “endangering a child.” GA: If you are 21 or over and test at .08<br />

grams or higher (or if you are under 21 and test at .02 grams or higher) within three hours of being detained, you may loose<br />

your boating privileges for one year (Georgia code 52-7-12). GA laws are changing to add a penalty to persons caught<br />

driving a boat after their privileges have been suspended – to make them similar to a DUI on the road. <strong>The</strong> first offense can<br />

add six months to the suspension period and take $500 from your wallet. <strong>The</strong> second offense is much worse. (See Senate<br />

Bill 48.) Even though there is no open container law in Georgia or South Carolina, please bare in mind that the correlation<br />

between alcohol consumption and boating accidents and drownings is staggering. Use a designated driver when boating.<br />

PERSONAL FLOTATION DEVICE (PFD) LAWS - You must have a properly fitting wearable device in good condition (no<br />

tears) for each person plus a throwable device if the craft is over 16' long. GA - is putting forth a new law that will exempt<br />

canoes and kayaks (as well as any boat under 16' long) from the requirement for a throwable device. SC – Inflatable<br />

PFDs have been approved for adults if worn at all times. If you have a child visiting who does not have a life jacket please<br />

stop by the Ship’s Store. BOAT/US has provided us with some loaner life jackets for kids that you may borrow. FREE!<br />

A WORD FOR BOATERS FROM THE FIRE MARSHALL – Gas containers or propane are not to be stored on docks or in<br />

dock boxes. Refueling of boats and PWC’S at the boat docks is prohibited. No cooking (grills) on docks. <strong>The</strong> dock<br />

fingers must be kept clear at all times. Gangways must be unobstructed so that firefighters won’t trip on ropes, hoses,<br />

chairs, grills, etc. in case of smoke clouding their vision.<br />

REPORT BOATING ACCIDENTS TO DNR – You must report accidents involving loss of life or consciousness or injury<br />

causing medical disability or property damage greater than $500. Call SCDNR (800) 922-5241.<br />

THURMOND LAKE DESIGNATED “DISCHARGE FREE ZONE” – Effective June 1, 2000 Lake Thurmond became a “no<br />

discharge” lake. PBYC has two pump-out stations. GA requires that you create and maintain for at least one year, a log<br />

detailing the name, date and location of the pump-out facility you use. A Marine Toilet Certificate must be obtained from the<br />

DNR. It is a large, orange, diamond-shaped decal, which must be affixed to the hull adjacent to the registration number.<br />

<strong>The</strong>re is a one-time fee of $5.00. <strong>The</strong>re is no renewal requirement. SC does not require the Marine Toilet Certificate at this<br />

time, but discharging is a misdemeanor. (see SC Code Section 48-1-85). You may also pump out at SLV and Tradewinds.<br />

BOAT TITLING & REGISTRATION – Be sure to register or title your boat &/or motor within 30 days of purchase. Most<br />

human-powered boats do not have to be titled. All engines 5 hp or more must be titled. <strong>The</strong> Seller must produce a title at<br />

the time of the sale. <strong>The</strong> registration is valid for three years. Be sure to report any change of address within 15 days. Paula<br />

Camper’s Corner<br />

WELCOME TO OUR NEW CAMPERS – Please come out and meet your neighbors.<br />

DOCKS FOR CAMPERS and NTRs – <strong>The</strong>y are not free, but almost…A dollar a day if you pay a year in advance.<br />

Otherwise the slips are $60 per month if paid in advance or $3 per day if you pay as you go. Campsite boat slips must be<br />

paid for before you park your boat. A slip that appears vacant may have been paid for by someone else who will be coming<br />

in by water and will not be happy to find you in his or her slip. Improperly moored boats will be impounded at the owner’s<br />

expense. <strong>The</strong>se slips will also be available at the same rates to NTR’s who do not have a boat dock of their own.<br />

P.S. – NOTE TO ALL CAMPERS<br />

We accept reservations for the current calendar year.<br />

<strong>The</strong> electrical service for campsites (and docks in the harbor) is metered and billed separately.<br />

Covered moorage for your boat can be arranged (month-to-month basis optional so long as slips are available).<br />

You must hold your black water and your gray water and dispose of it properly!<br />

We have a free Dump Station for Guests and Members and we offer a portable pump-out service once a week<br />

during the summer (other times available and year-round by request) for $7.50 for two tanks per visit - $10 for three<br />

tanks. Please go to the store to pay and write a work order. We do not do camper pump-outs during the weekend.<br />

<strong>The</strong> Corps’ restriction of not occupying a campsite more than 30 out of any 60 consecutive nights applies to<br />

all campsites at PBYC except those participating in the Long Term Camping Trial.<br />

A WORD FOR NTRs AND CAMPERS FROM THE FIRE MARSHALL –<br />

Do not store gas near your home.<br />

Be sure all combustibles are stored away from any source of flame or heat.<br />

Be sure to have all propane tanks inspected regularly.<br />

Remove all pine straw from your roof and from around your home as it is quick to catch on fire and spread. Please<br />

place your pine straw in bags for removal by PBYC or call the store to reserve the white dump truck.)<br />

Check your smoke detectors monthly. Replace your batteries twice a year. It is suggested that you change<br />

batteries when daylight savings time changes.<br />

Have at least one Carbon Monoxide detector and at least two smoke detectors and two fire extinguishers in your<br />

home – one in your bedroom and one near the kitchen. You can order a Carbon Monoxide/Smoke Detector that<br />

plugs into an electric outlet and/or a five-pound, ABC fire extinguisher through the Ship’s Store.<br />

Be sure you know how to use your fire extinguisher and be sure you have an escape plan - and a back up plan!<br />

BOAT RAMP – You can launch large cruisers and houseboats at the PBYC ramp, even when the lake level is down to 319’.<br />

If you are a frequent visitor to the lake, you may want to take advantage of our Seasonal Boat Ramp Pass. For only $45<br />

per year you can have unlimited access to our boat ramp for one vehicle for a boat under 30’ long. Otherwise, our ramp fee<br />

is $4.00 for one in and one out. If you are not a member of PBYC and you wish to use our ramp for a boat over 30’, the fee<br />

is $5 per linear foot. Boats over 30’ should reserve launch dates in advance by scheduling your use with Paula.<br />

GAS – THE BEST DEAL ON THE LAKE! We have the best-designed Gas Dock on Thurmond Lake for big boats and a<br />

state-of-the-art gas storage and delivery system. We offer two grades of gas, 87 Octane and 93 Octane as well as an<br />

assortment of motor and out drive oils and lubricants. It is our goal to have the lowest gas prices on the lake. When you get<br />

to the gas dock call us from your cell phone (864) 443-3000) or on VHF channel 16 or 68.<br />

PERMITS FOR EVENTS – A permit is required for any boat race, regatta, parade, tournament, etc. Call David Quebedeaux<br />

at the Project Office at (864) 333-1131(or toll free at 1(800) 533-3478) at least one month in advance.<br />

PBYC DOES NOT RENT BOATS!<br />

Hickory Knob Resort rents canoes and kayaks for $14 per day (also, hourly rates when available)<br />

Little River rents pontoon boats, paddle boats, canoes and kayaks.<br />

<strong>Savannah</strong> <strong>Lakes</strong> and Soap Creek Marinas rent pontoon boats. $195/day + tax + gas<br />

Soap Creek plans to add Fishing Boats to its rental fleet sometime this summer. Pontoons $200/day + tax + gas.<br />

NTR News<br />

WELCOME NEW NTR MEMBERS TO THE PBYC COMMUNITY. If you do not already know, NTR is the acronym the<br />

Corps has given to the permanent mobile homes = Non-Transient Residents. NTR’s can rent Community Docks.<br />

E-911 is here – McCormick County has done the necessary re-addressing so that we can have Enhanced 911. You should<br />

have received your new street address at the address where you receive your property tax bill. If not, please call EMS at<br />

(864) 852-2505. If you do not have a mail box with your new address on it, then you should purchase a sign stand and 3”<br />

reflective numbers with your new address. <strong>The</strong> numbers should be white. <strong>The</strong> background can be blue or green. Your<br />

address should be next to your driveway/parking area. You may be able to order these address signs from a community fire<br />

station. You can buy them from White’s Hardware in McCormick.<br />

BUYING OR SELLING an NTR - If you are looking to buy or sell a Non-Transient Residence (NTR), please check with us in<br />

the store. We will post pictures, details and prices if provided by the seller. PBYC does not act as agent for any buyer or<br />

seller, however we will help in any way we can. We also want to be sure you understand all the terms and conditions of<br />

being an NTR. Buyers will want to be sure they are not assuming any debts of the Sellers prior to closing.<br />

STORAGE SHEDS - We now have permission for every NTR to replace an existing shed or to have a storage<br />

shed…however, it must meet the requirements of the Corps, including prior written permission. See Paula for details.<br />

NTR EXTERIOR RENOVATIONS - If you would like to remodel the exterior of your home you must put your plans in<br />

writing and submit them to PBYC (after a review by Paula, we will submit them to the Corps) for approval prior to<br />

beginning construction. To help you understand what the Corps will permit, stop by the office. Building permits required.<br />

TRASH - Your county tax dollars allow you to dispose of your own trash at either of the McCormick County recycling centers<br />

at no charge. <strong>The</strong>y will not allow PBYC to dispose of your trash for you. <strong>The</strong>re is one site south of <strong>Plum</strong> Branch near the<br />

entrance to Hamilton Branch State Park and one to the north of us on the Business Route into McCormick. <strong>The</strong> recycling<br />

centers are open from 7 a.m. to 7 p.m. daily (except Tuesdays and Thursdays) and from 3:00 PM to 7:00 PM on Sundays.<br />

SEPTIC TANKS – At PBYC we have septic tanks and drain fields because County Sewer Service is not yet available. We<br />

would like to encourage you to use your septic systems judiciously. If your septic system fails it is your responsibility to<br />

replace it to DHEC’s specifications. If you need a refresher on the care and handling of your septic tank, please talk to<br />

Paula.<br />

LET US INTRODUCE YOU TO THE THURMOND LAKE SAIL & POWER SQUADRON. - <strong>The</strong>y will teach you boating<br />

safety and the rules of the lake. <strong>The</strong>y also do vessel safety inspections. For information contact: Gene Graziano,<br />

Look What is Happening Around the Lake this Summer:<br />

JUNE 7 TH – 10 TH - Camp Wild Tree will be held June 7 th – 10 th at <strong>Plum</strong> Branch Yacht Club. This 4-day 4-H camp will<br />

focus on teaching youth about wildlife, forestry and natural resources. Each morning youth will be involved in hands-on<br />

activities that will enable them to develop a greater appreciation of the natural world around them. Afternoons will be spent<br />

learning how to shoot archery and air rifles. Camp will run from 9am to 3pm each day. <strong>The</strong> cost of camp is $40 and<br />

includes lunch and all supplies. Camp is open to any youth age 10-15. Space will be limited. For more information or to<br />

JULY 1st FIREWORKS: You are invited to Raysville Marina for a band concert at 7:00-10:00 p.m. and fireworks display<br />

JULY 9th FIREWORKS: Thunder Over Thurmond North – <strong>The</strong>re will be a Fireworks Extravaganza on Saturday July<br />

9th (the Saturday after July 4th) about 9:30 p.m. at Soap Creek Marina. Food and drinks (water, soft drinks and beer) will<br />

be sold starting about 3 p.m. Karaoke will begin around 6 p.m. and professional entertainment will begin around 7:30. <strong>The</strong><br />

entry fee will be $5 per person (kids free age10 and under), parking is $5 per car. If you are coming by boat, Soap Creek<br />

has about 50 slips available, first come first serve. Slip fees are $30 per boat and include the entry fee for up to 4<br />

people. Bring a chair! Music will be provided by local musicians at Soap Creek's Music Barn. For more information call:<br />

JULY 12 th - 15 th – 4-H 2 O Water Quality Camp -<strong>The</strong> McCormick County 4-H, Clemson University Cooperative Extension<br />

Service and PBYC will be hosting its annual 4-H 2 O Camp at the Pavilion at <strong>Plum</strong> Beach at PBYC from Tuesday, July 12<br />

through Friday, July 15, 2011. To reserve a seat for your child (ages 9-13) please call: Jaime Pohlman at (864) 852-<br />

2112 Extension 113 or email her at: Jaime@clemson.edu. <strong>The</strong> cost is $40 and your child will receive $400 worth of<br />

education and hands-on fun. <strong>The</strong> course teaches the importance of protecting water quality through hands on activities<br />

such as water testing, looking for bugs in local streams, hiking and more. It teaches an appreciation of the environment<br />

and an understanding of the ecology affecting life in and around our beautiful lake.<br />
