Projects, Zone – VIII, Bangalore, save as respects, things done or omitted to be done be<strong>for</strong>e such supersession, <strong>the</strong><br />

Governing Body <strong>of</strong> <strong>the</strong> Karaikal Krishi Vigyan Kendra Society, hereby makes <strong>the</strong> following <strong>rules</strong> regulating <strong>the</strong> method <strong>of</strong><br />

<strong>recruitment</strong> to <strong>the</strong> <strong>post</strong> <strong>of</strong> Subject Matter Specialist (Extension) in <strong>the</strong> Krishi Vigyan Kendra Society, namely :—<br />

1. Short title and commencement.— (1) These <strong>rules</strong> may be called <strong>the</strong> Karaikal Krishi Vigyan Kendra Society<br />

Subject Matter Specialist (Extension) Recruitment Rules, 2006.<br />

(2) They shall come into <strong>for</strong>ce on and from <strong>the</strong> date <strong>of</strong> <strong>the</strong>ir publication in <strong>the</strong> <strong>of</strong>ficial gazette.<br />

2. Number <strong>of</strong> <strong>post</strong>, its classification and scale <strong>of</strong> pay.—The number <strong>of</strong> <strong>the</strong> said <strong>post</strong>, its classification and <strong>the</strong><br />

scale <strong>of</strong> pay attached <strong>the</strong>reto, shall be as specified in columns (2) to (4) <strong>of</strong> <strong>the</strong> Schedule annexed hereto.<br />

3. Method <strong>of</strong> <strong>recruitment</strong>, age limit and o<strong>the</strong>r qualifications.—The method <strong>of</strong> <strong>recruitment</strong> to <strong>the</strong> said <strong>post</strong>,<br />

age limit, qualifications and o<strong>the</strong>r <strong>matter</strong>s relating <strong>the</strong>reto, shall be as specified in columns (5) to (14) <strong>of</strong> <strong>the</strong> said Schedule.<br />

4. Disqualification.—No person,—<br />

(a) who has entered into or contracted a marriage with a person having a spouse living ; or<br />

(b) who, having a spouse living, has entered into or contracted a marriage with any person,<br />

shall be eligible <strong>for</strong> appointment to <strong>the</strong> said <strong>post</strong> :<br />

Provided that <strong>the</strong> Karaikal Krishi Vigyan Kendra Society, may if satisfied that such marriage is permissible<br />

under <strong>the</strong> personal law applicable to such person and <strong>the</strong> o<strong>the</strong>r party to <strong>the</strong> marriage and <strong>the</strong>re are o<strong>the</strong>r grounds <strong>for</strong><br />

so doing, exempt any person from <strong>the</strong> operation <strong>of</strong> this rule.<br />

5. Power to relax.—Where <strong>the</strong> Karaikal Krishi Vigyan Kendra Society, is <strong>of</strong> <strong>the</strong> opinion, that it is necessary or<br />

expedient so to do, he may, by order and <strong>for</strong> reasons to be recorded in writing, relax any <strong>of</strong> <strong>the</strong> provisions <strong>of</strong> <strong>the</strong>se<br />

<strong>rules</strong> with respect to any class or category <strong>of</strong> person.<br />

6. Saving.—Nothing in <strong>the</strong>se <strong>rules</strong> shall affect <strong>the</strong> reservations, relaxation in upper age limit and o<strong>the</strong>r concessions<br />

required to be provided <strong>for</strong> <strong>the</strong> scheduled castes, <strong>the</strong> scheduled tribes and o<strong>the</strong>r special categories <strong>of</strong> persons in<br />

accordance with <strong>the</strong> orders issued by <strong>the</strong> Government from time to time in this regard.

SCHEDULE<br />

RECRUITMENT RULES FOR THE POST OF SUBJECT MATTER SPECIALIST (EXTENSION)<br />

1. Name <strong>of</strong> <strong>the</strong> <strong>post</strong> : Subject Matter Specialist (Extension).<br />

2. Number <strong>of</strong> <strong>post</strong> : 1 (One) [1997] Subject to variation dependent on work-load.<br />

3. Classification : Group 'A' (Tech.).<br />

4. Scale <strong>of</strong> pay : Rs. 8,000-275-13,500.<br />

5. Whe<strong>the</strong>r selection <strong>post</strong> or non-selection <strong>post</strong> : Not applicable.<br />

6. Whe<strong>the</strong>r benefit <strong>of</strong> added years <strong>of</strong> service : Nil.<br />

admissible under rule 30 <strong>of</strong> <strong>the</strong> Central Civil<br />

Services (Pension) Rules, 1972.<br />

7. Age limit <strong>for</strong> direct recruits : Not exceeding 35 years (Relaxable <strong>for</strong> Government<br />

servants up to 5 years in accordance with <strong>the</strong> instructions<br />

or orders issued by <strong>the</strong> Central Government).<br />

Note : The crucial date <strong>for</strong> determining <strong>the</strong> age limit shall<br />

be <strong>the</strong> closing date <strong>for</strong> receipt <strong>of</strong> applications from candidates<br />

in India (and not <strong>the</strong> closing date prescribed <strong>for</strong> those in<br />

Assam, Meghalaya, Arunachal Pradesh, Mizoram, Manipur,<br />

Nagaland, Tripura, Sikkim, Ladakh Division <strong>of</strong> Jammu and<br />

Kashmir State, Lahaul and Spiti Districts and Pangi Subdivision<br />

<strong>of</strong> Chamba District <strong>of</strong> Himachal Pradesh, Andaman and Nicobar<br />

Islands and Lakshadweep). In respect <strong>of</strong> <strong>post</strong>s, appointments<br />

to which are made through <strong>the</strong> Employment Exchanges,<br />

<strong>the</strong> crucial date <strong>for</strong> determining <strong>the</strong> age limits shall, in each<br />

case, is <strong>the</strong> last date up to which <strong>the</strong> Employment Exchanges<br />

are asked to submit <strong>the</strong> names.<br />

8. Educational and o<strong>the</strong>r qualifications required <strong>for</strong> :<br />

direct recruits.<br />

Essential qualification :<br />

Master's Degree from <strong>the</strong> recognised University in<br />

Agriculture Extension.<br />

3 years field experience in <strong>the</strong> field <strong>of</strong> specialisation.<br />

Desirable qualification :<br />

1. Ph.D. Degree in <strong>the</strong> <strong>subject</strong> concerned.<br />

2. Some experience in <strong>the</strong> field <strong>of</strong> KVK.<br />

3. Publications.<br />

9. Whe<strong>the</strong>r age and educational qualifications: Does not arise.<br />

prescribed <strong>for</strong> direct recruits will apply in <strong>the</strong><br />

case <strong>of</strong> promotees.<br />

10. Period <strong>of</strong> probation, if any : Two years.<br />

11. Method <strong>of</strong> <strong>recruitment</strong> whe<strong>the</strong>r by direct : By transfer; by transfer on deputation failing which by direct<br />

<strong>recruitment</strong> or by promotion or by deputation/ <strong>recruitment</strong>.<br />

be filled by various methods.

transfer is to be made.<br />

2. Joint Director having experience in <strong>the</strong> relevant field.<br />

3. Deputy Director having scale <strong>of</strong> pay <strong>of</strong> Rs. 6,500-<br />

200-10,500 with 3 years experience in <strong>the</strong> relevant<br />

field.<br />

4. Agricultural Officers having scale <strong>of</strong> pay <strong>of</strong> Rs. 4,500-<br />

125-7,000 with 12 years experience in <strong>the</strong> relevant<br />

field.<br />

(Period <strong>of</strong> deputation including <strong>the</strong> period <strong>of</strong> deputation<br />

in ano<strong>the</strong>r ex-cadre <strong>post</strong> held immediately preceding <strong>the</strong><br />

appointment in <strong>the</strong> same department/institutions shall not<br />

exceed 3 years). The persons who are presently serving<br />

in KVK on deputation will be considered by <strong>the</strong> Staff<br />

Selection Committee and if <strong>the</strong>y possess <strong>the</strong> qualifications<br />

prescribed in column (8) and if <strong>the</strong>y are found suitable <strong>the</strong>y<br />

may be appointed as Subject Matter Specialist (Extension)<br />

on permanent absorption basis.<br />

scale <strong>of</strong> pay attached <strong>the</strong>reto, shall be as specified in columns (2) to (4) <strong>of</strong> <strong>the</strong> Schedule annexed hereto.<br />

3. Method <strong>of</strong> <strong>recruitment</strong>, age limit and o<strong>the</strong>r qualifications.—The method <strong>of</strong> <strong>recruitment</strong> to <strong>the</strong> said <strong>post</strong>,<br />

4. Disqualification.—No person,—<br />

(a) who has entered into or contracted a marriage with a person having a spouse living ; or<br />

(b) who, having a spouse living, has entered into or contracted a marriage with any person,<br />

shall be eligible <strong>for</strong> appointment to <strong>the</strong> said <strong>post</strong> :<br />

Provided that <strong>the</strong> Karaikal Krishi Vigyan Kendra Society, may if satisfied that such marriage is permissible<br />

under <strong>the</strong> personal law applicable to such person and <strong>the</strong> o<strong>the</strong>r party to <strong>the</strong> marriage and <strong>the</strong>re are o<strong>the</strong>r grounds <strong>for</strong><br />

so doing, exempt any person from <strong>the</strong> operation <strong>of</strong> this rule.<br />

5. Power to relax.—Where <strong>the</strong> Karaikal Krishi Vigyan Kendra Society, is <strong>of</strong> <strong>the</strong> opinion, that it is necessary or<br />

expedient so to do, he may, by order and <strong>for</strong> reasons to be recorded in writing, relax any <strong>of</strong> <strong>the</strong> provisions <strong>of</strong> <strong>the</strong>se<br />

<strong>rules</strong> with respect to any class or category <strong>of</strong> person.<br />

6. Saving.—Nothing in <strong>the</strong>se <strong>rules</strong> shall affect <strong>the</strong> reservations, relaxation in upper age limit and o<strong>the</strong>r concessions<br />

required to be provided <strong>for</strong> <strong>the</strong> scheduled castes, <strong>the</strong> scheduled tribes and o<strong>the</strong>r special categories <strong>of</strong> persons in<br />

accordance with <strong>the</strong> orders issued by <strong>the</strong> Government from time to time in this regard.<br />

3. Method <strong>of</strong> <strong>recruitment</strong>, age limit and o<strong>the</strong>r qualifications.—The method <strong>of</strong> <strong>recruitment</strong> to <strong>the</strong> said <strong>post</strong>s,<br />

age limit, qualifications and o<strong>the</strong>r <strong>matter</strong>s relating <strong>the</strong>reto, shall be as specified in columns (5) to (14) <strong>of</strong> <strong>the</strong> said Schedule.<br />

4. Disqualification.—No person,—<br />

(a) who has entered into or contracted a marriage with a person having a spouse living ; or<br />

(b) who, having a spouse living, has entered into or contracted a marriage with any person,<br />

shall be eligible <strong>for</strong> appointment to <strong>the</strong> said <strong>post</strong>s :<br />

Provided that <strong>the</strong> Karaikal Krishi Vigyan Kendra Society, may if satisfied that such marriage is permissible<br />

under <strong>the</strong> personal law applicable to such person and <strong>the</strong> o<strong>the</strong>r party to <strong>the</strong> marriage and <strong>the</strong>re are o<strong>the</strong>r grounds <strong>for</strong><br />

so doing, exempt any person from <strong>the</strong> operation <strong>of</strong> this rule.<br />

5. Power to relax.—Where <strong>the</strong> Karaikal Krishi Vigyan Kendra Society, is <strong>of</strong> <strong>the</strong> opinion, that it is necessary or<br />

expedient so to do, he may, by order and <strong>for</strong> reasons to be recorded in writing, relax any <strong>of</strong> <strong>the</strong> provisions <strong>of</strong> <strong>the</strong>se<br />

<strong>rules</strong> with respect to any class or category <strong>of</strong> person.<br />

6. Saving.—Nothing in <strong>the</strong>se <strong>rules</strong> shall affect <strong>the</strong> reservations, relaxation in upper age limit and o<strong>the</strong>r concessions<br />

required to be provided <strong>for</strong> <strong>the</strong> scheduled castes, <strong>the</strong> scheduled tribes and o<strong>the</strong>r special categories <strong>of</strong> persons in<br />

accordance with <strong>the</strong> orders issued by <strong>the</strong> Government from time to time in this regard.<br />

SCHEDULE<br />

RECRUITMENT RULES FOR THE POST OF DRIVER (TRACTOR)<br />

1. Name <strong>of</strong> <strong>the</strong> <strong>post</strong> : Driver (Tractor).<br />

2. Number <strong>of</strong> <strong>post</strong>s : 2 (Two) [1997] Subject to variation dependent on work-load.<br />

3. Classification : Group 'C'.<br />

4. Scale <strong>of</strong> pay : Rs. 3,050-75-3,950-80-4,590.<br />

5. Whe<strong>the</strong>r selection <strong>post</strong> or non-selection <strong>post</strong> : Selection.<br />

6. Whe<strong>the</strong>r benefit <strong>of</strong> added years <strong>of</strong> service : Nil.<br />

admissible under rule 30 <strong>of</strong> <strong>the</strong> Central Civil<br />

Services (Pension) Rules, 1972.<br />

7. Age limit <strong>for</strong> direct recruits : Between 18 and 30 years (Relaxable <strong>for</strong> Government<br />

servants up to 5 years in accordance with <strong>the</strong> instructions<br />

or orders issued by <strong>the</strong> Central Government).<br />

Note : The crucial date <strong>for</strong> determining <strong>the</strong> age limit shall<br />

be <strong>the</strong> closing date <strong>for</strong> receipt <strong>of</strong> applications from candidates<br />

in India (and not <strong>the</strong> closing date prescribed <strong>for</strong> those in<br />

Assam, Meghalaya, Arunachal Pradesh, Mizoram, Manipur,<br />

Nagaland, Tripura, Sikkim, Ladakh Division <strong>of</strong> Jammu and<br />

Kashmir State, Lahaul and Spiti Districts and Pangi Subdivision<br />

<strong>of</strong> Chamba District <strong>of</strong> Himachal Pradesh, Andaman and Nicobar<br />

Islands and Lakshadweep). In respect <strong>of</strong> <strong>post</strong>s, appointments<br />

to which are made through <strong>the</strong> Employment Exchanges,<br />

<strong>the</strong> crucial date <strong>for</strong> determining <strong>the</strong> age limits shall, in each<br />

case, is <strong>the</strong> last date up to which <strong>the</strong> Employment Exchanges<br />

are asked to submit <strong>the</strong> names.

8. Educational and o<strong>the</strong>r qualifications required <strong>for</strong> : (1) Matriculate with valid Tractor Driving Licence<br />
