We are called to be faces of hope.

Dear Brothers and Sisters in Christ, 

Jesus was the ultimate teacher. He taught through the parables he shared and by example 

of the people he journeyed with during his short ministry here on earth. Jesus reached out 

with compassion and love to rich and poor alike, to those of title and especially to those 

living on the fringe of society, and he urged his disciples to do the same. 

Who were the faces Jesus encountered during his ministry? People in need – the hungry, 

the stranger, the sick, and the poor. Jesus challenged the apostles and all his disciples to 

“Love one another as I have loved you.” That challenge continues today and compels us to 

caringly respond to our brothers and sisters in need. 

As a human service agency, Catholic Charities encounters many different faces on a daily 

basis as its staff journeys with people in need. Since 1920, they have served people with 

compassion and love; all are treated with respect and dignity. The people who come to the 

doors of Catholic Charities are truly our brothers and sisters and in need of your prayers 

and support. 

This annual report provides information about the programs and services that Catholic Charities provides to people of all 

faiths throughout the ten counties of Southeastern Wisconsin. I ask that you read the stories shared on these pages, that you 

embrace the faces on this journey, and prayerfully consider how you can support the good work that is being done.

We Journey Together 

I love to travel. I’ll plan a trip excited about the sites I will see, the food I will eat and the 

history that will be revealed to me. It never fails that although I come home with some 

souvenirs and many pictures of beautiful scenery, it is the people I met or with whom 

I traveled, and the stories we created along the way, that are the highlights and the best 

memories of all my trips. Isn’t it the same with our lifelong journey? When we look back 

on our years or on our present situation, it is the people, the faces with whom we share 

our lives, share our journey, who make this life so blessed. 

Catholic Charities of the Archdiocese of Milwaukee is celebrating its 90 th anniversary 

of journeying with you in serving our brothers and sisters in Christ. Since the agency’s 

inception in 1920, when it started its adoption and child welfare services programs, 

Catholic Charities has cared for the young just starting their journey, to those with many 

years on their journey. They may seek assistance through our refugee resettlement 

program, adult day care or in-home support services. These are just a few examples of 

the human services Catholic Charities provides. 

With your support, Catholic Charities is able to serve nearly 15,000 people throughout the ten counties of the Archdiocese of 

Milwaukee. Of these, close to 95% of our clients live at or below the poverty level. Throughout these past 90 years, the agency 

has never strayed from serving our neighbors most in need with infinite compassion. 

I am very honored and humbled to be part of an organization that has a long history of tirelessly responding to the myriad of 

issues that affect our most vulnerable brothers and sisters. On behalf of the Board of Trustees, I thank you for your generous 

support of the work we do and seek your continued support of our mission. Your prayers, volunteer hours and financial support 

allow us to travel this journey together, serving Christ’s family in need. 

It is through Christ’s call to serve that we make this journey. When we look back on our nine decades of service and look ahead

Inspired by Christ’s call to serve, our mission is to 

serve those in need, to advocate for justice and to 

call upon others to do the same. 

Our History 

Catholic Charities of the 

Archdiocese of Milwaukee, Inc. 

The Catholic Social Welfare Bureau was established in 1920 under the auspices of the Archdiocese of Milwaukee to 

help coordinate and standardize the Church’s social service efforts in southeastern Wisconsin. In its early years, the 

agency focused on adoption and child welfare services. Family counseling and home-maker services for people with 

disabilities and the frail elderly were added during the 1950s and 1960s to meet expanding community needs. In 1965 

the agency changed its name to Catholic Social Services, reflecting the trend of that time period. 

Throughout the ‘70s and ‘80s, program initiatives including: outreach programs to minority populations, refugee resettlement 

services, child abuse prevention, parenting programs and the addition of specific ministries to the aging 

and persons with disabilities were established. 

The 1990s brought about the development of multiple specialty programs and new collaborations for social service 

ministries with parishes in the Archdiocese of Milwaukee. Three adult day service centers for frail older adults were 

opened. School based counseling programs and additional family-service programs were also developed. In the 

spring of 1997 the agency changed its name again to Catholic Charities of the Archdiocese of Milwaukee, Inc. to 

reflect its long-standing affiliation with Catholic Charities USA, one of the nation’s largest, private networks of people 

helping people. 

The first new program of the millennium, Legal Services for Immigrants, began in 2000. In 2002 the agency’s focus 

turned to current ministries and a major structural reorganization within the agency itself. For much of our 80+ year 

history, the agency was compartmentalized through Regional Offices, with some services specific only to a particular 

region. As a way to better address the ever-changing needs of diverse populations throughout the ten counties of 

the Archdiocese of Milwaukee, all services are now guided under the following three specific ministries, rather than 

running independently from region to region: 

Adult Care Ministries Family & Children’s Ministries Social Justice Ministries 

Today, Catholic Charities continues to respond to the changing needs within parishes and communities of the tencounty 

Archdiocese of Milwaukee. The programs and services offered by Catholic Charities are available to anyone 

in need, regardless of age, race, religion, color, country of origin or financial circumstances.

Adult Care Ministries 

An Aging Journey 

Charles “Kim” Hatch still has the stature and dignity that reflects his tenure as a Lieutenant 

Colonel in the United States Air Force, his flexibility and movements surprising for a man 

of 94 years. But Kim, a widower, also has dementia, and after a heart attack 4-1/2 years ago, 

it was clear that he could no longer live alone. 

He moved into the home of his daughter and son-in-law, Sandi and Dick Bauer. With 

busy work schedules, however, it was difficult to be with Kim during the day, and as time 

progressed, he lost some of his abilities. “Dad taught flying in the Air Force, and afterwards 

was a teacher and skilled painter,” said Sandi Bauer, “it was difficult for him to lose the 

concentration and memory skills needed to continue his artwork.” 

Once he started attending Catholic Charities’ Adult Day Center in New Berlin, Bauer noted a change in her father. “My dad has always been 

a very sociable person,” noted Bauer, “and he has come to enjoy the people and staff that he sees every day at the day care center.” Kim is doing things 

at the day care that he would not do at his daughter’s home – daily exercises, crafts and playing games with the volunteers and participants. 

“The staff are just great. Dad’s a perfectionist and can be very hard on himself. When he has a hard morning he’ll come to the center and staff will 

talk to him. They are very sensitive and kind, and I can see him pulling right out of it. Dad’s time at Catholic Charities’ Adult Day Center has been a 

real blessing for us all,” Bauer stated. 

Bauer found out about the day services after attending a Powerful Tools for the Caregiver workshop that Catholic Charities offered. “I saw the need 

for dad to be more active, to be with other people his own age, and to have additional care during the day. Catholic Charities’ filled that need. They 

have a wide range of services: bathing, podiatry, assistance with medication, plus opportunities for socialization and interaction with others.” 

“My mom had dementia with a chemical imbalance so she needed fulltime nursing home care. Dad visited her every day, it was a difficult time for 

him. Dick and I wanted something better for dad, we wanted to honor him and give him a better ending than mom experienced. Having dad at the 

day care five days a week is the difference in keeping him home with us rather than in a nursing home.” 

“It’s a journey . . . dad barely recognizes family who are away, but for me to see the different people he relates to at the center is great,” said Bauer. 

“I can’t keep dad busy all the time, so knowing that he is interacting with others during the day and still be home with us is so important. In the 

evening, when he’s home, sitting in his chair, petting the dog or just visiting with us – that is truly peace of mind.”

A Therapist’s Story – by Robyn Williams, Catholic Charities’ Sheboygan Office 

Working as a therapist for Catholic Charities, my goal is to find ways to motivate and educate clients who are overwhelmed by life’s stressors or 

struggling with mental health issues. Every once in awhile a client will also inspire me. “Janelle’s” story is one example of such a client. 

Janelle had worked for years in the medical field before an injury limited her physical ability and made it impossible for her to continue her work. 

As a single woman in her 50s, she was faced with the task of applying for disability and making ends meet alone. She felt isolated and depressed, 

as if she lost the life that defined who she was. Janelle was referred to Catholic Charities by the judge who presided over her disability case after 

she began crying uncontrollably in the courtroom as she talked about her condition. 

As I met with Janelle I learned she was also the sole caretaker of an elderly father who was quickly 

deteriorating due to dementia. She had taken him in after the death of her mother, but was now feeling 

unable to physically and emotionally meet the demands of caring for him. Janelle spent much of her first 

session in tears, grieving her many losses. She was isolated, unmotivated and stuck, feeling hopeless that 

life would ever change. 

We set some therapeutic goals that focused on behavioral and cognitive strategies to help her prepare for 

her court date. By giving Janelle ways to identify and appropriately express her deep-seated feelings of 

grief and anger, she was able to exercise control over these strong emotions rather than allowing them to 

control her. 

Family & Children’s Ministries 

Acknowledging the physical impossibility of caring for her father on her own, she began to let go of the guilt and blame she was carrying and 

brainstormed ways that she could help him find a place where he could get the help he needed, while still being an active part of his life. Janelle 

also made some long-term goals for managing her depression, including establishing a self-care routine and building social support for herself. 

After a few months of counseling, Janelle was able to return to the court and tell her story without breaking down, utilizing the techniques she 

had practiced. She was granted disability as well, which relieved some of her financial pressures. By the time Janelle and I decided that she no 

longer needed counseling services, she had implemented her plan to manage depression, and was maintaining her gains on her own. Janelle is 

a determined, spirited fighter who needed someone to journey with her, teaching her appropriate coping skills to address the issues in her life. 

I was honored to be that person, and I was inspired by Janelle’s hard work and dedication.

A Refugee Family’s Journey to the United States 

Adjusting to life in a new country is an incredible journey for people in Catholic Charities’ Refugee Resettlement program. Abdiwahab Aden, 

his wife, Zuleka Hussein, and their two sons arrived in Milwaukee on September 13, 2004. Milwaukee has been a city where other Somali-Bantu 

families have resettled since 1991, after the civil war began in the Somali Republic of Africa. 

Catholic Charities’ staff members work with refugee families for five years. Staff meet them at the airport when they arrive, establish housing, 

medical assistance and link them to needed resources in the community, including host families who help the refugees adjust to life far removed from 

their agrarian homeland. Catholic Charities also helps the families apply for Social Security cards, and provides training in managing a bank account, 

using city bus transport and helps the family enroll in English as a Second Language (ESL) classes. 

In 2004, Case Worker, Yussuf Mursal, helped secure a full time position for Abdiwahab 

as a package handler in a local factory at $8.26 per hour. Speaking and understanding English 

is needed for better paying jobs, and shows the importance of taking ESL classes early in the 

resettlement process. Zuleka was placed in a job at a Milwaukee hotel, and both husband 

and wife have worked to make a better life for themselves. 

In 2005, Abdiwahab moved into a higher paying job at a health care facility, and today, after 

passing his CDL test, is a driver at that same facility at $16.00 per hour. Zuleka is now 

currently employed at a day care center. As their family grew, they also applied for Habitat 

for Humanity housing. Abdiwahab and Zuleka eagerly worked the required 500 hours, with 

the Habitat volunteers, on a new four-bedroom home for the family, on the north side of 

Milwaukee. 

“We love this house and never thought to have one in our lifetime,” Abdiwahab Aden stated 

proudly. Life in America is certainly different for this refugee family – it is a good life – 

one that they worked hard to achieve.

Social Justice Ministries 

There are moments in life when we can feel like our world is falling apart, when the darkest of days come crashing in. For some it is the loss 

of a loved one or the break-up of a relationship, for others it is loss of a job or financial distress, and yet for others it is the threat of being alone 

and having nowhere to live. Imagine though if all of those things were happening at the same time. 

For “Angelina” those darkest of days were a reality. She broke up with her boyfriend – they were sharing an apartment and she was the one 

who had to move out. Frightened and uncertain if she could make it on her own, she had little choice but to sign a lease on a different rental. 

Angelina needed a place to live and options with her family and friends were extremely limited. 

Although she was working it wasn’t long before she fell behind in her rent. She was facing eviction and teetering on the brink of homelessness. 

Angelina was unable to obtain any financial assistance from people she knew, even her parish was without available funds. She sought out 

various social service agencies in the community for financial assistance and emotional support, but she was refused services because she did 

not meet the financial eligibility requirements. 

It was the fall of 2009 when Angelina came to Catholic Charities. Overwrought, scared, and depressed, Angelina was out of options 

and thought that Catholic Charities might be her last chance for help. Angelina felt relieved when the bilingual Outreach Case Manager 

immediately began working with her. The case manager listened and empathized and let Angelina talk openly about all her worries. Then it 

was time to help Angelina change her life. Together they prioritized Angelina’s concerns and although there were many, keeping her rental 

unit was the most important. 

Angelina had not considered that the apartment manager might be willing to work with her. The case manager advocated for Angelina 

and the apartment manager agreed on a payment plan which required Angelina to pay $300 up front to avoid eviction. The apartment 

manager said she was willing to accept the plan because Angelina was working with Catholic Charities and had a plan and support system 

in place. To raise the $300, Angelina found a family member who was willing to loan her $100. Then Catholic Charities’ case manager 

went to a local service club and asked them to help Angelina by giving her $200…which they did. Eviction problem solved. 

The next priority was to reduce her expenses so that she could pay down the overdue rent. Angelina used the skills she learned from her 

case manager and began accessing local food pantries on her own to help reduce her monthly expenses. Catholic Charities’ case manager also 

suggested a seasonal job as a Census worker to help her increase her income. She gave Angelina the application and Angelina did the rest. 

Angelina not only accomplished her goals by maintaining her housing, reducing her expenses and increasing her income, but Angelina brought 

light to her darkest days by working to change her life circumstances from negative to positive. Angelina was grateful for the assistance she 

received from Catholic Charities’ Outreach Program including the advocacy, referrals and access to needed services and funds. Working with 

her case manager, Angelina learned to be an advocate for herself and now stands firmly on her own two feet. She is now self-sufficient and 

ultimately improved her life. It was a long journey, but through Catholic Charities, one that turned Angelina’s darkest hours, into days of 

light and hope.

The faces on our journey are ever-changing. Challenges that people encounter today are more complex and certainly different than 

those of 90 years ago when we began our ministry of service. One commonality, however, is that the poor are still among us and in 

need of our assistance. 

As a human service agency, Catholic Charities of the Archdiocese of Milwaukee is committed 

to helping the poor in our midst, especially where gaps in community services might leave 

individuals and families with no where else to turn. These are the faces that we see on a daily 

basis. These are the faces that rouse us to adapt our programs and services to the issues affecting 

people today. 

The faces on our journey are faces of people of all faiths who need our help; the volunteers 

who kindly share their time and expertise; the staff members who work to make a meaningful 

difference; the parishes and community organizations who support us through partnerships 

and providing sources; and the generous donors who offer their financial support and make it 

possible for Catholic Charities to help our brothers and sisters in need. 

Thank you for reading our 2009 Annual Report. I hope the stories and fiscal information shared on these pages have demonstrated 

our commitment to the work we do. We served nearly 15,000 people last year, 25% more than in 2008, and did so with 20% 

fewer dollars. We are becoming more efficient in our operations, more diverse in those we serve and more committed than ever to
