Kerala Healthcare Service Persons & Healthcare Service Institutions (Prevention of Violence & Damage to Property) Act 2012 passed by Kerala Legislative Assembly<br />

20th July 2012 - The red letter day for IMA and medical fraternity in Kerala;<br />

Hospital Protection Bill was passed by Kerala Assembly on this day. IMA<br />

had been relentlessly fighting for the Law to protect hospitals and doctors.<br />

Leaders of IMA, headed by successive presidents and secretaries for last<br />

7-8 years, successfully led multi pronged actions which culminated in the<br />

passage of Hospital Protection Law by Kerala Assembly. Hats off to all past<br />

presidents, secretaries and other leaders of IMA kerala State Branch who<br />

A landmark achievement for IMA and medical profession in Kerala<br />

organised series of agitations, political lobbying, building support groups<br />

to put pressure on each and every member of assembly and each and every<br />

minister. It was indeed a herculien task which IMA won at last.<br />

It was the most appropriate occasion, five days after the hospital<br />

protection bill became Law. A warm reception was organised by<br />

IMA Cochin branch for the State leaders on July 25th at IMA House,<br />

Cochin. Dr. Abraham Varghese, President Cochin branch welcomed<br />

the guests. Dr. Rajagopalan Nair, the State President spoke of the<br />

various issues faced by the Association and also highlighted the major<br />

achievement of IMA - the Hospital Protection Law. He also inaugurated<br />

the Cochin chapter of the Hospital Board of India. Dr. A.V. Babu,<br />

Dr. Vijaykumar, Dr. P.V. George, Dr. Marthanda Pillai and Dr. M.E.<br />

Sugathan spoke on the occasion. Dr. Kamarudeen, the Organising<br />

Chairman of State Conference 2012 explained the initiatives taken by<br />

Pattambi branch.<br />

About 40 leaders including past state presidents & branch leaders<br />

attended the function. Dr Varghese Cherian, Secretary, Cochin branch<br />

proposed the vote of thanks.<br />

Editor’s Desk<br />

What should the<br />

Hospital Protection Law<br />

mean to medical fraternity?<br />

Needless to say the passage of Hospital<br />

Protection Bill has come as a great relief to<br />

us. Our profession had been waiting so long<br />

for such a Law.<br />

What should the Law mean to medical<br />

profession? How should we reciprocate<br />

to the society? Lawmakers and people<br />

expect a proactive role from Doctors and<br />

other hospital staff. This Law shouldn’t<br />

mean that we will remain protected always<br />

and everywhere. Society expects doctors to<br />

show empathy and compassion to patients<br />

and their relatives. It also wants us to be<br />

more communicative and listening.<br />

All of us know that 95% of hospital<br />

attacks are not due to fault of doctors<br />

and hospitals. What about the remaining<br />

5%, onus of which falls on Docotrs and<br />

hospital staff. We should be more proactive<br />

to correct that 10%. If lawmakers and<br />

society are ready to protect us, we should be<br />

ready to respect the sentiments of patients<br />

and relatives as well.<br />

IMA expects Doctors and hospitals to<br />

make efforts to conduct in-house auditing<br />

in incidents where we go wrong, so that<br />

such wrongs are not repeated ever.<br />

Our Column<br />

Dear members,<br />

Kudos to our IMA Kerala state leaders and members who fought<br />

tooth and nail for almost a decade to get ‘The Hospital Protection Bill’<br />

passed and that too without any amendments. Now that we have a law<br />

to our advantage it’s also time to reflect on the future of our medical<br />

professionalism. In the last 20 years the expectations of the public has<br />

soared, and they have become less tolerant of poor medical practice.<br />

They are aware that our standards are critical to achieve a good outcome<br />

and ensure a safe and satisfactory process of care. The future of medical<br />

professionalism is still largely in our own hands. If we are prepared to<br />

make the new professionalism work for the public then the public will<br />

reciprocate with their trust and will willingly support us. Our attempt<br />

should be to ensure that our professionalism more than this new law to<br />

deter any hospital attacks in future.<br />

MEDICAL CAMPS<br />

IMA Joining hands with Police : IMA Cochin<br />

in association with Palarivattom Model Police Station<br />

and Vasan eye Hospital organised a medical camp at<br />

Raja Rajeshwari Temple Hall, Palarivattom on July 29th,<br />

Sunday. Capt. Raju, film actor inaugurated the camp in a<br />

function which was presided by the Deputy Commissioner<br />

of Police, Mr. T. Gopalakrishna Pillai. Dr. Abraham Varghese,<br />

President, IMA Cochin branch offered felicitations. About 300 patients were examined<br />

and free medicines were distributed.<br />

Medical camp for Journalists : IMA Cochin organised a Medical camp for the<br />

members of Ernakulam Press Club on 15th July at General Hospital Conference Hall.<br />

PWD Minister Mr. V.K. Ibrahim Kunju inaugurated the medical camp in a meeting<br />

presided by Dr. Abraham Varghese, President, IMA Cochin. Dr. V.P. Kuriyipe, Past IMA<br />

President, Mr. Abdullakutty, President, Press Club, Mr. Sajivan, Secretary, Press Club &<br />

Mr. Sadasivan, Jt. Secretary also spoke on the occasion. Dr. Junaid Rahman, Supt, General<br />

Hospital was honoured on the occasion by presenting a memento & Ponnada.<br />

was honoured with the prestigious Bharat Chikitsak Ratan Award in<br />

recognition of his contribution to the field of Urology. He received the award<br />

at a glittering function held in New Delhi.<br />

Best of Bests award 2012 for the groundbreaking surgery<br />

Laparoscopic renal transplntation. The team received the award at<br />

the meeting of American Urology Assocaition held in Atlanta, USA.<br />

Indian Society of Anaesthesiologists National South Zone, during the election<br />

conducted at South Zone Conference, Coimbatore.<br />

Then we came to the bridge on the river<br />

Kanjeeva. The iron bridge (looking like the old<br />

Kallai Bridge, only longer) was painted white for the first<br />

half and yellow for the next. And that was our border with<br />

Myanmar. We had been driving from Imphal, one hundred<br />

and ten kilometres away and had entry permits endorsed by<br />

the military of both countries. The check-post at Kanjeeva<br />

was a perfunctory affair. When the officious and obese<br />

chief there came to know that I was a doctor, he wanted<br />

me to examine and prescribe medicine for his gouty<br />

joints. (Please do not ask me what I prescribed; I am an<br />

Ophthalmologist, you know) Afterwards he affixed all proper<br />

seals to our papers and graciously sent us on our way.<br />

We drove off, on the right side of the road to the border town of Tamu. The road was excellent, having been<br />

built by our Border Roads Organisation. The scenery was green with occasional houses built in stilts, under<br />

which rested the domestic animals, mostly pigs and goats. Men wore pyjama like trousers and shirts and<br />

women lungi like sarong and blouse.<br />

Soon we reached the Ounamai Pagoda, which they say is the second oldest one in the world. There was nothing<br />

impressive about it. There was a monastery attached to it and the little boy monks were quite cute to watch.<br />

With shaven heads and saffron robes they were hard at play like boys anywhere. We moved on to Tamu. It was<br />

the last day of their New Year festivities (same day as our Vishu) and the Water Festival was on. People threw<br />

water on everyone else and had a jolly good time. Fortunately the water was not coloured like in our Holi.<br />

Anyway we kept our window glasses up and it stood us in good stead for very many times. Whereever we went<br />

there was music and dancing and water pistols with ‘cheth’ boys wrooming on modified bikes. We went to the<br />

market place and things were cheap! One Indian Rupee was equivalent to fifteen kyat. The women in our<br />

group went berserk. Imagine getting a pair of good leather shoes for 150 rupees! There were so many types<br />

of fruits and vegetables I had never seen (or heard about) before. What I liked most was delicious miniature<br />

oranges you could put in your mouth whole. (The pips were normal sized, though).<br />

When we went for lunch at a Chinese hotel, the waiter had no idea what vegetarian meant. So I had to<br />

take a paper and pencil and draw pictures of carrot, cabbage etc. much to the amusement of my small<br />

grandson. We ended up eating fried rice, noodles and potato finger chips. The oil was horrible tasting.<br />

And surprise, surprise! The music was fast Hindi film songs.<br />

We were supposed to move out of Myanmar before sunset and sunset was at 4 pm (IST.) So after a bit more<br />

shopping we started back reluctantly.<br />
