trucks from the city. However, the it could not be implemented.<br />
Besides, over- fuell<strong>in</strong>g is commonly resorted to by the truck operators <strong>in</strong> their desire to<br />
<strong>in</strong>crease eng<strong>in</strong>e power and carry more freight. <strong>Vehicle</strong> be<strong>in</strong>g over loaded always emit more<br />
emissions. Hence, it should be strictly <strong>in</strong>spected and controlled.<br />

Government already banned 2-Stroke -3 Wheelers from Dhaka city. However these vehicles<br />
are ply<strong>in</strong>g <strong>in</strong> the other cities and emitt<strong>in</strong>g high smoke and especially unburned hydrocarbon<br />
that are <strong>in</strong>jurious to health and environment. Accord<strong>in</strong>gly, this is judicious to ban all 2-stroke 3<br />
wheelers ply<strong>in</strong>g <strong>in</strong> major cities.<br />
Policymakers should also consider the option <strong>of</strong> us<strong>in</strong>g private contractors to conduct <strong>in</strong>spection<br />
program with police accompaniment. <strong>In</strong> addition, DoE/BRTA must devote appropriate<br />
resources to public awareness campaigns to promote compliance. Campaigns can also to<br />
publicize the public benefits <strong>of</strong> properly ma<strong>in</strong>ta<strong>in</strong>ed vehicles (<strong>in</strong> terms <strong>of</strong> reduc<strong>in</strong>g air pollution<br />
and better health) or the personal benefit. Public must know that a well-tuned vehicle typically<br />
burns less fuel and saves money. Proper adjustment <strong>of</strong> an eng<strong>in</strong>e can improve fuel efficiency<br />
by 5 to 15 percent. It is essential to identify the lacunae <strong>in</strong> the present enforcement mechanism<br />
<strong>of</strong> vehicle emission regulations so as to enhance efficacy <strong>of</strong> the emission control program. <strong>In</strong><br />
this regard, Department <strong>of</strong> Environment along with BRTA and <strong>Bangladesh</strong> Traffic Police<br />
should design <strong><strong>In</strong>spection</strong> and Enforcement program that ensure all <strong>in</strong>-service vehicle<br />
performance are <strong>in</strong> good and reduce vehicle emissions and it should be done <strong>in</strong> a cost-effective<br />
way.<br />
