The renaissance of mining was the
theme of B.C. Mining Week May 9 to 15.
Mineral explorers can take pride in the
opening of several new major mines in
the province (as well as helping raise $1.37
million for B.C. Children’s Hospital) this
year to date. We know one of the best
indicators of success in mineral exploration
is seeing the initial discovery move
through an effective and efficient project
review process to mine construction
and production.
Exploration is the lifeblood of mining,
and with 28 new mineral deposit discoveries
made in B.C. recently, the future
looks healthy indeed. There are currently
over 350 active exploration projects
underway and more than 30 proposed
new mines in the province, of which close
to a quarter are in final permitting and
nearing production. The economic
opportunity from mineral development
can truly be measured in the billions of
dollars. In May, the Conference Board
of Canada projected 3.8 per cent real GDP
growth in 2010 for B.C., exceeding
projected national growth of 3.3 per cent.
Last year, in comparison, the GDP in B.C.
shrank by 3.0 per cent. There are many
signs – high commodity prices, improved
credit access and increased investments –
that bode well for the future of mineral
exploration and mine development
in B.C.
Since Mineral Exploration Roundup,
we have continued to see optimism at
conferences held by the Prospectors and
Developers Association of Canada,
Kamloops Exploration Group, Minerals
North in Prince George and the Canadian
Institute of Mining, Metallurgy
and Petroleum. For the second year,
AME BC also participated, along with
Geoscience BC and the Mining
Association of B.C., in local government
conferences throughout the province.
As many AME BC members gear up
for a busy field season – for many their
busiest ever – we will continue to advocate
on key issues such as permitting,
land access and use, aboriginal engage-
President & CEO Message
Gavin C. Dirom
ment, taxation and economic incentives,
geoscience, infrastructure and human
resources. AME BC has maintained a
steadfast approach when advocating
for the two-zone land-use model so that
future land-use decisions bring increased
certainty to our members. And while
AME BC is very supportive of the principles
of corporate social responsibility,
we remain strongly opposed to federal
Bill C-300. More welcome have been
government commitments to reforming
the duplicative environmental assessment
process.
Exploration is the lifeblood of mining,
and with 28 new mineral deposit discoveries
made in B.C. recently, the future
looks healthy indeed. There are currently
over 350 active exploration projects
underway and more than 30 proposed
new mines in the province.
AME BC appreciates the extension of
flow-through mineral exploration tax
credits, but we will continue to advocate
for a permanent tax credit. As well, we
are exploring options for long-term
funding of geoscience, which will in turn
increase grassroots investment. And the
Northwest Transmission Line, which
is moving through its public review,
will potentially stimulate over $15 billion
in capital investment in the vicinity of
the “Golden Triangle” in northwestern
British Columbia.
Following our Speaker Series luncheon
on April 30 with guest speakers the
Honourable George Abbott, minister of
Aboriginal relations and reconciliation,
and Gwaans, negotiator for the Gitxsan
Hereditary Chiefs and chair of the B.C.
All Chiefs’ Task Force, we continue to
engage with Aboriginal communities to
build stronger, more respectful relationships.
Simultaneously, the new B.C.
Aboriginal Mine Training Association is
taking the first steps towards training
the mineral exploration and mining
workforce of the future.
This summer issue of Mineral
Exploration contains our annual Members
Directory and Buyers Guide. An article
by Peter Caulfield describes some of the
associations that contribute to our sector,
and Chuck Davis explores how our sector
began. Dr. Nick Carter, a past president
of AME BC who was awarded the prestigious
PDAC Distinguished Services
Award, is the subject of our profile.
On behalf of the staff and board of
AME BC, I thank all of our volunteers
and members for their efforts to build a
stronger, more unified industry in 2010.
No matter where you are in the world,
I wish you well in your prospects.
Have a safe day, every day. ■
SIXTY YEARS OF HELICOPTER
EXPLORATION IN B.C.
I read with great interest your article in
the spring issue of Mineral Exploration.
In 1960 and 1961 as a young student at
UBC, I had the good fortune to work
in the Unuk River-Granduc-Mitchell
Creek area for Newmont, under the
direction of Dr. G.W.H. Norman, who
ran six parties prospecting and mapping
in that rugged area. It was pioneering
work and run like a military operation,
fully helicopter-supported using
Hiller 12E and Bell 47 machines from
Okanagan and Vancouver Island
Helicopters. Helicopters also supported
a large drilling campaign at Granduc in
1961. The late Mike McDonaugh, pilot
for Okanagan, performed heroically to
get the crews in and out of base camp,
often in difficult weather.
I have a good assortment of colour
35-millimetre slides from those two
summers showing, among other things,
a Hiller moving a two-seater outhouse,
which shortly into the flight had to
be released because it was too light for its
bulk; the slinging of a gigantic grizzly
bear that had been shot in camp (not
politically correct these days); and a Bell
47 that crashed in a creek due to pilot
error – fortunately without injuring the
pilot. The entire replacement boom and
tail rotor assembly were flown in from
Stewart strapped to a Super Cub float
plane, then flown to the site by the Hiller
and replaced right there in the creek. The
repaired machine was then flown out.
Meet B.C.’s
mining associations
HISTORY AND GEOGRAPHY MAKE FOR DIVERSE INTERESTS – AND
VOICES TO REPRESENT THEM
BY PETER CAULFIELD
British Columbia has a well-developed mineral exploration and mining
industry, with hundreds of companies involved in exploration and
mining, and hundreds more providing products and services.
Because mineral exploration and mining are entrenched in B.C.’s economy, it’s not
surprising there are many industry associations that represent the industry
to government, the public and other companies in the private sector.
These associations cover every stage of the mining process in B.C. A partial
list includes preliminary geoscience (Geoscience BC), exploration and early-stage
development (AME BC and many regional groups throughout the province), late-stage
development and construction (the Mining Suppliers Association of B.C. and the Mining
Association of B.C.), operation (the Mining Association of B.C.), professional regulation
(the Association of Professional Engineers and Geoscientists of British Columbia) and
reclamation (the B.C. Technical Research Committee on Reclamation).
Byng Giraud, vice-president of corporate affairs for Vancouver-based Imperial
Metals Corp., knows a thing or three about B.C. mining associations, having worked
for two of the main organizations in the province – the Mining Association of B.C. and
AME BC – and through them interacted with most of the other mineral exploration and
mining associations in B.C.
Although the difference between MABC and AME BC is self-evident in the industry,
Giraud says many people outside mining, including some in the provincial government,
are uncertain about the respective roles.
a highlight of the Kamloops Exploration Group
2010 conference (top); KEG provides funding
The industry then and now: A B.C. Chamber of Mines (now AME BC) exhibit at the Industrial Exhibition (now PNE) in Vancouver circa 1928 (above left);
“MABC represents mine operators in
the province and AME BC is the voice of
explorationists,” Giraud says. “The two
groups have different interests. The operators,
since they already have a mining
operation, are interested in things like
taxation and the cost of doing business.
Explorationists, who don’t have an operating
mine yet, are more concerned about
things like tax credits and access to land.
But because many operators also explore,
there is some overlap between the two.”
Giraud says the many regional exploration
groups across the province fulfil an
important need for explorationists, allowing
them to get together socially and to
share technical and geological information.
“Most of them are not as involved in
government advocacy as MABC and
AME BC,” he says. “What they answer is a
need for community.”
He adds history and geography are the
reasons for so many regional mining
associations in B.C. “The gold rush in
the 1850s and 1860s led directly to the
creation of the province in 1871,” he says.
“And many parts of the province were
very difficult to reach from outside until
the second half of the 20th century.”
Although there are advantages to being
so rich in mining and exploration associations,
it has created some challenges as
well. “One of the problems of having so
many mining associations is that governments
like to have the industry speaking
to them with one voice,” Giraud says. “But
with so many organizations, that consensus
is hard to obtain.”
Vancouver-based Geoscience BC,
chaired by John Thompson, is an industry-led,
not-for-profit, applied geoscience
organization that began in 2005 with a
$25-million grant from the provincial
government. Since then it has received
almost $12 million more. President and
CEO ’Lyn Anglin says the group works
with industry, academia, government,
First Nations and communities to fund
applied geoscience projects. Its objective is
to attract mineral and oil and gas exploration
to British Columbia. Its mandate
includes the collection, interpretation and
delivery of geoscience data and expertise
to promote investment in resource exploration
and development in B.C.
AME BC, led by president and CEO
Gavin Dirom, is an advocacy organization
that promotes healthy, sustainable and
environmentally sound mining exploration
in B.C. Currently chaired by Lena
Brommeland, the association has been in
existence since 1912 under different names
(a few years ago it acquired its present
moniker). It has 4,000 members all over
the world, most of which are in the Lower
Mainland. Its membership includes explorationists,
prospectors and suppliers.
Annually the organization hosts Mineral
Exploration Roundup, the pre-eminent
exploration conference in the world, which
attracts some 6,000 attendees.
(2008 to 2012) to guide its activities,
services and partnerships. As part of the
plan, AME BC staff develop and implement
an annual operating plan to focus
the association’s priorities. Components
of the strategy include taking part in
government processes related to: access
to land, streamlining of regulations, land
and resource management planning,
regional land-use permits and roads.
AME BC is also committed to identifying
and addressing barriers to grassroots
exploration; investigating opportunities
to further support the assaying,
mapping, reporting and marketing
needs of prospectors; and continuing to
encourage geoscience.
The Chamber of Mines of Eastern
British Columbia, with headquarters
in Nelson, is a non-profit organization
that not only advocates for the mining
industry, but also has an information
and resource library with an extensive
collection of geological information,
maps and rock and mineral specimens.
The chamber’s office is open to the public
five days a week.
President Jack Denny says the
CMEBC was formed in 1925 and has
between 100 and 200 members, depending
on the time of year. The chamber
hosts elementary and high school classes
and offers courses, such as prospecting.
Denny says its graduates have had great
success “and are responsible for bringing
millions of dollars worth of investments
to the Kootenay-Boundary region.”
Recently the CMEBC has been sharing
the hosting of the Minerals South
conference with the East Kootenay
Chamber of Mines. The next conference
is slated for November 2010.
The Cranbrook-based East Kootenay
Chamber of Mines was formed in the early
1990s. The advocacy group represents
200 members on legislative and regulatory
issues. President Ross Stanfield says
the EKCM takes a special interest in provincial
government land policy and plans,
including the recent Flathead Valley decision,
land access and proposed changes
to Mineral Titles Online. In addition,
the chamber and its members stay on
top of environmental issues, endangered
species and public geoscience.
“We’re in close touch with AME BC
and MABC and, through them, the network
of regional conferences in the rest of
the province,” Stanfield says.
President and director Mike Cathro
says Kamloops Exploration Group was
founded around 1972. With approximately
That’s not a rock, this is a rock: Leo Lindinger,
a longtime advocate of mineral exploration
in B.C., holds a high-grade sample at Copper
Mountain.
1,000 members, KEG’s claim to fame is
an annual technical conference that
has been taking place since 1987.
“It’s one of B.C.’s highest
quality and most inexpensive
mining conferences, with a focus
on mineral exploration and
geology,” Cathro says.
The two-day conference
highlights
exploration successes
and issues and attracts
500 attendees and
70 exhibitors. For the
last eight years,
the conference has
focused on B.C.
projects and geology.
The theme of
the 2010 conference,
which took place in
April, was “explore
locally, impress
globally.” KEG
also sponsors
three scholarships
and a twicea-month
lecture
series in the winter
that is open to the general public.
Prince George Exploration Group is
a new regional association, formed in
spring 2009 and led by Ken MacDonald.
According to PEG director Tracy
Savident, the group is modelled on
the KEG. PEG’s mandate is to promote
prospecting, mineral exploration and
mining to the general public, to provide
an industry discussion forum and to
hold prospecting classes and promote
other educational projects in connection
with mining and prospecting.
PEG has approximately 30 members
and is growing, Savident says. The membership
includes individuals, juniors
and a few mining operators.
“Most people don’t think of Prince
George as a mining centre, but there’s
a history of mining and exploration in
the area,” Savident says. “For example,
the Endako Mine is nearby and the Mt.
Milligan Mine is moving closer to
construction.”
Smithers Exploration Group has
been in operation since 1971 and represents
about 250 members in northwestern
B.C. The group is very active.
President Rob
Boyce says the group sponsors field trips
and short courses, organizes technical
and general-interest talks and hosts
conferences and social events.
SEG is a partner in the Northwest
Community College School of Exploration
and Mining, which trains students
for work in exploration and mining in the
region. The school is funded through
grants from the provincial and federal
governments and donations from the
minerals industry.
SEG has put together the Northern
Cordilleran Rock Collection, a large
collection of rock suites representing
regional geological units, mineral deposits
and alteration assemblages.
Vancouver Island Exploration Group
was founded by Jacques Houle and is
located in Nanaimo. Houle says VIX, as
it is known, is an ad hoc group of approximately
250 members that was established
in 2002.
“Our mandate is professional development
only,” he says. “No political
advocacy.”
the industry as the predominant voice of mining in the province.
MABC meets AME BC “somewhere in the middle [of the mine
development process], where exploration and mining come
together,” says president and CEO Pierre Gratton.
The association seeks to promote a positive attitude toward
the mining industry in the province among the general public
and government. It liaises with federal and provincial legislators,
lobbies for regulatory advancement and publicly promotes the
economic and social value of mining.
Recently MABC established a B.C. Mining Industry Climate
Action Task Force to address the B.C. government’s climate
initiatives, including carbon tax and the impending cap-andtrade
system. For both economic and environmental reasons,
the B.C. mining and smelting industry has gradually become
more efficient and has reduced emissions at many operations
over the last 20 years. MABC and its members aim to meet greenhouse
gas emission reduction goals while at the same time developing
a sustainable mining and smelting industry.
Formed in 1986 and led by president and CEO Terry Mulligan,
the Mining Suppliers Association of B.C. comprises some 200
companies in Vancouver and in mining communities throughout
the province, as well as Alberta, Ontario and Washington State.
The association’s members provide equipment, products, consulting
and related services to the B.C mining industry.
Incoming chair Patty Moore says what makes MSABC
unique is that there are no other suppliers associations of its
size in Canada. The association works with MABC on such
industry initiatives as sustainability, land use, cooperation with

First Nations, government relations and
public awareness. It also works closely
with MABC on environmental issues and
health and safety in the mines. MSABC is
a major contributor to industry events
and programs, education and charitable
causes. MSABC, along with several other
provincial and regional associations, supports
Mining Week, which is an annual
province-wide celebration of mining’s
contribution to the B.C. economy.
The Association of Professional
Engineers and Geoscientists of British
Columbia regulates and governs professions
under the authority of the
Engineers and Geoscientists Act by setting
and maintaining high academic,
experiential and professional practice
standards for all of its members.
Individuals licensed by APEGBC are the
only people permitted by law to undertake,
and assume responsibility for, engineering
and geoscience projects in the
province of B.C. APEGBC’s mandate is
to uphold and protect the public interest
in the practice of the professions in terms
of health, safety and the environment.
Unlike other provinces, B.C. registers
only individuals, not companies.
Geoff Thiele, director, investigation
and discipline, says there are about 20,000
licensed engineers and geoscientists in
the province.
“Protecting the public interest is our
first and foremost responsibility,” he says.
The B.C. Technical and Research
Committee on Reclamation, chaired by
Carla Fraser, was formed in the early
1970s to provide a better channel of communication
between industry and government.
Vice-chair Ben Chalmers says
the committee is composed of about 20
representatives of academia, industry and
the provincial and federal governments.
The TRCR meets four or five times a
year to discuss matters of joint concern
and interest, exchange experiences, plan
and prioritize research needs. Since 1977,
the TRCR has sponsored the annual Mine
Reclamation Symposium, which fosters
the exchange of information and ideas
on reclamation. Proceedings, published
concurrently with the symposia, are a
valuable source of information for anyone
interested in this field. The 2010 symposium
takes place in September in Courtenay.
Chalmers says it is expected to attract
between 100 and 140 attendees. ■
Early days of the trade
People were mining in British Columbia
10,000 years ago.
Away up in the northwest, towering
nearly 2,800 metres in the air, is our first
mining site: Mount Edziza, north of
Terrace. Edziza, the highest volcano in
the province, is dormant today. Dormant,
geologists say, but it has “potential.”
Uncounted millennia ago – science hasn’t
figured out how many yet – it began to
belch out hot, thick, dark lava that cooled
quickly in the crisp northern air to form
black sheets of obsidian glass.
Today, Edziza looms above the traditional
lands of the Tahltan people. The
region’s first people began to mine the
obsidian a hundred centuries ago, breaking
off chunks to fashion tools, ornaments
and, sometimes, weapons for their own
use and for trading with other tribes.
Archeological evidence has shown that
Mount Edziza obsidian was traded in
ancient times with other First Nations
people from the Queen Charlottes
to Alaska.
According to a Tahltan website: “There
were active volcanoes in our country
thousands of years ago. They have also
helped form the landscape. Mt. Edziza
(which means cinders or volcano ash and
sand mountain in Tahltan) is a volcano
cone. Old lava flow can be seen in spots.
It has been centuries since the last volcanic
eruption, but some of our people
remember stories about families who
had to move camp in a hurry because of
volcanic action.”
Astonishingly, in the early years of
the 21st century, the Tahltan are still
chipping away at the mountain, these
days for other reasons. Tahltan band
member and PhD candidate Vera Asp, an
archaeologist, is studying the use of
obsidian by her ancestors.
Obsidian is valued for its cutting qualities:
it breaks into pieces with razor-sharp
edges. Even today, scalpels made of obsidian
are used in some surgical procedures
where extremely fine cutting action is
called for. An obsidian knife, still sharp,
found in the Stikine River area, is estimated
to have been fashioned 2,000 years ago.
The word “obsidian” comes to us through
the Latin obsidianus, a misprint, says the
Oxford English Dictionary, of the word
obsianus, after a Roman named Obsius,
who, according to Roman author and naturalist
Pliny, found this rock in Ethiopia.
Today, echoing the uses of that ancient
Tahltan obsidian, much of the mineral
and metal material taken from the earth
There is no doubt: we need metals and minerals. As the old
saying goes: If you can’t grow it, you have to mine it!
The desire to own things made of metal is persistent and universal.
Leaping ahead in time we learn that in 1774, a group of
Haida people near Haida Gwaii (the Queen Charlotte Islands)
came into contact with the Spanish explorer Juan Perez, in command
of the Santiago. Among the items the natives received in
trade for their furs and carved boxes were iron knives. But they
had iron already! A friar travelling with Perez wrote: “We were
interested also to see that the women wear rings on their fingers
and bracelets of iron and copper ….” When Captain Cook
visited Nootka Sound on the west coast of Vancouver Island
in 1778, he was astonished to find the local people had iron
knives and spears tipped with copper. (They also had two silver
teaspoons, but they got those from earlier Spanish explorers.)
In a 1938 paper, Thomas A. Rickard, who wrote extensively
on the history of mining, quotes John Meares (at Nootka in
1788): “The pure malleable lumps of copper ore seen in the
possession of the natives convince us that there are mines of
this metal in the vicinity of this part of the western coast …. We
had also occasionally seen necklaces and a sort of bracelet worn
on the wrist, which were of the purest [copper] ore, and to all
appearances had never been in the possession of a European.”
Rickard himself writes, “The Tsimshian Indians, on the Skeena
River, in northern British Columbia, have a tradition of fire that
fell from heaven and was transformed into copper. This suggests
the finding of copper in nugget form, like a drop of molten metal
from the sky.”
This “native copper,” one of the few metallic elements
to occur in uncombined form as a natural mineral, would be
fashioned, among other things, into copper shields, which B.C.’s
early First Nations esteemed highly. As for the iron, Rickard
writes: “We have good reason to infer that the indigenes on this
northwestern coast made their first acquaintance with iron,
as the South Sea Islanders did, by means of driftwood, brought
by the oceanic winds and currents, both moving persistently
eastward from the Asiatic shore to the American mainland.” And
he provides many instances of metal-studded flotsam from
wrecked vessels that washed ashore.
Gold and coal
As Europeans began to arrive in British Columbia in greater
and greater numbers, their discovery of minerals and metals
intensified.
The famous botanist David Douglas, after whom the Douglas
fir is named, is said to have made the first discovery of gold
in British Columbia. It was in the summer of 1833 on the west
shore of Okanagan Lake, and he apparently found enough gold

to make a seal. In what way he gathered
the gold and how large a seal he made –
perhaps a signet ring? – isn’t recorded.
A couple of years later, a momentous
discovery was made on Vancouver Island:
coal. The local native people around
Port Hardy, on the Island’s northeast
coast, already knew about it. They told
Dr. William Tolmie, who in 1835 was a
young surgeon working for the Hudson’s
Bay Company. (One story tells of a group
of men who were amused to see a local
blacksmith using coal imported all the
way from Wales, when they knew there
were mountains of the stuff nearby.)
Tolmie told his employers about
the coal, and HBC had its newly arrived
steamer, the Beaver, go to the site and
check out the report. It took some years
after the Beaver’s visit, but what they
found persuaded the company to begin
mining the coal. That was the small
beginning of what has been described as
“the oldest established and most important
industry of Vancouver Island.” HBC
carried on intermittent mining for several
years, and then abandoned the project.
Newly arrived Scot Robert Dunsmuir
revived mining in Nanaimo in 1851, and it
has continued ever since. The Dunsmuir
family – whose own background was in
coal mining in Scotland – would come to
dominate the industry for many years.
A little-known gold rush occurred in
the Queen Charlotte Islands in March of
1851, sparked when a Haida man brought
a 27-ounce nugget to Fort Victoria. He
got 1,500 HBC blankets for the nugget.
Perhaps he and his blankets were aboard
the Una, an HBC vessel that hurried up
to Moresby Island to examine the find. It
is said the crew of the Una found a vein
there, six-and-a-half feet wide and 80
feet long. Before long, they began blasting.
The Una’s log states that, as soon as
a blast had occurred, the Haida men
would rush in to gather the gold, grabbing
the crewmen by the legs to prevent
them from getting it. After three blasts
the rest of the gold was abandoned “to
avoid bloodshed,” and the log notes the
warring parties – the Haida men and the
Una’s crew – each took about $1,500 in
gold – roughly equivalent to $60,000
today. On her return voyage the Una was
wrecked off Neah Bay and her gold was
lost. The HBC decided not to mine in
the Queen Charlottes again.
In 1855 gold was discovered on
the Pend d’Oreille River, a tributary of
the Columbia, near present-day Trail.
Then, in 1857, it was discovered on the
Thompson River, and miners began to
come in from Washington and Oregon.
In 1858 the metal was found along the
Fraser. That led, as everyone knows, to
a huge influx of American prospectors.
On August 2, 1858 Governor James
Douglas – alarmed by all those Yankees –
proclaimed that the British Columbia
mainland was now a British colony, soon to
be united with the colony of Vancouver
Island. Gold had created a province.
A historical sidelight: in 1858 a man
named Alfred Waddington arrived in
the area, attracted by gold fever. He
thought there was still lots of gold to be
found on and around the river, even
though miners were beginning to abandon
their apparently worked-out claims,
and produced a book called The Fraser
Mines Vindicated. We mention it because
this was the first book published in
British Columbia. A little book published
100 years later, entitled Mining in
Focus, by the late Bruce Ramsey, is subtitled
An Illustrated History of Mining in
British Columbia. In it, Ramsey writes
that many Chinese immigrants “moved
Gold was changing the ethnic makeup
of the province.
We must mention the Douglas Trail,
built from Fort Douglas at the north
end of Harrison Lake to the Interior in
1859 at the command of Governor
Douglas. Three years later the Cariboo
Trail would stretch 650 kilometres
through the Fraser River Canyon from
Yale to Barkerville to provide a wagon
route to the Cariboo-region goldfields.
The Alexandra Bridge was built across
the Fraser – the first bridge across that
river. In 1865 the 720-kilometre
Dewdney Trail would open, again to
facilitate passage to and from the gold
fields. Now gold was changing the map.
And more: “The wagon road through
the [Fraser River] canyon,” Ramsey
wrote, “was to remain the sole economic
lifeline to the Interior until the Canadian
Pacific Railway was built. Even today it is
a crucial economic link for the province.
Once it was built the prices of all goods
dropped radically, and more importantly
it meant that now families with women
and children rode into the Cariboo to
join in the gold rush and the development of the province.” Gold
was changing our social structure.
There was another rush in 1859 when Peter Curran
Dunlevy discovered gold at Little Horsefly Creek in the
Cariboo. Then there was the discovery of placer gold deposits
in the Cariboo in 1860 and, that same year, yet more gold was
found in the Similkameen, and on the Stikine River the year
after. The latter led to the establishment of what was called
“Stikeen Territory.” HBC authority was taken away, and James
Douglas took over as administrator. In 1863 the territory was
absorbed into British Columbia.
And so it went, discovery after discovery. It is no exaggeration
to say that gold – or more precisely the quest for gold – was the
most important element in the early growth of this province.
A minister of mines
By 1874 B.C. had its first minister of mines. He was Dr. John
Ash, and on March 8 he submitted his first report: “Productive
mining in B.C. is, at the present time, restricted to mining for
gold in many widely separated districts of the province; and to
mining for bituminous coal, which is confined to Nanaimo and
its immediate vicinity. The indications of the existence of other
metals and minerals of great economic value are frequent
throughout the country . . .
Ash went on, “With regard to the actual annual yield of gold,
as this is the first time that any attempt has been made in the
history of the province to collect mining statistics, numerous
obstacles have prevented full information being obtained, foremost
among which is the disinclination on the part of the miner,
both white and Chinese, to furnish information which might be
relied upon, the prevalent idea being that such information can
only be sought with the view of imposing some new tax.”
Gold was not the sole generator of
rushes. In August of 1886, brothers Osner
and Winslow Hall, from Colville, Washington
found a copper-silver deposit.
That started a rush to Toad Mountain and
led to the birth of the city of Nelson.
The next quarter-century saw a steady
succession of discoveries: Fairview, north
of Oliver; Silver King; Britannia; LeRoi;
North Star; Sandon; Mother Lode at
Greenwood; the Sullivan in 1892; North
Star; Prince Albert Hydraulic Gold
Mine; St. Eugene; Cariboo Hydraulic
Mining; Lenora; Tyee; and on and on.
This feverish activity would eventually
lead to the realization that some sort of
organization was needed to keep track of
what was going on.
disappearance without a trace. But, thanks to newspaper
reports of the time, we do know its aims: a) to promote and
protect the mining interests and industries of British Columbia,
b) to consider questions connected with the mining industry
and promote public discussion thereon, c) to promote measures
affecting the mining industry, d) to collect and circulate statistics
and other information relating to the mining industry
and e) to communicate with and exchange information on
mining matters with Chambers of Mines and government
departments of mines in the Dominion of Canada and other
countries … and so on.
When the British Columbia Chamber of Mines, predecessor
to AME BC, began in earnest in 1912 (originally as the Vancouver
Mining Club), its aims were virtually identical. And they have
changed little in 98 years. ■
This is a first draft of the first chapter of a book by local author Chuck
Davis, marking the 100th anniversary of AME BC in 2012.
Additional excerpts will appear in future issues of Mineral
Exploration. The book is aimed at the layman, so those of you in the
industry will find a great deal with which you are familiar. You may
PROFILE
Dr. Nick Carter
SUCCESS BUILDING ON SUCCESS
BY JULIE DOMVILE
The Prospectors and Developers Association of Canada (PDAC)
recently acknowledged Dr. Nicholas Carter for fostering
mineral exploration and mining in Canada through his active role in associations and professional
societies. To list all of his other achievements, contributions and publications would take more space
than we have for this profile – suffice to say they are vast and varied. And although retired in principle,
Carter isn’t resting on his laurels, and he hasn’t put away his maps.
You were key in the launch of Mineral
Exploration Roundup in 1984. It has since
grown to become an internationally
respected annual event that draws thousands
to Vancouver every year. What do
you think about the evolution of Roundup?
Success always builds on success, and
Roundup has always been successful. It
has grown beyond the “old home week”
atmosphere, but that is to be expected.
You recently received the PDAC Distinguished
Services Award. Why has it
always been so important to you to give
back to the industry?
Throughout my career people have been
quick to lend a hand, and I have always
tried to do the same for others. For my
acceptance speech I attempted to put
together a list of the people who have
contributed to my career, but it quickly
became too long to read out. The exercise
was interesting, though, because I realized
the vast majority were prospectors.
What do you feel is your most significant
career contribution?
Looking back I would say I had the ability
to bring people together – to encourage
good people to join the government and
the private sector. I was also able to bring
together those who needed financing
with the right people in Toronto. It’s very
satisfying to see partnerships work out. I
was also very fortunate to be working
with what is now the Geological Survey
Branch during the mid-1960s and ’70s
when things were booming in this province.
I really got a sense of accomplishment
and of contributing something
significant to the sector.
As a former senior geologist with the B.C.
Geological Branch what, in your view, are
the greatest challenges it faces?
A lack of funding! The branch has been
around for 115 years and if you look back
through B.C. Ministry of Mines annual
reports you will see the good, solid work
done in documenting mineral deposits
throughout the province. The quality of
this compendium of annual reports is
unprecedented anywhere else in the
world. There wouldn’t be a MINFILE if
it weren’t for the data in those annual
reports, and MINFILE itself has not been
updated for a number of years – consistent
independent documentation of mineral
information is critical, and the branch no
longer has the resources to do this.
B.C. is blessed with mineral potential yet
continues to struggle to re-establish itself
as the exploration mecca it once was.
What is holding the province back?
Two things: land claims and permitting
delays. In both cases, work is being done
but progress is not being made. The onewindow
approach was going to solve the
permitting delays but it hasn’t. It saddens
me to see a project such as Tulsequah
Chief Mine project go into receivership
because the process dragged on for too
many years.
What do you think will be B.C.’s big
mining story of the next decade?
If we could get back to having over 20
producing mines, especially if they were
situated in areas of the province that have
been hit by the mountain pine beetle,
that would be B.C.’s mining story of the
decade; the area has some very prospective
ground. Another is molybdenum;
there are few areas in the world that have
molybdenum deposits and B.C. happens
to be one of them.
What has been the most exciting period
of your career so far?
Being part of the boom times in B.C. as I
mentioned. I was lucky enough to be
mainly responsible for the identification
of some new mineralization in the
Toodoggone area in the 1980s that subsequently
was mined. I was extremely fortunate
to be able to travel to the edge of the
Tibetan plateau in the remote southwest
part of China to look at a moly project a
few years ago.
What projects are you working on now?
I have some interests in a couple of molybdenum
properties in northern B.C. I’m
also working on a part-time basis for some
junior companies, and I’m working on an
article for the Geological Association of
Canada Camps of Fame series on the
Beardmore Geraldton Gold Camp, formerly
known as the Little Long Lac camp.
I was born virtually next door to the head
frame of the Little Long Lac mine. ■
