<strong>The</strong> renaissance of mining was the<br />

theme of B.C. Mining Week May 9 to 15.<br />

Mineral explorers can take pride in the<br />

opening of several new major mines in<br />

the province (as well as helping raise $1.37<br />

million <strong>for</strong> B.C. Children’s Hospital) this<br />

year to date. We know one of the best<br />

indicators of success in mineral exploration<br />

is seeing the initial discovery move<br />

through an effective and efficient project<br />

review process to mine construction<br />

and production.<br />

Exploration is the lifeblood of mining,<br />

and with 28 new mineral deposit discoveries<br />

made in B.C. recently, the future<br />

looks healthy indeed. <strong>The</strong>re are currently<br />

over 350 active exploration projects<br />

underway and more than 30 proposed<br />

new mines in the province, of which close<br />

to a quarter are in final permitting and<br />

nearing production. <strong>The</strong> economic<br />

opportunity from mineral development<br />

can truly be measured in the billions of<br />

dollars. In May, the Conference Board<br />

of Canada projected 3.8 per cent real GDP<br />

growth in 2010 <strong>for</strong> B.C., exceeding<br />

projected national growth of 3.3 per cent.<br />

Last year, in comparison, the GDP in B.C.<br />

shrank by 3.0 per cent. <strong>The</strong>re are many<br />

signs – high commodity prices, improved<br />

credit access and increased investments –<br />

that bode well <strong>for</strong> the future of mineral<br />

exploration and mine development<br />

in B.C.<br />

Since Mineral Exploration Roundup,<br />

we have continued to see optimism at<br />

conferences held by the Prospectors and<br />

Developers <strong>Association</strong> of Canada,<br />

Kamloops Exploration Group, Minerals<br />

North in Prince George and the Canadian<br />

Institute of Mining, Metallurgy<br />

and Petroleum. For the second year,<br />

<strong>AME</strong> <strong>BC</strong> also participated, along with<br />

Geoscience <strong>BC</strong> and the Mining<br />

<strong>Association</strong> of B.C., in local government<br />

conferences throughout the province.<br />

As many <strong>AME</strong> <strong>BC</strong> members gear up<br />

<strong>for</strong> a busy field season – <strong>for</strong> many their<br />

busiest ever – we will continue to advocate<br />

on key issues such as permitting,<br />

land access and use, aboriginal engage-<br />

ment, taxation and economic incentives,<br />

geoscience, infrastructure and human<br />

resources. <strong>AME</strong> <strong>BC</strong> has maintained a<br />

steadfast approach when advocating<br />

<strong>for</strong> the two-zone land-use model so that<br />

future land-use decisions bring increased<br />

certainty to our members. And while<br />

<strong>AME</strong> <strong>BC</strong> is very supportive of the principles<br />

of corporate social responsibility,<br />

we remain strongly opposed to federal<br />

Bill C-300. More welcome have been<br />

government commitments to re<strong>for</strong>ming<br />

the duplicative environmental assessment<br />

process.<br />

<strong>AME</strong> <strong>BC</strong> appreciates the extension of<br />

flow-through mineral exploration tax<br />

credits, but we will continue to advocate<br />

<strong>for</strong> a permanent tax credit. As well, we<br />

are exploring options <strong>for</strong> long-term<br />

funding of geoscience, which will in turn<br />

increase grassroots investment. And the<br />

Northwest Transmission Line, which<br />

is moving through its public review,<br />

will potentially stimulate over $15 billion<br />

in capital investment in the vicinity of<br />

the “Golden Triangle” in northwestern<br />

British Columbia.<br />

Following our Speaker Series luncheon<br />

on April 30 with guest speakers the<br />

Honourable George Abbott, minister of<br />

Aboriginal relations and reconciliation,<br />

and Gwaans, negotiator <strong>for</strong> the Gitxsan<br />

Hereditary Chiefs and chair of the B.C.<br />

All Chiefs’ Task Force, we continue to<br />

engage with Aboriginal communities to<br />

build stronger, more respectful relationships.<br />

Simultaneously, the new B.C.<br />

Aboriginal Mine Training <strong>Association</strong> is<br />

taking the first steps towards training<br />

the mineral exploration and mining<br />

work<strong>for</strong>ce of the future.<br />

This summer issue of Mineral<br />

Exploration contains our annual <strong>Members</strong><br />

<strong>Directory</strong> and <strong>Buyers</strong> <strong>Guide</strong>. An article<br />

by Peter Caulfield describes some of the<br />

associations that contribute to our sector,<br />

and Chuck Davis explores how our sector<br />

began. Dr. Nick Carter, a past president<br />

of <strong>AME</strong> <strong>BC</strong> who was awarded the prestigious<br />

PDAC Distinguished Services<br />

Award, is the subject of our profile.<br />

SIXTY YEARS OF HELICOPTER<br />

EXPLORATION IN B.C.<br />

I read with great interest your article in<br />

the spring issue of Mineral Exploration.<br />

In 1960 and 1961 as a young student at<br />

U<strong>BC</strong>, I had the good <strong>for</strong>tune to work<br />

in the Unuk River-Granduc-Mitchell<br />

Creek area <strong>for</strong> Newmont, under the<br />

direction of Dr. G.W.H. Norman, who<br />

ran six parties prospecting and mapping<br />

in that rugged area. It was pioneering<br />

work and run like a military operation,<br />

fully helicopter-supported using<br />

Hiller 12E and Bell 47 machines from<br />

Okanagan and Vancouver Island<br />

Helicopters. Helicopters also supported<br />

a large drilling campaign at Granduc in<br />

1961. <strong>The</strong> late Mike McDonaugh, pilot<br />

<strong>for</strong> Okanagan, per<strong>for</strong>med heroically to<br />

get the crews in and out of base camp,<br />

often in difficult weather.<br />

I have a good assortment of colour<br />

35-millimetre slides from those two<br />

summers showing, among other things,<br />

a Hiller moving a two-seater outhouse,<br />

which shortly into the flight had to<br />

be released because it was too light <strong>for</strong> its<br />

bulk; the slinging of a gigantic grizzly<br />

bear that had been shot in camp (not<br />

politically correct these days); and a Bell<br />

47 that crashed in a creek due to pilot<br />

error – <strong>for</strong>tunately without injuring the<br />

pilot. <strong>The</strong> entire replacement boom and<br />

tail rotor assembly were flown in from<br />

Stewart strapped to a Super Cub float<br />

plane, then flown to the site by the Hiller<br />

and replaced right there in the creek. <strong>The</strong><br />

repaired machine was then flown out.<br />

mining associations<br />

HISTORY AND GEOGRAPHY MAKE FOR DIVERSE INTERESTS – AND<br />

VOICES TO REPRESENT THEM<br />

British Columbia has a well-developed mineral exploration and mining<br />

industry, with hundreds of companies involved in exploration and<br />

mining, and hundreds more providing products and services.<br />

Because mineral exploration and mining are entrenched in B.C.’s economy, it’s not<br />

surprising there are many industry associations that represent the industry<br />

to government, the public and other companies in the private sector.<br />

<strong>The</strong>se associations cover every stage of the mining process in B.C. A partial<br />

list includes preliminary geoscience (Geoscience <strong>BC</strong>), exploration and early-stage<br />

development (<strong>AME</strong> <strong>BC</strong> and many regional groups throughout the province), late-stage<br />

development and construction (the Mining Suppliers <strong>Association</strong> of B.C. and the Mining<br />

<strong>Association</strong> of B.C.), operation (the Mining <strong>Association</strong> of B.C.), professional regulation<br />

(the <strong>Association</strong> of Professional Engineers and Geoscientists of British Columbia) and<br />

reclamation (the B.C. Technical Research Committee on Reclamation).<br />

Byng Giraud, vice-president of corporate affairs <strong>for</strong> Vancouver-based Imperial<br />

Metals Corp., knows a thing or three about B.C. mining associations, having worked<br />

<strong>for</strong> two of the main organizations in the province – the Mining <strong>Association</strong> of B.C. and<br />

<strong>AME</strong> <strong>BC</strong> – and through them interacted with most of the other mineral exploration and<br />

mining associations in B.C.<br />

Although the difference between MA<strong>BC</strong> and <strong>AME</strong> <strong>BC</strong> is self-evident in the industry,<br />

Giraud says many people outside mining, including some in the provincial government,<br />

are uncertain about the respective roles.<br />

“MA<strong>BC</strong> represents mine operators in<br />

the province and <strong>AME</strong> <strong>BC</strong> is the voice of<br />

explorationists,” Giraud says. “<strong>The</strong> two<br />

groups have different interests. <strong>The</strong> operators,<br />

since they already have a mining<br />

operation, are interested in things like<br />

taxation and the cost of doing business.<br />

Explorationists, who don’t have an operating<br />

mine yet, are more concerned about<br />

things like tax credits and access to land.<br />

But because many operators also explore,<br />

there is some overlap between the two.”<br />

Giraud says the many regional exploration<br />

groups across the province fulfil an<br />

important need <strong>for</strong> explorationists, allowing<br />

them to get together socially and to<br />

share technical and geological in<strong>for</strong>mation.<br />

“Most of them are not as involved in<br />

government advocacy as MA<strong>BC</strong> and<br />

<strong>AME</strong> <strong>BC</strong>,” he says. “What they answer is a<br />

need <strong>for</strong> community.”<br />

He adds history and geography are the<br />

reasons <strong>for</strong> so many regional mining<br />

associations in B.C. “<strong>The</strong> gold rush in<br />

the 1850s and 1860s led directly to the<br />

creation of the province in 1871,” he says.<br />

“And many parts of the province were<br />

very difficult to reach from outside until<br />

the second half of the 20th century.”<br />

Although there are advantages to being<br />

so rich in mining and exploration associations,<br />

it has created some challenges as<br />

well. “One of the problems of having so<br />

many mining associations is that governments<br />

like to have the industry speaking<br />

to them with one voice,” Giraud says. “But<br />

with so many organizations, that consensus<br />

is hard to obtain.”<br />

Vancouver-based Geoscience <strong>BC</strong>,<br />

chaired by John Thompson, is an industry-led,<br />

not-<strong>for</strong>-profit, applied geoscience<br />

organization that began in 2005 with a<br />

$25-million grant from the provincial<br />

government. Since then it has received<br />

almost $12 million more. President and<br />

CEO ’Lyn Anglin says the group works<br />

with industry, academia, government,<br />

First Nations and communities to fund<br />

applied geoscience projects. Its objective is<br />

to attract mineral and oil and gas exploration<br />

to British Columbia. Its mandate<br />

includes the collection, interpretation and<br />

delivery of geoscience data and expertise<br />

to promote investment in resource exploration<br />

and development in B.C.<br />

<strong>AME</strong> <strong>BC</strong>, led by president and CEO<br />

Gavin Dirom, is an advocacy organization<br />

that promotes healthy, sustainable and<br />

environmentally sound mining exploration<br />

in B.C. Currently chaired by Lena<br />

Brommeland, the association has been in<br />

existence since 1912 under different names<br />

(a few years ago it acquired its present<br />

moniker). It has 4,000 members all over<br />

the world, most of which are in the Lower<br />

Mainland. Its membership includes explorationists,<br />

prospectors and suppliers.<br />

Annually the organization hosts Mineral<br />

Exploration Roundup, the pre-eminent<br />

exploration conference in the world, which<br />

attracts some 6,000 attendees.<br />

<strong>AME</strong> <strong>BC</strong> has a five-year strategic plan<br />

(2008 to 2012) to guide its activities,<br />

services and partnerships. As part of the<br />

plan, <strong>AME</strong> <strong>BC</strong> staff develop and implement<br />

an annual operating plan to focus<br />

the association’s priorities. Components<br />

of the strategy include taking part in<br />

government processes related to: access<br />

to land, streamlining of regulations, land<br />

and resource management planning,<br />

regional land-use permits and roads.<br />

<strong>AME</strong> <strong>BC</strong> is also committed to identifying<br />

and addressing barriers to grassroots<br />

exploration; investigating opportunities<br />

to further support the assaying,<br />

mapping, reporting and marketing<br />

needs of prospectors; and continuing to<br />

encourage geoscience.<br />

<strong>The</strong> Chamber of Mines of Eastern<br />

British Columbia, with headquarters<br />

in Nelson, is a non-profit organization<br />

that not only advocates <strong>for</strong> the mining<br />

industry, but also has an in<strong>for</strong>mation<br />

and resource library with an extensive<br />

collection of geological in<strong>for</strong>mation,<br />

maps and rock and mineral specimens.<br />

<strong>The</strong> chamber’s office is open to the public<br />

five days a week.<br />

President Jack Denny says the<br />

CME<strong>BC</strong> was <strong>for</strong>med in 1925 and has<br />

between 100 and 200 members, depending<br />

on the time of year. <strong>The</strong> chamber<br />

hosts elementary and high school classes<br />

and offers courses, such as prospecting.<br />

Denny says its graduates have had great<br />

success “and are responsible <strong>for</strong> bringing<br />

millions of dollars worth of investments<br />

to the Kootenay-Boundary region.”<br />

Recently the CME<strong>BC</strong> has been sharing<br />

the hosting of the Minerals South<br />

conference with the East Kootenay<br />

Chamber of Mines. <strong>The</strong> next conference<br />

is slated <strong>for</strong> November 2010.<br />

<strong>The</strong> Cranbrook-based East Kootenay<br />

Chamber of Mines was <strong>for</strong>med in the early<br />

1990s. <strong>The</strong> advocacy group represents<br />

200 members on legislative and regulatory<br />

issues. President Ross Stanfield says<br />

the EKCM takes a special interest in provincial<br />

government land policy and plans,<br />

including the recent Flathead Valley decision,<br />

land access and proposed changes<br />

to Mineral Titles Online. In addition,<br />

the chamber and its members stay on<br />

top of environmental issues, endangered<br />

species and public geoscience.<br />

“We’re in close touch with <strong>AME</strong> <strong>BC</strong><br />

and MA<strong>BC</strong> and, through them, the network<br />

of regional conferences in the rest of<br />

the province,” Stanfield says.<br />

says Kamloops Exploration Group was<br />

founded around 1972. With approximately<br />

an annual technical conference that<br />

has been taking place since 1987.<br />

“It’s one of B.C.’s highest<br />

quality and most inexpensive<br />

mining conferences, with a focus<br />

on mineral exploration and<br />

geology,” Cathro says.<br />

<strong>The</strong> two-day conference<br />

highlights<br />

exploration successes<br />

and issues and attracts<br />

500 attendees and<br />

70 exhibitors. For the<br />

last eight years,<br />

the conference has<br />

focused on B.C.<br />

projects and geology.<br />

<strong>The</strong> theme of<br />

the 2010 conference,<br />

which took place in<br />

April, was “explore<br />

locally, impress<br />

globally.” KEG<br />

also sponsors<br />

and a twicea-month<br />

lecture<br />

series in the winter<br />

that is open to the general public.<br />

Prince George Exploration Group is<br />

a new regional association, <strong>for</strong>med in<br />

spring 2009 and led by Ken MacDonald.<br />

According to PEG director Tracy<br />

Savident, the group is modelled on<br />

the KEG. PEG’s mandate is to promote<br />

prospecting, mineral exploration and<br />

mining to the general public, to provide<br />

an industry discussion <strong>for</strong>um and to<br />

hold prospecting classes and promote<br />

other educational projects in connection<br />

with mining and prospecting.<br />

PEG has approximately 30 members<br />

and is growing, Savident says. <strong>The</strong> membership<br />

includes individuals, juniors<br />

and a few mining operators.<br />

“Most people don’t think of Prince<br />

George as a mining centre, but there’s<br />

a history of mining and exploration in<br />

the area,” Savident says. “For example,<br />

the Endako Mine is nearby and the Mt.<br />

Milligan Mine is moving closer to<br />

construction.”<br />

Smithers Exploration Group has<br />

been in operation since 1971 and represents<br />

about 250 members in northwestern<br />

B.C. <strong>The</strong> group is very active.<br />

Boyce says the group sponsors field trips<br />

and short courses, organizes technical<br />

and general-interest talks and hosts<br />

conferences and social events.<br />

SEG is a partner in the Northwest<br />

Community College School of Exploration<br />

and Mining, which trains students<br />

<strong>for</strong> work in exploration and mining in the<br />

region. <strong>The</strong> school is funded through<br />

grants from the provincial and federal<br />

governments and donations from the<br />

minerals industry.<br />

SEG has put together the Northern<br />

Cordilleran Rock Collection, a large<br />

collection of rock suites representing<br />

regional geological units, mineral deposits<br />

and alteration assemblages.<br />

Vancouver Island Exploration Group<br />

was founded by Jacques Houle and is<br />

located in Nanaimo. Houle says VIX, as<br />

it is known, is an ad hoc group of approximately<br />

250 members that was established<br />

in 2002.<br />

“Our mandate is professional development<br />

only,” he says. “No political<br />

advocacy.”<br />

professional development talks, VIX also takes its members on<br />

field trips approximately once a month. <strong>Members</strong> are local prospectors,<br />

geologists, consultants, exploration and mining company<br />

executives and suppliers.<br />

“<strong>The</strong>re are no membership fees and anyone who attends any<br />

function is an automatic lifetime member unless they choose<br />

otherwise,” Houle says.<br />

Created by provincial statute in 1901 and currently chaired<br />

by John McManus, MA<strong>BC</strong> represents the collective needs and<br />

interests of operating coal, metal and industrial mineral mining<br />

companies in British Columbia. It is regarded by most people in<br />

the industry as the predominant voice of mining in the province.<br />

MA<strong>BC</strong> meets <strong>AME</strong> <strong>BC</strong> “somewhere in the middle [of the mine<br />

development process], where exploration and mining come<br />

together,” says president and CEO Pierre Gratton.<br />

<strong>The</strong> association seeks to promote a positive attitude toward<br />

the mining industry in the province among the general public<br />

and government. It liaises with federal and provincial legislators,<br />

lobbies <strong>for</strong> regulatory advancement and publicly promotes the<br />

economic and social value of mining.<br />

Recently MA<strong>BC</strong> established a B.C. Mining Industry Climate<br />

Action Task Force to address the B.C. government’s climate<br />

initiatives, including carbon tax and the impending cap-andtrade<br />

system. For both economic and environmental reasons,<br />

the B.C. mining and smelting industry has gradually become<br />

more efficient and has reduced emissions at many operations<br />

over the last 20 years. MA<strong>BC</strong> and its members aim to meet greenhouse<br />

gas emission reduction goals while at the same time developing<br />

a sustainable mining and smelting industry.<br />

Formed in 1986 and led by president and CEO Terry Mulligan,<br />

the Mining Suppliers <strong>Association</strong> of B.C. comprises some 200<br />

companies in Vancouver and in mining communities throughout<br />

the province, as well as Alberta, Ontario and Washington State.<br />

<strong>The</strong> association’s members provide equipment, products, consulting<br />

and related services to the B.C mining industry.<br />

Incoming chair Patty Moore says what makes MSA<strong>BC</strong><br />

unique is that there are no other suppliers associations of its<br />

size in Canada. <strong>The</strong> association works with MA<strong>BC</strong> on such<br />

industry initiatives as sustainability, land use, cooperation with


First Nations, government relations and<br />

public awareness. It also works closely<br />

with MA<strong>BC</strong> on environmental issues and<br />

health and safety in the mines. MSA<strong>BC</strong> is<br />

a major contributor to industry events<br />

and programs, education and charitable<br />

causes. MSA<strong>BC</strong>, along with several other<br />

provincial and regional associations, supports<br />

Mining Week, which is an annual<br />

province-wide celebration of mining’s<br />

contribution to the B.C. economy.<br />

<strong>The</strong> <strong>Association</strong> of Professional<br />

Engineers and Geoscientists of British<br />

Columbia regulates and governs professions<br />

under the authority of the<br />

Engineers and Geoscientists Act by setting<br />

and maintaining high academic,<br />

experiential and professional practice<br />

standards <strong>for</strong> all of its members.<br />

Individuals licensed by APEG<strong>BC</strong> are the<br />

only people permitted by law to undertake,<br />

and assume responsibility <strong>for</strong>, engineering<br />

and geoscience projects in the<br />

province of B.C. APEG<strong>BC</strong>’s mandate is<br />

to uphold and protect the public interest<br />

in the practice of the professions in terms<br />

of health, safety and the environment.<br />

Unlike other provinces, B.C. registers<br />

only individuals, not companies.<br />

Geoff Thiele, director, investigation<br />

and discipline, says there are about 20,000<br />

licensed engineers and geoscientists in<br />

the province.<br />

“Protecting the public interest is our<br />

first and <strong>for</strong>emost responsibility,” he says.<br />

<strong>The</strong> B.C. Technical and Research<br />

Committee on Reclamation, chaired by<br />

Carla Fraser, was <strong>for</strong>med in the early<br />

1970s to provide a better channel of communication<br />

between industry and government.<br />

Vice-chair Ben Chalmers says<br />

the committee is composed of about 20<br />

representatives of academia, industry and<br />

the provincial and federal governments.<br />

<strong>The</strong> TRCR meets four or five times a<br />

year to discuss matters of joint concern<br />

and interest, exchange experiences, plan<br />

and prioritize research needs. Since 1977,<br />

the TRCR has sponsored the annual Mine<br />

Reclamation Symposium, which fosters<br />

the exchange of in<strong>for</strong>mation and ideas<br />

on reclamation. Proceedings, published<br />

concurrently with the symposia, are a<br />

valuable source of in<strong>for</strong>mation <strong>for</strong> anyone<br />

interested in this field. <strong>The</strong> 2010 symposium<br />

takes place in September in Courtenay.<br />

Chalmers says it is expected to attract<br />

between 100 and 140 attendees. ■<br />

Early days of the trade<br />

People were mining in British Columbia<br />

10,000 years ago.<br />

Away up in the northwest, towering<br />

nearly 2,800 metres in the air, is our first<br />

mining site: Mount Edziza, north of<br />

Terrace. Edziza, the highest volcano in<br />

the province, is dormant today. Dormant,<br />

geologists say, but it has “potential.”<br />

Uncounted millennia ago – science hasn’t<br />

figured out how many yet – it began to<br />

belch out hot, thick, dark lava that cooled<br />

quickly in the crisp northern air to <strong>for</strong>m<br />

black sheets of obsidian glass.<br />

Today, Edziza looms above the traditional<br />

lands of the Tahltan people. <strong>The</strong><br />

region’s first people began to mine the<br />

obsidian a hundred centuries ago, breaking<br />

off chunks to fashion tools, ornaments<br />

and, sometimes, weapons <strong>for</strong> their own<br />

use and <strong>for</strong> trading with other tribes.<br />

to Alaska.<br />

According to a Tahltan website: “<strong>The</strong>re<br />

were active volcanoes in our country<br />

thousands of years ago. <strong>The</strong>y have also<br />

helped <strong>for</strong>m the landscape. Mt. Edziza<br />

(which means cinders or volcano ash and<br />

sand mountain in Tahltan) is a volcano<br />

cone. Old lava flow can be seen in spots.<br />

It has been centuries since the last volcanic<br />

eruption, but some of our people<br />

remember stories about families who<br />

had to move camp in a hurry because of<br />

volcanic action.”<br />

Astonishingly, in the early years of<br />

the 21st century, the Tahltan are still<br />

chipping away at the mountain, these<br />

days <strong>for</strong> other reasons. Tahltan band<br />

member and PhD candidate Vera Asp, an<br />

archaeologist, is studying the use of<br />

obsidian by her ancestors.<br />

Obsidian is valued <strong>for</strong> its cutting qualities:<br />

it breaks into pieces with razor-sharp<br />

edges. Even today, scalpels made of obsidian<br />

are used in some surgical procedures<br />

where extremely fine cutting action is<br />

called <strong>for</strong>. An obsidian knife, still sharp,<br />

found in the Stikine River area, is estimated<br />

to have been fashioned 2,000 years ago.<br />

<strong>The</strong> word “obsidian” comes to us through<br />

the Latin obsidianus, a misprint, says the<br />

Ox<strong>for</strong>d English Dictionary, of the word<br />

obsianus, after a Roman named Obsius,<br />

who, according to Roman author and naturalist<br />

Pliny, found this rock in Ethiopia.<br />

Today, echoing the uses of that ancient<br />

Tahltan obsidian, much of the mineral<br />

and metal material taken from the earth<br />

glass windows. And wedding rings.<br />

<strong>The</strong>re is no doubt: we need metals and minerals. As the old<br />

saying goes: If you can’t grow it, you have to mine it!<br />

<strong>The</strong> desire to own things made of metal is persistent and universal.<br />

Leaping ahead in time we learn that in 1774, a group of<br />

Haida people near Haida Gwaii (the Queen Charlotte Islands)<br />

came into contact with the Spanish explorer Juan Perez, in command<br />

of the Santiago. Among the items the natives received in<br />

trade <strong>for</strong> their furs and carved boxes were iron knives. But they<br />

had iron already! A friar travelling with Perez wrote: “We were<br />

interested also to see that the women wear rings on their fingers<br />

and bracelets of iron and copper ….” When Captain Cook<br />

visited Nootka Sound on the west coast of Vancouver Island<br />

in 1778, he was astonished to find the local people had iron<br />

knives and spears tipped with copper. (<strong>The</strong>y also had two silver<br />

teaspoons, but they got those from earlier Spanish explorers.)<br />

In a 1938 paper, Thomas A. Rickard, who wrote extensively<br />

on the history of mining, quotes John Meares (at Nootka in<br />

1788): “<strong>The</strong> pure malleable lumps of copper ore seen in the<br />

possession of the natives convince us that there are mines of<br />

this metal in the vicinity of this part of the western coast …. We<br />

had also occasionally seen necklaces and a sort of bracelet worn<br />

on the wrist, which were of the purest [copper] ore, and to all<br />

appearances had never been in the possession of a European.”<br />

Rickard himself writes, “<strong>The</strong> Tsimshian Indians, on the Skeena<br />

River, in northern British Columbia, have a tradition of fire that<br />

fell from heaven and was trans<strong>for</strong>med into copper. This suggests<br />

the finding of copper in nugget <strong>for</strong>m, like a drop of molten metal<br />

from the sky.”<br />

This “native copper,” one of the few metallic elements<br />

to occur in uncombined <strong>for</strong>m as a natural mineral, would be<br />

fashioned, among other things, into copper shields, which B.C.’s<br />

early First Nations esteemed highly. As <strong>for</strong> the iron, Rickard<br />

writes: “We have good reason to infer that the indigenes on this<br />

northwestern coast made their first acquaintance with iron,<br />

as the South Sea Islanders did, by means of driftwood, brought<br />

by the oceanic winds and currents, both moving persistently<br />

eastward from the Asiatic shore to the American mainland.” And<br />

he provides many instances of metal-studded flotsam from<br />

wrecked vessels that washed ashore.<br />

Gold and coal<br />

As Europeans began to arrive in British Columbia in greater<br />

and greater numbers, their discovery of minerals and metals<br />

intensified.<br />

<strong>The</strong> famous botanist David Douglas, after whom the Douglas<br />

fir is named, is said to have made the first discovery of gold<br />

in British Columbia. It was in the summer of 1833 on the west<br />

shore of Okanagan Lake, and he apparently found enough gold


to make a seal. In what way he gathered<br />

the gold and how large a seal he made –<br />

perhaps a signet ring? – isn’t recorded.<br />

A couple of years later, a momentous<br />

discovery was made on Vancouver Island:<br />

coal. <strong>The</strong> local native people around<br />

Port Hardy, on the Island’s northeast<br />

coast, already knew about it. <strong>The</strong>y told<br />

Dr. William Tolmie, who in 1835 was a<br />

young surgeon working <strong>for</strong> the Hudson’s<br />

Bay Company. (One story tells of a group<br />

of men who were amused to see a local<br />

blacksmith using coal imported all the<br />

way from Wales, when they knew there<br />

were mountains of the stuff nearby.)<br />

Tolmie told his employers about<br />

the coal, and H<strong>BC</strong> had its newly arrived<br />

steamer, the Beaver, go to the site and<br />

check out the report. It took some years<br />

after the Beaver’s visit, but what they<br />

found persuaded the company to begin<br />

mining the coal. That was the small<br />

beginning of what has been described as<br />

“the oldest established and most important<br />

industry of Vancouver Island.” H<strong>BC</strong><br />

carried on intermittent mining <strong>for</strong> several<br />

years, and then abandoned the project.<br />

Newly arrived Scot Robert Dunsmuir<br />

revived mining in Nanaimo in 1851, and it<br />

has continued ever since. <strong>The</strong> Dunsmuir<br />

family – whose own background was in<br />

coal mining in Scotland – would come to<br />

dominate the industry <strong>for</strong> many years.<br />

A little-known gold rush occurred in<br />

the Queen Charlotte Islands in March of<br />

1851, sparked when a Haida man brought<br />

a 27-ounce nugget to Fort Victoria. He<br />

got 1,500 H<strong>BC</strong> blankets <strong>for</strong> the nugget.<br />

Perhaps he and his blankets were aboard<br />

the Una, an H<strong>BC</strong> vessel that hurried up<br />

to Moresby Island to examine the find. It<br />

is said the crew of the Una found a vein<br />

there, six-and-a-half feet wide and 80<br />

feet long. Be<strong>for</strong>e long, they began blasting.<br />

<strong>The</strong> Una’s log states that, as soon as<br />

a blast had occurred, the Haida men<br />

would rush in to gather the gold, grabbing<br />

the crewmen by the legs to prevent<br />

them from getting it. After three blasts<br />

the rest of the gold was abandoned “to<br />

avoid bloodshed,” and the log notes the<br />

warring parties – the Haida men and the<br />

Una’s crew – each took about $1,500 in<br />

gold – roughly equivalent to $60,000<br />

today. On her return voyage the Una was<br />

wrecked off Neah Bay and her gold was<br />

lost. <strong>The</strong> H<strong>BC</strong> decided not to mine in<br />

the Queen Charlottes again.<br />

In 1855 gold was discovered on<br />

the Pend d’Oreille River, a tributary of<br />

the Columbia, near present-day Trail.<br />

<strong>The</strong>n, in 1857, it was discovered on the<br />

Thompson River, and miners began to<br />

come in from Washington and Oregon.<br />

In 1858 the metal was found along the<br />

Fraser. That led, as everyone knows, to<br />

a huge influx of American prospectors.<br />

On August 2, 1858 Governor James<br />

Douglas – alarmed by all those Yankees –<br />

proclaimed that the British Columbia<br />

mainland was now a British colony, soon to<br />

be united with the colony of Vancouver<br />

Island. Gold had created a province.<br />

A historical sidelight: in 1858 a man<br />

named Alfred Waddington arrived in<br />

the area, attracted by gold fever. He<br />

thought there was still lots of gold to be<br />

found on and around the river, even<br />

though miners were beginning to abandon<br />

their apparently worked-out claims,<br />

and produced a book called <strong>The</strong> Fraser<br />

Mines Vindicated. We mention it because<br />

this was the first book published in<br />

British Columbia. A little book published<br />

100 years later, entitled Mining in<br />

Focus, by the late Bruce Ramsey, is subtitled<br />

An Illustrated History of Mining in<br />

British Columbia. In it, Ramsey writes<br />

that many Chinese immigrants “moved<br />

to the Cariboo to become miners or set<br />

up businesses such as laundries and<br />

estaurants. An estimated 6,000 to 7,000<br />

Chinese immigrants had come to B.C.”<br />

Gold was changing the ethnic makeup<br />

of the province.<br />

We must mention the Douglas Trail,<br />

built from Fort Douglas at the north<br />

end of Harrison Lake to the Interior in<br />

1859 at the command of Governor<br />

Douglas. Three years later the Cariboo<br />

Trail would stretch 650 kilometres<br />

through the Fraser River Canyon from<br />

Yale to Barkerville to provide a wagon<br />

route to the Cariboo-region goldfields.<br />

<strong>The</strong> Alexandra Bridge was built across<br />

the Fraser – the first bridge across that<br />

river. In 1865 the 720-kilometre<br />

Dewdney Trail would open, again to<br />

facilitate passage to and from the gold<br />

fields. Now gold was changing the map.<br />

And more: “<strong>The</strong> wagon road through<br />

the [Fraser River] canyon,” Ramsey<br />

wrote, “was to remain the sole economic<br />

lifeline to the Interior until the Canadian<br />

Pacific Railway was built. Even today it is<br />

a crucial economic link <strong>for</strong> the province.<br />

Once it was built the prices of all goods<br />

dropped radically, and more importantly<br />

it meant that now families with women<br />

and children rode into the Cariboo to<br />

join in the gold rush and the development of the province.” Gold<br />

was changing our social structure.<br />

<strong>The</strong>re was another rush in 1859 when Peter Curran<br />

Dunlevy discovered gold at Little Horsefly Creek in the<br />

Cariboo. <strong>The</strong>n there was the discovery of placer gold deposits<br />

in the Cariboo in 1860 and, that same year, yet more gold was<br />

found in the Similkameen, and on the Stikine River the year<br />

after. <strong>The</strong> latter led to the establishment of what was called<br />

“Stikeen Territory.” H<strong>BC</strong> authority was taken away, and James<br />

Douglas took over as administrator. In 1863 the territory was<br />

absorbed into British Columbia.<br />

And so it went, discovery after discovery. It is no exaggeration<br />

to say that gold – or more precisely the quest <strong>for</strong> gold – was the<br />

most important element in the early growth of this province.<br />

A minister of mines<br />

By 1874 B.C. had its first minister of mines. He was Dr. John<br />

Ash, and on March 8 he submitted his first report: “Productive<br />

mining in B.C. is, at the present time, restricted to mining <strong>for</strong><br />

gold in many widely separated districts of the province; and to<br />

mining <strong>for</strong> bituminous coal, which is confined to Nanaimo and<br />

its immediate vicinity. <strong>The</strong> indications of the existence of other<br />

metals and minerals of great economic value are frequent<br />

throughout the country . . .<br />

Ash went on, “With regard to the actual annual yield of gold,<br />

as this is the first time that any attempt has been made in the<br />

history of the province to collect mining statistics, numerous<br />

obstacles have prevented full in<strong>for</strong>mation being obtained, <strong>for</strong>emost<br />

among which is the disinclination on the part of the miner,<br />

both white and Chinese, to furnish in<strong>for</strong>mation which might be<br />

relied upon, the prevalent idea being that such in<strong>for</strong>mation can<br />

only be sought with the view of imposing some new tax.”<br />

Gold was not the sole generator of<br />

rushes. In August of 1886, brothers Osner<br />

and Winslow Hall, from Colville, Washington<br />

found a copper-silver deposit.<br />

That started a rush to Toad Mountain and<br />

led to the birth of the city of Nelson.<br />

<strong>The</strong> next quarter-century saw a steady<br />

succession of discoveries: Fairview, north<br />

of Oliver; Silver King; Britannia; LeRoi;<br />

North Star; Sandon; Mother Lode at<br />

Greenwood; the Sullivan in 1892; North<br />

Star; Prince Albert Hydraulic Gold<br />

Mine; St. Eugene; Cariboo Hydraulic<br />

Mining; Lenora; Tyee; and on and on.<br />

This feverish activity would eventually<br />

lead to the realization that some sort of<br />

organization was needed to keep track of<br />

what was going on.<br />

<strong>The</strong> 1898 chamber<br />

In 1898 a Chamber of Mines was founded in Vancouver. We<br />

wrote about this group in our fall issue, and were puzzled by its<br />

disappearance without a trace. But, thanks to newspaper<br />

reports of the time, we do know its aims: a) to promote and<br />

protect the mining interests and industries of British Columbia,<br />

b) to consider questions connected with the mining industry<br />

and promote public discussion thereon, c) to promote measures<br />

affecting the mining industry, d) to collect and circulate statistics<br />

and other in<strong>for</strong>mation relating to the mining industry<br />

and e) to communicate with and exchange in<strong>for</strong>mation on<br />

mining matters with Chambers of Mines and government<br />

departments of mines in the Dominion of Canada and other<br />

countries … and so on.<br />

When the British Columbia Chamber of Mines, predecessor<br />

to <strong>AME</strong> <strong>BC</strong>, began in earnest in 1912 (originally as the Vancouver<br />

Mining Club), its aims were virtually identical. And they have<br />

changed little in 98 years. ■<br />

This is a first draft of the first chapter of a book by local author Chuck<br />

Davis, marking the 100th anniversary of <strong>AME</strong> <strong>BC</strong> in 2012.<br />

Additional excerpts will appear in future issues of Mineral<br />

Dr. Nick Carter<br />

SUCCESS BUILDING ON SUCCESS<br />

<strong>The</strong> Prospectors and Developers <strong>Association</strong> of Canada (PDAC)<br />

recently acknowledged Dr. Nicholas Carter <strong>for</strong> fostering<br />

mineral exploration and mining in Canada through his active role in associations and professional<br />

societies. To list all of his other achievements, contributions and publications would take more space<br />

than we have <strong>for</strong> this profile – suffice to say they are vast and varied. And although retired in principle,<br />

Carter isn’t resting on his laurels, and he hasn’t put away his maps.<br />

You were key in the launch of Mineral<br />

Exploration Roundup in 1984. It has since<br />

grown to become an internationally<br />

respected annual event that draws thousands<br />

to Vancouver every year. What do<br />

you think about the evolution of Roundup?<br />

Success always builds on success, and<br />

Roundup has always been successful. It<br />

has grown beyond the “old home week”<br />

atmosphere, but that is to be expected.<br />

You recently received the PDAC Distinguished<br />

Services Award. Why has it<br />

always been so important to you to give<br />

back to the industry?<br />

Throughout my career people have been<br />

quick to lend a hand, and I have always<br />

tried to do the same <strong>for</strong> others. For my<br />

acceptance speech I attempted to put<br />

together a list of the people who have<br />

contributed to my career, but it quickly<br />

became too long to read out. <strong>The</strong> exercise<br />

was interesting, though, because I realized<br />

the vast majority were prospectors.<br />

What do you feel is your most significant<br />

career contribution?<br />

Looking back I would say I had the ability<br />

to bring people together – to encourage<br />

good people to join the government and<br />

the private sector. I was also able to bring<br />

together those who needed financing<br />

with the right people in Toronto. It’s very<br />

satisfying to see partnerships work out. I<br />

was also very <strong>for</strong>tunate to be working<br />

with what is now the Geological Survey<br />

Branch during the mid-1960s and ’70s<br />

when things were booming in this province.<br />

I really got a sense of accomplishment<br />

and of contributing something<br />

significant to the sector.<br />

As a <strong>for</strong>mer senior geologist with the B.C.<br />

Geological Branch what, in your view, are<br />

the greatest challenges it faces?<br />

A lack of funding! <strong>The</strong> branch has been<br />

around <strong>for</strong> 115 years and if you look back<br />

through B.C. Ministry of Mines annual<br />

reports you will see the good, solid work<br />

done in documenting mineral deposits<br />

throughout the province. <strong>The</strong> quality of<br />

this compendium of annual reports is<br />

unprecedented anywhere else in the<br />

world. <strong>The</strong>re wouldn’t be a MINFILE if<br />

it weren’t <strong>for</strong> the data in those annual<br />

reports, and MINFILE itself has not been<br />

updated <strong>for</strong> a number of years – consistent<br />

independent documentation of mineral<br />

in<strong>for</strong>mation is critical, and the branch no<br />

longer has the resources to do this.<br />

B.C. is blessed with mineral potential yet<br />

continues to struggle to re-establish itself<br />

as the exploration mecca it once was.<br />

What is holding the province back?<br />

Two things: land claims and permitting<br />

delays. In both cases, work is being done<br />

but progress is not being made. <strong>The</strong> onewindow<br />

approach was going to solve the<br />

permitting delays but it hasn’t. It saddens<br />

me to see a project such as Tulsequah<br />

Chief Mine project go into receivership<br />

because the process dragged on <strong>for</strong> too<br />

many years.<br />

What do you think will be B.C.’s big<br />

mining story of the next decade?<br />

If we could get back to having over 20<br />

producing mines, especially if they were<br />

situated in areas of the province that have<br />

been hit by the mountain pine beetle,<br />

that would be B.C.’s mining story of the<br />

decade; the area has some very prospective<br />

ground. Another is molybdenum;<br />

there are few areas in the world that have<br />

molybdenum deposits and B.C. happens<br />

to be one of them.<br />

What has been the most exciting period<br />

of your career so far?<br />

Being part of the boom times in B.C. as I<br />

mentioned. I was lucky enough to be<br />

mainly responsible <strong>for</strong> the identification<br />

of some new mineralization in the<br />

Toodoggone area in the 1980s that subsequently<br />

was mined. I was extremely <strong>for</strong>tunate<br />

to be able to travel to the edge of the<br />

Tibetan plateau in the remote southwest<br />

part of China to look at a moly project a<br />

few years ago.<br />

What projects are you working on now?<br />

I have some interests in a couple of molybdenum<br />

properties in northern B.C. I’m<br />

also working on a part-time basis <strong>for</strong> some<br />

junior companies, and I’m working on an<br />

article <strong>for</strong> the Geological <strong>Association</strong> of<br />

Canada Camps of Fame series on the<br />

Beardmore Geraldton Gold Camp, <strong>for</strong>merly<br />

known as the Little Long Lac camp.<br />

I was born virtually next door to the head<br />

frame of the Little Long Lac mine. ■<br />
