Minutes of REGULAR MEETING Held April 15, 2010 Township of Springfield Laura Moreau, Clerk Call to Order: Supervisor Mike Trout called the April 15, 2010 Regular Meeting of the Springfield Township Board to order at 7:30 p.m. at the Springfield Township Civic Center, 12000 Davisburg Road, Davisburg, MI 48350. Pledge of Allegiance Roll Call: Board Members Present Mike Trout Laura Moreau Jamie Dubre Judy Hensler David Hopper Dennis Vallad Township Supervisor Township Clerk Township Treasurer Township Trustee Township Trustee Township Trustee Board Members Not Present Roger Lamont Township Trustee Others Present Greg Need Charles Oaks Township Attorney Fire Chief Agenda Additions & Changes: None Public Comment: Supervisor Trout informed the public of a new procedure for public comments. He asked that anyone wanting to comment at the meeting or leave a comment for the Board, to fill out a form located at the back of the room. This procedure will help the Recording Secretary and the Township to keep track of who speaks at meetings. No public comments were heard at this time. Consent Agenda: * Trustee Hopper moved to approve the Consent Agenda as published. Trustee Vallad supported the motion. Vote on the motion. Yes: Dubre, Hensler, Hopper, Moreau, Trout, and Vallad; No: None; Absent: Lamont. The motion carried by a 6 to 0 vote. a) Approval of Minutes: March 11, 2010 Regular Meeting with bills and additional disbursements of $182,405.87 b) Acceptance of March Treasurer’s Report 1
Minutes of REGULAR MEETING Held April 15, 2010 Township of Springfield Laura Moreau, Clerk c) Receipt of March 2010 Reports: Building, Electrical, Plumbing, Mechanical, Ordinance, Police, Fire, and IT d) Receipt of Committee Reports: Budget & Finance e) Authorize payment of bills as presented, totaling $24,493.09 f) Authorize participation in RCOC dust control program @ 28¢/linear foot for five applications on public roads; authorize contracting with Road Maintenance Inc. for dust control on private roads @ 40¢/linear foot for 4 applications g) Authorize annual sponsorship of Holly Area Youth Assistance in the amount of $1,500 for FY 2010 h) Approve Property Manager job description i) Approve resolution to adopt Fair Housing Policy j) Approve request from Oakland County Community Mental Health Authority to recognize May 2010 as Mental Health Month Receipt of Communications - Received letter from Holly High School regarding the Senior All Night Party - Received letter from Water Resource Commissioner regarding additional information about the Garner Drain - Received letter from RCOC regarding FY 2010 Tri-Party Program - Received letter from Sheriff Michael Bouchard regarding 2011 Law Enforcement Agreement - Received letter from Comcast regarding network enhancements Public Hearing: Old Business: None None New Business: 1. West Nile Program Supervisor Trout reported that Erin Mattice has gone through the mandatory training for the West Nile program. The training is required for the Township to participate and be eligible for reimbursement. Per Ms. Mattice’s memo dated April 1, 2010, the Township was awarded $5,542.99 in funding for 2010. The Township now needs to submit a proposed project and scope to the Board of Commissioners for approval. As part of the project description, the Township will provide dunks for treatment of private ponds and wetland areas that will be available at the Township office; will provide mosquito repellent; and will treat catch basins and retention ponds throughout the Township with a larvacide treatment twice a year. 2
