illage Green marks our 90th anniversary this year. Over the past nine decades we<br />
have seen several cycles of the real estate business and through them all, have<br />
come out stronger.<br />
Looking back over the years, there has been quite an evolution – both with our company and the<br />
industry. My grandfather, Joseph Holtzman first began the company with his partner, Irwin Silverman, as<br />
a single-family homebuilder. Then, over the generations, it expanded to include single-family homes and<br />
a variety of other investments, including condominiums, apartments, shopping centers and office and<br />
industrial real estate.<br />
In the past 30 years, we named the apartment division Village Green and have focused only developing<br />
and managing apartment communities. We now operate in 12 states and have become one of the<br />
nation’s largest privately owned developers, builders,<br />
managers and owners of luxury rental communities.<br />
While housing trends and needs have seen and continue to<br />

or many of us the turmoil in the financial and real estate markets is<br />
unprecedented in our careers. A recession has settled in, Congress is bailing out and<br />
assisting companies and individuals in need, and the stock market has been on what<br />
seems a never-ending roller coaster.<br />
Most likely you or someone close to you has felt the widespread negative effect of<br />
these events. Many companies are tightening their expenditures, reducing staff and<br />
curtailing anything not seen as necessary. Also, record foreclosures and tight capital<br />
markets are affecting home purchases and/or refinances and restricting abilities to<br />
access additional capital for growth and development.<br />
Fortunately for Village Green, multi-family real estate in the Midwest is one of the<br />
bright spots. Due to the lack of supply over the last five years and the troubled<br />
economic conditions, many have become renters instead of owners, contributing to a<br />
positive trend with our occupancies and rents in the past year. This is a much needed<br />
improvement over the early and mid-2000’s when homeownership was at an all time<br />
high and we were forced to discount rents and use concessions to stay competitive.<br />
With that, there are some distinguishable opportunities ahead for Village Green to<br />
continue our growth in 2009. As we enter the second quarter, Village Green will remain<br />
focused on increasing rents, bringing renewals to market, merchandising, improving<br />
economic occupancy, eliminating expenses and servicing our customer so we can<br />

Park Glen<br />
Village Green’s Minneapolis market<br />
success led to the addition of Park Glen to<br />
its Minnesota portfolio. At 290 units, the<br />
apartment community is in St. Louis Park<br />
and provides suburban living with city life<br />
convenience. With Village Green managing<br />
the property, 2008 ended favorably at Park<br />
Glen, with more than a 9% increase in<br />
total income. Net operating income was<br />
nearly 6% favorable to budget (compared<br />
to more than 8% unfavorable the year<br />
prior) and 11% higher than 2007.<br />
McDowell Place<br />
Located in Naperville, a picturesque<br />
western suburb of Chicago, McDowell<br />
Place joined Village Green’s portfolio in<br />
mid-2008. With 400 apartments, the<br />
park-like community with tennis courts<br />
and a private lake, features apartments and<br />
town homes with wonderful unit<br />
amenities such as fireplaces, abundant<br />
closet space, private patios and<br />
Whirlpool® ®<br />
appliances, as well. In just six<br />
months, the apartment community’s<br />
occupancy, even while under renovation,<br />
increased almost 20% from the previous<br />
management and continues to trend<br />
positively.<br />
Cobbler Square<br />
Village Green added another historic asset,<br />
Cobbler Square, to its downtown Chicago<br />
portfolio in December 2008. This old Dr.<br />
Scholl’s shoe factory features 295 loft-style<br />
apartments with brick and beam<br />
construction and is in one of the city’s most<br />
popular urban neighborhoods. Within just<br />
two months, occupancy improved by 5% and<br />
continues to trend favorably. Village Green<br />
also has recommended in-unit and common<br />
area renovations to maintain the property’s<br />
stature and ongoing success.<br />
The Reserve at Barry<br />
By overtaking the management of the<br />
Reserve at Barry in Kansas City, Village<br />
Green entered its second new market in<br />
the last six months. This 690-unit property<br />
is on 75 expansive acres and features two<br />
swimming pools and playgrounds, as well<br />
as a wide range of amenities. Since joining<br />
Village Green’s portfolio, the Reserve at<br />
Barry has improved physical and<br />
economic occupancies, lowered<br />
delinquency, increased referrals via<br />
personalized outreach and effectively<br />
merchandised highly exposed floor plans.<br />
Kingsridge<br />
Kingsridge is Village Green’s second Kansas<br />
City-area apartment community and<br />
ideally located 25 minutes from<br />
downtown, close to the airport and<br />
moments from entertainment. In less than<br />
six months, occupancy at the 160-unit<br />
property increased by nearly 15 percent<br />
by implementing Village Green’s proven<br />
programs such as placing a recent MIT<br />
graduate on site, putting policies and<br />
procedures into action and raising the<br />
standard for market-ready apartments.<br />
Skyline at Evanston<br />
Continuing our market expansion in<br />
Chicago, Skyline at Evanston joined Village<br />
Green’s portfolio in early 2009 a few<br />
months after its lease up had begun. This<br />
brand new, 221-unit community has a<br />
desirable address for Lake Michigan<br />
beaches, high-quality schools and short<br />
commutes to work in Chicago and at<br />
nearby Northwestern University. Using<br />
Village Green’s established lease-up<br />
techniques, the experienced team already<br />
has increased occupancy, made valuable<br />
referral relationships, and executed<br />
stronger merchandising.<br />
Village Green on Lake St. Clair<br />
Village Green on Lake St. Clair celebrated<br />
its $4 million renovation in November<br />
2008, with an afternoon affair full of<br />
excitement. Local chamber members and<br />
Harrison Township Supervisor Anthony G.<br />
Forlini joined Village Green associates in<br />
cutting the ribbon at the property’s<br />
renovated clubhouse.<br />
Southernside Apartments<br />
A welcome addition to Village Green’s St.<br />
Louis portfolio, this brand new, tax credit<br />
community began leasing in mid-2008 and<br />
has stabilized and achieved initial<br />
certifications. Spanning 15 acres in St.<br />
Charles County, Southernside Apartments<br />
features one-, two- and three-bedroom<br />
garden style units. The community also<br />
features a 3,075-square-foot clubhouse<br />
with a fitness center, great room, game<br />
room, laundry facility, business center,<br />
locker rooms and swimming pool.<br />
Sussex at Kingstowne<br />
Village Green entered Virginia in<br />
September 2008 by gaining the<br />
management contract for this large<br />
556-unit apartment community. Due to a<br />
proven renovation with the owner’s<br />
properties in the Chicago area, Village<br />
Green coordinated a similar successful<br />
effort at Sussex at Kingstowne that<br />
improved the property’s appeal and<br />
increased income. Located in Alexandria<br />
and in proximity to all the nation’s<br />
capital has to offer, the<br />
community is a welcome<br />
addition to the portfolio.
ake Calhoun City Apartments’<br />
lease up was a group effort<br />
across several departments that<br />
demonstrated the value and<br />
benefits of Village Green’s<br />
integrated companies and We Care<br />
philosophy.<br />
From the beginning, the construction and<br />
development teams worked closely with<br />
operations to stay aligned on the project’s<br />
progress and facilitate the transition from<br />
development to management as the<br />
apartment community was being built.<br />
The department cooperation on the<br />
delivery schedule also assisted the leasing<br />
team with outreach and networking by<br />
keeping interested prospects and local<br />
businesses informed through construction<br />
updates.<br />
As the delivery of units grew closer, the<br />
management, marketing and leasing<br />
associates hit the ground running using<br />
Village Green’s pre-leasing strategies with<br />
a focus on the essential four P’s –<br />
product, price, promotion and people.<br />
For the pre-leasing center, development<br />
and management worked together to<br />
select an ideal location that accented the<br />
future apartment community’s qualities<br />
and identified a space directly across the<br />
street from where Lake Calhoun City<br />
Apartments would be located. The center<br />
also provided picturesque views of Lake<br />
Calhoun, giving the prospects a near to<br />
exact replication of what they would<br />
experience while living in their new<br />
home.<br />
Village Green Interiors then created the<br />
look and feel of the City Apartments’<br />
lifestyle brand with a unit mock up, floor<br />
plan highlights, upscale finishes and finish<br />
boards, renderings, V.A.L.U. options and<br />
more in the pre-leasing center.<br />
As the leasing team worked on its<br />
outreach to develop strong personal<br />
relationships within the neighborhood<br />
and promote the new community, Village<br />
Green Communications complemented<br />
their efforts. A “Life in Balance” branding<br />
campaign, including a Web site, signage,<br />
advertising and printed collateral,<br />
promoted the community’s natural blend<br />
of recreation and urban city life.<br />
An aggressive public relations effort<br />
resulted in several local and trade<br />
publication stories during construction<br />
and a full-page color article appeared in<br />
Minneapolis’ main newspaper, the Star<br />
Tribune. This media coverage kept<br />
interest high, contributed to increased<br />
inquiries, and complemented the leasing<br />
team’s community outreach with<br />
third-party validation.<br />
The ongoing teamwork, along with the<br />
apartment community’s brand new<br />
features, exceptional amenities and<br />
location, enabled Lake Calhoun City<br />
Apartments to achieve above market<br />
rents through lease up. As the availability<br />
decreased, the team began to personalize<br />
vacant units with a range of value-added<br />
upgrades and specific merchandising<br />
strategies.<br />
Some units received painted accent walls,<br />
others were accessorized with pot racks<br />
and others still were outfitted with<br />
different upgrades to show the variety<br />
offered by Village Green and illustrate<br />
choices to prospective renters. These<br />
upgrades were used as closing tools, too.<br />
The site team also worked with the area<br />
director and regional leasing and<br />
marketing director to identify what<br />
premiums could be adjusted. This assisted<br />
the units that had taken longer than<br />
expected to rent and positively affected<br />
rentals. Sister referrals from Village<br />
Green’s other Minneapolis sites also<br />
helped to contribute to more rentals.<br />
As the lease up continued and occupancy<br />
increased, it was all hands on deck for the<br />
apartment community’s associates. They<br />
tailored each tour and improved their<br />
performance by identifying where<br />
potential weaknesses were. Because it<br />
is a smaller property, everyone from the<br />
property manager to the service team<br />
kept the energy level high and<br />
personalized the process. They were fully<br />
engaged in leasing apartments and<br />
moving people in by exceeding weekly<br />
unit delivery requirements and occupying<br />
the units immediately following<br />
the punches.<br />
Attention was put on keeping the new<br />
residents happy and delivering<br />
exceptional service to positively influence<br />
resident referrals. As new amenities were<br />
delivered, the site hosted resident social<br />
events to highlight the features and<br />
encouraged friends to join in the fun.<br />
Concentrating on resident satisfaction<br />
contributed to Lake Calhoun City<br />
Apartments receiving an “A” list ranking<br />
from its residents in its first year of<br />
operation.<br />
Last, but not least, once the site was<br />
complete, a grand opening celebration<br />
was held to showcase Lake Calhoun City<br />
Apartments to the community. Attendees<br />
included partners, real estate and<br />
corporate housing professionals, media<br />
and several local business leaders.<br />
From the grand opening, the site achieved<br />
more than a 10% growth in occupancy<br />
each month, reaching 97% occupancy in<br />
July. In collaborating closely with<br />
development and executing the four P’s,<br />
Lake Calhoun City Apartments’ lease up<br />
was awarded the company’s most<br />
successful lease up at Village Green’s<br />
annual Seminar.
ince the mid to late 19th century,<br />
multifamily buildings have<br />
provided housing for rent to<br />
those who were starting a new<br />
life, living on limited means<br />
and/or could not afford to buy their own<br />
home. The first, classified as tenements,<br />
were constructed cheaply and served as<br />
low-cost housing mostly for immigrants.<br />
In 1869, though, America’s first<br />
apartment house, the Stuyvesant in New<br />
York City, was built by Richard Morris<br />
Hunt, who studied architecture at the<br />
Ecole de Beaux-Arts in Paris. It<br />
represented the beginning of an idea that<br />
multiple families could live independently<br />
in one building but not have to sacrifice<br />
on quality.<br />
As the concept grew and met some<br />
resistance, the apartment buildings were<br />
outfitted with amenities beyond compare<br />
of single family homes, including<br />
electricity, elevators and grand finishes, to<br />
exceed expectations and encourage<br />
acceptance.<br />
Because of their exceptional characteristics,<br />
the apartment buildings stood apart<br />
from the tenement buildings and were<br />
not affected by growing regulation for<br />
this new style of living. Some even<br />
claimed exemption because they had<br />
concierge services and/or classified<br />
themselves as apartment “hotels.”<br />
As interest in multifamily (and<br />
multifunctional) living increased, legislation<br />
was introduced that categorized<br />
tenements and apartment buildings on<br />
the same level and all multifamily housing<br />
became subject to regulations and<br />
standards for suitable living conditions.<br />
With it came more attention to detail<br />
and an improved focus on community.<br />
As of the 20th century, the apartment<br />
living concept grew in popularity and in<br />
the early 1900s nearly 75 percent of the<br />
population lived in apartments. Into the<br />
mid-century, luxury high-rises were<br />
booming and with them came the<br />
continued integration of amenities<br />
beyond compare.<br />
An Accurate Comparison<br />
The early comparison of the first<br />
apartment communities to hotel<br />
buildings is still valid today with many<br />
similarities among the two.<br />
Hotels offer amenities its guests typically<br />
would enjoy having at home, but do not
for various reasons (cost, seasonality,<br />
maintenance, etc.); apartment<br />
communities make the same available for<br />
those who seek upscale finishes, services,<br />
etc. that they in turn would not be able<br />
to afford to buy or want to hassle with<br />
the upkeep.<br />
Even more, the core staff operating an<br />
apartment building can be compared as<br />
well with the property manager serving<br />
in the same capacity as a hotel’s general<br />
manager; a leasing agent serving as a<br />
salesperson; and maintenance teams and<br />
concierges serving in identical roles at<br />
both types of developments.<br />
And, with Village Green, the similarity<br />
continues through to the service that is<br />
provided and expected at both. The<br />
parallel comes in that there is a similar<br />
dedication to pleasing the customer and<br />
a desire to exceed expectations, which in<br />
turn helps to guarantee repeat business<br />
and referrals.<br />
A Continued Evolution<br />
In the last decade, apartment developers<br />
have keyed in on the importance of<br />
upscale amenities and services, as well as<br />
hospitable service from the management<br />
team and company as a point of<br />
distinction among the product offerings.<br />
As the multifamily industry continues to<br />
evolve, the economy is challenged, and<br />
more renters enter the market, this type<br />
of distinction will be paramount for<br />
success and attracting/retaining<br />
customers.<br />
Village Green has taken several steps to<br />
fully integrate hotel elements and the<br />
hospitality industry’s operating model<br />
into its philosophy and is the only<br />
company moving in this service direction.<br />
The company sees this as a vital part in<br />
making a difference with its communities.<br />
It began with modeling the urban developments<br />
after boutique-style hotels with<br />
similar amenities including extensive<br />

and Village Green’s proven tactics within the industry.<br />
After this orientation, associates can elect to choose from a<br />
variety of offerings that keep both new hires and seasoned team<br />
members abreast of the latest trends and ahead of the<br />
competition. Whatever the goal is – through the University of<br />
Village Green – our associates can gain the knowledge needed<br />
to have a thriving career and outperform the market.<br />
Certified Leasing Specialist<br />
In this program, top performing Leasing Consultants and Leasing<br />
Managers continue their education with concentrated marketing<br />
and leasing courses to enhance their sales and customer service<br />
abilities. They gain experience by taking advantage of<br />
opportunities to mentor and train other Village Green Leasing<br />
Consultants nationwide, offer assistance to under-performingcommunities,<br />
and provide leadership for overall team motivation<br />
and direction as they display outstanding rental abilities.<br />
Manager In Training<br />
The MIT program gives selected college graduates or degreed<br />
internal associates the opportunity to advance to a Property,<br />
Assistant or Leasing Manager position. Associates receive<br />
hands-on practical leadership training in Operations<br />
Management, Marketing, Financial Analysis and Human<br />
Resources, as well as other core curriculum. The courses cover<br />
rent collection, financial analysis, leadership, implementing<br />
marketing plans, etc. Associates also are closely mentored by<br />
Village Green executives and have the opportunity to attend a<br />
variety of business and industry forums to further familiarize<br />
themselves with and stay abreast of trends.<br />
Executive Manager<br />
The Executive Management Program provides extensive training<br />
and mentoring from Village Green's executives to an elite group<br />
of property managers in preparation for future leadership<br />
opportunities, i.e., Area Directors, Asset Managers and in some<br />
cases Marketing Directors. Regional Vice Presidents recommend<br />
property managers for this program.<br />
Certified Service Technician<br />
Proven Maintenance Supervisors enroll in this program, which<br />
includes courses in customer service, electrical, plumbing,<br />
HVAC, drywall, appliances and preventive maintenance, to<br />
advance to a Certified Service Technician. The ability to broaden<br />
their careers further enhances the Maintenance Department by<br />
providing technical service to residents, but also by allowing<br />
them to serve as mentors to other Village Green maintenance<br />
associates.<br />
Service Manager-In-Training<br />
This program gives technicians the opportunity to gain a<br />
leadership role as a Service Manager. Along with ongoing<br />
facilities and maintenance training, they also take part in<br />
courses focused on leadership, service quality and customer<br />
service. The respective Urban or Suburban Director mentors<br />
them throughout the program.<br />
Continuing Education<br />
Throughout the year, Village Green associates at all levels can<br />
take advantage of a variety of career enhancement classes<br />
offered by the University of Village Green. From brush up<br />
courses on various computer programs to policies and<br />
procedures to overcoming objections to risk management,<br />
Village Green provides ongoing training to make sure associates<br />
are well-equipped to advance their careers and also perform<br />

Halloween with Village Green<br />
The social activities directors throughout<br />
Village Green’s portfolio were quite busy<br />
this past October with ghosts, ghouls and<br />
goblins at Clubhouses, haunted apartments<br />
and more. St. Louis’ Bentwood<br />
Townhomes, a 198-unit tax-credit and<br />
market-rate community, hosted nearly 50<br />
percent of its residents for frightening<br />
festivities, including food and games,<br />
organized by the management team and<br />
Lutheran Family Services. In N. Kentucky<br />
at Hampton Farms, children appreciated<br />
the opportunity to dress up more than<br />
once at the community’s party and costume<br />
contest.<br />

For the eighth year in a row, Village<br />
Green joined pet lovers around the<br />
world to celebrate man’s best friend and<br />
encourage adoption from humane<br />
societies, animal shelters and breed<br />
rescue clubs for Take Your Dog to Work<br />
Day. Activities included a Supaw Heroes<br />
costume contest, a Dog Day Web site<br />
featuring a silent auction, Gentle Paws<br />
Pet Massages and an obedience class. This<br />
year the company raised $4,500 to<br />
benefit the homeless dogs of APB – The<br />
Animal Placement Bureau in Lansing,<br />
Mich., which will go toward medical<br />
expenses, training and care of animals.<br />

Village Green’s green operating initiatives<br />
continue to expand. Recently we worked<br />
with Staples to ensure all the products<br />
we order are earth-friendly and/or recycled.<br />
For the second year in a row, Village<br />
Green apartment communities went<br />
dark on March 28 for Earth Hour to<br />
show support for action on climate<br />
change. Further, Village Green now delivers<br />
a 100% certified organic cotton baby<br />
blanket to our corporate associates'<br />
newborns. Crafted by Robbie Adrian, the<br />
blankets use cotton grown naturally<br />
without the use of harmful chemicals and<br />
arrive in an eco-friendly box.<br />
DMAA Maintenance Mania<br />
Village Green service associates scored<br />
big at the Detroit Metropolitan<br />
Apartment Association's Maintenance<br />
Mania competition in 2008. We had first<br />
place scores in nearly all categories,<br />
including faucet installation, light bulb<br />
installation, locket installation and smoke<br />
alarm installation and did a full sweep<br />
taking top three in disposer installation!<br />
