Mrs. Prathiba Patil, to South Korea in<br />
July 2011.<br />
The 2011 disaster in Japan following an<br />
earthquake <strong>and</strong> tsunami planted serious<br />
doubts about nuclear power safety among<br />
the world populace. In an effort to put to<br />
rest such concerns, India has already resolved<br />
issues with its nuclear plant in Kudankulam<br />
in Tamil Nadu, which was built<br />
in collaboration with Russia.<br />
Going a step further, India will house a<br />
nuclear reactor built by Korea. India recognizes<br />
Korea has proved its worth in this field<br />
by procuring a contract to build reactors in<br />
the United Arab Emirates, overtaking French<br />
expert Areva. As prolonged delays are not preferred,<br />
Korean reactors race ahead of Japanese<br />
reactors, Indian experts say.<br />
India has a transparent policy in awarding<br />
infrastructure projects, said the Indian Prime<br />
Minister, who encouraged Korea to participate<br />
in bidding processes for the construction of<br />
airports, bridges, highways, ports, metros <strong>and</strong><br />
power plants. This technology cooperation is<br />
expected to go a long way in fostering S&T ties<br />
between the countries.<br />
In February 2012 the Korea-India Cooperative<br />
Defense Research <strong>and</strong> Development<br />
Committee meeting was co-hosted by the<br />
Korea Defense Acquisition Program Administration<br />
(KDAPA) <strong>and</strong> India’s Defense<br />
Research <strong>and</strong> Development Organization<br />
(DRDO) for promoting collaboration in defense<br />
science <strong>and</strong> technology. The Indian<br />
delegation paid visits to Korean defense industries<br />
such as Samsung Techwin.<br />
India’s defense science <strong>and</strong> technology<br />
capabilities are favoured by Korea in aerospace,<br />
IT <strong>and</strong> software fields pertaining to<br />
advanced fundamental skills which, along<br />
with Korean capabilities, will enhance<br />
defense S&T preparedness. This will also<br />
reduce development time <strong>and</strong> increase defense<br />
exports cost effectively.<br />
The Indian Prime Minister spoke about<br />
improving collaborations between scientists<br />
<strong>and</strong> technicians <strong>and</strong> on how to put into<br />
optimum use a joint Science <strong>and</strong> <strong>Technology</strong><br />
fund of US$10 million. The Indian <strong>and</strong><br />
Korean leaders discussed other aspects of<br />
peace <strong>and</strong> security in <strong>Asia</strong> <strong>and</strong> the re-establishment<br />
of the Nal<strong>and</strong>a University in India.<br />
To increase the momentum for joint endeavors,<br />
both nations have decided to celebrate<br />
the 40th anniversary of establishing<br />
diplomatic relations in 2013. India looks<br />
forward to providing pharmaceutical <strong>and</strong><br />
agricultural products <strong>and</strong> IT enabled services<br />
to Korea in future. High-level defense exchanges<br />
<strong>and</strong> research <strong>and</strong> development<br />
joint ventures <strong>and</strong> manufacture of military<br />
equipment with technology transfers <strong>and</strong><br />

2012, the roadmap of<br />
Indian <strong>and</strong> South Korean<br />
bilateral relationships<br />
was already in place for<br />
the new incumbent to<br />
implement.<br />
One such critical sector that is expected<br />
to receive a lot of attention is the education<br />
sector.<br />
The government of India, as well as<br />
the South Korean government, is keen on<br />
encouraging stronger educational ties between<br />
the two countries. The focus will be<br />
on mutual exchange of students across all<br />
levels of education.<br />
Both countries recognize that education<br />
is a very important part of national growth<br />
that needs increasing support <strong>and</strong> promotion.<br />
The respective governments have<br />
developed short-term as well as long-term<br />
policies for the effective development of<br />
this sector in both nations.<br />
A significant fact is that the number of<br />
Korean students traveling to the US is on<br />
the decline which creates a large opportunity<br />
for Indian ‘new temples’ of learning<br />

such as the Indian Institutes of <strong>Technology</strong><br />
<strong>and</strong> Science, as well as management programs,<br />
to attract Korean students.<br />
Additionally, Koreans themselves have<br />
achieved remarkable progress in the education<br />
sector domestically. Their integration<br />
of technology across all educational<br />
sectors has led to their ability to build<br />
successful economic models <strong>and</strong> achieve<br />
higher growth percentages.<br />
The South Korean emphasis on inclusive<br />
technology across all their education<br />
grades has led to steady <strong>and</strong> quality<br />
progress. Hence, the way forward for both<br />
countries is to tap into each other’s areas<br />
of expertise. India students would be welladvised<br />
to focus on strengthening their<br />
sciences <strong>and</strong> finish their post-doctoral <strong>and</strong><br />
super-specialization in Korean universities,<br />
besides learning the Korean language.<br />

ably from Indian universities in learning<br />
English, information technology, as well<br />
as management skills. Ministers from both<br />
the countries are looking to develop this<br />
sector into a collaborative <strong>and</strong> mutually<br />
beneficial sector.<br />
Already Pusan National University,<br />
Busan University of Foreign Studies, <strong>and</strong><br />
Shilla University have expressed interest<br />
in offering study programs catering to Indian<br />
student requirements. Several universities<br />
in Seoul too are very keen on attracting<br />
Indian students as they seek to tap the<br />
potential for doctoral <strong>and</strong> post-doctoral<br />
studies in pure sciences, research opportunities,<br />
as well as technology.<br />
In the meantime, as a part of its ongoing<br />
process of building cultural bonds<br />
with India, South Korea is very enthusiastic<br />
about rebuilding the once famous ‘Nal<strong>and</strong>a<br />
University’ of historic times. Nal<strong>and</strong>a<br />
University was the center of advanced<br />
learning in the Indian subcontinent <strong>and</strong><br />
had a special center for Buddhist studies.<br />
In early 2010, the Academy of Korean<br />
Studies was founded, following an MoU<br />
with Jawaharlal Nehru University in the<br />
hopes of making it a nodal agency for Korean<br />
studies in South <strong>Asia</strong>. The academy<br />
has also constituted research facilities at<br />
the University.<br />
The aim of the academy is to ‘serve as a<br />
bridge to connect both Korean <strong>and</strong> Indian<br />
civilizations’.<br />
According to the director of the academy,<br />
it is working in the realm of ‘facilitator’<br />
for the exchange of students between<br />
the two countries. The academy has also<br />
encouraged the exchange of professors between<br />
the two academic bodies.<br />
A grant of US$65,000 spread over three<br />
years has helped in encouraging the student<br />
community to engage in Korean studies<br />
<strong>and</strong> help in spreading the Korean view<br />
to the Indian community.<br />
In short, cultural <strong>and</strong> educational initiatives<br />
are the cornerstones to forging successful<br />
economic <strong>and</strong> political ties between<br />
