1. The following question was received in response to the RFP:
Q.1 In H11 of the solicitation it mentions that classified information may be part of the requirement
and personnel may be required to obtain and maintain clearances of Confidential, Secret, and or Top
Secret clearances. The last paragraph of this same section goes on to state that contractors must
possess and maintain a Secret Facility Clearance at the time of task order award that contains
classified information and shall ensure compliance with its employees and subcontractors with
security regulations of the Government Installation or other facility where the work is to be performed.
Section L.3.B Proposal Presentation, Volume I Cost and Business Proposal, states that the Offeror is
required to show evidence of a Top Secret Facility Clearance. Please clarify if a Secret or Top Secret
Facilities clearance is required at the time of proposal submission. Also, please confirm if evidence of
a facilities clearance is required for all potential subcontractors or just for the prime. If clearances are
also required for the subcontractors please confirm when this must be submitted at the submission of
the proposal or time of task order award.
A.1 A Secret or Top Secret Facilities clearance is not required at the time of proposal
submission. However, if the prime and/or any of it subcontractors possess a Secret or Top
Secret Facilities clearance, copies of the clearance forms should be submitted with the Cost
and Business Proposal. The requirement for a Secret or Top Secret Facility clearance for
individual task orders will be determined at the time a task order is issued and whether or not
the clearance will apply to the prime and/or any of its subcontractors.
2. Please acknowledge receipt of this amendment with the submission of your proposal.
3. All other terms and conditions of the solicitation remain unchanged.
