her economy? How long will it be
before she needs to pare down her
defense expenditure?
Cambodia and Laos, who with Viet·
nam were placed under the protective
umbrella of SEATO, are good examples
of the Treaty's ineffectiveness. Cam·
bodia has been openly hostile to
SEATO and has sevefed diplomatic relations
with the United States. She has
further disclaimed her association with
SEATO.
Laos IS theoreticall y divided into
three areas under control of three
brothers - actuaJly princes_ Yet the
communist forces under the Pathet Lao
are taking every opportunity to gain
dominion over the other two sections.
Communist Vietcong guerrillas
openly use parts of "neutral" Laos to
receive their supplies.
SEATO has fai led to stop the insidious
advance of communism in these
countries.
Supporters of SEA TO claim that
communist aggression has not taken
place in anyone of the member nations.
Cambodia, Laos and Vietnam
gives that statement a hollow ring.
W here D oes H ope Lie?
At the conclusion of the SEATO and
ANZUS (Australia, New Zealand,
U. S.) Pact conferences in Canberra,
U. S. Secretary of State Dean Rusk
spoke at a National Press Conference
luncheon. "Survival of man no longer is
a figure of speech for philosophers, but
a daily operational problem of governments,"
he declared; "we must organize
a peace, not just hope for it."
But, can man, can political parties
organize a workable, lasting peace?
"SURVIVAL of man" as Mr. Rusk put
it, has been the subject of many leading,
notable men of the world today.
Former General Douglas MacArthur,
President Dwight Eisenhower, the late
Sic Winston Churchill have all mentioned
one way or another the litter
destructibility of ALL LIFE and the urgency
of finding a solution for Jt/rvival.l
