ethics and corruption in education. It aims at
sensitizing decision-makers and educational
managers to the importance of combating
corruption in education; at providing them
with key tools to detect and assess corruption
problems; and at guiding them in formulating
strategies to curb malpractices. It refers to the
experiences of over 60 countries, on the basis
of information collected in partnership with
ministries, development agencies and national
research institutions.
The book first defines the key concepts of
corruption, transparency, accountability and
ethics. It then identifies major opportunities
for corruption within the education sector. It
describes tools for assessing corruption problems
– from perception to tracking surveys, and draws
lessons from strategies experimented worldwide
to improve transparency and accountability.
Finally, it lists 12 recommendations aimed at
policy-makers and educational managers.
Based on the contributions made to an Interregional
Seminar held in Paris in 2004, this report
stresses the importance of skills development
as a key factor in facilitating the social and
economic integration of excluded groups. It
draws attention to conceptual issues, policy
challenges and options in skills development both
within and outside formal school systems. It also
examines the strategies set up in Lao PDR, Mali,
Nepal and Senegal within the framework of the
Education for All (EFA) programme, as well as
the application of programmes to develop skills in
Bangladesh, Cambodia and Niger.
This report is a useful working tool for all those
concerned with the education of disadvantaged
groups in cities and poor rural areas, ethnic and
linguistic minorities, and out-of-school and outof-work
youths and adults.
This book explores a range of conceptual,
methodological and empirical issues concerned
with the application of needs-based resource
allocation in education via formula funding of
schools. Divided into three main parts – the policy
context for needs-based formula funding, technical
matters relating to constructing funding formulae,
and five country case studies – the study stresses
that needs-based formula funding of schools in
beneficial to both centralized and decentralized
school systems.
