Mrs. Skowron was appointed to her position by<br />

the Judges <strong>of</strong> the Common Pleas Court <strong>of</strong><br />

Mahoning County on February 17, 1998.<br />

Mrs. Skowron’s term will expire on December<br />

31, <strong>2011</strong>.<br />

Mr. Fordham was appointed to his position by<br />

<strong>Youngstown</strong> <strong>City</strong> Council on September 25,<br />

Parks & Facilities<br />

The Department <strong>of</strong> Parks & Recreation strives to <strong>of</strong>fer a safe,<br />

and enjoyable experience for the whole community. An<br />

abundance <strong>of</strong> well maintained parks and quality facilities<br />

located throughout the city are available for all to enjoy.<br />

We <strong>of</strong>fer many indoor and outdoor facilities. Our rental<br />

facilities are nestled within beautiful neighborhood parks, and<br />

are available to accommodate various sized gatherings at<br />

reasonable prices. The picnic areas are fully equipped with<br />

tables, benches and barbeque grills, and our equipped<br />

playgrounds <strong>of</strong>fer safe, fun filled days for the children. The<br />

department’s tennis courts, basketball courts, and<br />

recreational fields for football, baseball and soccer, for<br />

organized sports or for <strong>pub</strong>lic access are also available for<br />

outdoor recreation. During the warm summer months, North<br />

Side swimming pool <strong>of</strong>fers a day <strong>of</strong> low cost aquatic fun for the<br />

entire family. The city also owns and operates the Henry<br />

Stambaugh Municipal Golf Course, 9 holes <strong>of</strong> challenging golf<br />

<strong>of</strong>fered at below average prices.<br />

Arlington Heights Recreation Center and Park<br />

The Arlington Heights Recreation Center and Park<br />

located on the north side <strong>of</strong> the city was developed to<br />

<strong>of</strong>fer quality recreation indoors and out! Open year<br />

round, the center <strong>of</strong>fers it’s members a fitness room<br />

equipped with a variety <strong>of</strong> exercise equipment, a full size<br />

gymnasium and many programs sure to please all who<br />

come to the center. The campus also has the first park in<br />

the area to <strong>of</strong>fer universally designed play equipment for<br />

children who are unable to play on conventional<br />

equipment. An open pavilion, tennis and basketball<br />

courts are also on the campus.<br />

Memberships are very affordable and information can be<br />

obtained by calling the center at 330-747-3299.<br />

Programs<br />

In <strong>2011</strong> the Department <strong>of</strong> Parks and<br />

Recreation provided numerous programs<br />

throughout the year that appealed to all<br />

age groups.<br />

Free “Learn to Swim” classes at North<br />

Side pool were <strong>of</strong>fered through a<br />

partnership with the American Red<br />

Cross. Babysitting and CPR classes were<br />

also held at the Arlington Heights<br />

Recreation Center for the youth <strong>of</strong> the<br />

community through the partnership.<br />

These opportunities were made possible<br />

through grant funding obtained by the<br />

Red Cross.<br />

The Arlington Heights Recreation Center<br />

hosted programs such as dance line<br />

classes one evening a week and also the<br />

opportunity to pick up a friendly game <strong>of</strong><br />

basketball through the open gym program<br />

held several evenings during the week.<br />

These programs are available to members<br />

<strong>of</strong> the facility.<br />

Another Park department sponsored<br />

program was the “21 & Over” adult<br />

basketball league where 9 teams played<br />

on Sunday afternoons at the “Rec”<br />

center. The program ran from March<br />

through May.<br />

American Red Cross swim lessons at North Side Pool<br />

Babysitting Class at the “Rec” Center<br />

The city owned Henry Stambaugh<br />

Municipal Golf Course was the setting<br />

for the <strong>Annual</strong> Junior Golf Tournament<br />

held in July where 44 area youth ages 9<br />

to 17, competed for trophies in various<br />

age divisions.<br />

Jazz in the Park, a reoccurring summer<br />

event sponsored by the department with<br />

the assistance <strong>of</strong> <strong>Youngstown</strong> <strong>City</strong><br />

Council was held at Spring Commons.<br />

Hundreds <strong>of</strong> jazz enthusiasts came to<br />

enjoy this free event held on Sunday<br />

afternoons in July and August.<br />

<strong>Annual</strong> Christmas Tree for Downtown Square<br />

The <strong>2011</strong> Christmas Tree was chosen from the property <strong>of</strong> a generous city resident who was<br />

willing to part with their tree to be placed on Central Square in downtown <strong>Youngstown</strong>. Diamond<br />

Steel donated their time and equipment to assist the city forester in removing the tree. The city<br />

forester also decorated the tree in preparation for the city’s annual tree lighting which was held<br />

December 3.<br />

The forestry program which is a division <strong>of</strong> the Park department, not only handles the removal <strong>of</strong><br />

the annual Christmas tree but is also responsible for the maintenance <strong>of</strong> city owned trees on<br />

residential streets and in the city parks. The forester was successful in removing 146 trees and<br />

pruned 160 trees from city property this past year. The tree work completed qualified the city for a<br />

Tree <strong>City</strong> USA designation through the Arbor Day Foundation. The 7th Ward Citizens Coalition<br />

along with the Boulevard Block Watch and the Treez Please organizations assisted in acquiring this<br />

designation by planting 36 trees in the city.<br />

Programs - Summer Day Camp<br />

Every year the Department <strong>of</strong> Parks & Recreation sponsors an eight week<br />

Summer Day Camp program at six park sites which enabled over 700<br />

children from the community the opportunity to experience recreation that<br />

any child would enjoy. This year from June15 through August 10th, the<br />

campers participated in weekly sports tournaments which included baseball,<br />

basketball, football and volleyball. A double dutch jump rope tournament<br />

was also held. Winners in the events were given basketballs, frisbees, water<br />

bottles, backpacks and school supplies for prizes. Field trips to Chuck E<br />

Cheese, <strong>Youngstown</strong> Skating Rink, Mahoning Valley Bowling Lanes and<br />

Wagon Trails Animal Park were enjoyed by many. Also, the children were<br />

given the opportunity to swim at North Side Pool, experience track and<br />

field day, an end <strong>of</strong> the season picnic and a trip to the Great Lakes Science<br />

Center. The program also had special guests, Heart Reach Ministries and<br />

the Fellowship <strong>of</strong> Christian Athletes, talk to the children about citizenship<br />

and stewardship. The American Red Cross <strong>of</strong> the Mahoning Valley also<br />

visited the park sites to educate the children on the topic <strong>of</strong> safety at home<br />

which included CPR techniques. Other educational aspects <strong>of</strong> the program<br />

involved a cultural arts unit entitled “Welcome to Mexico” which taught the<br />

campers the history and customs <strong>of</strong> Mexico and an African American<br />

cultural study featuring Lebron James’s life and career as a pro basketball<br />

player.<br />

Arts and craft sessions were also a part <strong>of</strong> the<br />

program and free breakfast and lunch was<br />

served daily to the children through a grant<br />

from the Ohio Department <strong>of</strong> Education.<br />

The entire program is supervised by an<br />

experienced and trained staff who embrace<br />

the opportunity to mentor and make a<br />

difference in the lives <strong>of</strong> the children <strong>of</strong> the<br />

community who participate.<br />

Children are our most precious possession,<br />

the slogan <strong>of</strong> the Park department, is<br />

significant to this program and it’s success.<br />

Recognition<br />

The <strong>City</strong> <strong>of</strong> <strong>Youngstown</strong> Parks & Recreation<br />

Department’s Henry Stambaugh Municipal<br />

Golf Course was featured in the <strong>Youngstown</strong><br />

Vindicator in May after area golfers voted the #1<br />

hole as being one <strong>of</strong> the best golf holes to play in<br />

the valley. For more information regarding fees<br />
