Support for Learners<br />
We promote equality and we support our <strong>learner</strong>s by:<br />
• offering local provision in different settings, day and<br />
evening, and distance learning courses<br />
• providing information and advice before, during and<br />
after your learning<br />
• discussion of your learning needs to find out your<br />
starting points<br />
• reduced fees for those in receipt of some benefits<br />
• advice about childcare for daytime courses<br />
• help with essential skills - using computers, literacy,<br />
numeracy, language and study<br />
• a variety of ways for you to learn e.g. informally without<br />
qualifications, or with qualifications<br />
• challenging discrimination<br />

Discrimination law has been simplified and modernised by<br />
the Equality Act 2010 which contains a series of measures<br />
for tackling inequalities. This will make the law easier to<br />
understand and implement by simplifying 116 pieces of<br />
equality legislation into a single Act. This gives people the<br />
right not to be treated less favourably by public authorities<br />
because of their age, religion or belief, sexual orientation,<br />
or transgender status; as well as their disability, gender, or<br />
race, which were already covered.<br />
You should not accept any form of discriminatory behaviour.<br />
You should report any actions or incidents that you consider<br />
inappropriate or offensive (see complaints procedure).<br />
We welcome <strong>learner</strong>s with disabilities and will make<br />
reasonable adjustments to support your learning. It would<br />
be helpful if you could let us know how we can do this, prior<br />
to the start of your course.<br />

What does the Adult Learning Service<br />
expect from you?<br />
• To let us know if you have to miss a class so that your<br />
tutor can plan to help you<br />
• To arrive as promptly as possible or to let us know<br />
if there is a problem with being on time<br />
• To talk to your tutor about your progress and anything<br />
that may affect your learning<br />
• To respond to health and safety advice and procedures.<br />
• We will not tolerate individuals who may pose a current<br />
or potential risk to the health and safety/safeguarding of<br />
other <strong>learner</strong>s, staff, or other users of the building.<br />
• To treat other course members and all staff with respect<br />
at all times. We will not tolerate verbal/physical abuse<br />
of staff, or <strong>learner</strong>s who are insulting to others<br />
and whose behaviour prevents their own or others<br />
successful learning.<br />
• To use all computing and internet access safely<br />
and appropriately<br />
• To give us feedback to help us to improve what we offer<br />
• To complete set tasks outside your course sessions<br />

Residency Status<br />
If you have not been a resident in the EEA for the past 3 years<br />
you will need to provide additional proof of eligibility before you<br />
will be allowed to join a course at a reduced rate. Please speak<br />
to a member of staff for further information.<br />

Unique Learner Number<br />
It is a requirement that every <strong>learner</strong> must be given<br />
a Unique Learner Number (ULN). This will be given<br />
automatically when you enrol on an Adult Learning Service<br />
course. This will allow you to track your achievements at<br />
any college or centre you may attend. Please keep this<br />
information in a safe place as you may be asked to provide<br />
this number at enrolment with us or with another provider.<br />
Data Protection – Fair Processing Notice<br />
The Learning Records Service (LRS) is operated by the Skills Funding Agency.<br />
LRS offers a Learner Registration Service to allocate ULNs which enables<br />
the individual to access a Learner Record Service. The Learning Record<br />
Service will offer the <strong>learner</strong> the facility to access their participation and<br />
achievement data via a website and to share this with other organisations<br />
and individuals where permission is granted. In order to access this service<br />
you must provide the Adult Learning Service with evidence of your identity,<br />
(examples include passport, driving licence, ID card or other form of<br />
national ID, National Insurance card, certificate of entitlement to funding,<br />
bank credit/debit card). Some documentation can be the same as the proof<br />
of residency evidence that you are also required to provide.<br />
The LRS will allow those organisations listed on section 537A of the Education<br />
Act to use the Unique Learner Number as a key to sharing participation<br />
and achievement data in a consistent and approved manner - promoting<br />
good information management practice. All organisations that will have<br />
access to the information you provide are registered under the Data<br />
Protection Act 1988. At no time will your personal information be passed<br />
to organisations for marketing or sales purposes. Individuals can opt out<br />
of sharing participation and achievement data with those organisations.<br />

telephoning the LRS helpdesk on 0845 6022589. Please note you cannot opt<br />
out of having a ULN.<br />

Health and Safety<br />
All <strong>learner</strong>s should have a healthy, safe and supportive<br />
environment. To help us to achieve this aim:<br />
• we train our staff about health and safety including<br />
safeguarding/DBS checks, first aid, risk assessment and<br />
personal safety<br />
• all <strong>learner</strong>s taking part in physical activity must complete<br />
a Physical Activity Readiness Questionnaire so that their<br />
tutor is aware of any health issues. Tutors will also need<br />
to know about any health changes from week-to-week<br />
(confidentiality will be respected at all times, or<br />
appropriate to circumstances)<br />
• make sure that you always know how to leave the<br />
building safely if there is an incident or a fire drill<br />
• respond positively to your tutor’s advice about safe<br />
practice in your learning eg when using specialist<br />
materials or equipment<br />
• drive and park on sites with care - there may be children<br />
in the area<br />
• parking spaces for the disabled should only be used<br />
by those with a disability<br />
• we are all responsible for health and safety so let us<br />
know if you identify a real or potential hazard<br />

At the End of Your Course<br />
There are many ways that we celebrate your learning -<br />
exhibitions of art work, photographic records, a learning<br />
diary or portfolio, audiotapes, performances, certificate<br />
presentations.<br />
Talk to your tutor or any member of staff if you would like to<br />
find out about other courses or discuss ideas for courses.<br />
You may be contacted a few months after completing your<br />
courses (unless you have indicated otherwise on your<br />
enrolment form) so that we can find out about any ways<br />
that your learning has helped you. If you need information<br />
about other learning opportunities at this time, we will be<br />
happy to help.<br />

Refunds<br />
Refunds are not normally given except when we close a<br />
course. However, consideration will be given to written<br />
requests from <strong>learner</strong>s who have to withdraw on written<br />
medical advice or in exceptional circumstances. These<br />
refunds are subject to an administration charge of £5.00.<br />

There are lots of ways that you can help us to make learning<br />
better for you and for others:<br />
• tell your tutor, or any staff member, if you have a<br />
suggestion for a new class or for an improvement<br />
• take part in discussions and surveys:<br />
If you are interested in being consulted on any aspect of the<br />
<strong>Leicestershire</strong> Adult Learning Service, please email your name<br />
and current course/activity to: adultlearning@leics.gov.uk<br />
giving ‘Learner Focus Group’ as the subject heading. We<br />
welcome your active involvement in any improvements to the<br />
planning and delivery of our Service. We will contact you by<br />
email to seek your views two or three times a year.<br />

Complaints<br />
Occasionally things will go wrong but we can do something<br />
about it if you tell us the problem.<br />
