Kurilpa will deliver an incredible network of newopen spaces that will double the existing amount of public space for thecommunity. 23public realmCLOSING RIVERSIDE DRIVE FOR PARKLANDKurilpa will unlock the under-utilised riverbank and bringit into full view. Riverside Drive, the long, straight roadthat now closely hugs the riverbank, will be closed andtransformed to substantially broaden and expand theexisting riverfront parkland. Relocating the boat rampand public carpark to the end of Hockings Street will freeup additional riverfront space for recreation and play inthis area.TWO NEW RIVERFRONT PARKS TO BOOST PUBLIC SPACEThe <strong>master</strong> <strong>plan</strong> locates two new parks – required as partof the redevelopment of strategic industrial sites – alongthe riverfront. Combined, they will add 13,000 squaremetres to the existing river’s edge parkland.A 10,000 square metre park, with a strongly urban theme,will open Hope Street to the river. A large, riverfrontamphitheatre, ready to host events and exhibitions, willbe the central feature.At the end of Brereton Street, a new 3000 square metrepark will link together existing riverside space to createa wide, continuous, riverfront stretch. Open areas will inviteactive play, leafy parks will be places to stroll andquiet corners will inspire contemplation. Riverfrontterraces and grassy lawns used for daytimerelaxation will come alive with markets, festivalsand city celebrations.ALIVE AND ACTIVEDay or night, Kurilpa will be a place for play, healthy outdooractivity and positive, shared experiences. Large, green spacesperfect for yoga in the park or an early morning jog willeasily transition into venues for outdoor events, exhibitions,riverside markets or urban art galleries. Smaller spaces idealfor throwing a football around with friends and an all-agesadventure playground will offer yet more reasons to get outand be active. 31transport3.1 An Effortless CommutePublic transport, whether by river, road or rail, willbe the best way to commute between Kurilpa andthe rest of the city. High-quality services to connectKurilpa directly into Brisbane’s sophisticated,existing inner-city public transport networkhave been identified as a priority for significantinvestment.As Brisbane has rediscovered its river, so too, rivertravel has become increasingly popular. Quick andcomfortable, it offers a further dimension to thedaily commute and a memorable experience forvisitors.3.2 THE RIVER IN EASY REACHOpening up the river to provide ready access fromacross the Kurilpa precinct will be a priority. Newstreets, and dedicated pedestrian and cycle linksat least every 100 metres along Montague Road,will put the river in easy reach, anywhere along itslength.As the major landmark, the river will also bean important geographical touch point. Waterglimpses, even at the very centre of the precinct,will help visitors find their bearings and residentsfeel at home.RIVER-BASED TRANSPORT AND WATERCRAFTThe river will be the focus for the development of new keyfacilities to ensure smooth travel for public and privateservices and recreational watercraft. A new river-basedtransport stop will provide for water taxis and ferry services,while pleasure boats and non-motorised watercraft,such as kayaks, will be supported by different types oflaunching points and day-use moorings. Storage facilitieswill be located nearby. A new boat ramp is <strong>plan</strong>ned forthe end of Hockings Street, safely away from the kayakbeach and non-motorised watercraft launch points.HIGH-FREQUENCY BUS TRANSPORTBrisbane’s inner-city area is serviced by a high-frequencybus network that includes the popular CityGlider andBUZ services. This network will link Kurilpa to the citycentre and inner-city neighbourhoods, with premiumbus stops in key locations along Montague Road.CityGlider and BUZ routes typically run every 10 minutesin peak periods. They also link to key transport hubs,such as the city’s busiest busway station, the CulturalCentre Busway Station, allowing easy transfers directlyonto Brisbane’s busway network for congestion-freebus travel to the north, south and east of the city.PEDESTRIAN AND CYCLE LINKSWalking, cycling and running will be convenient, safeand comfortable, supported by new end-of-trip andmid-journey facilities. Kurilpa already has CityCyclefacilities, which are expected to grow in popularity.A generous, well-designed pedestrian and cycle network willcater for commuter and recreational users, incorporating acontinuous, riverfront pathway for picturesque travel alongthe river’s edge. Widening Montague Road will open up spacefor dedicated cycle lanes, giving cyclists a safe, direct routethrough the precinct to the Kurilpa and Go Between bridges.Wayfinding signage will assist visitors to navigate through theprecinct and connect to the neighbouring suburbs of SouthBrisbane, West End and travel across the Brisbane River.CONNECTIONS TO RAILNew and improved pedestrian and cycle paths will makeit easier and safer to access rail services, with the SouthBrisbane Railway Station just a short walk or CityCycle tripaway.Kurilpa Bridge, the pedestrian and cycling bridge linkingSouth Brisbane to the CBD, leads directly to the region’sprimary transport hub at Roma Street Station. From here,it’s easy to connect to all inner-city and long-distance trainservices.Roma Street Station will also become the place to hop onthe underground Bus and Train (BaT) tunnel. This ensures through-trafficis channelled via key arterials to minimise traffic onneighbourhood streets, keeping them safe, enjoyableand pedestrian-friendly.From the busy main thoroughfare to quieter residentialstreets and the network of pedestrian and cycle paths,awnings, shade trees and deep <strong>plan</strong>ting will ensuregetting around is comfortable and easy, whatever theweather.SHARED SPACESSome parts of the river’s edge parklandand public plazas will need to be shared byvehicles, pedestrians and cyclists. The home of the Turrbal and Jagerapeople, this is a place of ancient pathways, huntinggrounds and spiritual and ceremonial sites.Industry has dominated this wide strip of theriverside since the early 1900s. Conveyors andgantries line its banks and the chimney stacks thatpierce the sky have long been familiar landmarksto Coronation Drive commuters on their westernapproach to the CBD. These industrial foundationsare a vital link with the past and give Kurilpa itsauthenticity and individuality.Experience has demonstrated there is an importantprogression that relies on acknowledging thepast when creating new communities that aredistinctive and have a strong sense of place.TRADITIONAL custodiansEnsuring continuity of Indigenous culture is essential toKurilpa, a place of special significance to the Turrbal andJagera people. Traditional customs and beliefs in the form ofarts, rituals and performances have been passed from onegeneration to the next and should continue to be honoured.Kurilpa presents a unique opportunity to celebrate andshowcase the richness and diversity of Indigenous cultureand provide a tangible expression of the area’s Aboriginalheritage. Consultation with Traditional Custodians will beessential to realising this vision.HERITAGE BUILDINGS AND INDUSTRIAL RELICSHistory is in itself a unique resource and at Kurilpa we havethe opportunity of working with the heritage of the area toreuse and adapt many of these industrial relics. By retainingand reimagining the heritage-listed brick walls alongMontague Road and the area’s iconic smokestacks, steelframes and tanks – the raw bones of the industrial past – wecan create a unique and distinctly Kurilpa setting to inspireand stimulate the highest-levels of built design.Heritage buildings including the Electrical Substation,Stewart and Lloyds factory, Foggitt, Jones & Co. warehouse,Paul’s Ice Cream and Milk office building, and the formerCoronation Hotel will be adapted and reimagined for futuregenerations.The Foggit, Jones & Co. warehouse at the river end of theviaduct offers the perfect opportunity to bring peopletogether to connect, create, learn and share. Its brick walls,high spaces and surrounding courtyards present the perfectsetting for a host of social interactions such as cafes,microbrewery, cooking schools and specialty food retailers.


In looking ahead wewill recall the physicallegacy left by the humanendeavour that shapedBrisbane’s prosperity.KURILPA, PLACE OF WATER RATSWhen Europeans first arrived in the BrisbaneRiver they soon learnt that South Brisbane andthe surrounding areas were known to local peopleas ‘Kurilpa’ because of the abundance of water rats.Here was a place of dense subtropical forest of gianttrees, ferns, palms, elkhorns and staghorns, overrun bywild passionflowers. The newcomers borrowed the junglepathways already used for generations by people who atnight travelled with a blazing torch in one hand. Gradually,these paths were widened into tracks and eventually theywere paved. Some have become Brisbane’s key roads.One pathway wove its way from the ‘sandy beach’at Kurilpa out to the West End jungle along acreek. Today, this path is Montague Road.40

Kurilpa’s public spaces will beevent-ready and the settings for an everchangingarray of pop-up activities – music,markets and food vans.VIADUCT URBAN PLAYGROUNDThe uncompromising concrete bulk of the Merivale Bridgeviaduct asserts itself high above the streets of Kurilpa.As it carves its way almost half a kilometre from theriver to the South Brisbane Rail Station, it will becomeBrisbane’s most talked-about urban playground andconnecting link.It will be transformed into a corridor of adventure thatis high-energy and ever-changing. Its concrete pierswill provide the canvas for an outdoor gallery and aframework for urban sports and play – multi-purpose ballcourts, climbing walls and skateboarding within pocketparks and greenery.At night, architectural lighting will bring a new drama tothe massive concrete columns creating an ever-moving,living sculpture and a new icon for Brisbane.The unique environment of the railway viaducts givesus the exciting opportunity to bring together a synergyof commercial activity into a focused corridor. Buildingswill address the viaducts, with some of the world’s mostcutting-edge and coolest commercial enterprises sittingalongside start-up industries. This will be the placefor urban creatives, retailers, pop-up food vendors andperformers. 47built form5.2 LIVELY NEIGHBOURHOODSThe <strong>master</strong> <strong>plan</strong> provides flexibility for varietyin development outcomes within a communityfriendly,permeable, landscaped setting. Itis defined by the key urban components ofthe riverside parkland, street boulevards andpedestrian and public transport networks.A well-structured urban grid defines adaptabledevelopment lots that can be scaled and deliveredover time in response to the prevailing marketforces.NEIGHBOURHOOD HUBS AND ACTIVE GROUND FLOORSNeighbourhood hubs of activity are focused on Hope Street,as the retail ‘high street’, and at the ‘eat street’ along theRiverside Es<strong>plan</strong>ade. These streets define strong destinationsand are the anchors for successful and diverse communitydevelopment. Elsewhere, ground-level tenancies will beoccupied by smaller retail and micro-business activities tocomplement and contribute to the vibrancy of the area.PEDESTRIAN PERMEABILITYThe <strong>master</strong> <strong>plan</strong> goes beyond the requirements of previous<strong>plan</strong>ning documents to triple the number of publiclyaccessible links to the river. Paths will be no further than 100metres from each other to ensure walking is easy and safeacross the precinct. These laneways and pathways effectivelylink the river to Montague Road and beyond.The design and siting of buildings between Montague Roadand the river will maximise space for landscaped gardens andcourtyards at ground level, as well as providing interlinkedpedestrian pathways and streets to deliver a vibrant and safewalkable neighbourhood.FLEXIBLE DEVELOPMENTThe <strong>master</strong> <strong>plan</strong> presents a range of development parcels,offering value and diversity suitable to accommodate a broadmarket. Small lots have the potential to be amalgamated andthe large industrial sites can be configured to enable a rangeof development scales, types and forms. This will enabledevelopment as individual lots, appropriate for residentialdevelopments, or combined to suit multiple tower or largefootprint commercial developments.LANEWAY ACCESS AND SERVICINGA designated laneway will run parallel with the river along thenatural ridge of the precinct. From this laneway, flood-freeaccess into basements can be discreetly provided into newlots, effectively removing vehicular cross-overs and servicingentrances from the primary frontages of Montague Road,the Riverside Es<strong>plan</strong>ade and key connecting streets. Withinthe <strong>plan</strong> there is also the opportunity for the co-locating ofservicing and parking openings within single buildingsand/or with adjoining properties along this laneway, as wellas access for courier deliveries and taxis in order to reducepressure on kerbside space.BASEMENT CARPARK AND DEEP-PLANTING ZONESAll new lot sizes are to be established with a minimum widthof 45 metres to allow for efficiently <strong>plan</strong>ned basement carparking. 49built form5.3 BUILDING TYPOLOGIESThe <strong>master</strong> <strong>plan</strong> defines a diverse range of buildingtypes that respond to the evolving characteristicsof the Kurilpa precinct. New development willreflect the riverside parkland setting, the urbaninfluences of the nearby CBD, Brisbane’s outdoorlifestyle and quality contemporary architecture.URBAN COREAt Kurilpa’s northern point, commercial and residentialtowers will reflect the city skyline across the river. Largelots will allow for development of height and substance.The existing neighbourhood <strong>plan</strong> already allows for towersup to 30 storeys, and towers up to 40 storeys will beencouraged south of Montague Road and east of CordeliaStreet to complement the city centre. At their feet, the newbuildings will be open to the surrounding streets, allowingeasy pedestrian through-movement and encouraging socialinteraction and activation of the streets and spaces theydefine. The towers above will be set back to reinforce theprinciples of subtropical design and ensure an open aspect.URBAN COREMONTAGUE ROADAs a well-proportioned street with a good proximity tosurrounding public spaces, Montague Road will becomeone of Brisbane’s signature subtropical boulevards.Clusters of commercial development will punctuate itslength with buildings up to 6 storeys defining a strongstreet address. Towers of 20 storeys and above will befurther set back from the street, side and rear boundariesto create more space. Importantly, buildings will engagethe street at ground level with shops, cafes, foyers andre-purposed heritage places to ensure continuity ofactivity. Above street level, buildings will be permeable andsubtropical, with louvres, balconies, awnings and verticallandscapes drawing the lush, river parkland landscapeof Kurilpa up into the building. As a transition betweenthe Urban Core and River’s Edge, towers up to 30 storeysare supported where fronting onto Bouquet Street.MONTAGUE ROADRIVER’S EDGEA patchwork of green spaces will enrich Kurilpa’s riversidegarden community. Each building will present a narrowerprofile to the river to maximise views out into the landscape.Along the new Riverside Es<strong>plan</strong>ade, riverfront cafes,restaurants and shops will occupy the first three storeysand activate the parklands, with towers up to 15 storeyswell set back – the perfect spot to watch the sun go down.ICONIC CULTURAL AND LEISURE BUILDINGSTwo new cultural buildings will be created that add toand enhance Brisbane’s mix of arts and entertainmentdestinations.
