Circumstances orassumptions may change which may mean that sites could come forward sooner or laterthan orig<strong>in</strong>ally envisaged.• The hous<strong>in</strong>g capacity of site <strong>in</strong>cluded <strong>in</strong> the <strong>SHLAA</strong> has been estimated us<strong>in</strong>g a benchmarkof 30 dwell<strong>in</strong>gs per hectare. However this does not mean that this density is appropriate foreach <strong>in</strong>dividual site, which would need to be assessed through the plann<strong>in</strong>g process when aplann<strong>in</strong>g application is submitted.• The <strong>in</strong><strong>format</strong>ion <strong>in</strong>cluded <strong>in</strong> the <strong>SHLAA</strong> is ‘snapshot’ based on <strong>in</strong><strong>format</strong>ion that wasavailable at the time of the study, and is therefore unable to take account of any changes <strong>in</strong>circumstances. It is important to recognise that:• There may be additional constra<strong>in</strong>ts on some sites that were not identified at the timeof the assessment• Constra<strong>in</strong>ts identified on some sites may now have been addressed• Sites identified <strong>in</strong> the document may have secured permission s<strong>in</strong>ce the <strong>in</strong><strong>format</strong>ionwas compiled and published.Applicants are therefore advised to carry out their own analysis of sites to identify any constra<strong>in</strong>tsor other <strong>in</strong><strong>format</strong>ion for the purpose of a plann<strong>in</strong>g application and not rely solely on the f<strong>in</strong>d<strong>in</strong>gs ofthe <strong>SHLAA</strong>.

A l l e rd aleLocal PlanEvidence Base1 IntroductionNational plann<strong>in</strong>g policy requirements <strong>in</strong>relation to hous<strong>in</strong>g supplyThis Strategic Hous<strong>in</strong>g Land AvailabilityAssessment (“<strong>SHLAA</strong>”) has been prepared by<strong>Allerdale</strong> Borough Council (“the Council”) toprovide an assessment of the amount of landavailable for hous<strong>in</strong>g development bothcurrently and <strong>in</strong> the future.A top priority for Government is to ensure thatland availability is not a constra<strong>in</strong>t on thedelivery of new hous<strong>in</strong>g. The new NationalPlann<strong>in</strong>g Policy Framework (“NPPF”) statesthat local plann<strong>in</strong>g authorities should prepare<strong>SHLAA</strong>s to establish realistic assumptionsabout the availability, suitability and the likelyeconomic viability of land to meet theidentified need for hous<strong>in</strong>g dur<strong>in</strong>g the planperiod.Purpose of this <strong>SHLAA</strong> documentThe Council are <strong>in</strong> the process of prepar<strong>in</strong>g annew Local Plan (“The emerg<strong>in</strong>g Local Plan”)will eventually replace the current Local Planthat was adopted <strong>in</strong> 1999.The emerg<strong>in</strong>g Local Plan sets out theCouncil’s long-term vision for the Borough forthe period 2011-2028. This <strong>in</strong>cludes thestrategy/target for hous<strong>in</strong>g growth and deliveryand also the general geographic distribution ofdevelopment with<strong>in</strong> the Borough.Before the emerg<strong>in</strong>g Local Plan can beformally adopted by the Council it mustsuccessfully pass an exam<strong>in</strong>ation <strong>in</strong> publicand be found ‘sound’. One of the key tests ofsoundness is that the hous<strong>in</strong>g strategy/targetis deliverable.In order to demonstrate that the hous<strong>in</strong>gstrategy/target is deliverable, the Council mustprovide evidence that there is:(i)(ii)(iii)An adequate supply of hous<strong>in</strong>g land tofulfil the overall target set out <strong>in</strong> the plan.Enough hous<strong>in</strong>g land with<strong>in</strong> each of thekey settlements and tiers of settlementhierarchy to deliver the spatial strategySufficient ‘deliverable’ sites <strong>in</strong> order toprovide a supply for the first five years ofthe planThis <strong>SHLAA</strong> document forms part of theevidence base to demonstrate thatrequirements (i), (ii) and (iii) can be fulfilled.1 <strong>SHLAA</strong>: <strong>Ma<strong>in</strong></strong> Report

Two call for sites havebeen undertaken: the first <strong>in</strong> June 2008 andthe second <strong>in</strong> July 2011.Assess<strong>in</strong>g Site SuitabilityIn<strong>format</strong>ion was gathered on each site toassess their suitability. This was undertaken us<strong>in</strong>g amodell<strong>in</strong>g system that rated each site poor,fair or good based on the number of servicesthat could be accessed via each mode oftransport.Discount<strong>in</strong>g sitesThe first sieve <strong>in</strong>volved discount<strong>in</strong>g those siteswhich were considered to be unsuitable forhous<strong>in</strong>g development.Sites were discounted if:• In a location detached from anysettlement <strong>in</strong>cluded <strong>in</strong> the settlementhierarchy identified <strong>in</strong> the emerg<strong>in</strong>g LocalPlan• Located wholly with<strong>in</strong> Flood Zone 3• The means of access was consideredsubstandard and/or dangerous, orsignificant highway capacity constra<strong>in</strong>tshave been identified• Plann<strong>in</strong>g permission for developmenthas been granted• Subject to severe utilities <strong>in</strong>frastructureconstra<strong>in</strong>ts• Below 0.3ha <strong>in</strong> area• Development would adversely affect the<strong>in</strong>terest of a protected site (e.g. Site of<strong>SHLAA</strong>: <strong>Ma<strong>in</strong></strong> Report 4


A l l e rd aleEvidence BaseLocal PlanSpecial Scientific Interest [SSSI])• Development would have a harmful impactupon a Historic Asset (e.g. listed build<strong>in</strong>g,Scheduled Ancient Monument, sensitivearchaeological area)• Development would have harmfullandscape impact• Topography rendered it unsuitable fordevelopmentAssess<strong>in</strong>g site availabilityThe NPPF states that one of the key tests todeterm<strong>in</strong>e whether a site can be considered tobe deliverable or developable is whether it isavailable for development. Those sites fulfill<strong>in</strong>gthe first sieve criteria were subject to anavailability assessment to determ<strong>in</strong>e whetherthe owner of a site was will<strong>in</strong>g to allow it to bedeveloped as hous<strong>in</strong>g <strong>in</strong> the future.It was assumed that those sites that had beensubmitted to the Council by landowners andagents act<strong>in</strong>g on their behalf has <strong>in</strong>dicated theirwill<strong>in</strong>gness to release the land for hous<strong>in</strong>g.Therefore these sites were deemed to haveautomatically fulfilled this test.For those sites that were identified by theCouncil, ownership details were obta<strong>in</strong>ed fromthe Land Registry. The owners were thencontacted to see whether they would considerreleas<strong>in</strong>g the land for hous<strong>in</strong>g.Sites were considered unavailable andtherefore discounted at this stage, if:• The Land Registry was unable to provideownership data• No response from the owner was receivedfollow<strong>in</strong>g an approach from the Council.• Follow<strong>in</strong>g an approach from the councilthe owner <strong>in</strong>dicated that they did not wantto develop the siteAssess<strong>in</strong>g site achievabilityThose sites deemed to be available were thenassessed <strong>in</strong> terms of their achievability. Thiswas essentially an assessment as to theeconomic viability of the site and the whetherthe site would yield a enough profit to makedevelopment a realistic proposition.A strategic viability model was used for thisexercise. Sites were classified <strong>in</strong> terms of:• Size: large, medium or small,• Type: brownfield or greenfield5 <strong>SHLAA</strong>: <strong>Ma<strong>in</strong></strong> Report


Evidence BaseA l l e rd aleLocal Plan• Market value: high, medium or low (basedon average house prices at parish level)Tak<strong>in</strong>g <strong>in</strong>to account the location (<strong>in</strong> terms ofland value/market attractiveness), area (<strong>in</strong>terms of the number of dwell<strong>in</strong>gs that could bedelivered) and the need for remediation (<strong>in</strong>terms of brownfield land) sites were then givena rat<strong>in</strong>g of viable, marg<strong>in</strong>al or unviable.The difficult hous<strong>in</strong>g market conditions causedby the economic downturn has been factored<strong>in</strong>to the assessment <strong>in</strong> order to avoid an overlyconservative approach. In some cases theviability rat<strong>in</strong>g has been adjusted tak<strong>in</strong>g <strong>in</strong>toaccount both historical trends and localknowledge of the hous<strong>in</strong>g market (e.g. demandand/or desirability of areas/settlements).Given the timeframe of the <strong>Allerdale</strong> Local Plan(2011-2028) it is likely that hous<strong>in</strong>g market willimprove. Therefore it was considered essentialto allow for a certa<strong>in</strong> level of flexibility with<strong>in</strong> ourviability assessments.Only the most constra<strong>in</strong>ed and unviable siteswere discounted at this stage.Assess<strong>in</strong>g site deliverabilityThose sites considered to be both available andachievable were then assessed <strong>in</strong> terms of thelikelihood of when they would be developed.The assessment was based on deductivereason<strong>in</strong>g tak<strong>in</strong>g <strong>in</strong>to account the economicviability of the site, the level of demand forhous<strong>in</strong>g <strong>in</strong> the locality and any identifiedconstra<strong>in</strong>ts that would need to be addressedbefore the site could be brought forward.Based on a comb<strong>in</strong>ation of these factors siteswere then classified <strong>in</strong>to two categories:• Deliverable (A realistic prospect thathous<strong>in</strong>g will be delivered on the site with<strong>in</strong>5 years)• Developable (There is a reasonableprospect that hous<strong>in</strong>g will be delivered onthe site later <strong>in</strong> the plan period with<strong>in</strong> the6-15 year timeframe)Estimat<strong>in</strong>g hous<strong>in</strong>g capacity of <strong>SHLAA</strong> sitesPotential hous<strong>in</strong>g capacity of <strong>SHLAA</strong> sites hasbeen estimated based on assumptions <strong>in</strong>relation to:• Density<strong>SHLAA</strong>: <strong>Ma<strong>in</strong></strong> Report 6

Evidence BaseA l l e rd aleLocal Plan3 Identify<strong>in</strong>gfuture hous<strong>in</strong>g requirementsEstablish<strong>in</strong>g the level of future hous<strong>in</strong>ggrowth for the BoroughOne of the pr<strong>in</strong>cipal roles of the emerg<strong>in</strong>gLocal Plan is to establish the target for thenumber of houses that will need to bedelivered <strong>in</strong> the Borough over the next planperiod (2011-2028).Based on up-to-date population, household<strong>format</strong>ion and economic forecast<strong>in</strong>g theCouncil has arrived at a proposed hous<strong>in</strong>ggrowth target of 5167 dwell<strong>in</strong>gs, whichequates to a requirement to deliver 304dwell<strong>in</strong>gs per annum.In addition to statistical forecast<strong>in</strong>g the Councilhas also considered the follow<strong>in</strong>g additionalcriteria/considerations:• Potential land availability and known<strong>in</strong>frastructure capacity.• Past levels of house completions (whichgive some guide to the capacity of theconstruction <strong>in</strong>dustry to deliver and thelevel of market demand)• The need to maximise the delivery ofaffordable hous<strong>in</strong>g and to respond to andsupport growth <strong>in</strong> the local economy.Proposed settlement hierarchyThe emerg<strong>in</strong>g Local Plan also sets out howfuture hous<strong>in</strong>g growth will be managed anddistributed throughout the Borough. A mapillustrat<strong>in</strong>g the proposal spatial strategy andgeographical dispersal of settlements is<strong>in</strong>cluded <strong>in</strong> Appendix A1.It is proposed that these dwell<strong>in</strong>gs will bedistributed with<strong>in</strong> a proposed settlementhierarchy compris<strong>in</strong>g of:Pr<strong>in</strong>cipal Service Centre (“PSC”):Work<strong>in</strong>gton (<strong>in</strong>clud<strong>in</strong>g High Harr<strong>in</strong>gton,Seaton, Siddick and Sta<strong>in</strong>burn)Work<strong>in</strong>gton has been identified as thePr<strong>in</strong>cipal Service Centre <strong>in</strong> recognition of itrole as the ma<strong>in</strong> hous<strong>in</strong>g, employment andretail centre.Key Service Centres (“KSC”):AspatriaMaryportWigtonCockermouthSillothKey Service Centres have been designated onthe basis that they are the recognised urban<strong>SHLAA</strong>: <strong>Ma<strong>in</strong></strong> Report 8

This isconsidered to be the most susta<strong>in</strong>ableapproach as it makes the most use of exist<strong>in</strong>gphysical, utility and social <strong>in</strong>frastructure andalso reduces the need to travel.Us<strong>in</strong>g the proposed distribution of hous<strong>in</strong>ggrowth set out <strong>in</strong> the Local Plan, the bulk ofhous<strong>in</strong>g development would be located with<strong>in</strong>the ma<strong>in</strong> towns of Aspatria, Cockermouth,Maryport, Silloth, Wigton and Work<strong>in</strong>gton.Proposed hous<strong>in</strong>g targetsHowever it is considered that the smaller ruralsettlements should have the opportunity toaccommodate small-scale <strong>in</strong>fill/round<strong>in</strong>g offdevelopment where appropriate.
