2.3 Summary of Literature <strong>Review</strong>The conventional highway safety improvement, safety management, and riskmanagement programs examined in this literature review require a substantial amount offunding, personnel, and expertise. Due to limited resources, most local governmentagencies do not implement <strong>the</strong>se programs.While some tailoring of <strong>the</strong> road safety audit already has been completed, a safetyprocedure <strong>for</strong> road safety audit review on local rural roads is still needed. There alsoappears to be a lack of research on what level of expertise is needed to per<strong>for</strong>m an RSARon <strong>the</strong> local rural roads. This research project assessed <strong>the</strong> combination of auditor skillneeded and how best to classify <strong>the</strong> safety deficiency in terms of urgency ofimplementing an improvement. Given <strong>the</strong> limited resources available to rural localagencies, <strong>the</strong> feasibility of conducting RSARs by using a team of independent safetyspecialists also is probably not practical.42
