EDUCATION, TESTING AND CERTIFICATION CENTRE (ETCC)The Education, test<strong>in</strong>g <strong>and</strong> certification centre (ETCC) <strong>in</strong> the Albanian language as a <strong>for</strong>eign/second language was established <strong>in</strong> 2009, under the project entitled “Determ<strong>in</strong>ation of language levelsof Albanian <strong>and</strong> Macedonian languages accord<strong>in</strong>g to ALTE program of EU”, supported by theCommittee <strong>for</strong> scientific researches of SEEU- Tetovo <strong>and</strong> the Senate program <strong>for</strong> establish<strong>in</strong>g theEducation, test<strong>in</strong>g <strong>and</strong> Certification Centre <strong>in</strong> the Albanian language.The ETCC represents the only centre of this k<strong>in</strong>d <strong>in</strong> the Republic of Macedonia which per<strong>for</strong>mstest<strong>in</strong>g <strong>and</strong> awards <strong>certificate</strong> <strong>for</strong> knowledge of the Albanian language as a <strong>for</strong>eign/ second languageaccord<strong>in</strong>g to <strong>in</strong>ternational st<strong>and</strong>ards.The ETCC represents an organizational unit of the Faculty of Languages, cultures <strong>and</strong>Communications of SEEU based <strong>in</strong> Skopje <strong>and</strong> its legal basis is determ<strong>in</strong>ed by special rules of theprocedure approved by the Academic-Scientific Council of the Faculty.The ETCC <strong>in</strong> the Albanian language as a <strong>for</strong>eign/ second language offers these activities:1. Organizes <strong>and</strong> delivers preparatory Albanian language <strong>courses</strong> <strong>for</strong> <strong>obta<strong>in</strong><strong>in</strong>g</strong> of <strong>certificate</strong>s<strong>in</strong> three language levels (beg<strong>in</strong>ner, medium <strong>and</strong> high).2. Organizes <strong>and</strong> delivers Albanian language <strong>tests</strong> as a <strong>for</strong>eign/ second language.3. Issues <strong>certificate</strong>s <strong>for</strong> Albanian language accord<strong>in</strong>g to level of demonstrated knowledge.The Centre is equipped with appropriate literature which c<strong>and</strong>idates will use <strong>for</strong> test<strong>in</strong>g at thethree language levels.ABOUT THE PROJECTTest<strong>in</strong>g Albanian language as a <strong>for</strong>eign/ second language is the result of a two year project atSEEU <strong>in</strong> order to establish st<strong>and</strong>ards <strong>for</strong> determ<strong>in</strong><strong>in</strong>g the levels of Albanian language. It is <strong>in</strong>tended <strong>for</strong>speakers <strong>for</strong> whom the Albanian language is a <strong>for</strong>eign/ second language <strong>and</strong> who want to obta<strong>in</strong> anofficial certification of knowledge of the Albanian language as a <strong>for</strong>eign/ second language accord<strong>in</strong>g tothe respective levels.Such a project was carried out <strong>in</strong> accordance with the st<strong>and</strong>ards set out <strong>in</strong> the Common EuropeanFramework of Languages <strong>and</strong> accord<strong>in</strong>g to the ALTE program set by the European Council <strong>in</strong> 2001.Data from this test enables the c<strong>and</strong>idate to get an important document which <strong>in</strong>dicates <strong>and</strong> officiallycertifies the level of knowledge.The method <strong>and</strong> criteria <strong>for</strong> tak<strong>in</strong>g the test are described <strong>in</strong> a special book of rules <strong>for</strong> workapproved by the Academic <strong>and</strong> Scientific Council of the Faculty of Languages, Cultures <strong>and</strong>Communications at SEEU <strong>and</strong> the SEEU Senate.This program is <strong>in</strong>tended <strong>for</strong> test<strong>in</strong>g general language knowledge <strong>and</strong> the four language skills:• listen<strong>in</strong>g (underst<strong>and</strong><strong>in</strong>g of an oral text),• read<strong>in</strong>g (underst<strong>and</strong><strong>in</strong>g of a written text)• writ<strong>in</strong>g• speak<strong>in</strong>gThe ETCC offers test<strong>in</strong>g <strong>for</strong> the three levels of Albanian as a <strong>for</strong>eign/ second language.

Currently the tuition at South East European University is offered at Tetovo <strong>and</strong> Skopjecampuses. Accord<strong>in</strong>g to the study program of this university, teach<strong>in</strong>g Albanian <strong>and</strong> Macedonian <strong>for</strong>beg<strong>in</strong>ners is divided <strong>in</strong>to two semesters, two hours of classes per week. This is the first time whereclasses outside of regular teach<strong>in</strong>g, can enable successful students to ga<strong>in</strong> a <strong>certificate</strong>. After f<strong>in</strong>ish<strong>in</strong>geach course students will fill an evaluation <strong>for</strong>m which will be reviewed by a panel of teachers.Student’s comments will be used to improve the quality of the teach<strong>in</strong>g.HOW TO APPLY FOR THESE COURSESC<strong>and</strong>idates can apply <strong>for</strong> the tra<strong>in</strong><strong>in</strong>g to get the <strong>certificate</strong> <strong>in</strong> September <strong>and</strong> February. After you are allowed to open the test you will be given 10 m<strong>in</strong>utes to look at the test<strong>and</strong> ask about anyth<strong>in</strong>g which is unclear. After that, you won’t be allowed to ask questions <strong>and</strong>the exam<strong>in</strong><strong>in</strong>g committee will not be allowed to expla<strong>in</strong>. Follow carefully the written <strong>in</strong>structions <strong>for</strong> each question. If your written answer is notclear, or there are two or more answers you won’t get any po<strong>in</strong>ts <strong>for</strong> your answer. If you are required to write a text, you have to pay attention to the number of wordswhich you are supposed to write. Each c<strong>and</strong>idate willreceive a written note where they will be <strong>in</strong><strong>for</strong>med of the results, they will be given the total number ofpo<strong>in</strong>ts, as well as the results of all particular sections.Successful c<strong>and</strong>idates will obta<strong>in</strong> their <strong>certificate</strong> <strong>for</strong> a specific level two weeks after the resultshave been published.CANCELLING OR BEING LATE FOR THE TESTCANCELLING THE TEST The c<strong>and</strong>idate can cancel the test five days be<strong>for</strong>e the test date. In this case 80% of themoney paid <strong>for</strong> the test will be refunded to the c<strong>and</strong>idate, or on <strong>in</strong>struction from the c<strong>and</strong>idatethe money can be transferred <strong>in</strong> order to pay <strong>for</strong> a subsequent test. The c<strong>and</strong>idate will not be refunded if he/ she cancels the test with<strong>in</strong> 5 day period, or ifhe/ she doesn’t take the test. If the c<strong>and</strong>idate cancels the test dur<strong>in</strong>g the test, he/she does not have the right to take thetest the same month, <strong>and</strong> the money will not be transferred to another subsequent test.BEING LATE If the c<strong>and</strong>idate is not on time he will not be allowed to take the test, if desired, thec<strong>and</strong>idate can take the test <strong>in</strong> one of the subsequent exam sessions.


THE RIGHTS OF THE CANDIDATES WHO HAVE NOT PASSED THE EXAMC<strong>and</strong>idates who have not passed the test or are not satisfied with the test results can requestfrom the ETCC to see the test.15 days after the results are published, c<strong>and</strong>idates have the right to write a compla<strong>in</strong>t letter<strong>in</strong> which he/ she states his dissatisfactionThe c<strong>and</strong>idate will be <strong>in</strong><strong>for</strong>med by the committee by email of the consultation times. Thatday the c<strong>and</strong>idate has to have the ID card with them.The compla<strong>in</strong>t letter should be sent to the ETCC management. The committee <strong>for</strong>med by theETCC decides about the compla<strong>in</strong>t as stated <strong>in</strong> the manual.RETAKING THE EXAMIf the c<strong>and</strong>idate does not pass the exam, he/ she can retake it 3 months later aga<strong>in</strong>. The c<strong>and</strong>idatewill aga<strong>in</strong> be tested on the four sections of the test.There is no limitation as far as tak<strong>in</strong>g the exam is considered, but <strong>for</strong> each time they take the testthey have to pay the assigned amount of money.CRITERIA FOR THE CERTIFICATEIn order to get the <strong>certificate</strong> the c<strong>and</strong>idate should:a.
