<strong>Niagara</strong> <strong>Falls</strong>Historic Drummondville DistrictThe Historic Drummondville District in <strong>Niagara</strong> <strong>Falls</strong> contains theMain and Ferry Tourism District and is located in close proximity to the<strong>Falls</strong>view Tourism District, with access to the <strong>Falls</strong> viewing areas, the<strong>Falls</strong>view Casino Resort, <strong>Niagara</strong> Parks, and the new <strong>Niagara</strong> Conventionand Civic Centre (under construction). The Historic DrummondvilleDistrict is also just to the east of the Lundy’s Lane Tourism District and inclose proximity to the Clifton Hill Tourism District.The Historic Drummondville District is home to the Main and FerryCommercial District with over 110 business addresses on Main and FerryStreets. The District is rich in heritage with the site of the historic battle ofLundy’s Lane, the Battle Ground Hotel Museum, Drummond Hill Cemeteryand the <strong>Niagara</strong> <strong>Falls</strong> History Museum. The Historic Drummondville Districtis also home to the Main Street Farmer’s Market and the District is surroundedto the north, south and west by stable residential areas.The Historic Drummondville District offers a number of business anddevelopment opportunities in the form of vacant buildings and sites. The Cityalso offers a number of incentive programs under its Historic DrummondvilleCommunity Improvement Plan (CIP) to assist in the rehabilitation,improvement and redevelopment of these vacant buildings and sites.The Bicentennial of the War of 1812 Lundy’s Lane Battlefield LegacyProject is the City’s cornerstone foundation for redeveloping theHistoric Drummondville District. This $11 million project includes:• Restoration and expansion of the <strong>Niagara</strong> <strong>Falls</strong> HistoryMuseum Building to provide a War of 1812 Visitor Centre andaccess to people of all ages to actively learn about and engagewith the community’s heritage; and,• Redevelopment of the Lundy’s Lane Battlefield National HistoricSite to provide increased pedestrian access, parking, open space andimprovements to the Battleground Hotel Museum.Recent Private Sector ProjectsThe Historic Drummondville CIP has initiated millions ofinvestment dollars into the Historic Drummondville District. SinceOctober of 2006 when the CIP was approved, 14 applications havebeen approved. The City has committed to $1,528,427 in grantsand loans corresponding to $18,696,326 in new constructionexpenditures in the District. A few examples of projects takingadvantage of funding from the City available under the HistoricDrummondville CIP are described below.Historic Drummondville Community Improvement Project AreaArtist Rendering of Lundy’s Lane Gateway FeatureThe Historic Drummondville Community Improvement Plan (CIP)The Historic Drummondville CIP was approved in November of 2006 andapplies to the Historic Drummondville Community Improvement ProjectArea. This CIP contains four incentive programs offered by the City of<strong>Niagara</strong> <strong>Falls</strong> to assist property and business owners improve buildingsand redevelop properties in the Historic Drummondville CommunityImprovement Project Area. The four incentive programs are:1. Commercial Building and Facade Improvement Grant Program;2. Residential Loan Program;3. Revitalization Grant Program; and,4. Peer-Robinson Residential Rehabilitation Grant Program.The Commercial Building and Facade Improvement Grant Program offersa grant equal to the cost of facade improvement and building maintenanceand improvement works to a maximum grant of $25,000 per property.The Residential Loan Program offers a loan of $20 per sq.ft. of habitable floorspace created to a maximum of $20,000 per unit and $500,000 per property.The loan is interest free and must be repaid in monthly installments over a fiveyear period commencing one year after project completion.The Revitalization Grant Program provides an annual grant to the projectproponent for up to ten years after project completion. This grant is fundedfrom the increase in City and Regional property taxes generated by theredevelopment or rehabilitation project. The grant is equal to:• 80% of the City/Regional property tax increase in years 1 to 5 afterproject completion;• 60% in years 6 and 7;• 40% in year 8; and,• 20% in years 9 and 10.The Peer- Robinson Residential Rehabilitation Grant Program provides aone-time grant equal to 50% of the cost of exterior building maintenance andproperty improvement works to a maximum grant of $10,000 per property.Eligible properties are those bounded by Main Street, Peer Street, AllendaleAvenue and Robinson Street.Cornerstone Public ProjectsThe Historic Drummondville CIP also recommended a number of majorpublic realm improvement projects.Servicing and streetscape improvements along Main Street and Ferry Streetare scheduled to commence in 2010.Artist Rendering of <strong>Niagara</strong> <strong>Falls</strong> History Museum Expansion andRenovation - ExteriorArtist Rendering of <strong>Niagara</strong> <strong>Falls</strong> History Museum Expansion and Renovation- Front to Back View (left) Back to Front View (right)A planned retrofit of the Main Street Farmers’ Market will promote there-establishment of a vibrant, mixed use area with better connections toMain Street. The existing market building will be replaced with a newbuilding having frontage on Main Street. The new 8,000 sq.ft. buildingwill allow indoor year-round vendors and the number of vendors to beincreased. The new market building will also include a culinary showcasearea for demonstrations and special events. There will be two mainentrances, one from Main Street and one from the City’s Sylvia Placeparking lot. The redevelopment of the Farmers’ Market will coincidewith the Lundy’s Lane Battlefield Legacy Project. These two projectswill help draw tourists, shoppers and business activity to the HistoricDrummondville District.Artist Renderings of the new Farmers’ MarketPatterson Funeral Home, 6062 Main StreetPatterson Funeral Home, located at 6062 Main Street completedan 8,485 sq.ft. expansion and renovation of the existing 7,000 sq.ft.building in the Spring of 2009.Napoli Restaurante & Pizzeria, 5485 Ferry StreetThe owners of Napoli Restaurante & Pizzeria used CIP programfunding to complete exterior facade improvements to their buildingat the corner of Stanley Avenue and Ferry Street.Petrullo Hair Design, 6032 Main StreetSeveral new businesses have also used the CIP incentives to upgradebuildings and open new business in the Historic DrummondvilleDistrict. These include Petrullo Floral Design, and the <strong>Niagara</strong>Orthopaedic Institute.
