Madam President,Mr. Secretary‐General,Excellencies,Distinguished deleg<strong>at</strong>es,Ladies and Gentlemen.Let me begin by extending our warm congr<strong>at</strong>ul<strong>at</strong>ions to you, Madam President, on yourelection as the President <strong>of</strong> t<strong>his</strong> conference. I would also like to thank the government andpeople <strong>of</strong> Brazil for their warm hospitality.Propelled by technology, fuelled by greed and driven by GDP, the p<strong>at</strong>h mankind trod formore than half a century brought us to a crossroads here <strong>at</strong> Rio, twenty years ago. Despiteagreeing to make a turn, we acceler<strong>at</strong>ed onward. Those who lagged behind hoped to c<strong>at</strong>chup, while those ahead spurred on to keep their lead in the race to extract, produce, sell andconsume more in a world with less resources. The costs <strong>of</strong> reckless speeding along thehighway <strong>of</strong> ‘development’ have been devast<strong>at</strong>ing. Society is crumbling, clim<strong>at</strong>e is changing,ecosystems are collapsing, resources are depleting, and civiliz<strong>at</strong>ion is clearly headedbackward to the primordial st<strong>at</strong>e <strong>of</strong> the ‘survival <strong>of</strong> the fittest’. As species die in quicksuccession, mankind’s own extinction draws nearer.Indeed, survival is the question <strong>of</strong> the day. Surely, it is t<strong>his</strong> fear and the knowledge <strong>of</strong>having erred, th<strong>at</strong> have brought us back to Rio after 20 years – after two more decades <strong>of</strong>living dangerously and hurtling ourselves toward annihil<strong>at</strong>ion.Yet, we speak not <strong>of</strong> the harsh reality <strong>of</strong> life or de<strong>at</strong>h th<strong>at</strong> stares <strong>at</strong> us. Choosing gentlerlanguage, we argue about sustainability and green economy, words with enough ambiguityto divide us on the very issue <strong>of</strong> our survival th<strong>at</strong> should unite us. In being euphemistic, letus not underplay the dire st<strong>at</strong>e <strong>of</strong> humanity.Sustainable development means survival. It is about how we, as a species, must livewithin the bounds <strong>of</strong> wh<strong>at</strong> n<strong>at</strong>ure can provide. Sustainable development is not a choice. It isan absolute necessity. It is neither an ideal beyond the reach <strong>of</strong> the poor nor a thre<strong>at</strong> to therich and affluent. And we have no time to waste over arguments <strong>of</strong> who must bear the guiltfor our predicament. When we have, in varying degrees and with growing efficiency,stripped earth <strong>of</strong> its remaining capacity to support life, there will be no judge or jury tosepar<strong>at</strong>e the rich from poor, the north from the south, or the more guilty from the less.Humanity’s need <strong>of</strong> the hour is a saner, safer and sustainable p<strong>at</strong>h. To th<strong>at</strong> end, my country,Bhutan, will support all efforts.But how do we chart a new course? Where do we go from here? Unless we can agree on avision to guide us, society will remain rudderless in a perilous sea. But th<strong>at</strong> need not be. Ashighly evolved beings with social, intellectual and emotional needs, we do share onecommon vision – the ultim<strong>at</strong>e dream <strong>of</strong> happiness. T<strong>his</strong> aspir<strong>at</strong>ion transcends all thedividing contours <strong>of</strong> society and has the power to unite all <strong>of</strong> humanity. It is t<strong>his</strong> goaltoward which the new p<strong>at</strong>h must be blazed.2


wellbeing in a globalized and ecologically borderless world. And let us, as leaders, strive toconvince our n<strong>at</strong>ions <strong>of</strong> the merit <strong>of</strong> doing so. Let us be worthy <strong>of</strong> the trust our people haveplaced in us to lead and to lead in the right direction.In t<strong>his</strong> regard, it is most heartening th<strong>at</strong> even in those countries th<strong>at</strong> may appear to stand inthe way <strong>of</strong> intern<strong>at</strong>ional consensus, there is praiseworthy action. Where collectiveendeavour has failed, much has been done and more continues <strong>at</strong> the sovereign,subn<strong>at</strong>ional, community and individual levels. Many n<strong>at</strong>ions, businesses and communitiesare providing cutting edge leadership and examples <strong>of</strong> sustainable action in ways th<strong>at</strong> raisehope. The wealth <strong>of</strong> knowledge and technology cre<strong>at</strong>ed by brilliant scholars, scientists andeconomists to promote sustainable living, which has remained largely on the fringes <strong>of</strong>academia and politics, is now entering mainstream. And more and more countries,communities and businesses are beginning to make the sane choice.My own country will continue to stay the sustainable course.At COP 15 in Copenhagen, Bhutan pledged to remain a net carbon sink in perpetuity. T<strong>his</strong>,and our belief in the web <strong>of</strong> interdependence among all life forms, has led to ourbiodiversity and w<strong>at</strong>ershed protection measures, our wildlife corridors, and the manyother ways in which the n<strong>at</strong>ural environment is placed <strong>at</strong> the very core <strong>of</strong> all ourdevelopment policies. With 80% forest cover, Bhutan is today more green than the littleover 60% we started with some 50 years ago. More than half <strong>of</strong> our land has been placedunder full environmental protection in n<strong>at</strong>ional parks and wilderness areas. And it gives uspride to realize th<strong>at</strong> some 53% <strong>of</strong> the ecosystem services gener<strong>at</strong>ed in Bhutan arebenefiting other countries. But conversely, we know th<strong>at</strong> greenhouse gas emissions fromcountries as far as the Americas are causing, among other devast<strong>at</strong>ion, the rapid melting <strong>of</strong>glaciers in our mountains to thre<strong>at</strong>en floods in our valleys.All our schools and colleges have volunteered to become green and waste free. From thecoming budget year, Bhutanese will begin paying green tax on several goods. Tuesdays arenow pedestrian days in all urban centers with inspir<strong>at</strong>ion flowing directly from ourbicyclist King and royal family. Even as we take advantage <strong>of</strong> Bhutan’s emergence as apopular destin<strong>at</strong>ion, we remain resolute adherents to the principle <strong>of</strong> high value, lowimpact tourism.And as rural prosperity and urban wellbeing become a development theme, we aredetermined to become the first wholly organic food producing country by weaning ourfarmers and crops away from chemical dependecy to ensure food security and sustainableagriculture. Bhutanese farmers have begun to plant the seeds <strong>of</strong> a new and sustainablesociety.We have become mindful <strong>of</strong> how development or economic gains come <strong>at</strong> unaffordable butunmeasured costs. Sustainable N<strong>at</strong>ional Wellbeing Accounts are now being developed toreflect the comprehensive n<strong>at</strong>ural, social/cultural, human, and other such costs <strong>of</strong>economic activity, and the first valu<strong>at</strong>ions <strong>of</strong> such capital were released in February t<strong>his</strong>year. Through t<strong>his</strong> full cost accounting system, we confine GDP to its original purpose as a4
